Displacement and affordable workforce housing are important issues:

•The most common concern expressed by residents is that they feel they will no longer be able to afford to live in their current neighborhood.

•The City will be stronger if government workers, teachers, policemen, firemen, and service employees are able to live in the communities in which they work – and if current residents can remain.

•The BeltLine will be more successful if individuals who depend most heavily on public transit live near it.

The BeltLine team is working to address these issues:

•15% of all TAD net bond proceeds ($240 million) are put into an affordable housing trust fund, representing Atlanta’s largest single investment in affordable housing.

•The BeltLine Affordable Housing Advisory Board consists of housing and community leaders who advise Atlanta BeltLine, Inc. on how to best leverage the affordable housing trust fund.

•The BeltLine Partnership is working with non-profit, business, government, and community partners to advance the use of Community Land Trusts to create permanently affordable housing around the BeltLine.

CITIZEN PARTICIPATION FRAMEWORK: The Citizen Participation Framework is in place to ensure that the voices of residents are involved, engaged, and considered in the implementation of the BeltLine. The Citizen Participation  Framework includes five main components:

•Study Groups

•A Citizen Participation Advocate on the ABI staff

•Quarterly Briefings

•Tax Allocation District Advisory Committee (TADAC) and BeltLine Affordable Housing Advisory Board (BAHAB)

TAX ALLOCATION DISTRICT ADVISORY COMMITTEE (TADAC): The TADAC is made up of stakeholders from across the broad spectrum of Atlanta and is composed of community members representing the Atlanta neighborhoods and technical experts with a commitment to making the BeltLine a success for the City. TADAC’s main responsibilities are primarily the following:

•Make recommendations to ADA and the City on the issuance , allocation and distribution of tax allocation proceeds within the BeltLine Development Area;

•Monitor the effective and equitable distribution of the BeltLine Redevelopment Plan;

•Conduct an independent review of the BeltLine’s 5-year development plan.

BELTLINE AFFORDABLE HOUSING AVISORY BOARD (BAHAB): A group of individuals with demonstrable experience in affordable housing related fields.   Their purpose is to make policy recommendations to the ADA and City Council, monitor the availability and location of affordable housing, and coordinate with other affordable housing activities in the City of Atlanta.

A 99-year ground lease between CLT and owner ensures owner-occupancy and responsible use and outlines fees paid to the CLT.

Land is owned by the Community Land Trust, which is governed by a non-profit board.

Buildings (residential or commercial) are owned by individuals. Because they pay only for the structure, and not the underlying land, purchasing the building is more affordable.

A resale formula built in to the ground lease is designed to keep homes affordable for subsequent buyers.

• In January 2009, GDOT and Amtrak, lacking funding and any specific plans to support their actions, attempted to block BeltLine progress by intervening in the abandonment process - claiming that the northeast portion of the BeltLine should be used for high speed and commuter rail.

• There was significant community opposition to their actions, which would destroy the BeltLine’s ability to connect neighborhoods. Thousands of letters were written to our members of Congress, and a rally was held in Piedmont Park.

• At the request of Congressman Lewis and Senator Isakson, Amtrak came to Atlanta to discuss the situation with GDOT, ABI and other transit and planning agencies.

• A more appropriate alternative route for high speed and commuter rail was identified, and the BeltLine right-of-way was preserved for the exclusive use of the BeltLine.

• On February 11th, 2008 the Georgia Supreme Court reversed the Fulton County Superior Court’s validation of the BeltLine Tax Allocation District bonds, ruling that the use of school tax increment in Tax Allocation Districts violates the Educational Purpose Clause of the Georgia Constitution.

• The ruling affected only the school portion of tax increment (~$700 million net). The first $64.5 million was issued in October 2008 using the City and County portions of the tax increment, which were unaffected by the ruling.

• In November 2008, the voters of Georgia approved a constitutional referendum, with over 62% of Atlantans voting in favor, to allow school boards to participate in Tax Allocation Districts (TADs).

• The Georgia General Assembly re-enacted the Georgia Redevelopment Powers Law to enable the originally anticipated participation of all three partners in the BeltLine TAD- the City of Atlanta, Fulton County, and Atlanta Public Schools. HB 63 was signed in to law on April 22, 2009.

• Atlanta Public Schools affirmed their full participation in the BeltLine TAD in June 2009.
