PRlVJLEGES

7. Ollicers, Memhers of the Committee and aIlindiViduiù members shall be entitled to !tee admission to all County matches and County Trial matches played in the Cheshire area except divisional replays and semi-finals and finals of the County Championships, and other matches under the auspices of the Rugby Football Union, such as English Trials or other County Finals.

OFFICERS

8. The OIIicers of the County Union shaIl he a President, Past Presidents, Senior Vice-President, Vlce-Presidents (of whom there shaIl be not more than four), the Rugby Football Union County R~tative, an Honorary Treasurer, an assIStant Honorary Treasurer, an Honorary Secretary and an assistant Honorary Secretary (hereinafter referred to as "Hon. Treasurer," "Assistant Hon. Treasurer" "Hon. Secretary" and "Assistant Hon. Secretary" respectively).

9. The Ollicers and other members of the Committee for the time being in ollice shaIl retire at the close of the Annuiù General Meeting in every year and the meeting shall elect Ollicers and members of the Committee for the succeeding year. Retiring Ollicers and members of the Com­mittee shall be eligible for re-election. Election shall he decided by a majority of those voting. If no Hon. Secretary shall be elected, the retiring Hon. Secretary shall continue in ollice for the timebeing.

10. No President shall he eligible to serve in that ollicè for more than two consecutive years.

11. No member other than a retiring Officer shall be eligible for election as an Officer unless. by notice in writing to the Hon. Secretary before April 30th in liny year he shall have been nomina­ted by or on behalf of two members entitled to vote.

12. Casual vacancies or vacancies not filled .at an Annual General Meeting may be fiUed by the Committee unIess it has been expressly resolved by a General Meeting not to fill such vacancies.

R.F.U. REPRESENTATIVE 13. The representative of the County Union

on the Committee of the Rugby Football Union shall be elected annually in accordance with the Rugby Football Union Bye-Laws, and the Hon. Secretary shall make the necessary arrangements.

ENTRANCE FEES AND SUBSCRlPTlONS 14. Clubs (other than school clubs) shall on

election pay an entrance fee of t1.0S. 15. Annual Subscriptions, which shall fall due

on September lst each year, shall be: (i) In the case of each club (other than a school

club) and of each university club, :1:15·00, payable by Bankers Order to the Hon. Treasurer on September Ist each year.

(ii) In the case of each schoo! club :1:5 00, plus such amoimt as may be needed to coyer its subscription to the Rugby Football Union (which must be transmitted by the County Union).

(iii) ln the case of individuals other than Hon. Life Members, :1:3·00.

(iv) In the case of individuals elected as Life Members other than Hon. Life Members, one subscription of:l:25 ·00.

(v) In the case of the Referees' Societies, :1:2·00.

GENERAL MEETINGS

18. An Annual General Meeting of Members, of which ten clear days' notice shall be given to persons entitled to attend, shall be held not later !han the third Saturday in July each year for the conduct ofbusiness authorised by the Rules.

Ig. The Hon. Secretary shall convene a Special General Meeting when directed by the Committee or upon receiving a requisition to thet doct· stating clearly the resolution or resolutions ta be proposed and signed by or on behalf of not less !han four members being clubs. The.Special General Meeting shall be held within twenty.,one clear days of receipt of snch requisi­·tion, and at leut ten clear days' notice of such Mll8tins shall be given to persons entitled to attend. .

20. . There shall be, subject ta Rule 26, entitledto attend and vote at general meetings, the officers and members of the Committee, one duly appointed representative of each member

club. three duly appointed sc:hoolboy re~­tatives nominated by the Sehoolboys Sub­Committee and one representative of the individual members immediately prior to the pueral meeting at whieh he is to aet. (The duly appointed representative of eaeh Club for the purpose of this rule will be additional to officers and members of the Committee).

21. Individual members. save for the indivi­dual member elected in accordance with Rule 20. and a representative of each of the University Clubs may attend general meetings. but will not be entitled to vote.

22. A representative of a club (other than a school club) and a representative of a university club shall be a member of the appointing club: a school club representative shall be a member of the staff of the school coneerned.

23. For the purpose of attending and voting at Annual General Meetings. the name of -a representative of a club or of a schoolboy repreSentative shall be given by notice in writing under the hand of the appointing President. Chairman or Secretary to the Hon. Secretary of the County Union- not later than the commencement of the general meeting which sueh representative shaU be attending. If more than one alternative representative shall present him­self. that one of them whose name appears on the notice shaU alone be entitled to vote.

24. The President or in case of bis absence. the Vlee-President who shaU of those present have been longest in office. shaII be Chairman at all General Meetings. If the President and aU Viee-Presidents shall all be absent the meeting shaII appoint a Chairman.

In case of an equality of votes, the Chair­man shall have a second or casting vote.

25. The quorum for a General Meeting shall he fifteen pers ons entitled tn vote.

26. No person shall be entitled to attend any general meeting whilst any entrance fee or sub­scription is nwing to the County Union by sucb person or by the club he represents in the case of the representative of a club.

27. The accidentai omission to give notice to, or the non-receipt of notice by, any memher shall not invalidate the proceedings at any general meeting.

COMMITTEE 28. The Committee shall consist of the­

Officers, such of tbe PaSt Presidents as shall have attended not less than half of tbe regularly convened meetings of the Committee during the preceding year ended April 30th, or ha ve given explanations satisfactory to the Commiuee of their inability so to have attended, one represen­tative from each club other than a schoolboy club affiliated to ~he Cheshire Rugby Football Union, and one representative, who is a memher of a Cheshire club, from each of tbe Referees' Societies plus two representatives from the schools (one from the East and one from the West). The provisions as 10 the Chairmanship of a general meeting shall apply to meetings of the Committee. In the case of an equality of votes. the Chairman shall have a second or casting vote.

29. Each entitled affiliated club must submit. in writing. under the hand of the appointing club President. Chairman or Secretary. to the Hon. Secretary of the County Union. the name of its representative to serve as a member of the

Committee during the ensuing year not later than the commencement of the Annual General Meeting. Substitutes will be entitled to attend meetings of the Committee provided that the name of the Substitute to serve as the member of the Cornmittee be submitted in writing under the hand of the appointing Club President. Chairman or Secret8ry to the Hon. Secretary of the County Union not less (han seven days before the date of the meeting at which the Substitute intends to be present. In the event of a Club or Society representative being unable to continue as a rnernber of the Committee during a particular year. the club concerned should submit. in writing. under the hand of the appointing club President. Chairrnan or Secretary to the Hon. Secretary of the County Union. the name of its new representative at least fourteen days before a meeting of the Committee.

30. The Comrnittee shaU have the power to co-opt further rnembers, but such co-opted rnernbers shaU not be entitled to vote.

31. The alfairs of the County Union includ­ing the control of the property and funds. shaU be managed and controlled by the Committee. which shaU have the power to delegate such matters as it may determine.

32. The quorum for meetings of the Com­rnittee shaU be live persons entitled to vote.

33. AU acts done by any meeting of the Comrnittee or of a sub-committee. or by aoy person acting as a rnem ber of the Committee or of a sub-committee shaU, notwitbstanding it be afterwards discovered that there was some defect in the appointment of any person acting as afore­said. or that the Committee or sub-committee or

any of them were disqualified, or had vacated office, be as valid as if every such person had been duly appointed, and was qualified. and had continued to be, a member as aforesai<l.

SUB-COMMITfEES . 34. The Committee shall have the power to

appoint any Sub-Committees and to delegate to any Sub-Committee or to other persons such matters as it may determine.

35. The Committee shall appoint the follow­ing standing Sub-Committees, the quorum for meetings to be three persons entitled to vote: SELECTION SUB-COMMITTEE, consisting of

six named members, not more than one from any one club, and the County Coach (to be appointed in January of each year). It shall be responsible for the selection of teams to represent the County, to nominate persons for the County Referees' Panel, and to make travelling and hotel arrangements for the teams subj. . to any directions of the Com­mittee as to rinance.

EMERGENCY SUB-COMMITTEE, consisting of the Officers orthe County, who shall deal with all complaints agBÏDSt Clubs and all ·mattets ofurgency.

F1NANCESUB-COMMITTEE,consistingofthe President, the Hon. Treasurer, the lion. Secretary, the Assistant Hon. Treasurer, the Assistant Hon. SecretaTY, the RugbyFootball Union Representative and the Chairman (or Hon. Treasurer) of each Sub-committee. The Finance Committee shall control all income and expenditure. It may borrow monies from the County Unions bankers and may determine who shall sign and endorse

The Sub-Committee to elect a Selection Committee of three. one from each Club in the Island.

MATCH AND GROUND SUB-COMMITTEE. consisting oC the Hon. Treasùrer. Hon. Secretary. the Assistant Hon.Secretary and one member of the Committee from each club staging County or Representative games. The Match and Ground Comniittee shall.be responsible Cor the ground arrange­ments for matches arranged by the Committee to be played in.the Cheshire Area. The Match and Ground Committee shaIl have the power to deiegate such matters as itmay determine.

COLTS SUB-COMMITTEE. consisting of a Chairman and Secretary elected by the Colts Sub-Committee with the approval of the Committee. six members elected by the Com­mittee and six non-committee members. The six non-committee members and six members

elected by the Committee should as far as possible be drawn from aU areas of the County.

MINI RUGBY SUB-COMMIlTEE shaU be controlled by a Committee which sball meet at least twice a season. Il sball consist of a Chairman who shall be a member of the County Committee, a member of the County Committee from the East of the County and one from the West, plus the Officer in Charge of Mini Rugby in each Club playing Rugby at this level.

SCHOOLBOYS' SUB-COMMfITEE, con­sisting of a Chairman, elected by the School­boys' Sub-Committee with the approval of the Committee, a representative of the County Education Authority, six members elected by the Committee and six school­master •. The six schoobÎlasters and six mem­bers elected by the Committee should, as far as is practicable, be drawn from ail areas of the County.

DISCIPLINARY SUB-COMMfITEE (East), consisting of seven members of whom one sball be Chairman. No disciplinary bearing may consist of more than three membèrs of whom one shall be Chairman. This Committee shall deal with all com­plaints against players on the field.

Tt shall be responsible for the selection of teams to represent the County District XV from uncapped players with no more than four fixtures to be played in a season and to make travelling and hotel arrangements for the teams subject to any directions of the Committ..e as to finance.

36. Each Sub-Committee shall appoint. its own Chairman, who in the case of an equality of votes shall have a second or a casting vote.

37. Bach sub-Committee other than the Selection Committee shall keep minutes of its l'roceedings with the names of members present at lts meetings: the minutes shall be signed by the Chairman of the meeting ·or the Chairman of the next meeting of that sub-Committee.

38. Bach sub-Committee other than the Selection Committee shaH, notwithstanding any­thing contained in the Rules, be on aH matters subject to any instructions of the Committee, but subject thereto shall have power to act without reference to the Committee.

39. The Chairman of each sub-Committee other than the Selection Committee, sbaU submit hls report to the Full Committee at each meeting, and shall hand the minutes in writing to the Hon. Secretary, as soon as possible after a meeting.

DISCIPLINARY POWERS 40. The Committee shall have power to

or official or member of a club in membership with the County Union, for infringement of any of these Rules or of the Laws of the Game of the Rugby Football Union or for conduct whicb in the opinion of the Committee is prejudicial to the interests of the County Union or of Rugby Football or who bas ceased to be eligible for membership under Rule S, and to reinstate any member so expelled or suspended.

41. The powers under the Laws of the Game and the Rules as to Professionalism of the Rugby Football Union whicb the Committee of the Rugby Football Union shall from time to lime delegate to the County Union as a constit­uent body under the Rules of the Rugby Football Union shall be exercised on behalf of the County Union by the Committee.

42. A club in membership with the County Union shall acœpt responsibility for the enforce­meut of all decisions of the Committee under the Rules, and an omission to enforce any such decision shall be deemed an infringement by sncb clnb of the Rules.

43. Without the permission of the Selection Committee a club shall not permit any player to play elsewhere at a time when he has been notified by the County Union to play in or to attend as reserve for a match, trial match or other games arranged under the auspices of the County Committee arranged by the County Union. It shall be the duty of the Hon. Secretary of the County Union to give similar notification to the player's clnb.

PLA YERS onder the iurisdiction of the Chesblre Rugby Football Union

1. Clubs shall send to the Hon. Secretary of the County Union the names and addresses of their Honorary Secretary and Honorary Treasurer not Iater than the Annual General Meeting orthe County Union.

2. The home club must post a notification of the proposed time of commencement of play to the visiting club ten c1ear days before the match, and the visiting club must confirm this within twodays.

3. If a club faIls without reason satisfactory to the Committee to fulfi1 a fixture it shall be Uable to suspension.

4. During September, October, February, March and AprIl not less than fort Y minutes each way sball be played and during November, December and January not less !han tbirty-five minutes, unIess a shorter lime is sanctioned by the referee prior to tbe kick-off.

The Captains of the teams must jnform the referee as to the time agreed upon for play.

S. If a match is delayed for an unavoidable reason 50 as to preclude the chance oC its being played according to the lime agreed upon by the Captains, the referee then has absolute power to decide the length of tlme oC the match prlor to tbe match starting.

7. Both teams shall be on tbe ground ready to start at the time arranged. Should any club not be ready to start at the time arranged, it shall be liable to suspension. (The referees' societies have been asked to request their referees to report to the Hon. Secretary of the Gouoty Umon ail occasions when matches are started late and the reasons given to them).

8. Referees will where possible be appointed by a referees' society. In case the official Referee fails to tum up. the Captains should agree upon a Referee. and ln case they fail to do so must toss for choice. The non-attendance of the official Referee should at once be reported to the Hon. Secretary of the Couoty Union and the Secretary of the referees' society concemed.

(b) The entrance fees to the ground and stand, less Entertainment Tax and match expenses, and the receipts from the programmes will go to the Couilty.

(c) Fees from the car park and 10% of the gross gate, after deduction of Value Added Tax, will be retained by the club in payment for the use of the ground.

(d) Members of the club on whose ground the match is played will be required to pay for admission to the ground and to the stand.

(e) Individual members will be admitted to the ground and stand free of charge on produc­tion oftheir membership cardo

2. In the event of a replay divisional match, or a County semi-final, or a County final match, taking place in the County, a ground in the County may be requisitioned for this purpose by the Committee on the following lerms:

(a) A charge for the use of the ground may be made by the club not exceeding such amount as may have been fixed by the Rugby Football Union of the gross gate after Value Added Tax and expenses of both teams have been paid.

(b) The competing Counties shall be entitled to an equal share in the net gale.

(c) The net gate shall be the sum left arter payment of match expenses.

(d) Members of a club on whose ground a match is played shall not be entitled to free admission to these matches.

(e) Seats occupied bv or reserved for debenture holders and stafld season ticket holders must be l'aid for by the home county, and included ID the gross gale.

1. Every notice of motion shall be made in writing to the Hon. Secretery of the County Union to be included in the Agenda of the next meeting, such notice to be signed by at least two members.

The Motions shaII be taken in the order in which they appear on the Agenda paper unIess a majoril}' of the Committee decide otherwise, and no motion will be put to the vote unless it is both moved and seconded.

2.· AIl correspondence or business of import­ance whicb may have arisen too late for inclusion in. the Agenda paper shaII be produced previous ta any Motion on the Agenda paper being put, and the Committee may decide by a majority to taire any sucb business before proceeding with the Agenda paper.

3. The Chairman shall have power ta preven! any memher, except the moyer, speaking more than once on any one motion or question )lIlless in explanation. The moyer shall m ail cases be entitled ta speak once in making his motion, and once by way ofreply.

4. Whenever an amendment is moved on an original proposition and seconded, no second amendment shall be moved until the original amendment is disposed of.

3. A man shall not play in the Competition for more than one County during the same season.

4 •. Subject to Regulation 3. a man qualified under Regulation 1 (a) may always play for the county in which he was bom. (See S (a) below.)

A County qualification under Regulation t(b) shall hold good until the player qualifies and plays for another CoUlity.

S. In the above. the terms used shall have the following meanings:

(a) "County" means one of the Counties or Combinations of Counties defined in the Regulations for the Competition.

(b) A man shall he held to he aetually residing in a County ont y:

Note.-Any County which receives an official complaint (whether verbal or otberwise) regard­ing the qualification of one of its players. must report the facts ta the R.F.U. within 48 hours. The complaining County must also withln 48 hours of making the complaint report the detaüs on which it bases it to the R.F.U. and to the County asaiDst which it la making the complaint. If the County asaiDst which the complaint bas been made, thereafter plays the man in question and the objection is upheld by the R.F.U., the County concemed shalllose the match.

RULES OF THE CHESIURE CUP AND PLATE COMPETITIONS

1. That the Competition be called "The Cheshire Cup" and "The Cheshire Plate".

2. AU Clubs who are full members of the Cheshire R.F.U. shall be eligJ."le 10 enter providing alI outstanding debts have been paid to the Cheshire Union.

3. Tbere shalI be an Entrance Fee as decided by the Cheshire Cup and Plate Competitions Sub-Committee.

4. The competing teams shaU be bona-fide members of the Cub represented by such teams. Members of other Cubs shall not be enrolIed for the special purpose of playïng in any Tie. and no player may play for a club competing in the Cheshire Cup and Plate who bas previously played for another Cub in the same competition or any oilier County Cup or John Player Cup Competition in the same season.

S. The Ties forthe Competition shall be drawn and the matches played by the dates determined by the Committee. The first drawn Cub in each Tie (other than the Final) shall have choice of ground. The Final will be played on a ground decided by the Cup and Plate Sub-Committee.

6. The duration of each Tie will be one hour and twenty minutes. unless the Referee considera thet conditions will not alIow the full length of rime to be played in which case the tie wUl be replayed on the same ground.

7. Drawn Matches. (a) If after 40 minutes each way the scores are

stil1 level. the team thet bas scored the most tries shaU go forward in10 the next round. If this does not produce a result.

the team that bas scored the most goals from tries goes forward into the next round. If the scores still be equal, the tries still be equal and the goals from tries still be equal the visiting team shall go forward into the next round.

(b) ln the Quarter-Final and Semi-Final, if at the end of 40 minutes play each way, the scores he equal, the tries be equaI, and the goals from tries he equaI there shaIl be an immediate period of replay hetween the same teams of 10 minutes each way, with a one-minute interval. If the score still he equal, the tries still he equal and the goals from tries still be equaI, the visiting team shall go forward into the next round.

(c) ln the Final, if at the end of forty minutes play each way, the scores be equaI, an extra ten minutes each way will be played, the score at the end of that period being the result. Should there still he no decision a replay will he staged, the venue and date to be decided by the Cup and Plate Sub-Committee.

8. Replacements-Up to a maximum of two players per team may he in attendance and he available as replacements in all ties played.

9. Where a Oub is required to play a tie on a Sunday it must fulJil its normal mture the prévious day.

10. AIl entcy proceeds, that heing Gate, Stand. programmes and car park shall he shared e4uaIly hetween the two Clubs concerned. The gate money from the Final Tie, after deduction of expenses. shall go to the -benefit of County Funds. 11. Ali Ties will be refereed by a member of either the Manchester or Liverpool Referees Society. The tsuch judges for the semi-final and final shall be members of either the Manchester or Liverpool Referees Society.

12. In the event of a clash of colours between competing Clubs, the Home Team must change its colours.

13. AlI questions affecting the qualifications of players and the interpretation of these rules shall be referred to the County Committee. No protest or appeal of any kind will be valid unless the Club making the protest or appeal does so within forty-eight hours of the termination of the Match to the County Secretary. A copy of the protest or appeal must at the same time be sent to the Secretary of the opposing Club, and the Referee also, should the matter 50 concem hint.

14. The County Committee are the sole interpreters of these Rules, and from their decision, there shall be no appeal; either at law or otherwise.
