The Paragon Team’s Theater Concepts and Analysis Support to DPO mission demonstrates extensive working knowledge of the DOD distribution-related activities supporting force projection, sustainment, and redeployment/retrograde of military forces and materiel as they apply to the Joint Deployment and Distribution Enterprise (JDDE). The primary objective of this contract is to provide the necessary labor, equipment, materials and facilities to perform program management in support of the USMC mission and programs to include, but not be limited to data collection, information analyses, document preparation and management support. Paragon conducts data collection, obtains data, generates and develops data through field inquiries, researches publications and performs reviews of and updates information in databases; assimilates data and compiles data in new computer-based information databases.

Defense Finance and Accounting Service (DFAS)Independent Strategic Plan Consultant Services

As part of this effort Paragon provides independent consulting services to support the continual improvement of DFAS's Strategic Plan incorporating Capital Planning and Investment Control (CPIC) and portfolio management processes. We are providing support to fully align the strategic processes with the agency's portfolio Management planning, budgeting, and Strategic council focus areas with the major initiatives, enterprise architecture, security program, information resources management (IRM), and workforce development programs. These services are repeatable on an annual schedule.

US Army Center for Army Analysis (CAA)Estimate of Wartime Attrition and Replacement for Materiel (EWARM) Support

Headquarters Department of the Army (HQDA) requires an estimate of Class VII replacement requirements based on potential future scenarios. HQDA uses this estimate to assist in developing total Army Class VII procurement objectives. This estimate encompasses approximately 2,000 individual items of equipment and is based on historical equipment loss data and associated loss rates, applied to illustrative DOD scenarios and vignettes which involve Army forces. As part of this effort, Paragon collects US Army OIF, OEF, and if applicable any new conflicts official Class VII force structure and equipment loss data. We then populate new data into an automated database tool; compute resultant loss rates, and validate results, re-normalize campaign intensity scalars across all conflicts; and document the study in briefings, the database, and a final report.

DHS Science and Technology (S&T)RTI Program - Resource Management System

Paragon is the lead developer of a Resource Typing Data Model that is to become the standard for FEMA’s resource typing efforts. DHS S&T requested that Paragon develop and deploy an integrated set of prototypes, analyze, investigate, and architect a reusable data model blueprint and validate and verify (through incident response scenario enactment) requirements Paragon works daily with the National Incident Management System (NIMS) to help build a National Information Exchange Model (NIEM) conformant data exchange message Information Exchange Package Documentation .

DHS US Customs and Border Protection (CBP) ACE Program Technical and Application Support

Paragon is charged with modernizing the existing IT Infrastructure. Including Installing, configuring and managing the required middleware (IBM Websphere App Server and MQSeries) and application software. As part of this effort Paragon has also designed and developed custom software (Java, Servlets, JSP, XML, Java Beans, UNIX Shell Scripts) to customize and integrate middleware applications with other applications in the environment. Paragon also provided Oracle DBA support and supported the migration of Oracle to DB2 across the ACE program.

As part of this effort Paragon has performed (and currently performing) the following tasks: Enterprise level Architecture and Governance Support, Federal Agency Level Data Sharing, Standardization, Harmonization, and Compliance support, US-VISIT Mission Operations Support, Maintenance and Engineering Support of USA Primary Biometric System (IDENT) and Secondary Biographic System (ADIS), Developing, managing and monitoring of US-VISIT Security C&A .

DHS Department of Homeland Security, Science and Technology, Homeland Security Advanced Research Project Agency (HSARPA)

Paragon provided program and SME support for the Preparedness & Response Portfolio under the Unified Incident Command & Decision Support (UICDS) Program. Developed a set of alternative architectures using Department of Defense Architectural Framework (DoDAF); approaches are based on the operational requirements and protocols as defined by NIMS and the NRP with focus currently on DODAF OVs. Develop and test a set of system prototypes based on these architectures.

DHS Department of Homeland Security, Science and Technology, Homeland SecurityInterconnected Emergency Operations Center (iEOC)

Paragon successfully elicited requirements and identified the pilot prototype system and interface requirements for iEOC. We were able to apply our expertise in the area of Service Oriented Architecture and successfully develop a reusable prototype for the EOCs in Seattle. The DHS sponsor and stakeholders are extremely satisfied with our performance and end result (prototype). Our DHS iEOC phase I project was completed on time and within budget.

DHS Science and Technology (S&T) / NASA RTI Program - Secure Credential Validation and Attribute Management (SCVAM)

Paragon built an application that provided for The Secure Validation of first responders credentials. Paragon developed a data model in accordance with existing NIMS and NIEM standards and validated the model through web-based applications that provide First Responder registration, search and cross check functionality. Paragon implemented mobile devices and scanning workstations in the overall prototype solution, and installed and demonstrated a pilot system in King County, WA for potential replication at other sites.

National Heart, Lung, and Blood Institute (NHLBI)- Center for Bio Informatics (CBI)Application Development

NHLBI contracted Paragon to provide Software Maintenance, support and technical operations support for the entire NHLBI Center for Bio Informatics with a portfolio of 130 applications. Support includes four distinct areas: Project management of all system development projects and establishment of a PMO serving software development, Software Development and O&M; Establishment of a CPIC and Portfolio Management Program; Support for NHLBI’s EA Program; Developed and maintain 130 software applications: Client server, web-based ASP.net/C# & Java, SharePoint.

Center for Medicare and Medicaid (CMS) Electronic Health Records Management

Paragon is establishing a Project Management Office (PMO) to support the implementation of the Electronic Health Records Incentive Program for CMS. Our services include support for the definition of interim and final regulations, coordination and integration of schedules for systems development and enhancements, both within CMS and with external parties and tracking and resolving issues arising during the implementation.

Center for Medicare and Medicaid (CMS) – Office of Information Technology (OIT)Project Management Lifecycle Support Services BPA

Paragon provides Project and Program Management Support for the systems in the Medicare Advantage & Part D portfolio, as well as the Agency’s migration to the 5010 Electronic Data Interchange (EDI) standard. Paragon provides project management support to the CMS Enterprise Data Group for the transition of legacy data into the Integrated Data Repository. Paragon is developing best-practice based project and program management processes. Paragon performed a thorough assessment of the IT processes and methodologies used by CMS for the Medicare Advantage and Part D (MAPD) program.
