In article are described the administrative territorial reforms in the period NEP. The ordering of types of
settlements was a part of reforms. The legislation established the basic types of settlements: cities and village settlements. Other categories (working settlements, resort settlements, the country settlements) occupied an intermediate location. The special significance had an establishment of the list of cities. The acts accepted in 1920s. worked the long period and were reconsidered only in 1980.
