AWARDS: Beautiful high quality 1st, 2nd and two 3rd place awards in each division (except team poomse & breaking only one 3rd place awarded) EQUIPMENT: Mandatory for all competitors: Must wear taekwondo uniform & belt. All sparring competitors must provide their own equipment:

shin, instep and forearm guards, groin protector (males only), head gear, mouth guard & chest protector. No MMA or boxing gloves. TKD Gloves only. Competitors in 15-17 and 18-35 Black Belt divisions will use KP&P electronic chest guard system. You may rent e-foot protector for $5 on-site only. Electronic chest guard will be provided. All equipment must fit properly and in working condition.

COACHING & VIP: Schools will receive one free coaching pass for every 10 early registered (By 10/7/13) competitors with completed online registration. Please see online registration for required qualifications. Additional coaching pass will be assessed a fee of $50 ($60 after

10/7/13 and $80 on-site limited quantity available). Fee also covers background check through Washington State Patrol for all coaches due to event facility requirement. Failure of a background check may result in denial of pass. No coaches, instructors, masters or unauthorized persons will be allowed in staging, competition or VIP table area without proper pass. No coach will be

2013 Washington State Governor’s Cup Taekwondo Championship

Official Tournament Rules and Regulations Rules and regulations applies to all participants including: volunteers, staff, competitors, coaches, masters, instructors, guests and spectators. Failure to comply with all rules and regula-

tions will result in removal from the event and property without refund, loss of decision, loss of medal or awards, legal actions taken or other penalty. Tournament chairman and directors will enforce the rules and regulations of this event.

1. Participants will always show respect, sportsmanship and goodwill to themselves and all participants of the event. 2. Participants will not harass, threaten or physically or verbally assault persons. They will be respectful to those around them. 3. Participants will not act in an illegal or inappropriate way. 4. Participants will always compete, coach and participate with fair play and present themselves in a truthful manner and will not disguise their belt rank, weight class or age.

Falsifying personal information will not be tolerated. 5. Participants will use and wear the approved, required and appropriate gear and present themselves in a respectable manner which is non-offensive or safety hazard.

6. Participants will be of sound mind, clean hygiene and always act in a safe manner dictated by the sport and martial arts of taekwondo. 7. Participants will not use or be in the possession of illegal drugs (including performance enhancing drugs), tobacco or alcohol at the event or on site. 8. Participants will not bring in any firearms, knives or weapons into the event (except for use for approved demonstration purposes). 9. Participants will not conduct themselves in an unprofessional manner including physical or verbal abuse of themselves or those around them or to distract a competitor during competition. 10. Participants will only compete in one division per event with maximum of four events total. No refund shall be given. 11. Participants will not defame, damage or take property belonging to event facility or organizers. 12. Participants will not obstruct viewing of others around them, block walkways, hang legs off railing or enter restricted areas (including staging and competition floor when not authorized to do so).

13. Participants who are required will have correctly and truthfully sign waivers and competition/coaching registration. 14. Participants will always show respect and follow instructions from the Washington State Governor’s Cup directors, staff and officials while attending and participating at the event.

Individual Taekwondo Forms (Poomse) Competitions Rules

Each participant will compete with two competitors in the ring separated by equal distance. If odd number of competitors in division judges will determine randomly who will compete as single competitor in the ring. Competitors will be judged on power, speed, control, flexibility, stance, focus, stepping out of bounds, expertness and kihap. Competitors may earn up to 1-10 points from each judge (3 judge panel) with 30 being highest an individual can earn and highest score winning. In case of a tie for first place judging will be based on hand signals with participant who receives best out of 3 judges winning the tie break. Forms competitors may perform WTF style taekwondo forms. Breakdown of taekwondo forms division: Beginners - Chunji, Basic Stance, Taeguk or Palgwe 1-2, Intermediate - Taeguk or Palgwe 3-6, Advance - Taeguk or Palgwe 7-8, Black Belts - Koryo, Keumgun, Taebaek, Sipjin, etc.

Team Traditional & Creative Taekwondo Forms (Poomse) Rules

Teams must consist of minimum two and maximum five members in matching uniforms. Teams divisions and poomse performed will be based on the lowest belt rank in the team. Scoring will be from 1-10 points with 30 points being the highest a team can receive from 3 judges. Awards will be given only to the 1st, 2nd and single 3rd place teams only. Teams must register individual applications but indicate team/school name correctly and match with other members of the team. Teams cannot be changed on the day of competit ion. Team Forms will be judged on the same criteria as individual

forms but also include judging in group presentation, rhythm, unity of team performance. Traditional Teams will also look at accuracy of traditional taekwondo form patterns while Creative Teams Division will also look at unique and creative choreographing of team forms/pattern. No props or music allowed. Points will be deducted or teams disqualified if team members are missing from competition or if team is over the maximum limit. Teams may compete in either Taekwondo Forms or Creative Forms (not exceeding 1 minute 30 seconds. A Deduction of haft point for every 5 seconds over time limit and full point deduction for going over number of team members). Team and Individual competitors can only compete in one team division choosing either Traditional or Creative Division.

Board Breaking (Kyupa) Competitions Rules — High Jump Front Kick (competitors must be 6 years and older to register for this event)

Each participant has a maximum of 30 seconds to attempt to break the board with Running Jumping Front Snap Kick once the referee declares “Si Jak (begin). Each participant has only one

attempt to break the board for each round. Participants may not cover the breaking foot unless approved by referee including medical reason. The running distance and the starting board height will be determined by the referee. The order of participants (who breaks first) will be determined by height. The shortest participant will attempt to break first. Participants must break the board to advance to the next round. Board must be broken by the kicking technique to be considered a successful break. Once the participant passes the designated halfway mark, an attempt is counted upon approach. (For example, once the participant crosses the designated halfway mark, they may not return to the starting position to attempt to break again.) After each round, the board height will be raised incrementally at the referee’s discretion. The participant to break the highest board will be declared the winner. In the event of a tie for 1st place, the height will be raised until a participant FAILS to break the board. (If all participants fail to break the board, then 1st place will be awarded to the SHORTEST participant.) Disqualification will occur if any part of the body touches the floor besides the feet, it is an automatic disqualification or any other body part breaks the board except breaking foot. Individual competitors can only compete in one breaking division choosing either High Jump Front Kick or Downward Hand

Power Break Division. Awards will be given only to the 1st, 2nd and 3rd place competitors only Board Breaking (Kyupa) Competitions Rules — Downward Hand Power Break (competitors must be 8 years and older to register for this event)

Each participant will have one attempt to break with a Knife Hand or Hammer Fist Strike. The participant will attempt to break 1-inch pine boards (12 and older) and Demo Boards (11 and under) with no spacers. Boards may not be taped together. All boards will be placed on a board holding stand, which is 4 inches tall from the floor. The board holding stand will be placed directly on the competition floor. The width of the board holding stand will be at the participant’s discretion. The participant's break must be done within 30 seconds. Once the referee declares “Si Jak (begin)”, the participant may not touch the boards. The participant must always keep at least 1 foot (left or right) on the floor while breaking. Participants may not cover the breaking hand unless approved by referee including medical

reason. Each participant must PRIVATELY complete a form that states the number of boards he or she will attempt to break prior to the start of the division. The participant who breaks the most boards will be declared the winner. If two or more participants break the same number of boards, the participant who attempted to break the greatest number of boards will receive a higher score. (For example, Participant #1 attempts to break 5 boards and only 4 boards break. Participant #2 attempts to break 4 boards and succeeds in breaking 4. Therefore, Participant #1 will receive the higher final position within the division, because they attempted to break more.) In the event of a tie, there will be 1 overtime round. (referee will determine how many boards to add). If there is still a tie at the end of the overtime round, the winner will be declared by body weight. The lightest person will be declared the winner. A scale will be provided at the event. Deductions included: Participant disobeys the referee’s instructions (1 board deduction), Participant exceeds the 30-second time limit (1 board deduction), Unsportsmanlike conduct (1 board deduction for each occurrence - example, trying to distract the other participants, not showing respect to others, etc.) Disqualifications include: Participant attempts to break the boards twice, after attempting the break participant falls down after breaking, touching the

ground with any part of the body above the knees (the hand that breaks the boards is permitted to touch the ground after the break and a knee touching the ground is allowed) and participant jumps off the floor with both feet to break the board will be disqualified. Individual competitors can only compete in one breaking division choosing either High Jump Front Kick or Downward Hand Power Break Division. Awards will be given only to the 1st, 2nd and 3rd place competitors only Taekwondo Sparring (Gyoroogi) Competitions Rules

Washington State Governor’s Cup Taekwondo competition rules and USMAC sparring rules will govern this tournament with emphasis on fairness and sportsmanship. (Tournament director/ chairman has the right to change the duration of round, division size and official decisions of events without advanced notice and remove persons from event to ensure fairness, safety and good sportsmanship).

Winner of the match will be determined by electronic judging /scoring. If a match is tied a sudden death round of 1 minute will occur with the first person to score winning the match. Referees will reserve the right to adjust scoring for head kicks and deduct points for shots that were incorrectly scored in their judgment. Adult Black Belts: 2 rounds 2 minute each. All other divisions: 2 rounds 1 minute each. All divisions w/ 30 second rest period. Governor’s Cup Weight Class for based on current national weight classes: Male 15-17 yrs: Fin/ Fly: not exceeding 105 lbs Bantam/ Feather: 106-121.5 lbs Light/ Welter: 121.6-150 lbs Middle/ Heavy: 150 lbs & up. Female 15-17 yrs: Fin/ Fly: not exceeding 97lbs Bantam/ Feather: 98-108lbs Light/ Welter: 109-130 lbs Middle/ Heavy: 131 lbs & up. Male 18-35 yrs: Fin/ Fly: not exceeding 127.9 lbs Bantam/ Feather: 128-149.9 lbs Light/ Welter: 150-176.4 lbs Middle/ Heavy: 176.5 lbs & up. Female 18-35 yrs: Fin/ Fly: not exceeding 108 lbs Bantam/ Feather: 108.1-125.7 lbs Light/Welter: 125.8-147 lbs Middle/ Heavy: 148 lbs & up.

Light head contact for 1 point for the following divisions: Red/Brown & Black 15-17 and Red/Brown 18-35 years old. Regular head contact for: Black Belts 18-35 Only. Head shots in the Black Belt 18-35 division will count as 2 points. If a competitor is unable to continue due to injury to head area in division that has no head contact or light contact the attacker will be disqualified. 1 point will be awarded for a clean/good kick or punch to the body/trunk area. In the event electronic scoring is disabled judges will score by traditional paper method or alternative scoring system. Electronic Chest Guard use will be in the 15-17 &18-35 year old Black Belt Sparring Divisions. Electronic chest guard threshold and settings will be determined based on weight and age. Final settings will be determined by tourna-ment committee for fair play, performance and safety. Competitors may request to compete in older or higher belt rank division but must first request in writing 15 days prior to event and be approved by organizing committee. Warnings or deductions will be given by the referee for the following actions but not limited to: illegal head contact, hits below the belt, to the knee or other non-scoring area of the body, grabbing, holding, pushing, punching to the face/head, negative or unfair sportsmanship by competitor or coach, delay of game and running out of bounds. Competitors must wear required, proper

fitting sparring/ safety gear. Electronic chest guard will be provided by tournament committee. E-foot protector will be available for rent on site only for additional $5 fee. Electronic socks are required to compete in divisions using the electronic chest guards. In case a competitor is only person in his or her division no exhibition matches will be given. It is at the discretion of the tournament director to allow for additional matches based on competitor availability, time and safety. Referee, Tournament Director & Medical staff will have the authority to end a match due to the safety.

Competitors will need to arrive in the staging area to be placed into their divisions prior to their competition time. Event schedule is based on estimated completion time. Actual start of matches is deter-mined on length of matches and number of competitors in each division. Schedule is liable to change. Please listen for announcements during the competition day. Competitors who are late may not be staged and disqualified. No exhibition matches will be given. It is at the discretion of the tournament director to allow for additional matches. Tournament Chairman and Director have the right to adjust divisions, duration of rounds, change method of scoring, electronic scoring system settings, implement point gap or point ceiling rule, determine if equipment does not meet event safety requirement or is

considered a safety hazard, over turn outcome to ensure fairness, safety and sportsmanship. If a coach or competitor requests a change in score or results due to officiating they will be required to contest in writing within 90 minutes to present their case and evidence to the tournament director who will then determine the best course of action. This may include review after event date. Tournament director’s decision will be final. We are all martial artists and have a responsibility to act and display the tenants of taekwondo. By attending, sponsoring or participating at the 2013 Washington State Governor’s Cup Taekwondo Championship you have agreed to follow all the rules and regulations of this event and its organizers. You consent that any pictures furnished by me or any pictures or images of you in connection with the event can be used for publicity, promotion or video showing, and you waive all compensation in regard, thereto. In addition, you will not print, publish, post or rebroadcast any images, video or recording at the 2013 Washington State Governor's Cup Taekwondo Championship without the permission and written consent of the organizing party and committee and will agree to any penalties in unauthorized publication. No tripod or professional recording or electronic equipment will be allowed on the competition floor or stands without prior permission and

must be removed if obstructing view or walkways. Contact us to make special arrangements if a participant or spectator needs assistance due to medical needs. The Organizing committee will do its best but does not guarantee all requests can or will be met. Organizing committee has the right to refuse application, entry or admission. This is a private event. These rules are not limited to the ones listed above and maybe added or altered by the tournament director and appropriate actions will be taken by the organizing committee to ensure fair play, sportsmanship and safety including removal from event or appropriate legal action.
