    PREAMBLE

    1) This Unified Schedule of Powers [USOP] consists of following 8 Parts:

    a. Part A USOP MISCELLANEOUS MATTERS.

    b. Part B USOP ESTABLISHMENT MATTERS.

    c. Part C USOP WORKS MATTERS.

    d. Part D USOP STORES MATTERS.

    e. Part E USOP SALES MATTERS.

    f. Part F USOP MEDICAL MATTERS.

    g. Part G USOP RPF MATTERS.

    h. Part H USOP DISASTER MANAGEMENT MATTERS.

    i. Annexure A - Provisions requiring GMs Personal Sanction/Approval.

    2) Delegation of Powers to GM as per Railway Board letter No. F(X) II/2015/PW/7 dated 12.06.2017 and modified partially by various orders issued by Railway

    Board from time to time has been incorporated in this USOP.

    3) Henceforth any reference to SOP will be done in the form of USOP2017 only.

    4) The delegation of powers made in this SOP is in exercise of the powers conferred on General Manager as detailed in Annexure II of Chapter V of the Indian

    Railway Financial Code Volume I, other Indian Railway Codes and orders issued by Railway Board from time to time in consultation with FA&CAO.

    5) No re-delegation is permissible except in cases where it is specifically authorized. The authority for re-delegation has been indicated in terms of references to

    (a) GMs delegation given by Board (b) Codal provisions and (c) Railway Boards letters issued from time to time.

    6) The exercise of powers by various authorities is subject to availability of funds against the appropriate head of account under the relevant demand.

    7) Correction slips embodying amendments to the specific items in the Schedule will be issued as and when necessary.

    8) Proposal submitted for GMs sanction will be cleared by AGM unless GMs personal sanction/approval is required as per extant rules. The provisions requiring

    GMs personal sanction corresponding to Establishment Matters and other than Establishment Matters are given separately in Annexure A.

    9) Suggestions if any for further modification of the delegation of powers may be submitted to the Dy. General Manager (G).

    10) The revised schedule of powers is in supersession to previous SOP and shall come into force with immediate effect.

    11) The Schedule of powers is available on SECRly website at www.secr.indianrailways.gov.in and also in DGM/Gs shared folder.

    12) While referring the USOP in any letter or note, the same should be as examples given below:

    a. For Item 6 of Miscellaneous Matters it should be referred as USOP 2017 Part A Item No. 6 and so on.

    b. For item 15 of Works Matters, it should be refer as USOP 2017 Part C Item No. 15 and so on.

    13) Hence forth all the corrigendum will be issued to USOP only. The Correction Slips will be issued as per examples given below:

    o For 2nd Correction Slip to USOP, the same will be issued as Correction Slip 2 to USOP 2017.

    o In this the item amended will be shown as Correction Slip No.2 USOP2017 Part A Item No.10 and so on.

    14) Item with * sign will require Finance Concurrence.

    15) In case of any clarification, the item may be read with the authority indicated against each item.

    16) The sanctioning Authorities may take cognizance of subsequent modifications/instructions issued by Railway Board, if any, from time to time, either to freeze /defer any such

    instances, while sanctioning any proposal, and take sufficient care in consultation with associate finance.

    5 5.1* Procurement of Desktop PCs, Thin Clients, each costing Upto 40,000 (Any CPU and any type of monitor). 12

    5.2 Purchase of nonstock consumables 12

    5.3* Procurement of Local Area Network Infrastructure (Preferably secured wireless LAN). 12

    5.4* Annual Maintenance Contract of hardware and software. 12

    5.5* Procurement of Digital Signature Certificate & Encryption Certificate. 13

    6 6.1 Laptop/Notebooks for officers in lieu of desktop. 13

    8.2.3 Conversion of Gaz/Non Gaz quarter into Transit/Rest House for Gaz/Non Gaz Officer/Staff respectively & visa versa.
