Dear Fellow Conservatives,
I am pleased to present the American Conservative Union Foundation’s ratings for the 2015 meeting of the Virginia General Assembly. Like our Congressional Ratings, our State Ratings reflect how elected officials view the role of government in an individual's life. The Virginia legislators with the strongest scores voted most consistently with the ideals articulated in the US Constitution: limited and transparent government, individual rights, personal responsibility, and a healthy culture.
The 2014 election completed a political transformation that began in 2010 and resulted in voters of almost half the states, 23 in all, entrusting Republicans with the governorships as well as control of both chambers in the respective state, the biggest sweep since the first half of the 20th Century.
By examining all our State Ratings (which cover a wide variety of issues) we can see which states have best used their Republican majorities to apply conservative principles, how others have struggled, and in yet other states, how conservatives have stood up against liberal majorities. I know that this guide will provide you with the most comprehensive evaluative tool to learn how your legislators measure up.

We selected bills that focus on Ronald Reagan’s philosophy of the “three-legged stool”: 1) fiscal and economic: taxes, budgets, regulation, spending, healthcare, and property; 2) social and cultural: 2nd amendment, religion, life, welfare, and education; and 3) government integrity: voting, individual liberty, privacy, and transparency. This wide range of issues are designed to give citizens an accurate assessment that conveys which of Virginia’s elected leaders best defend the principles of a free society: Life, Liberty and Property.

1. SB 722 In-State Tuition. This bill states that, absent congressional action, those illegal immigrants granted temporary protected status through executive action by the president are not eligible for in-state tuition. ACU opposed the president’s action and supported this bill. The Senate defeated the bill on January 20, 2015 by a vote of 19-20.
2. SB 948 Concealed Carry. This bill prohibits sharing information on concealed carry permit holders with states that do not have reciprocity agreements with Virginia. ACU supports efforts to prevent states hostile to Second Amendment rights from harassing Virginia permit holders when they travel and supported this bill. The Senate passed the bill on January 22, 2015 by a vote of 24-16.
3. SB 1099 Solar Energy Subsidies. This bill creates a new bureaucracy, the Virginia Solar Energy Development Authority, to promote solar energy through increased financing for solar projects, among other programs. ACU opposes this bill as it creates a new bureaucracy and subsidizes one form of energy over another. The Senate passed the bill on January 30, 2015 by a vote of 36-1.
4. SB 1103 Plastic Bags. This bill allows any locality to ban plastic shopping bags, then makes exceptions for some products such as ice cream and newspapers. ACU believes that plastic bags are a reasonable way to carry groceries and other retail products and opposes any attempts to ban or tax plastic bags and opposed this bill. The Senate passed the bill on February 2, 2015 by a vote of 20-16.
5. SB 1210 Room Taxes. This bill would force online travel services to charge customers taxes based on the full retail cost of a hotel room, even if the room is rented at a discount. ACU opposes this interference designed to prevent competition in the free market and opposed this bill. The Senate defeated the bill on February 5, 2015 by a vote of 14-24.
6. SB 760 Medicare Expansion. This bill would mandate insurance companies to provide Medicare supplement policies to those under 65 eligible for Medicare because of a disability. ACU opposes adding more government mandates to Medicare with no reforms and opposed this bill. The Senate killed the bill on a procedural vote on February 10, 2015 by a vote of 22-16. (A “Yes” vote supports the ACU position).
7. HB 1297 Renewable Energy Subsidies. This bill allows localities to tax machinery and tools used to produce or generate renewable energy at a lower rate. ACU opposes this type of government favoritism that leads to tax increases for those not favored by the government and opposed this bill. The bill passed the Senate on February 19, 2015 by a vote of 27-10.
8. SB 1137 Transport of Weapons. This bill prohibits localities from banning the transport of loaded weapons by concealed carry permit holders. ACU supports the expansion of Second Amendment rights and supported this bill. The Senate passed this bill on February 20, 2015 by a vote of 24-14.
9. HB 1318 Ballot Integrity. This bill requires a photo ID to be submitted with applications for absentee ballots. ACU supports efforts to prevent voter fraud and supported this bill. The Senate passed the bill on February 20, 2015 by a vote of 20-17.
10. SB 1037 Green Job Subsidies. This bill extends the so-called “green job creation” tax credit through 2017. ACU opposes all efforts of government to favor one kind of job over another and opposed this bill. The Senate passed the bill on February 23, 2015 by a vote of 39-1.
11. HB 2395 Prevailing Wage Mandates. This bill prohibits state agencies from requiring contractors to pay a so-called “prevailing wage” often modeled on the federal Davis-Bacon Act. ACU opposes artificial wage standards that drive up the cost of government projects and supported this bill. The Senate passed the bill on February 24, 2015 by a vote of 21-18.
12. SB 1350 Voter Registration. This bill requires the general registrars of voters to remove someone from the voting rolls when notified by the Driver License Compact that the person has moved from the Commonwealth. ACU supports these common sense reforms and supported this bill. The Senate rejected the Governor’s amendment to make the removal optional on April 15, 2015 by a vote of 15-25. (A “No” vote supports the ACU position).
13. HB 1752 Common Core. This bill prohibits the Board Education from replacing the educational objectives known as the Standards of Learning with Common Core standards without the approval of the General Assembly. ACU supports local control of education and supported this bill. The Senate voted to sustain the Governor’s veto on April 15, 2015 by a vote of 22-18. (A two-thirds vote was necessary to override the veto).

1. HB 1287 Asset Forfeiture. This bill would require a criminal conviction before law enforcement authorities could seize property under asset forfeiture laws. ACU opposes laws that allow property seizure on the basis of unproven allegations and supported this bill. The House passed the bill on February 3, 2015 by a vote of 92-6.
2. HJR 608 EPA Power Plant Mandates. This resolution recognizes the Commonwealth’s opposition to the federal Environmental Protection Agency’s mandates on existing power plant emissions. ACU opposes EPA mandates that will drive up the cost of electricity for consumers and supported this resolution. The House passed the resolution on February 5, 2015 by a vote of 63-33.
3. HJR 666 EPA “Water Rule.” This resolution states the Commonwealth’s opposition to new rules governing bodies of water. ACU opposes the EPA rule that redefines “navigable waterways” to include every small pond in the country and supported this resolution. The House passed the resolution on February 5, 2015 by a vote of 64-31.
4. HB 1753 Home Schooling. This bill eliminates the division superintendent’s ability to impose a one year academic probationary period if a parent does not provide paperwork that satisfies the superintendent. ACU supports home schooling rights and supported this bill. The House passed the bill on February 9, 2015 by a vote of 73-24.
5. HB 1309 School Security. This bill allows school boards to authorize the use of batons, stun weapons, and other devices by school security officers. ACU supports the ability of schools to protect their students and supported this bill. The House passed the bill on February 9, 2015 by a vote of 66-30.
6. HB 1297 Renewable Energy Subsidies. This bill allows localities to tax machinery and tools used to produce or generate renewable energy at a lower rate. ACU opposes this type of government favoritism that leads to tax increases for those not favored by the government and opposed this bill. The House passed the bill on February 10, 2015 by a vote of 88-11.
7. HB 2395 Prevailing Wage Mandates. This bill prohibits state agencies from requiring contractors to pay a so-called “prevailing wage” often modeled on the federal Davis-Bacon Act. ACU opposes artificial wage standards that drive up the cost of government projects and supported this bill. The House passed the bill on February 10, 2015 by a vote of 67-32.
8. HB 1329 Out of State Handgun Permits. This bill eases requirements for out of state concealed handgun permits to be recognized in Virginia as long as the permit holder has a photo identification. ACU supports these common sense reforms and supported this bill. The House passed the bill on February 10, 2015 by a vote of 65-35.
9. SB 1099 Solar Energy Subsidies. This bill creates a new bureaucracy, the Virginia Solar Energy Development Authority, to promote solar energy through increased financing for solar projects among other programs. ACU opposes this bill as it creates a new bureaucracy and subsidizes one form of energy over another. The House passed the bill on February 12, 2015 by a vote of 79-17.

13. SB 996 Boating Regulations. This bill would exempt experienced boaters who are born prior to July 1, 1972 and are residents of Virginia from having to take a test before operating a motorboat. ACU supports common sense regulatory reform and supported this bill. The House defeated the bill on February 24, 2015 by a vote of 38-61.
14. HB 1318 Ballot Integrity. This bill requires a photo ID to be submitted with applications for absentee ballots. ACU supports efforts to prevent voter fraud and supported this bill. The House failed to override the Governor’s veto on April 15, 2015 by a vote of 65-34. (66 votes were required to override the veto).
15. HB 1752 Common Core. This bill prohibits the Board of Education from replacing the educational objectives known as the Standards of Learning with Common Core standards without the approval of the General Assembly. ACU supports local control of education and supported this bill. The House voted to override the Governor’s veto of the bill on April 15, 2015 by a vote of 70-28.
