Dolly Narang (D/o our members Sh. & Smt Jaswant Singh) and her husband Shammi have shown what a Chandigarh girl can do in the field of music and entertainment. th As a run up to the Remembrance Day, on 4 May (the day our illustrious President Sh. PH Vaishnav died in harness four years ago), when we recall the contribution of all our late colleagues, four Socio and five Medical camps have been held during March, to take advantage of better weather. These camps have benefitted around 2000 persons, in villages/slums. Sahayta Cancer Society, a dedicated NGO, volunteered to associate with us in these camps. With free mobile services from PGI over 200 Mammography and Cervical Cancer Detection tests have been carried out at the door steps of needy/ poor beneficiaries. This is going to be a regular feature of our medical camps. Our Saint of Slums (Brig. (Dr.) M.L. Kataria) and Dua Go (Maj. Gen. M.S. Kandal) and their teams deserve our appreciation for their “Worship with a Difference”. If our Association has distinguished itself in providing succor to all segments of society by many unique services rendered, it has been possible through collective efforts of Governing Body members; with whole hearted support of all members as well as of society in general and not by one individual office bearer alone. All of you deserve this honour. With all humility, I have accepted it on your behalf. LM/545 Smt. Parminder Phool was honoured for her contribution in the field of Music. Thanks to Manimajra Association for esteem shown to us. Over the years, we have been paying special attention to vulnerable girl children, adolescent girls and destitute women through our Projects VIDYA, SHAKTI and VANITA. A long felt need is to look beyond these segments and encourage brilliant and gifted girls from economically weaker sections who, despite excellent academic achievements, cannot fulfill their aspirations because their families can ill afford their higher education. LM/431 Sh. Jai Kumar Jain had, a couple of years ago, offered to finance Ph.D studies of a Panjab University student. That didn't work out due to inadequate response from the university. Now, LM/1616 Col Jatinder Singh has approached us with a proposal to start a programme and gave an initial donation of Rs 50,000. We have received some other requests too, to pilot such an innovative programme. A write-up on Project KALPANA is included in this issue. This project is unique because every major donor will become a stake holder. The festival of colors – Holi – is round the corner. Enjoy a safe Holi with your families and friends. And then, look forward to a befitting Baisakhi with our peers residing in Akal Old Age Home at Ratwara Sahib. The month of March has kept us fairly occupied and I see the coming days and weeks keeping us on our thtoes. The successful celebration of International Women's Day on 11 March, was by any reckoning, a

notable achievement. The Ladies Committee deserves our praise for their devoted work and leadership. The generous financial assistance announced by Chief Guest Smt. Geeta Bhukkal, Haryana's Minister for Social Justice & Empowerment (besides many other Deptts.) will make us richer by Rs. 5.00 Lacs. Six awardees that we honoured have impeccable credentials. This will add strength to this movement for leadership building among women. “The police must obey the law while enforcing the law” - Earl warren

While this year's budget has no mention of senior citizens, its recurrent theme is Women's Empowerment, a subject close to our Association which regularly celebrates the International Women's Day with great éclat and also brings out a special issue of Golden Years to mark the occasion. This year's Chief Guest at our Women's Day function, Smt. Geeta Bhukkal , Hon'ble Minister of Social Justice & Empowerment, Government of Haryana, charmed the audience with her scholarly and illuminating address.

The Government's proposal to set up a Public Sector Bank exclusively for women, though, seems somewhat odd as it may segregate and further ghetto-ise women. Unlike some countries where a women cannot come out of her house and be seen on the road side, Indian women are more liberated. They occupy posts of power and prestige in political world, in Public Administration and Corporate Enterprises. The new experiment of exclusivity for women may prove mere tokenism and a vote sop.The real problem of women is not merely money but our odd social customs and a regressive male mindset which needs correction through education and social sanction. How far the situation has degenerated can be gauged from the fact that recently no less than 62 women Supreme Court lawyers made a joint representation to the Chief Justice of India to constitute a special panel to look into their specific complaints of sexual harassment at the hands of their male colleagues including veteran lawyers on the sacred premises of the apex court itself. No wonder, the UNDP's Development Report 2013 on Gender Inequality shows India at a low 136/186, even after Pakistan, Nepal and Bangladesh.Unless the skewed sex ratio is corrected, the buying and selling of women like cattle and their trafficking for immoral purposes will continue to vitiate the social fabric. According to a recent estimate, more than 28 million males of age group 16-24 have no chance of getting a life partner. Such unattached youth usually develop a herd mentality and indulge in sexual crimes. Senior citizens must take the lead in creating awareness about the evil practice of female foeticide – both in their own families and in society at large.Now some Urdu couplets, Humour and Quiz:

WOMEN'S EMPOWERMENT

The creative energy of the woman of today is blooming to its full potential. She is displaying mental strength and vibrant vision which had hitherto been lying dormant because of various social pressures. Our Association honours every year a few women who, by their actions and consistent achievements in their chosen fields over a long period,

stand out as role models so that others may emulate them. The year 2013 saw six such ladies standing on the podium being honoured by Smt. Geeta Bhukkal, Haryana's Minister of Social Justice and Empowerment.

Miss Amarjeet Kaur Dhillon, for providing dignity to unclaimed bodies by providing them decent last rites. She goes around mortuaries, takes charge of corpses after completion of formalities, drives them to the cremation or burial ground in her ambulance and performs appropriate last rites according to religious denomination.

Dr. Rajesh Gill, for her contribution in the field of Education. As Head of Department of Sociology, Panjab University, author of several books and papers, and participant in seminars (including several organized by our Association) she has highlighted the agony and anguish of poor

people living in dilapidated huts in rural and urban slums.

Dr. Vanita Gupta, for her work in the field of socio-medical relief. She has been carrying on a relentless campaign for containing the spread of TB, Leprosy and HIV/AIDS. She is seen moving in the company of truck drivers, Industrial workers, coolies and destitute women – victims of HIV/AIDS. She has also been running adolescent education programmes for school going children.

Mrs. Rajee Sanjeev Kakria, for her work in the field of patient care. Devastated by the death of her husband, she buried her grief in the grief of others by taking upon herself the task of looking after unattended patients in hospitals. Helping the needy poor patients has become her passion in

life.

CELEBRATING WOMAN POWER-LM/…. Lt Col Shashi Kanta

Mrs. Primila Puri, for the height she has attained in the field of classical vocal music (Patiala Gharana). Her talent in Thumri, Dadra, and Khayal has been recognized both in India and abroad. She has been honoured with Punjab Samman Pattar and by Ghalib Academy for complete Faiz. She has also recited all 700

slokas of Bhagwad Geeta in Hindi.

Mrs. June Saupin, for her pioneering efforts in the field of Education. Starting with a garage school having just six students, she is, by sheer dint of hard work, the proud Director of two full fledged renowned schools – one each in Chandigarh and Mohali providing quality education to over 2000 students.

Ever since we first organized the International Women's Day function, the Ladies' Committee (lady members of the Governing Body) has insisted on managing the whole event. No easy task given uncertainties like availability of Chief Guest/Guest of Honour; Awardees; Venue; Date etc and the fact that there are no hired hands for doing odd jobs like fixing of banners, stage setting and stage management. The work is really challenging yet the ladies have invariably come out with flags flying, in the process teaching lesser mortals a lesson or two. Instead of receiving tokens of our gratitude they have, on

the contrary, been treating members of the Governing Body (and their spouses) to lunch. We are proud of our team comprising :-

rdFebruary was held on the 23 at Sector 43 Senior Citizens' Home. Birthdays of eighteen members born during the month, who attended the get-together, were celebrated. They cut the cake, received token gifts and good wishes of their peers with group singing of “happy

birth day to you”. We wish them good health. The Second Saturday's get-together was combined with International

thWomen's Day on 11 March 2013.PICNICA picnic once a year to Fun City, a resort located on Panchkula-Barwala Road, has become de rigueur, kind courtesy Puneet and Kamaljit (Daughter and Son-in-law of our late Finance Secretary Sh GS Sodhi) who give us free entry and use of

various rides. Over 100 members went on a memorable outing thon 28 February 2013.

INTERNATIONAL WOMEN'S DAYCSCA celebrated the Women's Day by honouring six eminent women working in different fields. Haryana's Minister of Social Justice and Empowerment, Smt. Geeta Bhukkal, graced the occasion as Chief Guest and Punjab's Chief Electoral Officer Kusumjit Sandhu, IAS, was the Guest of Honour at the function held in the Auditorium of Post Graduate College for Girls, Sector 11 Chandigarh. President Daljit Singh Grewal, talking about the efforts made by the Association for upliftment of women,

mentioned about the new project KALPANA, being launched in April, for assisting exceptionally gifted girls to pursue higher professional studies. The Chief Guest l auded the un ique and diversified services rendered by

our Association and announced financial assistance of Rs 5 lacs from her Discretionary Fund. Eminent TV artiste Dolly Narang and Shammi Narang enthralled a houseful audience during an hour long programme, sponsored by ICCR.OBITUARY REFERENCES

authors having interviewed many of those who were there, including Lord Mountbatten of Burma, the book gives a detailed account of the last year of British India, the princely states' reactions to independence, the partition of India on religious grounds and the bloodshed that followed leading up to the tragic end of Mahatma Gandhi. Sh. Kultar Rai, who retired as an officer from the Chandigarh Administration, was one of the earliest members to join the Association. He was a deeply religious man and keenly interested in social work. A regular at all our functions till age- related disabilities restricted his movements, he believed in the philosophy of contentment and living in the Present. Which made him extremely popular among his peers. His death was sudden and painless. He leaves behind his wife, well settled children and a large number of friends and admirers. We share their grief and pray to Almighty to grant everlasting peace to the departed soul.

HAPSOur unique rapport with Chandigarh Police predates the Walk-for-Fun started in 2002 by over 4 years. On 23 May 1998, the then SSP, Sh CSR Reddy, launched HAPS (Help the Aged Police Scheme) at our meeting in the Government Museum in Sector 10. Introducing the plan, he listed the facilities that would be extended

to the beneficiaries - essentially persons staying alone - including Police transport “in dire necessity”. Sh Jamna Dass and Smt Sanyukyta Khanna, the oldest members, were enrolled on the spot and invited on the stage to receive HAPS cards. Smt Khanna, a prim and proper lady took her time to reach the dais, posing for the press every few feet, and delivered a beautiful little speech cautioning the SSP, “Jo vaada kiya voh nibhaana padega”. The very next day, and almost every day thereafter, she rang for the police vehicle not forgetting to remind the HAPS official about the vaada to be kept.

Our CentenariansThree of our life members have been centenarians – all charmers, all specially gifted. What is the secret of old age? Lean build, sense of humour, great intellect and refusal to be dependent on any one. The first to breast the tape was Sh Jamna Dass, in 2005. He never missed a meeting and, summer or winter, he was always before time. In a cloth bag he carried garlands, petals or simply foliage which he showered liberally on anyone who caught his fancy. He jealously guarded his premier status. When Sh ML Bhasin touched 100 in 2006 and someone referred to him as the “oldest member” Jamna Dass Ji was truly aghast and wrote me a furious post card protesting that he was over 16 months older than Sh Bhasin. Sh Bhasin had been a renowned violinist, shayar and dancer since Pre-independence days in Lahore and, though age had taken its toll (restricted his movements and impaired his hearing and vision), he still loved to perform on his beloved violin. We had organized a special

stfunction to felicitate him on his 101 birthday. He brought along his violin and was so engrossed he wouldn't stop as he could neither hear us nor see our polite gestures. Sh KD Dhawan, the reigning champion, almost missed the honour. His year of birth was recorded as 1922 instead of 1912. I have always suspected that he knew the error but kept quiet because he neither showed nor felt the age. It was only when he found younger people being

honoured on crossing 90 that he told me that he, too, was past that age. He gave a memorable speech at the felicitation function.

Saint of the SlumsDr Brig. ML Kataria has been a veritable messiah, a one man NGO who has dedicated more than a third of his life to the welfare of the poor and downtrodden. Singlehandedly, he has set up more than a score well equipped clinics. Rain or shine, seven days a week, he is at one or the other clinic and does not leave till he has seen the last patient. Back in 2001, I had taken a patient to him. There was a long queue waiting as we were ushered in. Instead of being matter of fact and asking, with a finger on the bell, what the problem was as is the norm he spent almost 15 minutes with the patient commenting on his “beautiful” fir cap and his ruddy complexion, and wondering why he was using a walking stick. By the time we were done he had perused the laboratory reports, diagnosed the ailment and prescribed the medicines. And, won yet another fan. No wonder he is a role model to so many of us!

The Price of PunctualityMany senior citizens have an obsession about being punctual. (I know an equal number who have a fetish about being “relaxed”). I belong to the former category and so did late Sh PH Vaishnav. Quite often we travelled together and reached the venue before even the hosts who apparently belonged to the latter group. One memory is indelible. A young journalist was getting married and insisted that we must come to the wedding. She assured us that the baraat would be on time and and wonted us to receive it. We were there 5 minutes before scheduled time – I, carrying the heavy crystal wedding gift – to find the pandal in the process of being erected, the furniture still arriving and the catering staff still smoking biris. I rang the bride who could not speak because “the beautician was working on her lips” but conveyed through her friend that her father would be there soon. We waited for an hour and finally returned. There was no one to receive the gift which weighed even heavier on the long trudge back to the car.

Playing the CopAn elderly member-couple had a young son (a student) who often threw tantrums and could be unruly, breaking things and screaming at his parents. They often complained to me but did not want to report the matter to the Police. One evening the

Senior Citizens, invited to a picnic at Rock Garden by Rotaractors of Rotary Club Chandigarh, arrived at a consensus to form an NGO devoted exclusively to the care of older persons.2. 26 Mar 96. Proposed organization was discussed at a meeting chaired by Smt. Davinder Kaur at Lala Lajpat Bhawan. Col P.C. Varman was appointed as ad-hoc President, Brig Keshav Chandra as Secretary General and Sh. C. L. Ohri as Secretary Finance.3. 16 Apr 96. Other ad-hoc office bearers were appointed. These were three Vice Presidents (Brig J. S. Khurana, Dr Ms Kailash Vasdeva and Sh J C Malhotra); Sh GS Anand as Secretary Administration and Sh C S Joshi as Secretary Projects. Membership of the Association was opened. 4. 07 May 96. Inaugural General Body Meeting of the Association was held under the chairmanship of Justice Surinder Singh. Broad structure of the Association was approved.5. 06 Aug 96. Association registered with Registrar of Societies, Chandigarh.

mother rang me, very agitated, to say that the boy was 'at it' again. We worked out a plan. I rang the telephone kept in the room where the boy was. As expected, he did not answer the call but, after several rings, the mother did. I spoke in a loud authoritative voice and said I was the SSP and I had received a complaint from her neighbours about disturbance emanating from the house. I enquired who all were residing in the house and what was going on and said that if I heard another complaint, then or later, I would get the youngster picked up and taught a thing or two - the Police way. She promised that it wouldn't happen again whereupon I banged the Phone. Some days later the parents brought a box of sweets and reported that all was now peaceful. Ten years on the boy, who was otherwise brilliant, is well settled in life.

ANNIVERSARY DINNER – 2013th 16 April is a red letter day in the history of our Association. It

was on this day in 1996 that the Governing Body of the Association had taken concrete shape, membership was thrown open and the Association started functioning formally. The Anniversary Dinner is organized on this day every year. This year, we expect Km Selja (Union Minister of Social Justice and Empowerment) to be the Chief Guest. The sudden death of Sh. DB Singh came as great shock to all of us. We were eagerly awaiting his return to Chandigarh after his usual winter stay with his son in the UAE but, instead, received the news that he had suffered a fatal heart attack on the way to the airport.Dharam Bir Ji who had held high position in the Public Sector during his professional life was a very popular member who will be remembered for his conduct of Tombola, his vast collection of jokes and his educative at e-mails.Our heartfelt sympathies go out to LM/298 Smt. Parkash Kaur and their children. We pray for peace to the departed soul.

We received late the sad news of the demise of LM/670 Smt Baljit Kaur, one of our senior members and wife of LM/669 Sh Gurcharan Singh Chawla.

Initially, the Chawlas took keen interest in all our activities and fully participated in the Association functions. For the past five years, however, she had been suffering from Alzheimer disease which had affected her memory. During this period she remained confined to the house under the dedicated care of her husband. Our heartfelt condolences go to Sh Gurcharan Singh Chawla and their children. We pray to God Almighty to grant peace to the departed soul.

We, the members of Chandigarh Senior Citizens' Association, consider rendering service to our poor and needy brethren as “Worship With A Difference”. There are several projects which comprise this “Worship” but, in terms of numbers, Socio Medical Camps give the maximum cover.Started in 2002, as part of the month-long celebration of International Senior Citizens Day, we were, initially, holding four medical camps during the month of September. In June 2009, we decided to have one medical camp exclusively for senior citizens and convert the existing four camps into socio-medical camps as part of Public Private Partnership Initiative with the aim of providing Single Window service to the poor and needy residents of colonies and slums. For this, we sought and received the participation of Directorate of Social Welfare, UT Red Cross and the Department of Food & Supply (The latter two were omitted after October

2010). In April 2010, we decided to have similar camps during March–April to commemorate the death anniversary of our Late President Shri PH Vaishnav. Accordingly, we now hold ten medical/ socio-medical camps every year giving benefits to almost 5,000 perons.The socio-medical camps are organized in collaboration with Director Social Welfare, UT Administration and the Municipal Corporation of Chandigarh's Area Councillors. Director Public Instruction (Schools) has been making school premises available for the camps.The camps this year were held on Saturdays and Sundays so that maximum people could avail of the facility. Besides, Grewal Eye Institute and Guru Nanak Multi Specialty Hospitals' Dental Unit provided Eye and Dental cover at all the venues; Ritu Chaudhary's Hearing & Speech Clinic provided hearing aid cover on 16th & 17th March and Sahibzada Ajit Singh Free Poly Clinic provided Homoeopathy cover in two of the camps. Health care services included thorough examination by various specialists including ECG, certain lab tests, issue of requisite medicines, provision of Hearing Aids and follow up actions (cataract surgery and dental procedures, where required) at the permanent location of the concerned hospital/ institute.An added attraction this time was ENT, Speech and Hearing cover , as also provision of Asha Jyoti Mobile Van for mammography and Pap Smear for cancer detection by the respective departments of PGIMER. Sahayta Cancer Sahyog helped create awareness about cancer among women.Directorate of Social Welfare provided guidance and assistance to the target population in applying for and completing documentation for various pension/ insurance schemes and permissible loans. Necessary verifications were done on the spot by the medical officers and patwaris. Several dignitaries visited the camps. They included Justice AN Jindal of P&H High Court; Smt Madhu Bansal (wife of the Union Railway Minister), UT Finance Secretary Sh VK Singh & Smt Pallavi Singh, Commissioner Municipal Corporation of Chandigarh Sh VP Singh, DIG Police Sh Alok Kumar and Mrs Nishi Singh and Director Social Welfare Sh Rajesh Jogpal.

With great sorrow and grief, we learnt about the passing away, on 9th March, of Lt. Col. PS Bajwa. Commissioned in 1942, he had seen active service in WWII, J&K, Goa and Nagaland. A positive and generous person, he was very well-respected, and considered a pillar of strength amongst his family and friends. He led a great life and embodied the spirit of 'Chardi Kalaa” right until the last days of his life.He leaves behind a son, two daughters and their families to mourn his loss and to carry forward his legacy. We pray to God to give everlasting peace to his soul.

REMEMBERANCE DAY – 2013

Over the years a no. of our members have left for their heavenly abode. It has been a feeling that we should collectively observe a day to remember all such members.

thA befitting day for this purpose would be 4 May every year. This is the day when a towering member and a long serving President Sh. P. H. Vaishnav left all of us in tears.

thA special function will be held on 4 May, 2013 (Saturday) to mark this occasion. Tentatively, Sector 43 Senior Citizens' Home will be the venue. An hour or so long function will be held at 10.30 a.m. on that day.
