Throughout its long and illustrious career, Bapco has always been committed to creating superior value for its stakeholders, customers, partners, government, local communities and workforce. It does this, both as a business, and as a member of the world community. One measure of Bapco’s success has been to deliver world-class performance by aiming to be a first quartile refinery in Solomon Associates’ refinery benchmarking and to surpass the performance of established key players in the oil and gas industry. To help achieve this, Bapco has adopted Operational Excellence (OE) as the critical driver and has integrated OE as a key element of our enterprise execution strategy. Accordingly, Bapco has implemented Operational Excellence Management System (OEMS), a comprehensive proven means for the systematic management of process safety, personal safety and health, environment, reliability and efficiency to achieve world-class performance. In 2016, Bapco embarked on various strategic initiatives to achieve 97% Operational Availability (OA) and 98% Mechanical Availability (MA) as part of OE, towards achieving first quartile performance by 2020. As Engineering is the cornerstone for both OA and MA, it is essential that stringent Key Performance Indicator (KPI) criteria must be integrated into the functional design specifications and requirements of both the units and the equipment at the design stage to achieve the intended targets.Engineering Division is totally aligned with the Company’s strategic business initiatives. Using OE as the business driver, all new projects are being implemented through Chevron Project Development and Execution Process (CPDEP) and by using state-of-the-art technologies for enhanced performance, reliability and availability. In addition to new projects, OE is also embedded into all engineering activities related to T&Is, the Tank Repair Program, Plant Support, etc. to meet OA and MA objectives. Some of the ongoing Engineering Division major projects that positively contribute towards the Company’s OA and MA objectives are listed below:

Replacement of the LSFO Substation (US$ 47.0 MM)Due to safety and reliability concerns, the existing Low Sulfur Fuel Oil (LSFO) Complex s u b s t a t i o n , which provides e l e c t r i c a l power to LSFO c o m p l e x , was replaced with a new, blast-resistant s u b s t a t i o n . The new substation has DCS interfaces, p r o p e r configurat ion of power

distribution, and a layout conforming to the latest industry standards. JGC Gulf was awarded the Engineering, Procurement and Construction (EPC) contract for this project after competitive bidding. The substation was energized on 29th September 2016, and completion of the project is expected by Q2 2017.

Enhancement of Fire Protection System (EFPS) (US$ 96.0 MM)This project showcases Bapco’s commitment to safety. The Enhancement of the Fire Protection System (EFPS) project will implement a new firewater system at the

Refinery, Sitra Tank Farm and Sitra Marketing Terminal. This project will ensure the firewater flow and pressure required to fight worst-case fire scenarios. The new fire protection system will consist of eight3,000 USGPM diesel engine driven horizontal centrifugal pumps; approximately 45 KM of pipeline and its mountings; pump houses and related instrument and electrical work. JGC Gulf was awarded the Engineering, P r o c u r e m e n t and Construction (EPC) contract for this project after competitive bidding. The project will be completed in Q3, 2019.

Replacement of #5 CDU Feed Heaters (US$ 25 MM)This project is justified to enhance company profitability by significantly reducing the fuel gas consumption; increasing the availability of the unit; reducing maintenance costs; and improving operability and

environmental p e r fo r m a n c e . In this project, the existing 5CDU 7F601A, 7F601B and 7F603 heaters are replaced with one vertical cylindrical (VC)

high efficiency heater and burner management system. The project is currently at the bid evaluation stage for the EPC contract. The project will be completed in Q4, 2018.

Security Enhancement Project (US$ 40.0 MM) This project will upgrade the security of Bapco’s facilities by using intruder detection and CCTV to monitor the perimeters of the Company’s premises. A new communication system will be installed to transfer video and alarm data to the new control building in Awali. The project is at the EPC contract award stage and will be commissioned in two years.

Replacement of Joy Compressors (US$ 19.0 MM)The existing Joy compressors, located in #2 Power Plant, are the primary source of instrument air to the Refinery, with back-up from the Sahara air plant, which utilizes the air available from the gas turbine compressors. These obsolete compressors are being replaced with two new centrifugal compressors of 2300 SCFM capacity; air driers; and coolant skids. The project, which is being executed by JGC Gulf, will be commissioned by Q2 2018 and will be the dedicated source of instrument air to the Refinery.

Improvement of HLPH Suction Bay Seawater In-take Filtration System The new Seawater Intake Filtration System will replace the existing, maintenance-prone Travelling Band Screens at the High Lift Pump House (HLPH). The new, high-efficiency filtration system consists of four Dual flow type screens with automatic trash rake system and has individual screen capacity of 60,000 USGPM. The project is currently at the bidding stage for the EPC contract and the bid closing date is 15th March 2017. The project is expected to be operational by Q2 2019.

NO.3 API Oil Separator This project showcases Bapco’s commitment to the environment. The existing No.3 API separators are not

covered and release an uncontrolled volume of Volatile Organic Compound (VOC) & H2S to atmosphere. The new API Separator project will have above- ground rectangular API Separators with automatic skimming facilities; centrifuges; nitrogen blanketing system; activated carbon filters and vacuum-tanker receiving facility. The project is currently at the bidding stage for the EPC contract and the bid closing date is 29th March 2017. The project is expected to be operational in Q2 2019.

Unified Command and Control Centre (US$ 4.8 MM)Bapco’s three emergency response teams - CERP (Crisis and Emergency Response Plan); Oil Spill (recently integrated into CERP); and the Security Department currently operate from different command centres, with basic communication systems to deal with emergencies. To have effective communication and coordination among all response teams, in case of a major emergency, they are required to operate from a single command centre. The new “Bapco Command Centre” will have Main Command and Control Room; break out rooms for Planning, Operation, Logistics, Finance and Administration sections; rest rooms; meeting rooms for liaising with government offices and private agencies; a server room which includes disaster recovery equipment and a store room. The Command Room will have a video wall and Incident Statistics Boards

to display the i n f o r m a t i o n related to the e m e r g e n c y response. The building is also designed for people with special needs.

The building with its facilities is being constructed by Raffa Construction Company (RAFCO) and will be commissioned in July, 2017.

Intermediate & Clean Water Return System (ICWRS) Project (US$ 6.0 MM)Another significant project to establish Bapco’s commitment to the environment is a fully functional Intermediate and Clean Water Return System and Oily Water System, which are essential for the Refinery operations. The first phase of this project is under construction and will replace the existing, corroded piping network located to the east of Keromerox, between #1 Platformer Unit and LSDP #2 Hydrogen Plant and to the east of #1 Platformer Unit. These are the current main contributors to the high level of hydrocarbon in the Clean Water Return System. The system is being constructed by MCSC and will be commissioned in June 2017.

User awareness is a critical part of ITD’s efforts to safeguard our information security. As part of these efforts, Bapco’s CSMART team has implemented the Information Security Awareness Program for all users. This program not only taught the users how to protect themselves and their personal information, but will also secure and protect Bapco’s IT

infrastructure. The program required users (employees and contractors) of Bapco’s Information Systems to complete the online Information Security Awareness training course available through Masaar. The course consists of 20 short videos with an estimated time of 2 hours to complete the videos and the accompanying quizzes. All users were required to complete this course by February 2017.At the end of Feb 2017, 98% completion was recorded. The remaining 2% include employees who are on long term assignments, vacations and sick leave etc. These users are required to complete the programme on return to work to regain access to their PCs/network. ITD has arranged two PCs in Awali for these users to access their logins and complete the programme. Users in Refinery can visit LRC in the Training Centre to login and complete the programme. All new employees will be required to complete this program within 2 weeks from the time they are given system access.ITD is looking into the possibility of making the videos & quizzes available for employee’s families too.

Roaya Project Completes Major Milestones

IT Security Awarenessby Elham Safar, IT Security Analyst

Password Re-use is Rampant Among the Millennials Generation ( aged 18-30 years)(Courtesy : Infosecurity Magazine) Nearly 60% of mobile device users have had to reset a password in the past two months.Further, a survey by Keeper Security has found that more than half of respondents are still trying to remember their passwords in their heads. They are also two times more likely to have trouble logging into an account if they wrote their passwords down or tried to memorize them. This is directly related to the alarming statistic that found that 87% of mobile device users between the ages of 18-30 reuse passwords across multiple websites and applications. This bad habit could result in millions of accounts being compromised since hackers typically test a stolen password against multiple accounts, including banking, retail, social media, email and healthcare websites. One stolen password could give a hacker the keys to a person’s digital life. Users are not without awareness of the issue:

The survey also showed that nearly half (46%) of respondents think their phone is the least secure device that they own. Even so, 41% use their phone for sensitive, password-protected applications (banking/healthcare).“People have a tremendous amount of personal and confidential information on their smartphones,” said Darren Guccione, CEO and co-founder of Keeper Security. “It was disturbing to find that almost half of respondents in our survey think their phone is the least secure device that they own, yet 55% of them haven’t downloaded a security application. It is clear that further education regarding the importance of mobile cybersecurity is necessary in order to protect their digital lives.”Interestingly, age and salary correlate to the to the level of security on a phone. About half (46%) of people aged 45+ do not password-protect their phones with a secure lock screen, compared to 26% of those aged 44 and under. And, 34% of respondents making under $75,000 annually do not password-protect their phone, compared to 25% of those making $75,000 or more. Also, the vast majority are not worried about social media security, yet 75% of users connect to their social media profiles on other websites and

applications (e.g. login with Facebook).“An important first step to mobile cybersecurity is for consumers to learn how to create secure passwords and not reuse passwords over multiple logins,” noted Guccione. “Also, website administrators need to implement password complexity policies to secure users.”

DCE has recognized and awarded ITD’s Bapco E-Forms development team (Hussain Jawad and Abdulla Al-Mahmeed of IT Solutions) on completion of Document Management System Phase 2 and commended the team on excellent execution and delivery stating that it was “A dream finally came true”. This 2,500 man-hours project has demonstrated technology and quality that was never thought possible in an in-house project and was equally well received by Bapco users.

In 1926 there were about a dozen cars on the island and Bahrain’s first surfaced road was built for oil exploration, between Jabel Al Dukhan camp and Awali. In 1930 work began on the Sheikh Hamad Causeway between Manama and Muharraq but the swing bridge spanning the deep channel was not completed until 1942. In 1961 the number of registered vehicles grew to 6,500. In 1966 there were 9,441 vehicles on the roads; in 1971, 15,311 and in 1975 the number reached 33,000. The latest figure for 2016 is 653,000 vehicles on Bahrain’s roads. The dramatic increase in the road network roads and traffic has inevitably led to an increase in road traffic accidents. According to WHO road injuries are in the top 10 causes of death globally and killed 1.3 million people in 2015, about

three-quarters (76%) of whom were males. The fatality rates per 100,000 population in Bahrain in road traffic accidents is 14.92. By comparison Japan is 3.28, United Kingdom is 2.97 and Norway 2.86 (WHO 2014).In the archive photographs of the 1950s and 1960s it can be seen that there were very few cars on the road in Bahrain (and also fewer roads) but there were still accidents; and many of these were fatal accidents. In some photographs it appears that there were only two cars on the road but they managed to hit each other! Many of the roads were also unmarked, unmade and unlit. Modern cars are much safer than the older cars. People say the older cars were built like tanks but when you look at older cars in the archive photographs, the results of major impacts

are plain to see. Todays ‘crumple zones’ and collapsible steering columns did not exist. In a collision a 1950s car transferred much of the impact energy to the passengers, due to the solid, rigid frame and body construction. Modern cars also come with better brakes and ABS which reduces stopping distances dramatically and improves steering control under emergency braking. This is not to mention the absence of seat belts, airbags, side impact protection beams, traction control, stability control and a whole host of newer safety features which were not present in vehicles of the 1950s and 1960s. As result of the developments in vehicle safety, Bahrain’s motorists are more likely to survive a serious road accident in 2017 than ever before.

Key IssuesDiscussed at the

EHSC Meeting No. 99

Ijaz Ashraf- Advisor Environmental Affairshas another feather in his Cap

Bapco’s Environment, Health & Safety Committee (EHSC) held its monthly meeting for March. The meeting was chaired by Mr. Hafedh Al Qassab, General Manager Refining. The following issues were discussed during the meeting:• There were no Lost Time Injuries (LTI) or

Non Lost Time Injuries (NLTI), however three first aid injuries were recorded during February 2017. Although this is a good start to the year, however, we must not get complacent and always maintain our sense of vulnerability.

• In order to sustain the good safety performance we must use all the available tools such as “4 Keys to Safety” and “Osool Bapco” to prevent all injuries to ourselves and contractors.

• 18 Process related incidents of which 2 have been PSE tiered were recorded during February 2017.

• There were 9 road traffic accidents during February 2017, 7 involving Bapco and 2 contractor drivers. In addition, there were 18 road safety violations mainly relating to accidents, speeding and wrong parking. It was re-iterated that we must improve our road safety performance.

• There were 2 unplanned, 2 planned flaring incidents and 1 oil spill (> 1bbl) during February 2017. The Environmental Performance Index (EPI) is currently at 6.4 vs a target of 7.0. We must focus on reducing the unplanned flaring and oil spills.

• The progress of outstanding action items from PHA studies was presented to the EHSC. It was emphasized that all efforts should be made to close the overdue action items from PHA studies as soon as possible and where the completion deadlines are required to be extended a risk assessment should be performed to ensure process safety is not being compromised and is given paramount importance at all times.

• An update on the progress of action items to address the key findings from the external OHSAS 18001 audit conducted during September 2016 was submitted to the EHSC Chairman with good progress being reported whereby the majority of the actions have been completed and the remaining are on track as per the completion target dates.

• A presentation on the outcome of improving the EHS issues related to the asphalt business was presented which identified the keys EHS issues and recommendations to address them. The recommendations will now be presented for management approval to ensure EHS risks are eliminated /minimized.

• The 2017 EHS Objectives, Targets & Programmes were presented and approved; it was emphasized that we must ensure that these objectives and targets are met as per the stated timeline in order to achieve continual improvement in our EHS performance.

Bapco Advisor Environmental Affairs, Ijaz Ashraf, has been recently awarded an MSc with distinction in Integrated Environmental Management from the University of Bath, UK. BOOST: Look out for potential “Line of Fire” risks

A BOOST Observation by ABBAS SHUKRALLA at the Warehouse revealed a Barrier. Ballasts were replaced on many of the lights and the area is no longer dark, making it a Safer Workplace for everyone!

BOOST Observation, by A. HAMEED SALEH from OPD-North, helped to identify the risk associated in sampling (because of the wind), which created a ‘line of fire’ risk.A fixed safeguard around the sample point was subsequently installed.

Heart Failure Campaign

6 Best Fixes for Pain and Swelling in Your Feet and AnklesHome remedies help stop pain, reduce fluid retention

Dr. Syed Raza, Consultant Cardiologist & Physician - Awali Hospital organised a Heart Failure Campaign on 18th of March 2017 at the City Centre from 10 am till 10 pm. The event aimed at educating and spreading awareness on health issues amongst the Bahraini community. The event was opened by the Under Secretary for Health and Hospitals, Dr. Waleed Khalifa Al-Mana and was well attended by patients, general public and important dignitaries. The event included the following: • Power-point presentations about Heart Failure

targeted for general public – in English and Arabic• Continuous educational video on Heart Failure for

patients and general public• Heart Failure screening questionnaire

• Distribution of Heart Failure information leaflets• Free medical check- up - weight , BMI, blood pressure

, blood glucose and free consultation• Teaching , demonstration and opportunity to

practice basic cardiac life support skills on mannequins

Such an event forms just a part of the drive to increase awareness and educate on heart failure prevention. Unfortunately, Heart Failure has been low priority area despite there are 38 million patients of Heart Failure across the globe. There is little data from the MENA region primarily because of lack of awareness not only amongst general public but also amongst health professionals. “What we do know is that Heart Failure occurs at 10 years younger age in Arab population

compared to western counterpart”, said Dr. Raza. “Heart Failure is now recognised as the second biggest killer in the world and kills more than some common cancers. However, the good news is that Heart Failure is preventable by early detection and by controlling its risk factors. A formal briefing on Heart Failure prevention and related issues such as conducting surveys, research and development of heart failure guidelines and clinics will be communicated to the Ministry of Health and medical bodies / societies of Bahrain”, he added. “We are starting a Heart Failure clinic at Awali Hospital from April and will run on every Wednesday afternoon from 1 pm onwards. The first batch of patients expected to be seen are those screened positive at the event”, Dr. Raza concluded.

Safety AlertSlip on Wet Floor

Have you ever looked down at your ankles and feet, first not recognizing them as your own, then, realizing they are swollen? Whether from long days on your feet, travel or surgery, it happens. For pregnant women, it is almost inevitable.Swelling in your ankles and feet is uncomfortable, and sometimes it keeps you from moving freely. But, there are several ways to relieve swelling from everyday causes — and sometimes you can even prevent it, says podiatric physician and surgeon Georgeanne Botek, DPM, Head of the Section of Podiatry and Medical Director of the Diabetic Foot Clinic at Cleveland Clinic. She says swelling (or what doctors refer to as edema) happens when your body retains fluid in the lower legs, ankles and feet. It most often occurs on both sides of the body, and it’s not an emergency situation. How to relieve swollen, painful feet and ankles? You can often treat the symptoms of swelling that occurs on both sides of your body yourself, Dr. Botek says. Here are some ideas that can help:1. Compression socks. Available at your local drug or grocery store, compression socks provide pain relief and prevent fluid

collection in your legs, ankles and feet. They come in light, medium and heavy weights, so be sure you select a pair that isn’t too tight for your body. Dr. Botek suggests starting with lightweight ones that measure between 12-15 mm or 15-20 mm of mercury.

2. Elevation. Prop your legs up on an ottoman to help decrease swelling. Various yoga poses, such as lying on the floor with your legs raised and pressed against the wall, can also help.

3. Exercise. Sitting or standing in one place for too long can increase swelling. Move your knees, and flex and extend your ankles for relief. Consider swimming, as well, because it’s a non-weight-bearing exercise that can also soothe the skin.

4. Weight loss. Losing weight can reduce swelling, as well as improve your health overall, Dr. Botek says.5. Epsom salt. Soak your feet and ankles for 15 to 20 minutes in a cool bath filled with Epsom salt to relieve swelling-

associated pain. If you have diabetic neuropathy in your feet, check the water with your hands first to avoid exposing your feet to extreme temperatures.

6. Magnesium supplements. It’s possible that adding 200 to 400 mg of magnesium to your daily diet can help limit your water retention and pain. Talk to your doctor before taking the supplement, though, as you shouldn’t use it if you have a kidney or heart condition, Dr. Botek says.

For best results, always use more than one therapy at a time, she says. For example, if you walk for exercise, use compression-sock therapy later. If you swim, consider adding yoga to your routine.Simple changes that help you reduce or avoid swellingYou can make small changes to your everyday life to help reduce swelling:• Take a short walk every hour.• Drink eight to 10 glasses of water daily. Drinking less actually promotes swelling.• Limit your salt intake.• Put phone books or bricks under the foot of your bed to elevate your legs and feet at night. • Little evidence exists to support using essential oils to reduce swelling. However, you can use peppermint oil, eucalyptus

oil, and/or lavender and chamomile if you find them helpful.

The petrochemical industryin the Arabian Gulf region grew 3.7% in 2016

Driving up profitable downstream dollarsby Arabian Oil & Gas Staff on Mar 29, 2017

The petrochemical industry in the Arabian Gulf region grew at 3.7% in 2016 reaching 150 million tonnes of capacity, according to an annual study by the Gulf Petrochemicals and Chemicals Association (GPCA), outpacing the global average growth of 2.2%. In 2016, projects worth $13 billion were announced in the region, coming online between 2020 and 2024 and adding 8 million tonnes production capacity.

According to Goldman Sachs, new production projects and a fresh shale boom could boost oil output by a million barrels per day (bpd) year-on-year and result in an oversupply in the next couple of years. Adding, U.S. shale oil currently offers large-scale development opportunities with 6-9 months to peak production. Therefore, OPEC will have to extend its oil output curbs in order to sustain a recovery in prices, as a revival in crude production outside the group may scupper its efforts to erode an overhang of unused inventory, a Reuters poll of analysts showed last month.

Goldman Sachs states that shale could boost oil output by 1 million barrels per day year-on-year

Capitalising on potential downstream dollars is essential to remain competitive in the energy industry, opines Luc Chantepy, regional sales vice president, Middle East and North Africa, Aspen Technology.Shifting demand patterns caused by volatile crude prices and new crude oil sources can greatly affect the profitability of a refinery. Therefore, planners must adapt quickly to navigate the fluctuating economic storm. The use of advanced and innovative planning software can make the difference to easily identify more robust planning solutions for a true global optimum. The mismatch between supply and demand, however, has led to a global glut of oil. On the supply side, turmoil in the Middle East has modified the production. Adnoc announced in December last year that it would cut crude supplies by 3-5 percent across its three export grades to meet its OPEC output reduction target. Saudi Arabia has agreed with OPEC to cut output from now on for a period of six months by 486,000 barrels per day. The supply cut has helped stabilise crude prices above US$50 per barrel after a two-year downturn. The strong growth of US tight oil in shale gas feedstock is increasingly moving westward to the east. Demand, on the other hand, in areas like Europe is reduced due to weak economic activity and the move to renewables. The global spare refining capacity is already above its low in recent years, which indicates that there will be a long period where refineries are being forced to reduce plant capacity, whilst they are struggling to be operationally efficient.Securing every possible dollar available downstream can be achieved by implementing advanced planning software, which provides the answer to

the burning day-to-day planning questions, such as ‘which crudes to buy?’, ‘which products to make?’, ‘how to capitalise on new crudes and feedstock on the market?’, ‘how to effectively manage a complex crude slate with limited storage?’, etc. Innovative software solutions help to make the right decisions, increase accuracy in yield predictions and reduce model maintenance for optimal refinery planning.Making good crude purchase decisionsDetermining which crudes will be the most profitable to run and anticipating product demand require the best planning tools to make quicker and more profitable decisions. Reacting to

discrepancies between the plan and schedule is also vital to fully exploit profitable decisions in the supply chain and also be able to capitalise on newly available feedstocks like global shale plays. The challenge is to determine what is the most effective way to manage a complex crude slate with limited storage capacity, with new crudes and feedstocks available in the market. Which crudes will yield the most profitable products? With options come complexity and decisions become much more difficult. For example, process units can be run in different ways to make different products. As the price of crude changes, those refineries familiar with running ‘dirty’ crudes might change their operations now that the lighter, sweeter crudes are less expensive. Spot crude opportunities too could become available that the refinery might consider purchasing. Therefore, the planner has to be agile enough to determine if the crude is suitable and how to change the plan to accommodate the new feedstock.
