Our loving mother, wife, sister, aunt, grandmother and great-grandmother, Christina Martinez Armenta, left this mortal world for a far better place at 3:55 p.m. on Jan. 28, 2016 in her home in Kearny, Arizona. She was born on July 24, 1942 at her family home in Hayden, Arizona, married Richard Avenetti in 1959 and was widowed in March of 1987. She later married George Armenta in 1988, who will miss her deeply. Mom was most proud of her children and grandchildren, especially their military service, totaling well over 120 years. She worked hard all her life at various careers, cook, cashier, bus driver, and home-maker, and instilled a deep work ethic in all her children. In her retirement, she took up quilting and produced many beautiful quilts that she gave to all her children, daughters-in-law, sisters, grandchildren, nieces and nephews and friends. She was also devoted to Our Lady of Guadalupe, to whom she held a vigil on her saint’s day, a tradition carried on from her
Our loving mother and grandmother and aunt, Dorothy H. Mortimer, age 89, passed away peacefully on Jan. 24, 2016, in Tucson, Arizona. She was born March 4, 1926 in Clinton, Massachusetts to Fred and Esther Heinold, the oldest of 4 daughters. Dorothy was a strong willed lady who took pride in her family and all that she did. She remained true to her name, a gift of God, a vision. Her beauty emanated inside and out. Dorothy will be remembered as a caring mother, sister, grandmother, aunt and friend. Her kindness, laughter and generous spirit were truly a blessing in our lives. It gives us great comfort to know that she is at peace and reunited with her late husband as she missed him dearly. She will be deeply missed but the memories we have will be forever cherished and held in our hearts. Dorothy was preceded in death by her parents, husband, Joseph Mortimer, Sr., sister Norma, and great-granddaughter Angel. She is survived by her sons, George Mortimer (Catherine Crandall) and Joseph Mortimer (Margarita); three granddaughters, Rebecca Vasquez (Hector), Tara Mortimer and Erina Mortimer (Monica); one grandson, Steven Mortimer; four great grandchildren; Richard Silva, Anthony Silva, Jacob Vasquez and John Clay. Also survived by sisters Betty Dedecko (late Francis), Shirley Stockton (Jim), brother-in-law Skip Rauscher (late Norma) and many nieces and nephews.
Christina Martinez Armentasister and her mother. Many family members await her at the gates of Heaven, including her first husband (Richard), daughter (Valerie), mother and father (Anita and Manuel), brothers, Norberto (Beto), Manuel (Chito), Miguel (Mike) and Frank (Tucky), sisters, Concepcion (Concha), Victoria (Julie), Rita (Negra), Alice (Licha), and baby sister Anita (Candy), and stepson, Keith. She leaves behind her husband, George; sisters, Dolores (Lola) and Susana (Susie); children, Nick (Erb), Quint (Brenda), Valerie (Pat), Samson (Emma) and Guy (Laura); her stepchildren, Bobby, Cindy, Dorinda, Irma,
Georgia and Andrea; her grandchildren, Chris, Nicole, Nick, Katherine, Steven, Quint, Gunner, Cannon, Adam, Travis, Elecia and Marisa; her step-grandchildren, Mandy, Julie, Aaron, Eric, Eddie, Ricky, Albert, Karl, Kyle, Jackie, Veronica, Georgie, Darcie, Dante, Brandon, Brittany, Maria, Carlos, Sylvia and Juan; and many great-grandchildren. Christina’s remains will rest with those of her daughter Valerie and near her mother and father at Mountain View Cemetery in Hayden, AZ. Per her wishes, there will be no public services.

LETTER TO THE EDITOR
Copper Community Action Board is a group of local citizens who have volunteered their time from painting the outside of homes, to roadside clean-ups and community outreach events. We are excited to share the news that we have achieved our 501c3 non-profit status! Our goals for 2016 are to start searching for grants to help the elderly and low-income individuals with home improvement assistance, the towns with community beautification or restoration and
fundraising for scholarships for high school seniors who volunteer in their spare time. Many of our elderly have family who have moved away and are left to fend for themselves. They have overgrown yards, or they could not use their cooler in the summer because no one would maintain it for them. CCAB would like to keep a stock of tools and a network of volunteers who can assist with these needs. We are looking to purchase tools and recruit more members who can volunteer.
CCAB will be putting applications at the Senior Centers, Town Offices and the Copper Basin Chamber of Commerce. This application process is the first step that CCAB would use in screening individuals who need some kind of assistance. We would like to help the elderly or handicapped with outside issues, like fixing their cooler for summer or cleaning their yards. The decision to assist applicants will be voted amongst the Board. Once a candidate is selected, someone from CCAB
will contact you. CCAB would like to be able to help everybody; however, we are limited with our resources and cannot aid immediately. For more information on CCAB, you can visit our website at http://bit.ly/1UG0Rke or you can email us at [email protected]. Thank you,/s/ Martina BurnamCopper Community Action BoardVice-President

Every day, like any human being, I make use of the knowledge and skills that I possess, all the while wishing I
had more knowledge and more improved skills. When I was elected Mayor of Kearny I realized that I had a steep learning curve ahead of me. I used to attend Town Council meetings regularly in the company of my late friend, Pastor Ed Grant, who had deep interest and concern for the people of the town. As an Episcopal priest for many years, I had worked with congregations large and small, leading worship, overseeing committees, chairing meetings, and developing church programs and the finances to further them. I have drawn upon this knowledge and these skills. But I still have much to learn.
In many ways, our town government is going well. We have a top-rate Town Manager and a Town Clerk whose abilities simply astound me. Our fire department and ambulance service are a source of pride. We have fewer town employees than any place in Arizona, yet they get more accomplished and have real pride in their work. Let me lay out the areas which I personally think demand much attention, because these are the things which keep me awake at night. Our economy (and that of the whole Copper Basin) needs drastic revision and improvement. We are historically tied to copper, but each year fewer of our residents actually work at ASARCO. All of rural Arizona is still in a keen financial
Mayor Addresses Local Economyslump. We make less money, we spend less money, and in general the value of our homes and businesses is decreasing. As I have mentioned before, our town’s infrastructure is wearing out. We are taking steps to make things better, but this is going to be a long road. Water is key for us and for every community in Arizona. We are now working with the towns of Mammoth, Winkelman, and Hayden to develop a new model for a unified police department. The old model is expensive, inadequate in providing service, and does not allow sufficient in-service training. As we work on a new model, with a single police chief, common dispatch service, regular training and improved communications, we also have to consider the fact that we do not have a lot of money in any of our towns, so we cannot throw money around to solve problems. Rather, we have to find new ways of working together, The task force is working hard on all of this. I hope that soon we will be able to give an interim report on how things are going. Finally, the Shipman and Kearny River fires demand a creative response to restore the river and its area, and we need to find
ways to keep such fires from ever occurring again. I an thankful that the Winkelman Natural Resource Conservation District, ASARCO, the Town of Kearny and state and federal agencies are working on all these things. In all of this, I have great hopes. Recognizing what needs to be done is always the first step in resolving the task.

Communities throughout Arizona, big and small, are all beginning to face significant infrastructure problems with aging water and sewer systems. It is increasingly problematic for communities where fees and service charges did not increase over the years to accommodate the needed repairs. For the Town of Kearny to continue to receive grants and loans to help with these necessary upgrades and repairs,
the town had to increase its fees. These rates must meet the average level in order to receive funding from the United States Department of Agriculture and the Water Infrastructure Finance Authority. At its January meeting, the Kearny Town Council voted to increase the monthly wanter bill by $2.50 per month. The rate increase will be effective March 1, 2016. Prior to the vote the council was required to first announce an intent to raise the water rates and properly notice a public hearing. The public hearing was held in conjunction with the January
town council meeting. The Kearny water system consists of four wells, two 750,000 gallon storage tanks, a hydropneumatic pressure tank, chlorine gas disinfection, a distributions system, 837 customer accounts and a water treatment plant. The system is over 50 years old and is need of significant repairs. The town has been using the general fund monies to help fund some of the repairs however the water system is an enterprise fund which means that the revenues received should cover the cost to operate and maintain the system.

“Have RV and love to travel” is a quote found on the NOMADS website. NOMADS stands for: Nomads on a Mission Active in Divine Service. This group of retired volunteers travels the country to help communities in need. They are strictly volunteer. Hosting organizations need only provide RV hookups. The traveling NOMADS will come to your community and work on anything such as disaster relief, church repairs, home repairs, community restoration projects, and maintenance and restoration of church camps. NOMADS provide volunteer labor for United Methodist organizations. The goal of the NOMADS is to demonstrate God’s love through their work, fellowship, and charitable acts. The Church of the Good Shepard in Kearny hosted a group of NOMADS comprised of five retired couples in January 2016. The NOMADS helped the church with minor repairs and restoration. They learned how to stucco and put up drywall. They installed a new water heater, painted and created signs, did landscape renovations, painted the entrance to the sanctuary, repaired the gutter system, and more around the beautiful church site located at 617 Senator Chastain St. in Kearny. Gary and Jeannie Judson have been traveling with the NOMADS for 11 years. Gary is a retired Methodist Pastor and Jeannie was a teacher before retiring. Both are from the Finger Lakes region in New York and enjoy traveling with the NOMADS and meeting wonderful people. They learned about the NOMADS group through their local church. This is their third time coming to Kearny

Mountain Vista Jr. High wrestler Gilbert Rodriguez was named Outstanding Wrestler after taking first place in the 83-lb division at the Central Junior High League wrestling championships held in San Manuel late last month. For centuries the Lenten tradition is to clear out the kitchen cabinets of flour, sugar and leavening agents to prepare for 40 days of fasting. This started the tradition of pancake races, pancake breakfasts and suppers around the world. The Church of the Good Shepherd will treat you to a dinner of pancakes, sausage, beverage and great fellowship as much fun as the Mardi Gras’ held round the
world. Tickets are $5 for adults and $3 for children. Proceeds from this dinner will go to the local Food Bank and International Imagine No Malaria campaign sponsored by the United Methodist Church and the Bill Gates Foundation. The pancake supper is Tuesday, Feb. 9, from 5-7 p.m. and will be held in Ray Hall at the Church of the Good Shepherd.
The next day on Ash Wednesday a new event will take place in front of the former Bank of the West from 10 a.m. to 1 p.m. Drive by Ashes is a fairly new concept. This year Churches in the Desert South West- South District of the United Methodist Church are scheduling Drive by Ashes. You will be able to receive a blessing in the form of ashes which begins the Lenten Season as a form of spiritual renewal.

Stormee Galka and Savannah Willis each recorded a double-double in the Lady Cats’ 66 – 23 home win against Superior last Friday night. Galka, a senior, was named Player of the Game after scoring a game-high 16 points and recording 15 of her team’s 37 steals in the game. She also contributed seven rebounds and two assists. Willis, also a senior, scored 11 points to go along with
a game-high 14 rebounds, four assists – also a game-high – and four steals against the Panthers. Sophomore Savannah Rodriguez finished with 11 points and five steals for the No. 7 Bearcats, who have clinched a berth in what is perhaps the toughest sectional tournament across the state, regardless of division. Four of the top-seven teams in the Division V rankings are in Section IV, including No. 2 Ft. Thomas, No. 3 San Carlos, No. 6 Duncan, and the Lady Cats. Mogollon, currently No. 10 in the rankings, would also
be in the six-team tournament if it started today. The Mustangs are clinging to sixth-place in the section standings. The Section IV Tournament will take place at Thatcher High School, beginning on Tuesday, Feb. 9. The top two teams will get a first-round bye. As of now, the Lady Cats are projected to remain the fourth-seed and will face either San Manuel or Mogollon in the opening round. Upcoming schedule: Feb. 5 vs. Gilbert Classical Academy. The game is scheduled for 5:30 p.m.

Public NoticeRelease of Draft Environmental
Impact Statement and Notice of Public Meeting
Proposed Tailings Storage Facility: Ray Mine – Pinal County, Arizona
The U.S. Army Corps of Engineers, Los Angeles District (“Corps”) has released a draft environmental impact statement (EIS) for a tailings storage facility that Asarco LLC (“Asarco”) is proposing for the Ray Mine in Pinal County, Arizona. The draft EIS is available on the Corps’ website at http://www.spl.usace.army.mil/Missions/Regulatory/ProjectsPrograms.aspx. To comply with Corps’ regulations associated with Section 404 of the Clean Water Act, Asarco submitted an application to the Corps in 2013 for the proposed tailings storage facility. To evaluate the project’s environmental effects on the human and natural environment, the Corps has prepared a draft EIS in compliance with the National Environmental Policy Act (NEPA).Asarco has proposed to construct and operate a tailings storage facility in the Ripsey Wash watershed, an ephemeral wash that is tributary to the Gila River. Asarco has stated that this facility is required to support continued long-term copper mining activities at the Ray Mine. Tailings from the Ray Mine concentrator would be transported via a new tailings pipeline that would cross the Gila River near the current Florence-Kelvin highway bridge. Water would be recycled back to the Ray Mine concentrator from the proposed tailings storage facility. The proposed facility is designed to store approximately 750 million tons of tailings and would have a facility footprint of approximately 2,574 acres once completed. The Corps is hosting a public meeting on this draft EIS on Wednesday evening, February 24, 2016 at the Ray Elementary School cafeteria in Kearny, Arizona from 6:00 to 9:00 PM. The public meeting will allow interested parties to learn about the results of the draft EIS, the Corps’ regulatory obligations under its 404 permit process, and the plans and schedule for completion of a final EIS. The meeting will open to the public at 6:00 pm; the Corps will make a presentation starting at 6:30 pm. At the conclusion of the presentation, the Corps will provide an opportunity for any interested parties to make an oral statement that will be recorded by a court reporter for the administrative record. A maximum of two minutes speaking time per person will be provided, at the discretion of the Corps. The Corps is soliciting public comment on the draft EIS and requests that any comments be submitted in writing to Michael Langley, Senior Project Manager, U.S. Army Corps of Engineers, Los Angeles District – Arizona Regulatory Branch, 3636 North Central Avenue, Suite 900, Phoenix, Arizona 85012-1939 or via email at [email protected]. The Corps requests that commenters include their full name, physical address and the project title “Ray Mine Tailings Storage Facility Project” with any comments. The draft EIS comment period closes on Monday, March 14, 2016. Comments must be postmarked or emailed by the close of that date to be considered in the preparation of a final EIS for the project. Any questions about the project or the scheduled meeting can be directed to Michael Langley, the Corps’ project manager, using the contact information above. The draft EIS and other information for the proposed tailings storage facility is available on the Corps’ website at http://www.spl.usace.army.mil/Missions/Regulatory/ProjectsPrograms.aspx or contact Michael Langley at the Corps at the aforementioned address and telephone number.CBN Legal 2/3/16, 2/10/16, 2/17/16, 2/24/16

Paul and Shirley Hope are from Iowa and joined the NOMADS in 2000. Paul taught Automotive Technology at a community college and Shirley was manager of a wholesale electronics store. They learned about the NOMADS in an annual meeting in Iowa. They attended the meeting before retiring and knew they wanted to join the group! They’ve worked on 52 projects and traveled to South Carolina, Alabama, Texas, Mississippi, and Alaska in addition to Arizona. Bob and Virginia Bontz joined NOMADS in 1999. They joined NOMADS because they didn’t want to just sit around during retirement. This is their second time to Kearny. Bob and Virginia shared an inspiring story about their travels with the NOMADS in 2013. Their RV broke down in Virginia. There were no RV repair shops that could work on the RV, so a truck service company was contacted and parts had to be ordered. On the third day of hanging out at the rest area, waiting for parts, an 18-wheeler broke down beside them. Within hours, the owner of the trucking company, Tyler Trucking of Bloomingrose, West Virginia, came out to repair the truck. He asked about Bob and Virginia’s situation. They handed him a NOMADS brochure and explained their work. The next day a service truck came to help Bob and Virginia. It had been hired by Tyler Trucking. Tyler Trucking sent two mechanics 79 miles from their shop in Bloomingrose. Parts that had been ordered also showed up and the RV was repaired within hours. Bob offered the mechanics money and a meal, but they refused. One mechanic handed Bob a roll of money ($500) in donation to the NOMADS Ministry. In addition, Jamie Craig, the owner of Tyler Trucking, has donated several thousand dollars over the years to the NOMADS. He was so impressed with the mission and the people he met! The group is thankful to this man who not only helped them during a time of need, but also has contributed to help sustain the organization ever since! Jim and Linda Tyas of Branson, Missouri have been working with the NOMADS for 4 years. Jim is a retired engineer from Caterpillar, but he still works for Hershend Family Entertainment in Maintenance, as he says, “planting flowers”. Linda is a retired LPN. Jim and Linda have children living in Albuquerque, NM, so they spend their winters in Arizona working for the NOMADS. Barry and Mary Stewart are from Wisconsin. Barry is retired Army and Architect, Mary was a hairdresser. Mary cuts hair for her NOMADS fellows from time to time! They’ve been full-time with the NOMADS since 2015, but were part-time for 6 years before. They love the NOMADS and particularly enjoy disaster relief work. Nina Yardley is the Pastor at the Church of the Good Shepherd. She learned of the NOMADS and works with Carla Kinsey of the NOMADS group to set up work at the church in Kearny whenever she is able. NOMADS provides a national website for churches to participate in the NOMADS project. Carla Kinsey is the only full-time paid contractor who works for the group. The rest are volunteers. The NOMADS group visiting Kearny had more than their fair share of laughter and jokes. For example, NOMADS, while standing for Nomads On a Mission Active in Divine Service, also has more humorous interpretations. The

group laughingly said that NOMADS also stands for Northern Old Missionaries Avoiding Deep Snow. The fellowship and genuine laughter among the group was contagious. “The NOMADS gel and make an excellent working group,” said Pastor Yardley. “They accomplish so much in such a short time, all while showing God’s spirit in action. They are the best kept secret in the Methodist church!” Chris Postel of Kearny coordinated the Nomads project in Kearny. Chris was asked to volunteer to make sure
projects were completed and NOMADS were trained as needed for each project. The group stated that many churches want the NOMADS to help them, but they cannot afford it. For this reason, the NOMADS provides a grants program. The grants program this year has raised approximately $90,000 for churches to apply for assistance. The majority of these funds are raised at the NOMADS annual meeting. While serving their mission in Christ, this group of retired fun-loving people has a great time!
