lnstruction with respect to arguments held in Hon'ble Punjab &Haryana High Court duning the hearing on 20/01!2417.

Above said case came up for hearrng on 20/0112017 in Hon'ble High

Court. At the outset, HSPCB informecj tlre Hon Lrle l-lrgh Court about the status of

monitoring done by them for various operational $1-Ps / CETPs and details of STPs /

CETPs where samples have failed Legai samples of 11 STPs ie. Panipat (10 MLD& 35 MLD), Sonrpat (30 MLD), Rohtak (40 I\'lLD) .lind (15 MLD & 5 MLD), Narwan(375 MLD), Uchana (2 MLD), Farrdabad (45 IVILD & 50 MLD) & Flrsar (15 MLD) have

failed. The aciion plan for above 11 STPs subrlrtted in Hon ble Punjab & Haryana

c) Superintending Engineers / Executive Engineers have to grvecrlrrcentraied *tientrnn to STPs where independent feeders areurider r;cnstruction or estimates are to be submitted by thedistrii:ution cr:mpanies and ensure that work is got completed at theearliest.

It is to be ensured that O&M staff is deployed by the contractor asper the tei"rns anri conditions of the contract agreement.Samples r:f treated effluent should be tested on daily basis in thel;ri:r:rarloi'ir:s esiablrsherl in STPs and should be got tested from thelaboratorres ;ipproveci by HSPCB or lab of HSPCB atleast once in amonth for each STP and test results should be uploaded on thewebsite of the departrnent.

Superinternding Fngineers should inspect all operational STPs in his

lurisdrctron atleast once in a month and submit inspection report on3'd of subsequent rnonth on prescribed format.

lf it is ferund that any oontractor / agency is not running the plantsatisfactorily, then rmmediate action should be taken against theconlractrlr / agency, ai; per the contract agreement. Failure to doso shall attract disciplinary action against the officers / officials.

The detarls of S f Ps urider construction have been submitted toHSPCB and further to Hon ble High Court wherein stipulated date ofcornpletir:ri l'i;:l; ar:;r: i:i:en iriforrned. During the hearing in Hon'ble HighCourt l-lcn ble Ccurt a.pp:rehene.!ed that State is still far below in fulfilling itscomrnitrnent tcwards treatment of sewage. The list of STPs underconstrur:tion anej therr strpulated date of completion is attached asAnnexure ll. The same list has been given in affidavit submitted to Hon'bleCourt. lt should'oe ensured that STPs are constructed and made operationalby their"strpulateC date lf any contractor / agency is lagging behind, thenpenalty, as per the contract agreement must be imposed. So, it is onceaEain stressed that above instructrons should be brought to the notice of allconcerned and take trnrnediate steps so that olficers do not face any embarrassingsituation
