Issue N o.30 05/20 13 1 The Safety and Health Improvement Partnership Scheme (SHIPS) of the Green Cross Group aims to encourage members to become strategic partners of the Occupational Safety and Health Council (OSHC), and assist in launching improvement projects to reduce hazards in the working environment and to enhance the safety management system. 同時提升醫院的形象。故此參與是次「夥伴計

劃」,能幫助醫院以5S令工作環境變得更清潔

整齊,減低發生意外的機會。

職安局之顧問已為聖保祿醫院進行了「工作場

所整理考察」,並已為其工作場所整理提出改

善方案。雙方日後會合作為醫院員工進行培

訓,以強化員工們對5S工作場所整理的認識。

佳美航空膳食香港有限公司佳美(Gate Gourmet)是全球第二大航空膳食

及相關服務供應商,旗下擁有11個品牌,是

gategroup的成員公司之一,業務遍及全球。

佳美航空膳食香港有限公司總經理韋栢先生

表示,公司作為飲食供應商,十分重視工作

環境的安全管理,已經在全球各主要設施按

各地情況推行5S,在香港亦實施多時。2012

年底,他們認為有必要改變過去由上而下的

方式,來一次企業職安健文化的轉變,把工

作場所整理進一步提升至更高水平。因此,

他們於2013年初參加「夥伴計劃」,在短短數

月間,已感受到與職安局的良好互動。

safe environment to be built, however, the cooperation of all staff members, the nurturing of safety awareness and a safety culture are required if it is to be done effectively. ‘For example,’ she said, ‘suppose there are spills in the corridor of the hospital. People may slip if they step on them. A staff member with a high level of safety awareness will mop it quickly to keep the hospital environment safe.’

Ms Ho has known 5S Good Housekeeping (5S), OSH and the Green Cross Group for a long time. She knows that the OSHC Staff has extensive OSH knowledge and relevant experiences and has built a network for sharing. Participating in SHIPS allows St Paul’s Hospital to benefit from external experts who consider issues from a different angle, bringing hospital staff new insights while they are working hard to promote 5S. The hospital also believes that a well-managed working environment can raise the service quality and even work efficiency of medical

staff. The staff will also feel at ease and safe. Patients will therefore get better service, and the image of the hospital will also be improved. Participation in SHIPS has made the working environment of the hospital cleaner and tidier with 5S and the occurrence of accidents has reduced.

Consultants from the OSHC have conducted a workplace housekeeping inspection for St Paul’s Hospital and improvement suggestions concerning workplace housekeeping have been given. The parties will work together to provide training to hospital staff in the future so as to strengthen staff understanding of workplace housekeeping with 5S.

Gate Gourmet Hong Kong LimitedGate Gourmet is the second largest airline caterer and provider of related services in the world with 11 brands under it. It is a member company of gategroup, with businesses all over the world.

Mr Andreas Weber, General Manager of Gate Gourmet Hong Kong Limited, said that as a caterer, Gate Gourmet puts a strong emphasis on the safety management of the working environment. It has implemented 5S in its major facilities around the world based on local conditions and, in particular, it has been in place for a long time in Hong Kong. In late 2012, they found that it is necessary to change the top-down approach adopted in the past and institute a fundamental change to its organizational OSH culture so as to take its housekeeping to a higher level. They therefore joined SHIPS in early 2013. In just a few months, they have already had good interactions with the OSHC.

Mr Weber pointed out that information on 5S was not difficult to obtain. However, professional consultants are needed from the outside to provide advice in order to implement it appropriately. He was delighted to learn through its contact with OSHC consultants that Gate Gourmet was moving in the right direction by implementing good housekeeping. He is looking forward to receiving its workplace housekeeping inspection report, so that they can make improvements based on the suggestions in it. ‘Gate Gourmet Hong Kong is one of the most important strongholds of the group in the Asia-Pacific Region with visitors coming often. The group also highly values

knowledge sharing. Good housekeeping doesn’t only strengthen our visitors’ confidence in us but also allows us to promote our successful experiences to the group’s other production bases around the world.’

SHIPS provides participating organizations with relevant OSH knowledge and valuable experiences. That’s why Mr

Weber found joining the Green Cross Group and participating in the Scheme was a good decision. ‘We don’t decorate to look good,’ he said. ‘We understand that OSH management has to keep up with the times and we have to be persistent. We also strongly believe that a well-managed workplace will help us to achieve the four indicators that our company insists on: Safety, Quality, Delivery in Time, and Productivity, which help to raise business efficiency and effectiveness.’

德國建造業安全標準借鑒考察經驗分享研討會Experience Sharing Seminar on Benchmarking Study Visit to

Germany on Construction Safety

In October 2012, OSHC, with support from German Social Accident Insurance (DGUV) and German Social Accident Insurance Institution for the Building Trade (BG BAU), organized a 5-day ‘Benchmarking Study Visit to Germany on Construction Safety’. Members of the study mission had the opportunity to benchmark success factors in German construction safety. Green Cross Group organized an experience sharing seminar on 5 February 2013, and two delegates of the benchmarking study mission shared with the construction sector the experience learnt from Germany.

職安局於2012年10月組織了一個為期五天的「德國建造業安全標準借鑒考察團」,在德國社會意外保險局(DGUV)及德國建造業意外保險協會(BG BAU)的安排下,分享了德國建造業在安全方面的成功經驗。綠十字會於2013年2月5日舉辦了一個經驗分享研討會,由兩位考察團團員與同業分享他們於德國的所見所聞。

Mr Cheung Hau Wai, SBS, Chairman of Committee on Construction Site Safety, Construction Industry Council gave a presentation on the topic ‘German Construction Industry Safety Systems’. He stated that in Hong Kong most of the OSH issues are handled by the Labour Department

and OSHC, while in Germany the insurance industry plays an important role. BG BAU has set their main working target as the prevention of accidents and its work includes managing construction industry insurance systems, OSH promotion, compensation for accident cases and provision for rehabilitation program. They also have a degree of law enforcement power. BG BAU’s management board includes delegates from employers, employees and the insurance industry.

The German insurance system was designed according to an EU order covering the working process of employees and their journey to work. Every employed person in Germany is required to participate in this system, paying a premium equivalent to 5% of their income. This system emphasizes the prevention of accidents. Therefore, conducting research regularly, releasing safety information, acting as a consultant for building contractors, carrying out safety consultations, inspecting safety measures, providing certification service, defining legislation, and offering safety trainings to workers or safety practitioners are the works of BG BAU.

In terms of law enforcement, BG BAU may issue a suspension order if serious violations of safety law or regulations are spotted during inspections, and investigation would be conducted. They also arrange injured workers, who are unable to return to original work position, to work at home or attend training to acquire new skills and work in other position. The amount of compensation which a worker received can reach up to 50% of his or her salary. Mr Cheung stated that the Germany’s insurance system, which is very people oriented, emphasizes on accident prevention. It helps injured workers return to work. It encourages a caring attitude between workers and protects them through numerous safety guidelines. This sets an excellent example for Hong Kong.

Mr Bread Lin, Safety Manager of Gammon Construction Limited, gave a presentation on ‘Comparing the Standards of Hong Kong’s and Germany’s Construction Industries.’ The delegation visited a company which obtained AMS BAU certification. AMS BAU is a safety management system developed by BG BAU for the

重預防意外發生,故此BG BAU會進行相關

研究、發放關於安全工作的資訊、擔當工地

承建商公司的顧問、進行安全諮詢、測試安

全措施及認證、制訂相關法例,以及為工人

及安全從業員等進行安全培訓。

執法方面,倘若BG BAU巡查地盤時發現有

嚴重違法的地方,可發出停工令,並進行調

查。他們也會嘗試讓不能回到原有工作崗位

的工友在家工作,或為他們提供培訓,讓他

們投身另一個行業,而賠償金額更可達到工

友薪金的50%。張先生認為德國的保險制度

強調預防意外,以人為本,又協助受傷工友

回到工作崗位,以關懷的態度,為工友提供

莫大的保障,更制訂了多項安全指引,值得

香港借鑒。

金門建築有限公司安全經理連浩霖先生的講

題為「香港與德國建造業水平之比較」。考察

團參觀了獲AMS BAU認證的公司,以了解

當地的職安健狀況。AMS BAU是針對建造

業設計、重實用性的管理系統,該系統由BG

construction industry. It aims to help organizations to set up and

improve its OSH management system. As occupational diseases

are common in Germany, AMS BAU is particularly focused on

healthy and hygienic working environments. Implementation

of AMS BAU is voluntary and participating organizations will be

awarded with a certificate which is valid for 3 years upon passing

an audit. Organizations may enjoy privileged premium rate after

certified, which encourages participation from company.

The delegation also visited the workshop of that company and found that they emphasize the use of colour labels, and safety instructions and work process information were posted prominently on walls. Specified location for welding was designated in the workshop, with good ventilation system provided accordingly. The delegation also visited German construction sites. Since wood is highly utilized, very high safety requirements are applied to woodworking machinery. Electric cables and switch boxes were also found to be very properly dealt with. Mr Lin went on to introduce a ‘mobile health check station’ managed by BG BAU, which was specially arranged for local construction workers. It visits different construction sites to provide free body check services to workers by onboard doctors.

Mr Lin then showed a video clip demonstrating how German workers build metal scaffolds by using a ‘guardrail first’ technique. This helps prevent falling accidents during the scaffolding process. A film titled ‘Moment of Truth’ was also used to promote OSH messages to German construction workers. It told the story of a foreman who ignored a safety measure, leading to the death of a fellow worker in a fall from height accident. The film used a new perspective and led to vigorous discussion between participants, as well as reaffirming the importance of frontline management staff in accident prevention.

Mr Cheung Hau Wai said that the delegation included different stakeholders of the construction industry. It was representative and worth to participate. Germany’s insurance system is people orientated, which is very different from that of Hong Kong, and definitely worth learning from. Mr. Lin stated that participating in this trip was a chance to see how other countries implement safety systems. Consents from employees, employers and government must be obtained before amending legislation, which help to reduce resistance during enforcement. Hong Kong could learn from this. Seminar participants commented that with the experiences shared in the seminar, they had learned many relevant ideas from Germany.

考察團更參觀了有關的公司的工場,發現他們十分注重使用顏色標籤,安全指示、工序資料均會張貼在牆上,相當清楚及整潔;工場內更設有燒焊的指定位置,並於該位置配以良好的通風系統。考察團又參觀了德國的建築工地,由於德國的工地較多使用木材,因此他們對木工機器的安全要求相當高;此外,工地在處理電線、電箱方面均非常妥善。連先生亦有介紹專為當地建造業工友而設的「流動身體檢查車」,此車由BG BAU安排到訪不同的建築工地,由車上的醫生為工友提供免費的身體檢查服務。

其後連先生播出了有關德國工友搭建金屬棚架的片段,片段中示範了當地的「先建護欄」棚架搭建技術,有助防止棚工於搭建過程中發生人體下墮意外;另外一段片段名為

《Moment of Truth》(譯名《關鍵時刻》),是當地用作向業內工友宣傳職安健的影片。此影片講述一名管工如何因忽視安全措施而令其下屬從高處墜下死亡,全片以嶄新手法拍攝,在播放後引起了在場人士的熱烈討論與及反思前線管理人員於意外預防的重要性。

張孝威先生表示,考察團有不同的持份者參

與,因此有其代表性,值得參加。德國的保

險制度與香港不同之處,在於德國以人為

本,香港可以學習他人之長。而連浩霖先生

則表示,參加考察團可以看到其他國家如何

實行安全制度。另外,德國修改法例時需要

得到勞方、資方及政府三方同意,因此有效

減低執行法例上的阻力,香港可以參考一

下。研討會的參加者認為,透過研討會上考

察團分享之所見所聞,讓參與者了解一些值

得向德國學習的範疇。

僱主推行職業復康計劃  與受傷員工締造雙贏局面Employers Achieve Win-Win Situation with Injured Employees

by Launching Occupational Rehabilitation Programme

僱主及僱員均不希望意外發生,但員工一

旦因工受傷或出現職業病時,如何提供適時

治療,令員工康復及重返工作崗位就至為重

要。對僱主而言,受傷員工重返工作崗位,

可保留他們寶貴的工作經驗,讓他們繼續為

機構作出貢獻;而對受傷員工而言,及時獲

得合適治療並重返原有工作崗位,可幫助他

們儘快重投社會與及回復原來生活。故此,

機構推行職業復康計劃能為僱傭雙方締造雙

贏局面。

甚麼是職業復康計劃?職業復康計劃是指一套全面的安排,令受傷

員工可第一時間接受合適治療,以求盡快穩

定傷勢或病情;待傷勢穩定及情況許可下,

再進入職業復康階段,最終能令員工可在安

全情況下及早返回工作崗位。職業復康計劃

除了包括幫助受傷員工回復工作能力外,亦

包括為受傷員工提供心理輔導,令他們重拾

信心,消除重返工作崗位的疑慮。

職業復康計劃的階段職業復康計劃大致可分為以下階段:

診斷及治療

診斷因意外或疾病所引致的健康問題,並儘

快提供合適治療。

工作分析

了解受傷員工所擔當的工作崗位的基本要

求,包括:工作需求、生理能力需求、活動

需求、感覺認知需求及工作環境狀況等等。

Both employers and employees do not expect accidents

occurred. However, once an employee is suffered from a work-

related injury or occupational illness, timely treatment is vital for

shorter recovery time and getting the injured back to work as

quickly as possible. To an employer, an injured employee’s return

to work means their valuable working experience is conserved

and their contribution to the company will continue. To an

employee, prompt access to appropriate treatment and a return

to work speeds reintegration into the society and the restoration

of normal life. The introduction of occupational rehabilitation is

therefore a win-win situation for both employers and employees.

What is Occupational Rehabilitation Programme?Occupational Rehabilitation Programme refers to a series of

comprehensive arrangements that allow injured employees to

receive appropriate and timely treatment. It will help stabilize

their injuries or illnesses. Once the condition become stable

and circumstances allow, the employees then enter a phase of

rehabilitation. This in turn enables them to return to work early

and safely. Occupational Rehabilitation Programme not only

helps injured or ill employees to resume work capability, it also

includes psychological counseling which serves to eliminate their

worries when returning to work.

The Phases of Occupational Rehabilitation ProgrammeOccupational Rehabilitation Programme comprises the following phases:

Diagnosis and TreatmentDiagnose health problems which are caused by work-related accidents and illnesses, and provide prompt and appropriate treatment.

職能評估

評估員工現時的能力,包括負重力、姿勢及

耐力、上肢活動的工作能力,亦會測試平

衡、彎腰曲背、提物、頸部活動、手握力、

提舉、推拉、細物操作及組合耐力、坐姿、

蹲姿、站姿等等。

職能探索及就業選配

探索員工現時的能力與工作崗位的基本要求

是否吻合,並根據兩者的差異,設計復康療

程;同時亦為員工發掘其他方面的潛能,從

而提供其他就業選擇。

職能鍛鍊

展開針對所需職能的鍛鍊療程,強化員工的

功能性生理機能及減輕心理障礙。

展能就業

當員工康復後,安排重返原來的工作崗位,

或其他與其能力配合的職位。假若員工未能

返回原來工作崗位或未有合適的職位選配,

可安排員工接受其他範疇的培訓,協助其就

業。

Functional Capability Evaluation

Assess an employee’s present capabilities, including weight-

bearing ability, posture, endurance and functional capacity of

upper limbs; and the testing on balance, back mobility, carrying,

neck mobility, hand grip strength, lifting, pushing, pulling,

fine hand coordination skills, general body endurance capacity,

sitting, squatting, standing and etc.

Work Ability Assessment and Job Matching

Assess if an employee’s present ability is in line with the basic

demands of their work position, and then design a rehabilitation

programme based on the discrepancies. In addition, the

employee’s potential skills are explored in order to provide the

alternative employment opportunities.

Work Hardening

Start strengthening treatment to meet occupational needs. It

enhances the employee’s physiological capability and reduce

psychological barriers.

Selective Placement

Arrange for the recovered employee’s return to the previous

work position or another position tailored to their capabilities.

If employees cannot return to their previous position and no

appropriate and matched job is available, vocational training can

be offered for future employment.

Improve the workplace environment to suit the needs of

employees. After a return to work, regular reviews and visits

are carried out to monitor post-rehabilitation conditions and

implement necessary follow-ups.

Workshop on Disability Management and Return to WorkTo enhance the conception of rehabilitation management

and return to work among the Rehabilitation Management

Professionals and Return to Work Coordinators, OSHC specially

organizes a two-day ‘Workshop on Disability Management and

Return to Work’. This includes:

• Definitionofdisabilitymanagementandrelatedlegislation

• Howtolaunchrehabilitationmanagementprogramme

• Process of the occupational rehabilitation including job

analysis, physical capability assessment, work strengthening,

return to work, follow up and support services

• Roles of Certified Disability Management Professionals and

Certification Examination for Certified Disability Management ProfessionalsIn developed countries, Certified Disability Management

Professionals (CDMP) play an important role in facilitating

rehabilitation management programmes and helping injured or

ill employees to receive timely and appropriate rehabilitation

services. This speeds their recovery, as well as a safe and early

return to work. OSHC organizes certification examinations

for Disability Management Professionals to attain a world

recognized professional qualification regularly. This exam adopts

an internationally recognized testing mode. For more details
