On Friday, Finance Minister and BJP leader Sudhir Mungantiwar had said that Maharashtra "may head for President's rule if the new gov- ernment in the state is not in place by November 7". He said the main hurdle in government formation in the state was the Sena's demand for Chief Minister's post for 2.5 years. Reacting to the comments, Sena leader Sanjay Raut today warned its ally that the party will soon drop its "wait and watch mode". "In India, President protects the consti- tution," he said. "Has this threat been given after the party exhausted all its means to claim power? Sena will soon drop its wait and watch mode in Maharashtra," Mr Raut told reporters. Upset with the BJP for not accepting its demand for rota- tional chief ministership and a "50:50" deal for power sharing, the party also launched a scathing attack in an editorial in party's mouthpiece "Saamana". "Mungantiwar's statements are a proof of the toxicity brewing with the party (BJP) and in his mind," the article titled "Is President In Your Pocket? Insult To Maharashtra", which has been published in the party's mouthpiece today, reads. "Is the President under your (BJP's) control or President's stamp is at BJP's office which will be used if party is not able to form government in the state and President's rule can be imposed in Maharashtra?" the article further reads The BJP won 105 of the state's 288 seats and the Sena finished with 56 in the state election last week. Together, they are comfortably past the 145-majority mark. However, Shiv Sena chief Uddhav Thackeray brought up the "50:50 arrangement" last week after results were announced, which he said, was discussed before the national election earlier this year. Sharad Pawar's NCP placed third in the Maharashtra election with 54 seats, just two behind the Shiv Sena. The Congress won 44. The tenure of the existing Legislative Assembly in Maharashtra ends on November 8. In his remarks on Friday, Mr Mungatiwar said: "A new government will have to be in place within the stipulated time, or else the President will have to intervene". In its editorial, Sena said the BJP leader's comments are an "insult to the state". "The threat by Sudhir Mungantiwar is unconstitutional... It is an insult to Maharashtra and people's mandate," the party said in its editorial. Taking a potshot at its ally, the party said that "Maharashtra politics has become an interesting proces- sion" as it called Mr Mungatiwar "a firefly that doesn't light up". An official memo (No. GAD01- PERSOIAS/42/2019- SC.D/2019, dated 01.11.2019) signed by the chief secretary has been dashed to Praveen Prakash. In the memo the chief sec- retary observed that "it is noticed that Sri Praveen Prakash, IAS Principal Secretary, Political, General Administration Department, has circulated the file relating to YSR Lifetime Achievement Awards to Chief Secretary for placing the proposal before the Council of Ministers. The Chief Secretary returned the file with the advice that the concurrence of Finance Department be obtained first as per Business Rules and then the file be re-cir- culated. According to Rule 7(2) of AP Business Rules, the Secretary concerned is in each case responsible for the careful observance of these rules. In violation of the Business Rules and orders of Chief Secretary, the MoS has placed the pro- posal without obtaining approval from the Chief Secretary and Chief Minister". Citing another example, the memo also mentioned that "in another case, the Law Department has obtained the orders in circulation upto Chief Minister for placing the pro- posal of Gram Nyayalas before the Council of Ministers and handed over the Cabinet Memorandum to the General Administration (Cabinet) department. Meetings of the Council of Ministers were held on 16.10.2019 and 30.10.2019. Sri Praveen Prakash, Principal Secretary, Political, General Administration Department has failed to place the propos- al before Council of Ministers despite a request made by Secretary, Law, keeping in view the directions of the High Court in this matter. The MoS (member of service) is not the competent authority to keep the proposal with him without placing the proposal before Council of Ministers despite approval of Chief Minister. Lawyers alleged that two of their colleagues were injured, including one in police firing, but the police denied that it had opened fire. There was an argument between some lawyers and police personnel apparently over a parking issue which turned ugly, eyewitnesses said. A police vehicle was set on fire and eight others were vandalised during the fracas, the officials said, adding that the Fire Department dis- patched ten fire tenders to the spot. A huge posse of police and anti-riot vehicles were deployed at the site after the violence. Meanwhile, lawyers sat on a protest at the gate of the court premises, alleging that police personnel had opened fire during the incident and demanded action against those responsible. Clearing the air over social media rumours about denial of permission for long march, Jana Sena Political Affairs Committee Chairman N Manohar said the party has availed all the required per- missions for the march of Jana Sena president Pawan Kalyan. To foil the success of the long march planned by Jana Sena, a mischief-mongering group was spreading fake messages against the party on social media and other platforms with regard to per- missions to the march, he said. Addressing a conference here on Saturday, Manohar said the march aims at voicing concern over injustice done to workers in the construction and other ancillary sectors. "We have extended our invi- tation to all the political par- ties, including the TDP, BJP, Congress and Left parties. But the Left parties wrote a letter to party president stat- ing that they are not going to participate in the march given their ideological differences with BJP," said Manohar. Responding to the petition of Mangalagiri MLA Alla Ramakrishna Reddy, the court has asked the owners, including Lingamaneni Ramesh, to file counter with- in six weeks. It may be recalled that Alla Ramakrishna Reddy had filed the Public Interest Litigation in 2017. Once, the High Court has issued notices to all the 49 counterparts, who are having buildings in the restricted location. But, nobody was responded properly to the notices. On Friday, the High Court has reviewed the status and issued fresh notices to its counterparts. It has asked them to furnish the counter- affidavits within six weeks. Already, petitions filed by Chandana Brothers and Lingamaneni Ramesh against the CRDA are pending with the court, while a few owners have got stay-orders against the demolition notices of the CRDA. The AP High Court has servednotices on the owners of thestructures at KrishnaKarakatta, Vundavalli onSaturday. Responding to thepetition of Mangalagiri MLAAlla Ramakrishna Reddy, thecourt has asked the owners,including LingamaneniRamesh, to file counter with-in six weeks.

It may be recalled that AllaRamakrishna Reddy had filedthe Public Interest Litigation in2017. Once, the High Courthas issued notices to all the 49counterparts, who are havingbuildings in the restrictedlocation. But, nobody wasresponded properly to thenotices.

On Friday, the High Courthas reviewed the status andissued fresh notices to its

counterparts. It has askedthem to furnish the counter-affidavits within six weeks.

Already, petitions filed byChandana Brothers andLingamaneni Ramesh againstthe CRDA are pending withthe court, while a few ownershave got stay-orders againstthe demolition notices of theCRDA.

online streaming platformshaving violence, nudity andstrong language, about 57 percent of people in the countrynow think censorship isrequired for over-the-top(OTT) platforms such asNetflix, Amazon Prime,Hotstar and Voot, according toa new survey by YouGov.

While 27 per cent of thosesurveyed think censorship isnot required for these plat-forms, 16 per cent are unsureof it.

Most people in the countryfeel a lot of offensive contentunsuitable for public viewingis being created nowadays,hence, should be censored,the research showed. Theolder age cohorts are morelikely to affirm to content reg-ulation than the younger ones.

Among all the age groups,GenX are most likely to saycensorship is needed whileGenZ are least likely to say so.When asked about the likelyeffects of content regulation foronline streaming platforms,close to half (47 per cent) saidthey feel better quality contentwill be created as well aswatched by people due to thischange.

However, some people feelotherwise and hint at a gloomyoutcome. They think piracyand illegal downloading will

increase and about 30 per centthink the quality of content willsuffer due to this.

When it comes to the pos-sible impact on viewership,people in India are equallydivided. Nearly 30 per centthink censorship will lead to anincrease in viewership ononline streaming platforms,but almost as many think theopposite. The survey is basedon responses from over 1,000adults in India.

The Indian government isalready considering the regu-lation of OTT platforms. The

Supreme Court earlier thisyear directed the Centre to reg-ulate the content featured onOTT media platform.

The research by YouGovshowed that in general, anoverwhelming majority ofIndians support some form ofcontent censorship.

Nine in 10 said contenteither on TV, films or online,should be regulated by the gov-ernment, either always orsometime. Men are more like-ly than women to say theywant content to be regulatedalways, the findings showed.

Abducted at 16, man returns home after 28 yearsPNS n JAIPUR

A 16-year-old boy, abducted28 years ago, returned homethis Thursday giving his fam-ily real reasons to celebrateDiwali.

The boy, Prem Bhargav, aresident of Hamirpura vil-lage in Barmer, was workingon a truck when he was hit onhead by someone. Prem lostconciousness and woke up ina forest area, surrounded bytribals.

Prem worked as truckcleaner after losing father atthe age of 6 and mother whenhe was 14.

He didn't understand thelanguage spoken by tribals andthus couldn't make out wherehe was. "Another captive fromGujarat helped me understandthat I was kidnapped and wasin Assam," he said.

As captive, Prem, alongwith others, was tortured andforced to work in tea gardensas bonded labourers. The

abductors would maintaintight vigil and would blindfoldhim and other kidnap victimswhile shifting from one place

to other. There were noclothes to wear, he said andadded, many tried to escapethe predicament only to lose

their lives wandering in theforest.

A group of us escaped oneday when a fire broke out in the

forest. Three lost their livesafter being traced by abductors.After wandering in forest formonths, I reached a road.

A truck driver took pity onme and dropped me at Jhansi.I worked for a few monthsthere, earned some money andcame to Jodhpur. Then I board-ed a bus to my village. It waspretty difficult for me, but Imanaged to find my uncle'shouse.

When he narrated hisordeal, "tears came rollingdown my relatives' cheeks.They could hardly believetheir eyes that I was standingin front of them after 28years," said Prem.

Dungar Ram, Prem's uncle,said, "this is a real Diwali forus. While Lord Ram returnedafter 14 years, my nephew isback home after 28 hours," hesaid.

With no facilityto cater to the needs of theentire waste, the municipalstaff said to be using variousvacant places as makeshiftdumping yards in and outsidethe city.

The ONGC Eastman offShore Asset at Kakinada hascome forward to bear the costof waste segregation plantworth Rs 18 lakh. At the behestof ONCG assurance, munici-pal authorities placed order for

the two metric tonnes segrega-tor with Trashcon Company ofBengaluru. This segregatingplant divides wet and drymunicipal waste

According to additionalmunicipal commissioner ChNaga Narasimha Rao, theTrashcon Company is likely todeliver the machine by the endof November.

At a single operation, theplant clears two metric tonnesof dry and wet waste. Whilethe wet waste will be traded as

manure in a separate activity,the dry waste will be made aspowder, which can be used fordifferent purposes, the AMCsaid. The plant on arrival willbe installed at MuraldiharNagar in Kakinada, which hasthe required facility.

On observing the function-ing of Trashcon, theCorporation will take mea-sures on the number of suchsegregators needed to cater tothe needs of smart city, theAMC clarified.

A massive 9-foot-long IndianRock Python on Saturdayslithered into the westernparking lot of the Taj Mahal,causing panic.

The reptile was firstnoticed by constructionworkers, who narrowlymissed stepping on it. Policeon duty immediately contact-ed the Wildlife SOS, whichsent a team of its experts.

On arriving at the spot, theWildlife SOS rescue teamfound that there was a curi-ous crowd forming aroundthe snake, despite it being soearly in the morning. Afterensuring that the crowdmaintained a safe distance,the rescuers gently guided thesnake into a transport carri-er. The python was releasedinto a suitable habitat after athorough examination.

Ashok Kumar, Sub-Inspector, Agra, said, "Someof the workers had gonehome and when theyreturned, one of them almoststepped on the snake. Luckily,no mishaps occurred andwhen they contacted us, wewere able to get in touch withWildlife SOS who came andgot the whole rescue donevery quickly."

Kartick Satyanarayan, co-founder and CEO of WildlifeSOS, said, "Rescuing the hugesnake was not an easy job asit was surrounded by a largecrowd, who wanted to catcha glimpse of it. We are verythankful that the authoritiesreached out to us in timebefore any untoward incidentcould take place. The government is unable toprovide nine hours power tofarmers during the day timeacross the State as per thepromise. The EnergyDepartment has said that theycan give nine hours day timepower by 2020 March.

Shortage of coal and the fateof solar and wind power PPAsare being hanging in balance,the government is facing trou-ble. Somehow heavy rainshelped the energy sector as itis generating more hydelpower. In the ensuing rabiseason, distribution of suffi-cient power will be a tough taskfor the government.

After assuming power, ChiefMinister YS JaganmohanReddy recalled his promise ofproviding nine hours day timepower to farmers. To imple-ment that, feeders are required,he pointed out. He said"Discoms are deprived ofenough feeders to distributeuninterrupted power for ninehours during the day timeacross the State. Sixty per centfeeders would get supply nowand remaining by July 2020. Abudget of Rs 1,700 crore wasallocated for this purpose."

But, in practical, 60% of thefeeders are also not getting ninehours day time power supplyfully. On one hand, the govern-ment has stopped receivingpower from solar and windpower companies, stating thatthe tariff is very high. On the

other hand, due to rains andother reasons, coal stock is notavailable. Due to this, the govern-ment is not able to supply power.

The government is gearingup to combat the situation forthe ensuing rabi season.

The Energy Department hasestimated that the demand ofelectricity was expected totouch around 175 million unitsby the end of December andmore than 200 MU by thebeginning of next Marchagainst the present demand of150 MU.

Heavy rains helped the gov-ernment to reduce the problemof scarcity of power. They pro-duced more hydel power util-ising high water levels atSrisailam and Nagarjunasagar.

Explaining the records ofpower generation in Srisailam,APGENCO MD B Sreedharsaid the power house generat-ed 335.980 MU in Septemberagainst 106.540 MU for the

same period in 2018. Similarly,the generation was 230.672MU as on October 21 against45.807 MU in October 2018.

The right bank power housegenerated 207.700 MU in2015-16, 638.413 MU in 2016-17, 574.201 MU in 2017-18and 551.395 MU in 2018-19only. "Power generation at fullcapacity level has made possi-ble to minimise costly purchas-es of power and achievingsubstantial savings," the MD ofGENCO said.

The government has exud-ed its confidence in combatingthe power crisis with hydelpower. Minister for PowerBalineni Srinivasa Reddy said"Both the Srisailam andNagarjunasagar are repeated-ly filling up and the gates ofSagar dam were lifted eighttime this monsoon. The Stategovernment is workingtowards realising the aspira-tions of people. After a long

time, farmers in the State arejubilant with favourable weath-er conditions and governmentis aiming at providing ninehours free power during theday time."

‘Govt can supply 9 hourspower by March 2020' PNS n VISAKHAPATNAM

At a prime junction of the citynear Appu Ghar on the BeachRoad, city cops arrested sixpersons, including threewomen, hailing from Keralaand Odisha for smugglingganja. About 360 kg of thecontraband was recoveredfrom their possessions.

Acting on a tip-off,Muvvalavanipalem PoliceStation Inspector of Police ChSanmukha Rao, along with histeam, intercepted smugglers,while they were waiting for anauto-rickshaw with suitcase andbags. Doubting their move-ments, the inspector restrainedand interrogated them.

Two men and three womenwere there in the inter-stateganja smuggling racket. Amongthem, there are two juveniles.However, the kingpin wasabsconding.

Police seized 179 ganja pack-ets each weighing two kgs,totally 358 kg ganja in four suit-cases and four bags. Along withthese, they also seized cash Rs

8,250 and five cell phones fromthe accused. They were pro-duced before the Visakhaatnamurban tahsildar. All of themconfessed that a person name-ly Alex from Kerala was run-ning the illegal trade of ganjaand engaged them for the samepurpose. The inter-state gangtook a portion of house andsmall rooms for rent at AppuGhar area for storing ganjabesides residential purpose.

reportedly was involved in ganjatrade. They informed the houseowner and others that theywere doing bags business. BANDA: A woman in UttarPradesh's Chitrakoot districtwas allegedly gang-raped bysix men who filmed it andposted the clip online, with thesurvivor claiming that policeonly filed a case after the videowent viral. The woman wasgoing to a relative's placealong with a family memberwhen she was stoppedmidway. personnel deployed at impor-tant areas to check any "unwant-ed activities", a top govern-ment official said.

"Fifteen new companies ofparamilitary forces have beendeployed in the state to meeteventualities. Some that havereached are currently stationedat three colleges in Imphal.Over the past few days, Armytroops have also arrived here inAN-32 aircraft," he said.

Authorities claimed that the

security build-up would helpguard the highways of the land-locked state and deal with anyunwarranted blockades orbandh. A member of theCoordinating Committee onManipur Integrity (COCOMI),an apex body of seven organi-sations which has been spear-heading the protests in thestate, said despite the Centre'sassurance it was difficult to"calm down" as what brewed inthe negotiations was not clear.

"People have been kept in thedark about the points discussedduring negotiations. We haveasked the state and the Centreto disclose by November 4 thedetails of the framework agree-ment signed by the NSCN-IMand the government," COCO-MI Coordinator Sunil Karamsaid. The National SocialistCouncil of Nagaland-IsakMuivah (NSCN-IM), a majorinsurgent group in theNortheast, had been pushing forunification of Naga-inhabitedareas and a separate flag andconstitution, a demand thathas been rejected outright by theCentre.

"It is difficult to calm downat this juncture. The committeewill intensify its protests if rel-evant details of the agreementare not disclosed by November4," Karam added.

India continues to remain con-cerned over the use of internet,particularly social media andmessaging apps like WhatsApp,for the recruitment and radi-calisation of terrorist, accordingto a report by the US StateDepartment.

Days after WhatsApp snoop-ing case came to light, the StateDepartment said this in itsannual 'Country Reports onTerrorism' for the year 2018.Mandated by the US Congress,the report was released onFriday.

Facebook-owned WhatsAppon Thursday said Indian jour-nalists and human rightsactivists were among those glob-ally spied upon by unnamedentities using an Israeli spywarePeagasus.

"Indian government officialscontinue to be concerned overthe use of the internet – includ-ing social media and messagingapps like WhatsApp – for ter-rorist recruitment and radical-isation and the fomenting ofinter-religious tensions," thereport said in its India section.

India's Home Secretary andother senior government offi-cers met representatives fromglobal social media companiesto review steps to prevent onlineterrorist recruitment and radi-calisation, it said.

Nevertheless, cases of onlineterrorist radicalisation in south-ern India were reportedthroughout the year, includingreports of some recruits being

smuggled to ISIS pockets inAfghanistan, the report said.

The State Department in itsreport said that India continuedto experience attacks, includingby Pakistan-based terroristorganisations and tribal and

Indiabulls Real Estate onSaturday said it has sold itsproperty in London to a pro-moter group firm for 200 mil-lion pounds (about Rs 1,830crore) as part of its plan tofocus on the India business andcut debt.

At its annual general meet-ing (AGM) on September 28,the company's shareholdershad approved a proposal to sellits London property to pro-moters for 200 million pounds.

In a filing to BSE, IndiabullsReal Estate said the "company'swholly owned subsidiary hasdivested its entire stake inCentury Ltd, which indirectlyowns Hanover Square proper-ty, London to ClivedaleOverseas Ltd, an entity owned

by the promoters of the com-pany". With this, Century Ltdceases to be a subsidiary of thecompany.Earlier, the companyhad disclosed its plans to focuson its India business and paredebt. "In light of continuingBrexit related issues and uncer-tainty around it, the Londonproperty market remains slug-

gish. The Great Britain poundhas also had a sustained depre-ciation from around the timeof Brexit referendum result,"the company had said in thenotice for the AGM.

Indiabulls Real Estate hadsaid that a further loan ofabout 133 million pounds wasneeded to complete the ongo-

ing construction at 22, HanoverSquare property in London.However, it would not like toincur this additional debt on itsown balance sheet.

"To reduce debt and to focusmore on Mumbai and NCR(National Capital Region) mar-kets, the board, had on earlierdate authorised and approveddivestment of the company'sdirect or indirect stake inLondon property," it had said.

Promoters of the companycame forward to acquire theLondon property for an aggre-gate consideration of 200 mil-lion pounds against the cost ofits acquisition at 161.5 millionpounds, Indiabulls had said.

In June this year, IndiabullsReal Estate promoters had sold14 per cent stake in the com-pany through open markettransactions to Embassy Groupfor Rs 950 crore as part of itsstrategy to focus on financialservices and exit the realtybusiness.

LG Uplus Corp., South Korea'sNo. 3 mobile carrier, has saidits net profit dropped 32.1 percent in the third quarter (Q3)from a year earlier due toincreased spending for 5Ginfrastructure buildup andmarketing.

Net profit stood at 104.5 bil-lion won or $89.5 million inthe July-September period,compared with 153.8 billionwon a year ago, LG Uplus saidin a regulatory filing, Yonhapnews agency reported onFriday.

Third-quarter sales rose 8.4per cent on-year to 3.2 trillionwon, and operating profitdecreased 31.7 per cent to155.9 billion won over thethree-month period, the firmsaid.

LG Uplus said it's profitsdecreased, despite solid sales,due to increased marketingcosts and continued invest-ment for 5G networks thatrolled out in early April.

The company's marketingspending soared 17.5 percent

on-year to 586.1 billion won inthe third quarter, as it carriedout aggressive campaigns for5G service. Its capital spendingskyrocketed 169.4 per cent to784.4 billion won over theperiod in line with the con-struction of 5G base stations.

LG Uplus said revenue fromits mainstay mobile businessgained 3.5 per cent to 1.4 tril-lion won in the third quarter,

thanks to an increased numberof 5G subscribers. The com-pany said it had about 875,0005G users as of September,which accounted for 5.9 percent of its total mobile sub-scribers. Sales from its smarthome division surged 3.2 percent to 995 billion won, led byrobust IPTV and high-speedinternet business.

subscribers jumped 11.5 percent on-year to 4.4 million inthe third quarter, and that ofhigh-speed internet users grew5.4 per cent to 4.2 million, itnoted. LG Uplus said it willspeed up building 5G base sta-tions across the nation toimprove the quality of the net-work and boost premium ser-vice users, and that it will cre-ate new revenue streams withvarious services for enterpriseusers, including connected carsand smart factories.

The company said it expectsto have about 1.5 million 5Gusers by year-end, about 10percent of the total mobile sub-scribers. "If Apple launches5G smartphones and the net-work quality improves nextyear, the number of 5G userscould rise to 30 percent of thetotal by the end of 2020," LeeHyuk-joo, the firm's chieffinancial officer, said during aconference call. The companysaid the capital expenditure for2020 will be similar to this yearas it plans to expand 5G cov-erage beyond the Seoul met-ropolitan area.

During my intermediate at APRJC(Andhra Pradesh Residential JuniorCollege), everyone used to pack their bagsto go back to the village during holidays, butI used to stay at mother’s friend’s house. Itwas not common for a girl to stay out likethat back then. I was a BiPC student and thecollege had toppers from different back-grounds. Many were from cities likeHyderabad and Warangal. I started doubt-ing myself if I’ll be able to succeed. My class-mates’ approach towards life, their social sta-tus and appearance was very different frommine and I was an introvert. I felt depressedand thought I should go back to my village.That was probably one of the reasons I didnot pursue medicine. Everyone was so con-fident in me that they even wrote ‘DrSumathi’ in autographs at the end. I thenjoined SV Agricultural college and decid-ed to appear for Civils. After spending mostof my time in the library, I skipped my PGentrance exam, which was a big deal andtook up Civils. Many classmates followed myfootsteps and attempted Civils. My husband,Srinath, who was my classmate, was one ofthe toppers and his father was against this.

Thenext day when I took charge and told thecops there about my position, they weretaken aback. I remember all the papers car-rying about this incident. The place lovedme so much that many dharnas were heldwhile I was transferred from there after atwo-and-a-half year stint.

Got into hanging railcompartment to save lives…

During my posting in Warangal, there wasa train accident wherein the bogies gotderailed. I was the town DySP and my teamand I reached the place in five minutes. Allof us were young and full of zeal and nobodythought before acting. I remember gettinginto a hanging compartment and it was alljust for the call of duty and not to get appre-ciated. We saved 21 lives that day.

The heart is a powerful metaphor, evok-ing emotional and psychological well-being, showing caring and compassion.Repeated instances of altruistic behav-iour, of continuing charity, are evidence

that people still feel their heart as a representationof their self, of the emotional self, which cannotbe reduced to materialistic, biological terms.According to Hinduism, the heart is the connect-ing link between the heaven and the earth. It wasthe place of Brahman, the supreme cosmic spirit.While details of the brain were unknown in theearly Vedic period, thoughts and emotions, andconsciousness itself, came from the mind. Theultimate desire was to become one with Brahmanand that could come about through connectingyour heart to the heart of Brahman through duty,service, sacrifice, devotion, and charity.

Charity, generosity and specifically the givingof alms are regarded as virtuous in most Indianphilosophies and religions. Daana, a Sanskrit/Paliword denoting charity and giving, came from theheart. Daana traces its roots to Vedic traditionsand can take the form of helping individuals inneed, or in the wider form of helping manythrough public works and philanthropy.Traditionally, Daana implied the relinquishmentor giving up of something that was one’s own tohelp someone without expecting anything inreturn. Related but not as powerful were the con-cepts of Paropkara (benevolent deeds), Dakshina(gift or fee to Guru or someone else), and Bhiksha(alms). Daana was usually given to a person or asmall group, but the concept also encompassedwider charitable projects with public benefits.Popular projects included sarais (rest houses),schools and care home, provision of drinkingwater, and the planting of trees.

The Upanishads (500 BCE) contained someof the earliest discussions of Daana. In theBrihadaranyaka Upanishad, the three characteris-tics of a good, developed person are defined asself-restraint, compassion or love for all sentientlife, and charity (Daana). Centuries later, theBhagavad Gita gave a more practical definition ofDaana, charity, in action. There were right andwrong forms of Daana. The good, enlightenedcharity was given without expectation of return.But it was also to be given at the proper time andplace, and to a worthy person. Ego-centric charitywas one given with the expectation of somereturn or given grudgingly. The worst form ofcharity was that which was given to an unworthyperson or at a wrong place and time.

The Mahabharata finds repeated mention ofthe ‘worthy person factor’ in determining thevalue of charity. Vidur, a great scholar and thehalf-brother of the King Dhitarashtra, had lengthyconversations with the King about policies andgovernance. The Vidur Niti, the oral recordpassed through generations of the conversations,specifically mentions misused charity and poorutilisation of wealth. Money was misused if chari-ty were given to the unworthy or if it were deniedto the worthy. A stone tied to the neck and beingthrown in water was the reward offered for mis-used charity. Worth of the recipient and timing ofthe charity were as important as the mere giving.

In a more cynical and brutal world, newspa-per headlines no longer stun us. Our apathy is sostrong that stories of rape, murder or cheating nolonger move us. Ponzi schemes bankrupt families,farmers commit suicide. Millionaires are made,and some led to prison. ‘Karma,’ we mutter ‘catch-ing up’. Ingenuous ways to multiply and quadru-ple wealth and dodge tax are revealed daily. Allthe while, the same people are seen supportingthe latest causes, visiting houses of prayer, andwashing their sins through giving. Is this trulycharity? Is it altruism or merely selfish behaviour?

Compassion and emotion are passé. We livein the digital age surrounded by millennials whouse Emojis and Instagram to express themselves,and with them most of us are forgetting life as weonce knew it. We believe that Facebook andWhatsApp are free. What we are just beginning torealise is that in using them, we have begun togive up our freedom. In wanting to be connectedall the time, our loneliness gets amplified.

However, money does not seem to be the gluethat binds people together. In a series on the livesof the super-rich on the History Channel, it was

observed that they had the same insecurities asthose with very little. Beyond a point, the wealthwhich is meant to give happiness morphs intosomething else instead of protecting the individ-ual from the hardships of life, it often is the rea-son that the person needs protection. What doesremain, however, is the echo of our actions. Dogood without the sword of karma hanging overyou but because you have a heart that beats withcompassion. But not everyone believes that shar-ing what one has is good. The ability to give doesnot mean the same thing as the propensity togive; this is a basic human characteristic.

India is a poor country where the disparitybetween the rich and the poor is stark. We are adeveloping nation with third world problems, butgreed and apathy drive the so-called developednations as much as anywhere else. Researchershave found the dominant belief in India to bethat social development in society is either forlocal communities and families to handle, or elsea task for government to do. Altruistic giving forthe love of humanity is said to be one ofmankind’s noblest instincts. This instinct is notintrinsic to our molecular biology and is a social-ly acquired trait, which has resulted in humansbeing cognitive vastly different to other animalson the planet.

There is a difference, important for India,between charity, philanthropy and social invest-ment. Charity is the voluntary giving of money tothose in need, where the motive is compassionand the desire is to as immediately as possible,relieve distress. Philanthropy is for the transfor-mation of society, where there is long-term plan-ning by the altruist to identify, tackle and cure theills of society. Philanthropy has a wider societalpurpose than charity, which is more immediatelyameliorative. Indian philanthropy and charity,while lower than the proportionate GDP share ascompared with Western countries, is better thanmany of our neighbours. The mix of giving, how-ever, and the causes for which it is given do differ,as we also see in the vast differences between giv-ing in the United States and Britain.

Whatever be the means of giving and the typeof altruism a person might want, it seems impor-tant to be ‘intentional’ in one’s giving. Knowingwho would like to give to is important; otherwisewe run around doing good, but not doing right.Just because something sounds like it is a goodidea, does not make it so. Each person who wantsto help needs to identify the different spheres ofrelationships (and specific people who are inthose spheres) whom they wish to help.

Giving is made easier if you have information

about what and how the money will be used bythe organisation you give to. The importance ofinformed giving cannot be over-stressed. Thereare two reasons why a donor might give to a char-ity. Firstly, the charity might be fulfilling thedonor’s own desires and wishes. Secondly, thecharities themselves might have causes that theysupport and they active fundraise from donors forthese causes. In general, it is seen that donors whogive regularly are highly influenced by priorknowledge of or affiliation with a charity and areunlikely to respond to random advocacy or solici-tation. Prior knowledge and good communicationof its works and impact are highly desirable for acharitable organisation.

And finally, the most important question toanswer for altruists is what it means to have“impact” and why it matters. This is a difficultquestion to answer for different people will havedifferent definitions of impact. How to make adifference is a matter of your personal philosophy.

For some people, this may mean the number ofpeople whose lives you improve, and how muchyou improve them by. “Improving lives” could bethought of in terms of “increasing well-being”,treating everyone as equally valuable. Other altru-ists might want specific defined outcomes, andmeasures to ensure that those outcomes havebeen achieved.

Motivations, however, will differ. As we havelearned, altruistic behaviour is not inherently inour genes. It has to be learned. Fortunately, ourphysical frailties and the powers we gainedthrough language and the Cognitive Revolutionhave made us capable of societal structures and ofworking together. Altruism may not be in ourgenes, but it is very much part of what makes ushuman beings.

You must think deeply aboutwhy you want to become aphilanthropist and what you

hope to achieve by giving. Doyou wish to volunteer your timeand expertise, do you want todonate money, or perhaps givegoods in kind? It is important torealise that every philanthropicjourney is different. Every motiva-tion, every mechanism, and everyinterest is unique. But there areperhaps learning from otherswho are experienced donors orhave explored philanthropy andthese learning can guide you inyour first steps in giving. And doremember that every contributionmatters. You matter.

When you first consider giv-ing, there are a large number ofcharitable causes that you maybe attracted to. The causes thatyou care about may be local, orthey may be part of a bigger, per-haps even global, issue. Somealtruists initially give to a numberof causes to see what makes adifference, while others want to

be more focussed and strategicin their philanthropy. Therefore,the first thing you need to do isdetermine your strategy and setyour guidelines. How muchmoney do you wish to give, doyou want to volunteer your time,is this a one-time activity or doyou wish to give repeatedly?These are some of the questionsthat you need to answer beforeyou begin your journey. You maywish to begin by looking at caus-es and issues that you are mostpassionate about. Also determinewhat you would not like to givefor, which is equally important.

Next, do your research.There are three possible startingplaces. The first could be to picka local charity, where you canpersonally visit and meet the peo-ple involved, remain associatedwith, and build a connect overtime. Reach out, as most NGOswill welcome your support.

A second approach is to lookwithin your immediate set of con-nections and spread the word

that you are looking for a reliableorganisation working within thecause or field that you have cho-sen. The word-of-mouth refer-ences you receive may broadenthe possible impact you mayhave. Thirdly, you may wish togive to reputed organisations thataggregate the donations andthereby create greater possibleimpact. Organisations such asGiveIndia, the Charities AidFoundation and Dasra (amongothers) are platforms that aggre-gate donations, provide ways foryou to give in a convenient way,conduct due diligence on thegrants they make to non-profitorganisations, and give feedbackthrough impact assessment stud-ies. These are reliable and easyways to contribute in a mannerthat will increase your chance ofmaking an impact.

Finally, remember that youshould not expect a return. Butstaying involved with your givingcan give you lasting satisfactionand enjoyment.

Bashir Assad’s book comes at anappropriate time, as it providesan insider and subaltern viewof Kashmir. He has first handexperience of the developments

in Kashmir for the past 30 years. In hisown words, he has lived the ideology ofMaududi Islam for three years, after hepassed class X. He has been associatedwith PDP founder Mufti MohammadSyed. And he has been following theevents in Kashmir, as a journalist, colum-nist and social activist. He has addressedthe issue of rising extremism in Kashmirand the role of mullahs, Jamat-e-Islami,local bureaucracy and politicians in rid-ing the frenzy, for retaining their socialand political relevance and for reapingeconomic benefits. The ‘conflict entrepre-neurs’ in the media, political elite, selfstyled authors, specialists and commenta-tors seek fame by writing whatever suitsthem,without having any understandingof the local language, culture, social psy-chology, historical-cultural characteristicsof Kashmiris.

Bashir provides a local and eye-wit-ness account of the phenomenon of reli-gious extremism in Kashmir. He has aptlysub-titled the book “The Conspiracy ofSilence”. He prefaces his book saying that“strategy, fear or conviction has bound allthe stake holders — mainstream politi-cians, separatists, media, civilians, VIPs orcommoner” in Kashmir not to speak thetruth. The fact is that the discourse onKashmir has been manipulated throughthe past 30 years by NGOs-foreign andforeign funded Indian ones, many acade-micians and media persons with a crazefor foreign jaunts and easy money. Suchfalsehood, fake news, propaganda andmedia lust for TRPs and scoops has onlyadded fuel to the fire. There has beeninsensitivity to the intricacies of the com-plex issue. That explains whyDoordarshan continued to telecast theprotest movements in the former SovietRepublics in late 1989 and early 1990, at atime when Kashmir was simmering.

Bashir is right in describing the cur-rent phase of Kashmir conflict as beingabout three Ms — Mosque, Mullah andMilitant. The uneducated clerics havesucceeded in injecting jihadism and hateIndia/hate Hindu ideology in the mindsof the youth. What is worse is that themoderate, educated Kashmiris are thesilent spectators to such a steep drift inKashmiri society. The author is right insaying that the Mullahs are mainlyBukharis, Andrabis, Muftis, Geelanis,Naqshbandis, Hamdanis etc., who consti-

tute just 3% of the Valley Muslim popula-tion, but occupy 35% of the governmentand private sector jobs. Here I would liketo point out that these 3% are not indige-nous Kashmiris, but are the descendantsof the Central Asian Syeds who migratedto Kashmir in medieval times. They haveall through history been more ambitiousand power seekers using religion as apedestal for their rise. They have alwayspropagated political Islam. Anotheraspect of the situation is that manyKashmiri Muslim Imams (of Ahl-e-Itiqadbeliefs) have since been replaced by fire-brand Imams from Deoband, UP, Biharand other places in India.

Bashir explains how the Islamists havecompletely transformed Kashmir. Thateven the parents of dead militants showno sign of grief and instead celebrate theirdeath as martyrdom, is indeed alarmingsituation. At some places, they have evenput henna plate on the coffin, in the beliefthat the dead militant would apply hennain heaven while meeting the hurs. Bashiris right in saying that the current militantviolence is not about independence or lib-eration, but is about jihad propagated byWahabis, Jamat-e-Islami, Ahl-e-Hadis etc.The fence sitting Kashmiris provide ideo-logical, theoretical and intellectual support

to the jihadi violence, coupled with thesupport base among a section of Indianmedia, academia and politicians, is evenmore dangerous.

Traditional Sufi Islam and Sufishrines have been described as un-Islamic. Arabisation of personal names,institutions, local language and culturehas been going on for over four decadesnow. Wahabis, Tablighees and Jamaatisare competing in establishing mosquesand madrassas. Kashmiri customs andrituals have been replaced by Arabic cul-ture and mannerisms. Distortion ofKashmir history, culture and Islamisationof ancient place names has been done amassive scale. The concept of IslamicCaliphate and Nizam-e-Mustafa has takendeep roots. As Bashir has put it,“Radicalism in Kashmir has produced amindset that can best be described asfinding life in death”. After killing fewhundred and hounding out the entireKashmiri Pandit minority community ofover 4,00,000 people, thousands of politi-cal workers, panchayat members etc.belonging to National Conference,Congress and other parties have beenkilled. Thousands of activists have beenforced to give up their political activities.

It is ironical that the mullahs who

take the lead in ideological war and hatecampaign, do not send their children tojoin militancy. Bashir quotes from thefindings of a survey conducted acrossKashmir, that “not a single mullah or hischildren participated in protests, demon-stration or stone-pelting”. They use themedia to shout against the alleged Indianatrocities in Kashmir. Revenue, education,police and other departments of the Statehave been heavily penetrated by theJamat-e-Islami activists. That the teachersof the Jamat-e-Islami organisation Falah-e-Am Trust were absorbed in the Stateeducation department, only explains theconnivance and mindset of the localauthorities. Retired bureaucrats,whothrived on corruption while in service,seek social legitimacy by taking refuge inthe mosque and by spearheading the nar-rative of religious frenzy.

Bashir Assad has written about therole of Mufti Syed, with whom he wasassociated for some time. When MuftiSyed was PCC President, Jamat-e-Islamiwas given five seats in the March 1972elections. Mufti nurtured Jamat and itsMaududi Islam, as he wanted to erode thepopularity of Sheikh Abdullah’s NationalConference. Bashir has rightly stated thatwith Mufti’s tacit approval, some temples

and Pandit properties were set ablaze in1986 in Bijbehara, Anantnag, Shopianand Sopore. That Pran Nath, Advocate,also of Anantnag slapped Mufti on thisissue, is news to me. Bashir is right in say-ing that “Mufti is the only common linkbetween 1986 vandalisation and 1990exodus of Kashmiri Pandits”. However,this critical juncture of Kashmir history,has been left by Bashir as a matter of fur-ther investigation. He has stated thatJagmohan assumed office of Governor on19 January 1990 at Jammu. But then howcome, all mosques across the Valleyshouted slogans demanding Nizam-e-Mustafa and ouster of Kashmiri Panditssans their women folk on the night of 19January 1990. Again, who organised thehouse searches in Kashmir around thesame time. The blame for KPs exodus hasbeen often laid on Jagmohan, who isalleged to have provided amenities for theflight. But my personal experience andalso of my kith and kin, who are now liv-ing in Jammu, is that we tried to stay put.My family left our village at Galwanporaon 14 May 1990, after our neighboursadvised us to leave in the dead of night.Same is true of others,who could not eveninform their brothers, sisters and neigh-bours about their flight. They used earli-

est opportunity to flee as soon as theyfound some transport. All the fleeingKashmiri Pandits believed that theywould return to their homes, soon afternormalcy is restored. But it is now 30years, that Kashmiri Pandits are still liv-ing in exile. One older generation haspassed away in their endless and agonis-ing wait for return to their homes.Meanwhile their houses, landed proper-ties, business and educational institutionshave been burnt, looted, occupied andusurped through distress sale and fraudu-lent mutations, notwithstanding the exis-tence of the State law prohibiting the saleof migrant properties. Only time will tell,if and when this gruesome tragedy of thishapless minority will be redressed. Toconclude, the book by Bashir Assad is arefreshing and local Kashmiri Muslimaccount based on his personal experi-ences. It is a welcome departure from theusual rhetoric parroted to legitimise andbolster the separatists and extremists. Allthose interested in Kashmir affairs will dowell to read this book.

The first time menstrua-tion became a subject ofdiscussion was whenthe issue of women

worshipping at Sabarimalacropped up as part of the litiga-tion in the Supreme Court.Women of child bearing agewere not allowed to enter theholy shrine of Sabarimala, thepilgrimage centre situated in theforests of Western Ghats inKerala. The presiding deity isLord Ayyappa who has manymanifestations. There are otherAyyappa Temples in Keralawhere women could enter andworship. Since the temple inSabarimala has the presidingdeity in the form of aBrahmachari, it has been a for-bidden place of worship forwomen in the age group of 10 to60. It was the rationalists andatheists in the state of Keralawho came out challenging thislaw and approached the courtfor permission to visit the holyshrine. It is also interesting tonote that there were no believersamong the plaintiffs who hadthe tacit support of a majorpolitical party in the state.

Well, this much as a preludeto the book “The SabarimalaConfusion — MenstruationAcross Cultures: A HistoricalPerspective” authored by NithinSridhar, who has written on top-ics like spirituality, religion, cul-ture, politics, ecology and socialissues. This is the first attemptof its kind to explain the socialand cultural nuances associatedwith women cycle. Going backto my childhood, I remembermy mother temporarily shiftingher place of residence from ourancestral home to her sister’shouse for four days during theSabarimala season when mygrand father observes the 41-day customary rituals as a pre-lude to his trip to the holyshrine. There was an unwrittenrule that the Ayyappa devoteeshould not come face to facewith women while the latterwould be menstruating. I hadnever heard any rumblings orgrouse that women were dis-criminated against because of

menstruation. It was a practicewhich has been followed forcenturies.

Sridhar has brought outissues and concerns related tomenstruation from India’s cul-tural and historical perspectives.He has quoted from the Vedasand elaborated the menstrua-tion notions in Abrahamic reli-gions and ancient Western civil-isations. While quoting fromIndia’s rich cultural past, theauthor reiterates the stance thatthere would be prosperity andhappiness only in places wherewomen are accorded respect.

A girl child graduates intothe big league of womanhoodonce she starts getting her men-strual periods. The Brahminsare known by another name,

Dwijan which literally meansthat a he is a person who hasgot a second birth after comingout of mother’s womb. All areborn as mere human beings inthis world, but it is the karma(deeds) and dharma whichmakes a person a true Brahmin.Wearing the sacred thread alonedoes not entitle him to be aBrahmin. Same is the case witha teenaged girl who gets herperiods with which she becomesa woman. The rituals associatedwith the girl reaching puberty isthe Indian way of celebratingwomanhood. In South India,especially in Tamil Nadu andKerala, the event is celebratedwith gaiety. The seclusion or theso-called separation from otherfamily members during the four

days is an act of respectbestowed on the girl, says theVedic scriptures.

It is these references whichhave been distorted by the radi-cals, liberals and leftists whoorganised MenstruationFestivals all over Kerala in theaftermath of Sabarimala contro-versy. One of the topics whichwas discussed in the 2019Literary Festival at Kozhikodewas “Some thoughts onMenstruation Days”!

Sridhar has also referred toexplanations given in Ayurvedaabout the dos and don’ts duringmenstruation. The four days of“forced cooling off ” period andthe next five to seven days are amust for all menstruatingwomen to ensure their health

and well being.While Judaism has lot of

similarities with the Indian out-look on this topic, it cannot besaid that other Abrahamic reli-gions have the same perspective.The Jews observe the restric-tions during menstruation tomake sure that the women’shealth remains perfect so thatthey give birth to healthy andintelligent children.

An important observationmade by KanthapuramAbubacker Musliyaar, the GrandMufti of India, justifyingMuslim men’s rights to havefour wives at a time is worthrecalling. “It is to make sure thathe does not go to other womenduring the menstrual period ofhis wife that a Muslim is

allowed to have four wives at atime,” the Musliyaar said in atelevision interview. But he didnot have any answer to a ques-tion posed by B M Suhara, aMuslim writer, that what wouldhappen if all the four wives havetheir menstruation during thesame periods. The Sabarimalaissue even gave rise to a series ofMenstruation Festivals acrossKerala!

Though the topic of men-struation is something personalto the individuals, Sridhar hasdone a wonderful job by por-traying it with all its serious-ness. A good effort by him at atime when new wave movies arealso being made on menstrua-tion and its implications in thesociety!

That’s equivalent to driving 3.9miles (6.28 kilometres), as reportedin the Livemint.

Last year, online video streamingproduced emissions equivalent toSpain and that amount may doublein the next six years, according tothe Shift Project.

While most of the online traffic(34 percent) is related to streamingvideos, on Netflix, Amazon Prime,and Hulu, for example, the nextbiggest sector is online porn.

“Digital videos come in very largefile sizes and (are) getting biggerwith each new generation of higherdefinition video,” said Gary Cook ofGreenpeace, which monitors the ITsector's energy footprint.

“More data equals more energyneeded to maintain a system that isready to stream this video to yourdevice at a moment’s notice,” Cooktold AFP.

Much of the energy needed forstreaming services is consumed bythe data centre, which delivers datato your computer or device,explained Cook.

The centres contribute about 0.3percent of all carbon emissions,
