norms among the State Govemment employees, Govemment are pleasedto ordea that A Govemmen! servant who under g@s stedlisation opemtionafrer hrving rq o l ir ing children ma) be gmnred a (pecial increment inthe form of 'personal pay' subject to the following conditions: _

(i) The employees must be within the rcpdouctive age group. In thecase of a male Covcmment servant, this would mean he shoulalnot tre over 50 yea$ and his wife should be between 20 and 45years ofage. In the case ofa fernale Govemment se ant. shemust not be above 45 veais and her husband must not be over 50years of age.

(ii) The Govemment servant should have two Iivine children. Thebenefir of rhe special increment wil l not be aidmissible ro aGovemment seflant who has only one child or more than twochildrcn.

(iii) The sterilisation operation must be conducted and the sterilisationcetificate must be issued by a Govemment Hospital or a Hospitaimn by the Municipal Corporations/Municipalities. The sterilisationcertificate may be issued in.the prescriM form (Form D appended10 this order

(iv) The ste.ilisation opemtion can be undergone either by the StateCovemment serr'ant or hiyher spouse provided that the conditionsat Sl. No. (i) (ii) and (iii) above are fulfilled. A covemment servanrclaiming incentive under this order should give an undenaking/certificate in rhe prescribed from (Fom No. II) appended to thisorder.

(v) The rate of special increment to be g.anted in the form of penonalpay would be equal to the amount of the next incrcment due at

the time of grant of the concession and will remain fixed durinelhe entire service. lt wlll nor be absorbed in future increases iipay either in the same post or on promotion to higher post. In thecase of a Govemment servant who has reached the rnaximum ofthe time-scale of pay, the rate of personal pay would be equal tothe amount of the increment last drawn.

(vi) In the case ofa Covemment servant who is on deDutation. themte of special increment lo be given in the from of personal pa1would be detemined with reference to the scale of pay appliiableto him in this parent department.

(vii) The beneftr of pe$onal pay would be admissible from the firsr ofthe month following the date of sterilisation. If a Govemmentsewant underg@s stedlisation operation during the period ofregular leave, the benefit of special inctement in the form ofpersonal pay would accrue from the first of the month followin ethe date of rerum lo dury afler expiry of (he leave. The speciaiincrer.nent in the form of personal pay may be sanclioned bi issueofa suitable office order by the authority competent to dmw thenornal increment after satisfying himself that the conditionsstipulated for the grant of special increment in the form ofpersonalpay are fulfilled. A copy of rhe order may be endorsei to rheAccountant General, the concemed Head of Department andFinance Depa|1ment (Services) Secrion.

(viii) The concession will be admissible only to a Govemment servantwho undergoes lhe sterilisation operation on or after the date ofissue of these orders.

2. The benefit ofthese orders will also be admissible to the emDloveesof aidededucational institutions.

Govemment are now pleased to order that the State Covemmentemployees or their spouses who undergo sterilisation operation afterhaving one suwiving child may also be granted special increment inthe folm of pe.sonal pay. Rules special casual leave rnay be Sranted to a Government servantwhose wife unde€o€s a GYNAEA sterilisation (Tubectomy opemllonwithout detivery) and rule l1-B of the aforcsaid rules provides forspecial casual leave not exceeding 14 days to the employees whoundergo non-puerpeml sterilisaiion (and not puerperal sterilisation).The question whether the special casual leave admissible under thesaid rules rnay be granted in respect of Govemmmt employees whoundergo Laproscopic sterilisation, as it is also considered as non_puerperal opemtion, has been examined by Govemment.

ORDERAfter rule I 1-G of Annexure-B of Kamataka Civil Services Rules,

the following new rules 11-H shall be inserted with effect from thedate of issue ofthis order:-

(i) 3 days may be granted to a Govemment servant whose wifeunderSo€s laproscopic sterilisation (without delivery) on thestrength of the medical certificate granted by the MedicalOfficer performing such operation ;

( i i) 7 days may b€ gmnled to a famale Covemment employeewho undergoes laProscopic sterilisation on the strength ofthe medical certificate gianted by the Medical Officerperforming such operation."
