HBP BACKGROUND: HISTORY1967 1968 1970 1978 2005 2009 2012 2015
1978 Highway Bridge Replacement and Rehabilitation Program:
Included funding for local bridges (including off-system)
1998 TEA-21:
HBRR: Categorical Eligibility = Funding
2005 SAFETEA-LU:
Last Federal Transportation Bill to Include an On-System Bridge Program
80s-Early 2000s: Focus on Seismic Retrofit Project Delivery

HBP BACKGROUND: HISTORY1967 1968 1970 2012 2015200920051978
2009 Bridge Program Challenges:
Difficulty Delivering the Off-System Bridge Program (Annual Waiver)
Local Seismic Retrofit Program was Mostly Complete
Unpredictable Bridge Projects: Are we going to deliver the program this year?
Response:
Open Programming for HBP Eligible Projects
Toll-Credits Implemented for 100% Funding for Off-System HBP (2010)
Goal: Improve Overall Bridge Program Delivery (Especially the Off-System Program)
Funding Amount: $289M / year

HBP BACKGROUND: HISTORY2012 2015 2016 2017 2018 2019 20202009
10
2012 MAP-21:
Eliminated the “Functionally Obsolete” Classification
Eliminated the On-System Bridge Program
Retained the Off-System Bridge Program
Response:
California Kept the On-System Program at 2009 Funding Levels (NHPP + STPBG)
Highway Bridge Program
Status Quo: Eligibility = Funding, Continued to Program Functionally Obsolete Bridges
Too Early for Off-System Delivery Improvement

HBP BACKGROUND: HISTORY2015 2019 20202009
11
2015 Monitoring: Off-System Improvement – Consistent Delivery
2016 Challenges: Concerns About Bridge Program Backlog (20+ Years of Projects)
2016 Response: Sunset Eligibility of “Functionally Obsolete” & Low Water Crossing
Caltrans Receives High Volume of FO & LWC Applications @ Year End
2017 Response: Committee Works to Develop Project Prioritization Policy
Concepts: Scalable, Highest Priority Safety Issues are Funded First
2018 Response: Implement Project Prioritization Policy (LAPG 6.6)
Intended Result: Reduce Bridge Program Backlog
Annual Communication at Public Works Officers Institute Conference (2017-19)

HBP BACKGROUND: HISTORY20192015 2016 2017 20182012 20202009
12
2019 Challenges:
Project Cost Increases Overtake Backlog Reduction from 2018 Prioritization
Reason – Construction Cost Escalation
Caltrans DES Bridge Construction Cost Index: 2009 Index = 324 vs 2018 Index = 811
2019 Bridges Cost 2.5x More than they did in 2009, $289M x 2.5 = $723M per year
Reason – We are Building Bigger Bridges (25% More Deck Area since 2009)
Reason – Roadway, Aesthetics & Non-Bridge Costs
No Increase in Funding Amounts Since 2009 ($289M / year)

2020 Response:
Efficiency / Quality: Caltrans Initiates Reform Policy Development
Needs: Committee Votes to Fund Bridge Needs Assessment
Communication: Local Representatives Increase Communication Effort with Stakeholders
2019 Challenges (Continued):LOCAL BRIDGE NEEDS
$4.9 Billion: Present Day Needs*
$600M* - $1.2B**: Annual Needs(*2016 LSRNA, **HBP Committee Estimate)
BRIDGE PROGRAM STATUS
$5.6 Billion: Programed HBP + Unfunded Requests
$289 Million Annual HBP Funding(No Increase Since 2009)

HBP REFORM POLICY DISCUSSION
15
www.californialocalhbp.com
HBP REFORM POLICIESDiscussion Topic #1 / Policy #1:All projects must have a Field Review, Type Selection, Hydraulic Report, 65% and 95% Plans reviewed by Caltrans Headquarters and/or Structures Local Assistance
Intended Result: More consistent quality and predictable project scope, cost, and schedule determinations. Higher programming confidence.
16
www.californialocalhbp.com
HBP REFORM POLICIESDiscussion Topic #2 / Policy #2All bridges are only funded at the cost of the basic structural solution. No aesthetic treatments will be eligible for Highway Bridge Program (HBP) reimbursement (except Historic Bridge Projects). The HBP will not pay for signature structures.
Intended Result: Lower relative construction costs and a greater number of structural / safety issues resolved
17
www.californialocalhbp.com
HBP REFORM POLICIESDiscussion Topic #3 / Policy #3The HBP will not fund approach roadwork beyond what is necessary to build abutments. Approach roadway costs capped will be at a set percentage unless otherwise approved by HBP managers (the percentage will be determined at a later date).
Intended Result: Lower relative participating construction costs and a greater number of structural / safety issues resolved
18
www.californialocalhbp.com
HBP REFORM POLICIESDiscussion Topic #4 / Policy #7:Cap HBP funding on High Cost Bridge Projects at $80 million
Intended Result: More equitable distribution of bridge funds to local agency bridge owners resulting in a greater number of bridge repairs
19
www.californialocalhbp.com
HBP REFORM POLICIESDiscussion Topic #5 / Policies #8 & #9:(#8) All bridge project scopes will start as rehabilitation or preventative maintenance. Proposed replacements must be justified by engineering analysis and approved by the HBP managers.
(#9) Only minimum AASHTO standards are eligible.
Intended Result: Lower relative participating construction costs and a greater number of structural / safety issues resolved. Extend the life of existing bridges as long as possible.
