INTHODUGTION
The Cow CreekWa:terIl1aster Service Area, Shasta. County,
California, was created by order of the Division of Water Resources,
en't,ered October 17,1932" to include the water rights on North Cow
Creek and its tributaries and on Oak RUl1 Creek and its tributaries,
in Shasta County, California, which water rights wero established by decree
entered by the Superior Court, Shasta County, California, on April 29,
1932" in the case of Charles L. Lemm, et Ill., v. John rtutherford at ale,
No. 5801+ and on Jul;'l 22, 1932, in the case of F. A. Colby , et a1., v.
b-0. strayer,et a1., respectively. On January 21, 1938, the area
was enlarged by !lOrder Changing CO"i'f Creek WaterJ:.llEtster Service Area, Shasta
County, California, and containing a description of all the Land v'fithin
said Are&. as so changed" to embrace the water rights on Clover Cl"eek and
its tributa.cies in Shasta County" California, as established hy decree
entered b~r the Superior Court, Shasta County, California, on October ~"
1937; in the case of l-iillville Ditch Co. IV. JeSf38 I-Iufford et a1. ~ No. 69040.
Waterrnaster service in the Cow Creek Watermaster Service Area for 1949
covered the regulation of diyersions from the streams within the scope of
the area in. accordance "rith t.he "Distribution of 'irfater Procedurel! contained
in Sections 4150 to 4178 JI inclusive, of the.Water Code.
Such service extend.ed over thE) period frGm JUJ.;y- 1 t.o September
30 i\i'ith G. H. Vickroy, Assistant H;rdraulic ];ngineer,t administering the
distribution of '\Im-ter during t.he entire period under the supervision of
L. C. Jopson, Senior Hydraulic Engineer.

Oak Run Greek
The regulation 01' Oak nun Creek was made in accordance with
the provisions of' the decree in the case of'Colby va. Str.¥yer, No. 5701,
Superior Court J Shasta County, Cvlifornia" entered on JUly 22, 1932.
The amounts of water available for distribution during the
1949 Season are sholliln in Table l~.
There '<vas sufficient flow available to supply' 100 per cent
al10tments prior to about JUly 1, afte'!' this date the' available flo1'l
decreased to about 95 per cent of all allotments on JUly 25.
Subsequent thereto an average of about 95 per cent of all
allotments was available.
Clov:~r Creek
The regulation of d:iversions from CloVer Creek waS made
in accordance with the provisions of the decree in the caB~ of Mill
ville Ditch Company vs. Hufford. No. 6>904, Shasta ,County', CFl,lifornia,
entered on October 4, 1937.
The amounts ofwa.ter available for distribution during the
1949 Season, are shown in Table 5.
rfhere 'was sufficient flo'W' available to supply 100 per cent
allotments prior to about July l.. Aft,er this date the available floW'
graduallY' decreased to about 80 per cent of all allotments on July 28.
Subsequent thereto and until the end of the ,season an average of about
