of the powers conferred by the proviso to article 309 of the

Constitution of lndia and in supersession of all the rules

rnade in this behalf, the Governor of Gujarat hereby makes

the following rules to provide for regulating recruitment to

the post of Assistant Professor, Class I in the General State

Service, in the subjects mentioned in. the Annexure-l and

Annexure-ll at the Government Medical Colleges, attached

Medical Hospitals and lnstitutions under the

commissionerate of Health, Medical services and tvledical

Education and Research, Gujarat State, namely:-

t. These rules may be called the Assistant Professor, class

l, in the General state service, in the subjects rnentioned in

the Annexure-l and Annexure-ll at the Government Medical

colleges, attached Medical l-lospitals and lnstittrtions

Recruitment Rule s, 2OL7 .

2. ln these rules, unless the context otherwise require;

(i) "Medical candidate" rneans a candidate possessing the

degree of M. B. B. s. and having registration under the state or

central Law pertaining to requirement of Medical Registration.

(ii) "Annexures" means annexures appended to these rules.

(iii) "Equivalent qualification" means the qualification as

recognised by the Medica! Council of lndia.

3. Appointment to the post of Assistant professor, crass-|, in

the Genera! state service, in the subjects mentioned in the

Annexure-l and Annexure-ll at the Government vledical

colleges, attached tVledical Hospitals and lnstitutions under the

commissionerate of Health, Medical services and Medical

Education and Research, Gujarat State shall be made either, -

(a) by promotion of a person of proved merit and efficiency

from amongst the persons who,-

(i) have worked for not less than eight years in the cadre of

Tutor, Class ll, in the General State Service, in concerned subject

at the Government Medical colleges, attached Medical

Hospitals and lnstitr.rtions under the Commissionerate of Health,

Medical services and Medical Education and Research; Gujarat

State;

(ii) possess the educational qualification prescribed in the

clause (b) of rule 4 for direct selection; and

(iii) have passed the qualifying examination for computer

knowledge in accordance with the provisions of the Gujarat Civil

services computer competency Training and Examination Rules,

2005:

Provided that, where the appointing authority is satisfied

that a person having experlence specified in sub-clause (i) above

is not available for promotion and it is necessary in the public

interest to fill up the post by promotion even of a person having

experience for a lesser period; it may, for reasons to be recorded

in writing, promote such person who possesses experience of a

period of not less than two-thirds of the period specified in sub_

clause (i) above; on

(b) by direit selection.

4. To be eligible for appointment by direct selection to the

post mentioned in rule 3, a candidate shall,_

(a) not be more than 43 years of age:

Provided that the upper age limit may be relaxed in favour

of candidate who is already in the service of the Government of

Gujarat in'accordance with the provisions of the Gujarat civil

services ciassification and Recruitment (General) Rules, Lg67.

Frovided further that, nothing contained in clause (b) of

sub-rule (9) of rule 8 of the Gujarat Civit Services Classification

and Recruitment Rules, L9GT shall be applicable in so far as

relaxation of upper age limit as prescribed above is concerned;

(b) possess academic qualifications as specified in the

annexure-l or annexure-ll obtained from any of the University

established or incorporated by or under the central or a State

Act in lndia, or any other educational institution recognised as

such or declared to be deemed as a university under section 3

of the University Grants Commission Act, 1956, or possess an

equivalent qualification recognised by the Medical Council of

lndia;

(c) possess atleast three years teaching experience as

Resident / Registnar / Demonstrator or Tutor in the subject and

one year senior resident in the subject as specified in the

Annexures at recognised / approved / permitted Medical college

as prescribed below:

(i) for the candidate possessing MD or MS or DNB

degree in the subject as specified in the Annexures from Medical

council of lndia recognised Medical college or lnstitute and have

three years teaching experience in the subject as Junior Resident

in a recognised Government Medicar coileges attached Medical

Hospitals or lnstitute in the concerned subject and one year

teaching experience as senior Resident after obtaining MD or

MS or DNB degree in the concerned subject in a Mediar councir

of lndia recognised Government Medicar coilege, attached

Medical !-{ospitals or tnstitute.

(ii) for the candidate possessing DNB degree in the

subject as specified in the Annexure-! from other than Medica!

council of lndia recognised Medical college or Institurte and have

three years teaching expenience as Junior Resident in a

recognised Governrnent Medica! colleges attached Medical

Hospitals or lnstitute in the concerned subjects after obtaining

DNB degree and one yea!. teaching experience as senlor

Resident in the concerned subject in recognised Governrnent

Medical colleges attached Medical Hospita!s or lnstitute.

(iii) for the candidate possessing MBBS with M.sc.

(Medical) or M.sc. with ph.D. or M.Sc. with D.sc. degree in the

subject specified in the Annexure-l shall have three years

teaching experience as Resident / Registrar / Demonstrator or

Tutor in the concerned subject in a recognised Gsvernnnent

Medical Colleges attached Medical Hospitals or lnstitute and

one year teaching experience as Senior Resident in the

concerned subject in a recognised Government Medical Colleges

attached Medical Hospitals or lnstitute.

(iv) for the candidate possessing MDS degree !n any

dental subject, shall have three years teaching experience as

Resident I Registrar I Demonstrator or Tutor in dentistry

department rn a Medical council of lndia recognised Medical

college or lnstitute and one year teaching experlence as senior

Resident in dentistry department in a Medical Council of lndia

recognised Medical college attached Medical Hospitals or

lnstitute"

(v) for the candidate possessing D.M:lM.Ch./DNB degree in

the subject as speclfied in the Annexure-!l from Medical Counci!

of lndla recognised Medical college or lnstltute and have three

years teaching experlence in the subject as Junior Resident in

the concerned subject in a recognised Medical college, attached

Medical Hospitals or lnstitute.

(vi) for the candidate possessing DNB degree in the subject as

specified in the Annexure-ll fronn the other than Medical council

of lndia recognised Medical college or lnstitute and have three

years teaching experience in the subject as Junior Resident in

Medical council of lndia recognised Medical college attached

medical hospital or teaching institute after obtaining DNB

degree.

(c) possess the basic knowledge of computer apptication as

prescribe the Gujarat civil services classification and

Recruitment (General) Rules, 1g57, and

(d) possess adequate knowledge of Gujarati or Hindi or both.

5. The candidate appointed by direct selection shall be on

probation for a period of two years.

6. The candidate appointed by direct selection during his

probation period, shall be required to pass the qualifying

examination for conrputer knowledge in accordance with the

provisions of the Gujarat Civil Services Computer Competency

Training and Examination Rules, 2006.

7 " The candidate appointed by direct selection shall be

required to pass the examination in Hindi or Gujarati or both in

accordance with the rules prescribed by the Government.

8. The candidate appointed either by promotion or by direct

selection shall be required to undergo such training and to pass

such examination as may be prescribed by the Government.

9" The candidate appointed by direct selection shall be

required to get himself registered in a State Medical council or

Dental Register or lndian Medical counci! or Dental Register

under the lndian Mledical council Act, 1956 or Dental council

Act, L948 at the time of his application for direct selection, if he

is not so registered.

L0. The candidate appointed by direct selection sha!l be

required to furnish a security and surety bond in such forrn, for

such amount and for such period as may be prescribed by the

Government"

India, the Governor of Gujarat hereby makes the following

rules further to amend the Assistant Professor, Class I, in

the General State Service, in the subjects mentioned in the

Annexure-I and Annexure-11 at the Government Medical

Colleges, attached medical hospitals and institutions

Recruitment Rules, 2017, namely:-

1. These rules may be called the Assistant Professor,

Class I, in the General State Service, in the subjects

mentioned in the Annexure-1 and Annexure-11 at the

Government Medical Colleges, attached Medical

Hospitals and Institutions Recruitment (Amendment)

Rules, 2019.

2. In the Assistant Professor, Class I, in the General State

Service in the subjects mentioned in the Annexure-I

and Annexure-11 at the Government Medical Colleges,

attached Medical Hospitals and Institutions ;

Recruitment Rules 2017 (hereinafter referred to as the

"the said rules") in rule 2, after clause (iii), the

following clause shall be inserted,-

"(iv) "Senior Resident" means a candidate who is doing

his residency in the concerned Post-Graduate subject

after obtaining PG degree (MD/MS) and is below 40

yea rs of age."

3. In the said rules, in rules 4, in clause {c),-

(i) for the word "subject", the words "concerned subject"

and for the word "Resident", the words "Junior , "\

Resident" shall be substituted;

(ii) in sub-clause {i),-

(a) for the words "recognised Government Medical

Colleges" the words "MCI recognised Medical

Colleges," shall be substituted· I

(b) for the word "subject" occurring after the words

"three years teaching experience in the", the words

"concerned subject" shall be substituted;

(iii) in sub-clause (iii) for the word "Resident" occurring

after the words "three years teaching experience as",

the words "Junior Resident" shall be substituted;

(iv) in sub-clause (iv),-

(a) for the word "Resident" occurring after the words

"three years teaching experience as", the words

"Junior Resident" shall be substituted;

(b) for the words "dentistry department" occurs

substituted.

(v) in sub-clause (v) and sub-clause {vi), for the words

4 . In the said rules, in rule 4, the existing clauses (c) and

(d) shown after sub-clause (vi), shall be renumbered as

clauses (d) and (e) respectively, of rule 4.

5. In the said rules, in Annexure-1, in entry at Sr.No.29, in

column 3, for the words and brackets "M .D.(General

Medicine)" the words and brackets "M .D.(General

Medicine)/" shall be substituted .
