Health Products Portal (HPP) ProgramTo realise a single, secure, and easy to use place where industry can interact with government to apply, track, pay,
and manage listings for regulated and subsidised health related products and services
Program Overview
The HPP Prog ram will create consistent and simplified business processes through a digital solution that supports legislative compliance and evidence-based policy and decision making. It includes the design, build, change and deploy of a new enterprise capability for the Department, supporting $37 billion of healthcare expenditure.
The Program will deliver improvements in 6 core functions associated with Health Technology Assessments (HTA) in the management of regulated and subsidised health related products/services:
The initial focus of the Program is to support the consistent and simplified execution of the Register, Apply, Evaluate, Negotiate, List and Publish business functions through a managed workflow solution.
Program Focus
1. Pharmaceutical Benefits Scheme (PBS) via the associated independent advisory Pharmaceutical Benefits Advisory Committee (PBAC)
2. Medicare Benefits Schedule (MBS) via the independent advisory Medical Services Advisory Committee (MSAC)
3. Prostheses List (PL) via the independent advisory Prostheses List Advisory Committee (PLAC)
Program Outcome
1. Industry registers with the Department once to apply for subsidisation or regulation of PBS, MBS and PL items
2. The Department aligns committee and subsidisation / regulation processes to a single value stream
3. The Department provides a single business system to support subsidisation/regulation of PBS, MBS and PL items
Where we are currently To date, the HPP allows for users to:
• Register themselves (using an Australian Government recognised identity - myGovID) and self-manage their own profile.
• Register an organisation and self-manage the organisation’s profile, establishing access and privileges for their representatives.
• Using the Organisation Profile to manage members and agents as the Organisation Administrator.
• Manage and lodge Intent to Apply forms for PBAC.
• Manage and lodge Major and Minor Submissions for consideration by the Pharmaceutical Benefits Advisory Committee (PBAC).
UpdatesYou can now use the HPP to:
• Manage and lodge a Pre-submission meeting request.
• Resubmit a lodged PBAC (Major or Minor) submission.
• Duplicate a draft PBAC (Major or Minor) submission.
• Upload the updated version of the Utilisation and Cost Model workbook (now available on PBS.gov.au)
• We also made updates to data fields and validation in the Intent to Apply and PBAC (Major or Minor) submission forms, directly in response to feedback from industry.
DemoThe purpose of the demonstration is to prepare industry to use the Health Products Portal (HPP) to manage and lodge a Minor Submissions to the July 2020 PBAC Meeting.
This demonstration will give an overview of the following:
• Accessing the HPP using myGovID
• Starting a minor submission to the PBAC
• Linking your intent to apply
• Completing your minor submission
Access the HPP using myGovIDAUSkey and Manage ABN Connections technology have been retired
• On the 27th of March 2020, the Australian Taxation Officer retired AUSkey. You must now use myGovID to access online government services, including the HPP, on behalf of a business. For detailed information about what you need to do, visit https://www.mygovid.gov.au/
