« À la carte » support to Suriname from REDD+ for the Guiana Shield

Concept of « à la carte » support
Idea proposed during a visit of Marie Calmel in Suriname in October 2013: – All project partners have their own unique processes, priorities, level
of advancement and needs in terms of REDD+ readiness
– Easier for countries to participate effectively on the regional level if they also move forward with REDD+ preparations domestically
Opportunity made official through the 2nd Steering Committee meeting in Amapá in December 2013: – Technical expert support available from ONF International, 20 man-
days per country/state to choose « à la carte » from wish-lists
– Bilateral discussions to agree on priorities and develop ToR
– Implementation began for Suriname in early 2014
Step 1: Development of wish-list for Suriname
Mapping of projects ongoing in the country related to each regional project component:
A long wish-list was drafted for possible technical support that would accelerate advancement of the ongoing projects.
Step 2: Choice of « à la carte » support
Involving ONFI experts in responding to the following questions: Phase 1: What is the quality of existing forest cover maps for Suriname? (support accuracy assessment of maps with QA/QC protocol) - How can forest cover monitoring be done with free software and free satellite images? (training in the open source software QGIS and production of comparative table of satellite imagery)
1) Training in QGIS and remote sensing plugins for FCM (2 days)
2) Participatory development of QA/QC protocol for validation of maps (3 days)

VISION "Suriname monitors forest cover changes in the whole country in close collaboration with multiple stakeholders, using modern technologies and local community participation in a system that provides the national and international community with the most updated and reliable information about forest cover, which is used to enforce governance on deforestation, forest degradation, land tenure and land use (changes), to sustainably manage the forest resources while maintaining resilience of forest ecosystems."

• Suriname is developing capacity to monitor the forest cover changes - in preparation for the NFMS which will be more structurally designed when starting the implementation of the REDD+-Readiness project.
• Beside for REDD+, monitoring the forest cover is extremely important to strengthen policy (among others formulation of laws) enforcement and land use planning
• Currently the forest cover monitoring activities are mainly financed with the ACTO-project “Monitoring the forest cover of the Amazon region”
• REDD+ for the Guiana Shield- through the a la carte support could help us by building capacity and developing methodologies
