The showcas- ing event was organized by Center for Peace, Development and Reforms in collaboration with the British Council. People from all walks of life were pres- ent on the occasion who appreciated the efforts of young community leaders who had come up with social action projects for the improvement of living standard in their respective constituencies. Most proj- ects were of entrepreneurial nature ranging from ideas like rehabilitation of heritage building to spreading awareness about voting rights etc. While talking to the youth in panel dis- cussion held before the showcasing, the Youth Minister Chaudary Muhammad Saeed announced that his ministry is very much interested in financing and support- ing new ideas of income generation and cul- tural renaissance presented by the youth. He appreciated young people for their efforts and asked them to support him in his current endeavor of increasing the youth budget. Chaudary Muhammad Saeed who chaired the panel discussion session, focused on the need to strengthen and sustain such efforts so that these kinds of activities become a key component of larger societal narrative and discourse. He appreciated the organizers for this event who agreed with his viewpoint. The Executive Director CPDR, Ershad Mahmud pressed upon key issues that youth in PaK is currently facing, claiming he stated that their efforts at the civil society level aren’t enough to counter problems like unemployment, lack of quality education and exposure to jobs and wider political and social circles. So it is the responsibility of the incumbent Government to provide sup- port and safety to civil society organizations working in this regard. Malik Waseem and Umair Tamim from the British Council spoke at length on the hard work that was put into these social action projects and appreciated youth for their commitment. Umair expressed her delight over the creative showcasing and shared new ideas with young leaders on how to market and project their ideas in a more appealing way. Dr. Waqas Ali, Director Programmes, stated that the young people of PaK have huge potential to develop the region if pro- vided necessary skills and resources. He urged the Government to develop liaison with the civil society organizations to improve accountability and ensure good governance. Upon conclusion, the activity became a family gathering event where people from all walks of life came and showed up and demonstrated great interest in social action projects. People were of the opinion that these kinds of activities must be held in open so that whole city can participate. Such events are very necessary to generate a pluralistic and action oriented progressive discourse in the society, they said. In Tune With CM’s Commitment, DIPR To Clear All Past Liabilities Of Newspapers, Periodicals: Dr Shahid GK NEWS NETWORK Jammu, Mar 6: In tune with the Chief Minister, Mehbooba Mufti’s commitment with the representatives of various Edi- tors’ Forums, the Directorate of Informa- tion today released Rs 9.58 crore to the Joint Director Information Kashmir and Jammu for payment of advertisement bills of the newspapers and periodicals including clearance of previous liabilities. With the fresh releases, the cumu- lative funds released by the Director- ate of Information during the current fiscal on account of advertisement budget have touched Rs 26.41crore. “We are expecting additional funds to the tune of Rs 2.52 crore from the Finance Department under advertise- ment budget for this fiscal to enable us clear both the past liabilities and the cur- rent year’s bills so that the Department can enter the next financial year with zero liability,” Director Information, Dr Shahid Iqbal Choudhary said. He added that around Rs 1 crore was also released to District Information Offices for vari- ous media-related activities. The Director Information said that the Department has expedited payment of advertisement bills keeping in with the commitment of the Chief Minister made in this regard during her meet- ings with the representatives of vari- ous Editors’ Forums. “We are thankful to the Chief Minister, the Finance Min- ister and the Financial Commissioner/ Secretary to Government Information Department for their unflinching sup- port in this regard,” Dr Shahid said. He said the Department is already in the process of putting in place a plan of action for the next fiscal to ensure release of payment on account of advertisement bills to the newspapers and periodicals on monthly basis. “As the Government has already released 50% of allotted budget for the financial year 2017-18, it should enable the Department to make pay- ments to newspapers/periodicals regu- larly in the next fiscal,” he said. Pertinently, the liabilities on account of official advertisements had piled up since 2012 and accumulated to the tune of around Rs 12 crore due to various reasons, including discrepant advertise- ment distribution which was non-com- mensurate with the available resources. In Kashmir division, the issue of liabilities assumed a peculiar dimen- sion especially because of the devastat- ing floods of September-2014, as almost all the records of the office of the Joint Director Information Kashmir includ- ing the advertisement bills of the news- papers and periodicals were destroyed in the deluge. In a time-consuming process, the Department had to take up a fresh exercise to get duplicate bills from the newspapers and periodicals and process the same afresh for release of payment. Pertinently, the representatives of various Editors ‘forums in the State had recently raised the issue of clear- ance of advertisement liabilities with the Chief Minister, Mehbooba Mufti, Finance Minister, Dr Haseeb Drabu, Financial Commissioner Information, B B Vyas, Director Information, Dr Shahid Iqbal Choudhary and other con- cerned pressing for early release of pay- ment on account of the liabilities to the concerned newspapers and periodicals. The Editors’ bodies had also called for putting in place an apt mechanism for classification of approved newspa- pers and periodicals as per Section-3 and Section-3.1 of the Advertisement Policy-2016 for transparent and judi- cious distribution of government advertisements among these publica- tions. “We had a series of meetings with the Editors’ bodies recently, where the need for rationalising advertisement distribution by the Information Department was repeat- edly stressed so that all the empanelled newspapers and periodicals get their due share of advertisements on merits of each publication in a judicious and transparent manner,” said Dr Shahid who recently took a detailed review meeting in this regard in the office of Joint Director Information Kashmir. “We are trying our best to ensure that the newspapers and periodicals are not put to any inconvenience on account of release of advertisements and payment of advertisement bills,” Dr Shahid said and added that various tangible initiatives have been taken of late to ensure utmost transparency in distribution of advertise- ments and regular release of payments to the newspapers and periodicals. He said the Department has already asked all the empanelled newspapers and periodicals to provide updated details including latest circulation figures for updating the records and facilitating their classification as per the guidelines laid down in the Advertisement Policy-2016. He said the information is being collected to set defined criteria for classification of newspapers/periodicals for alloca- tion of advertisements. “Unfortunately, there was no such mechanism in place in the Department earlier,” he said and added that 368 newspapers and periodi- cals, including 201 in Jammu and 167 in Kashmir, are presently empanelled with the Department of Information for release of official advertisements and under the new criteria-based classification all these publications would get assured advertise- ments as per entitlement. Muzaffarabad, Mar 6: Youth from all divi-sions of Pakistan administered Kashmir (PaK), selected through a rigorous process, showcased their projects here. The showcas-ing event was organized by Center for Peace, Development and Reforms in collaboration with the British Council.
