Goals for Today
• Provide a brief overview of the MCS Coordination Plan strategy and concept of coordination.
• Collectively discuss the next steps for state and local jurisdictions.
• Utilize feedback to improve the existing plan and integrate that feedback into our ongoing evacuation and MCS planning efforts.
• Develop an Implementation Plan that will include identifying capabilities to utilize the plan: state initiated regional shelters, access and functional needs, staffing, facility needs, medical support, equipment issues, tracking, etc.

• Local shelters form the backbone of the statewide strategy.
• Local officials will determine the need to activate local shelter resources.
• Local communities retain the responsibility to operate local-initiated shelters and the authority to maintain these local shelters even when a SIRS opens.
• In the absence of a SIRS, local communities retain the responsibility to shelter their residents.

The Commonwealth will assist communities with local shelter operations or with opening multi-community local shelters when:• Needs exceed available local resources or incident impacts and ongoing
response operations impede a community’s ability to deliver MCS services.
• Coordination and facilitation will allow for the consolidation of MCS resources to increase operational efficiencies and cost effectiveness and/or allow communities to focus resources on recovery operations.

Communities directly impacted by a hazard or impending hazard. Officials in each of these cities/towns have determined the need to evacuate all or a portion of the population and are “sending” these evacuees outside of the impacted area .
Communities not evacuating their populations, but have evacuating populations from the Sending Communities traversing their jurisdiction en-route to final destinations away from the hazard. Pass-Through Communities may be called upon to assist in facilitating evacuation operations.
Communities that host a Regional Reception Center, SIRS, or local shelter in support of evacuees arriving from Sending Communities.
