1. In preparation for the 2017 Brigada Eskwela 2017, this Office is issuing theattached 2017 Brigada Eskwela Implementing Guidelines issued by the DepEdNational Office for the information of all concerned. 2. The DepEd Schools Division of Sorsogon shall hold a caravan to launch the2017 Brigada Eskwela on Friday, May 72, 2017 to be participated in by allelementary and secondary schools heads, school and district brigada eskwelacoordinators, SDO Key Officials and employees and education partners/stakeholders. The route of the caravan as well as the venue for the kick-offceremony will be announced later through a separate memorandum.

3. All schools are required to submit their Detailed 2017 Brigada EskwelaPlan utilizing the given template for approval by the SDS on March 31, 2017 tothe SDO SGOD Office c/o Mr. Bernard D. Estrada, Senior Education ProgramSpecialist, ASP/ Brigada Eskwela Division Coordinator. The plan is one of therequisites in joining the search for brigada eskwela best school implementers. It

is expected that all programs, projects and activities for brigada eskwela areincluded in the school's AIP and SIP. To be included also in the week-long schoolsmaintenance week plan is the conduct of Rabies Education Lecture/s.

4. In order to select the school-nominees for the Division Level Search forBrigada Eskwela Best School Implementer, there will be a District Level Search tobe taken care of by the PSDS and SDO monitoring team members assigned ineach district. Any elementaryand secondary school whointendsto jointhesearchmust signify in writing to the PSDS not later than April 14, 2017. The list of schoolsmust be submitted to the SDO on April 17, 2017. Attached is the Criteria forSelection.

5. The division key officials and the division monitoring and supervisory teamsper district will be monitoring the implementation of Brigada Eskwela 2017 in theirassigned district from May 15 to May 20, 20L7 utilizing the brigada eskwela tool.Monitoring officials from DepEd National/ Regional Office are also expected duringthe brigada eskwela week.

6. The following reports are to be prepared in two (2) copies and to besubmitted by all school heads/ school brigada eskwela coordinators to theirrespective district offices on or before June 13, 2017:

a. Narrative Report on the conduct of Brigada Eskwela 2017b, Brigada Eskwela Form No. 7 - Accomplishment Reportc. Brigada Eskwela Form No. 1 - Report on Number of volunteersd. Brigada Eskwela Form No. 1.1 - Report on Resources Generated

The consolidated District Brigada Eskwela 2017 Reports on ResourcesGenerated, Reports on the Number of Volunteers and the complete brigadaeskwela documents of each school will be submitted by the PSDSs/ District BrigadaEskwela Coordinators to the SDO on or before June 16, 2017.

Failure to submit the brigada eskwela reports on time/ incomplete submission afrequired documents will be a ground for disqualification of any school joining the

search for brigada eskwela best school implementers.

REUINDERS FOR SCHOOL HEAI'S IIf THE IMPLEUEI|TATION OF2OI7 BRIGADA ESIil'EI"A

For further details on granting service credits to teachers, kindly referto DepEd Order No. 53 s. 2OO3 entitled Updated Guidelines on Grantof Vacation Service Credits to Teachers particularly item no.l.d sub-item k.

2. Brigada Eskwela espouses the spirit of volunteerism. Taking part inthe school repair and other maintenance work is not mandatory norrequisite for parents to enable their children to be accommodated inthe school.

3. No Brigada Eskwela fee shall be solicited from volunteers.

4. While the Armed Forces of the Philippines (AFP) members arewelcomed to participate in Brigada Eskwela,carrying guns and firearms must be prohibited inside the school premises. Likewise, AFPmembers as volunteers shall be advised to wear civilian or workclothes,as against to wearing military uniform,during the schoolmaintenance activity.

For further details on engagement of AFP members in schoolactivities, please refer to DepEd Memorandum No. 221 s. 2O13entitled "On Guidelines on the Protection of Children During ArmedConflict."

5. Since they wiil perform the key role in operationalizing this year'sBrigada Eskwela theme, principals or school heads are expected torevisit or restudy the following materials:

a) School Safety and Preparedness Guide (Annex A of Enclosure No.1)b) Stakeholder Engagement Stratery (Annex B of Enclosure No. 1)

c) Kit's Menu (Annex C of Enclosure No. 1 )

6. Receiving assistance or support from companies and other players inthe tobacco industry for Brigada Eskwela is not allowed, pursuantto DepEd Order No 6. S. 2OL2 entitled uGuidelines on the Adoptionand Implementation of Public Health Policies on Tobacco Control andProtection Against Tobacco Industry Interference".

1. Teaching personnel are entitled to earn vacation service credits arisingfrom their active involvement in the weeklong Brigada Eskwelaactivity. A compiete six-day participation in the maintenance effortshall give teachers a three-day service credit entitlement.

SCHOOL SAFETY AND PREPAREDITESS GUIDE

In view of ttre implementation of the 2016 Brigada Eskwela ,this School Safety and Preparedness Guide intends to consciousness andprovide guidance to schools and education partners in ensuring safety andpreparedness of our students and personnel during emergencies.Enumerated below is a minimum list of activities that could contribute to asafer school. Principals need to identiff what are most appropriate andimportant for their schools. School heads may also identify othermeasures that may add-up to this list,

I. SAFE LEARNING FACILITIES1 . Facilitate the assessment of school electrical system to make

necessary repairs and/or upgrades to prevent fire incident.2. Repair minor classroom damages such as broken windows, doors,

blackboards, roofs, etc.3. Install appropriate and available fire suppression equipment or

resources such as fire extinguishers, water source, and otherindigenous materials.

4. Make sure that corridors and pathways are unobstructed and thatall sharp, protruding objects which may cause harm to students areremoved.

5. Clean and clear drainage to prevent clogging. Cover drainage canalsand provide necessary warnings.

6. Cordon off and post safety signage for on-going construction,unfi nished,'damaged and condemned buildings.

7. Secure cabinets and drawers and ensure that heavy objects arebelow head levei.

8. Post safet5r measures in laboratories and workshops.9. Prepare an evacuation/exit plan and directional sigrrage on every

floor of the building.10. Identify evacuation areas and classrooms that can be used as

temporary shelters during disasters and emergencies.11. Prune trees to avoid entanglement from electrical wirings and

avoid potential harm to life and property.II. SCHOOL DISASTER MANAGEMENT

1. Post a directory of emergency contact numbers of relevantgovernment agencies and offrces, in various areas of the school.

2. Establish early warning mechanisms and inform all students andpersonnel on this.

3. Equip school wittr first aid kits, flashlights, megaphones, and otherfiecessary supplies that may be needed in times of emergencies.Ensure that these items can be easily located and accessed.

4. Identi-S alternative sources and/or maintain supply of drinkingwater within the school.

5. Ensr:re that students, teachers, and personnel have identificationcards with relevant information.

Introduction

The occurrence of disasters affected school operations to the point ofdepriving our students access to quality education. While we have improvedour classroom standards, strengthened our coordination with partners fordisaster response and capacity building, and established the DRRM Service,there is a need to tighten support for school level implementation of disasterrisk reduction.

Disaster preparedness of schools is an important factor to achieveresilience in our communities. DepEd, through 2016 Brigada Eskuela,seeks to mainstream disaster preparedness principles in readying schoolsfor the opening of classes. More than the usual menu of provision forschools such as putting up of fences, painting, roofing, among others,DepEd will provide a list of preparedness measures that partners couldsupport in various capacities.
