The Public Authority for Industry (PAI), through the program of energy efficiency of air
conditioners subcommittee of (The National Committee for the Sector of Electrical and
Electronics Standards) prepared the Kuwaiti Technical Standard Number 1893:2018
“Energy Efficiency Labelling Requirements and the Minimum Energy Performance
Standard (MEPS) requirements for DX air conditioners”

1. SCOPE
This standard specifies the requirements of 1) energy efficiency labelling and 2) Minimum
Energy Performance Standard (MEPS) for air-cooled DX air conditioners with capacities
including and up to 70,000 Btu/h. It is applied to units designed to operate in AC single
phase circuits of 240 V, and three phase circuits of 415 V with a frequency of 50 Hz.
2. OBJECTIVE
The objective of this Standard is to:
a) Provide detailed information on the performance and energy labelling
requirements which an air conditioning appliance has to meet in order to
carry a valid energy efficiency label;
b) Provide detailed information on the performance requirements which an air
conditioning appliance has to achieve in order to meet minimum energy
performance standard requirements.
3. NORMATIVE REFERENCES
The following normative references are applied, taking in account the differences in this
standard:
MEW/R-6 “Energy Conservation Program, Code of Practice - Kuwait”.
GSO ISO 5151 "Non-Ducted Air-Conditioners and Heat Pumps – Testing and
Rating for Performance".
GSO ISO 13253 “Ducted Air-Conditioners and Air-to-Air Heat Pumps – Testing
and Rating for Performance”.

4. TERMS AND DEFINITIONS
For the purposes of this standard, the terms and definitions given in GSO/KWS
Standards mentioned in Section 3 and those below are considered.
Ducted air conditioners
An air-conditioner model configuration where the indoor side is situated remote
to the space to the conditioned. The conditioned air is supplied or extracted via
a duct.
DX air-conditioners
Air-conditioners that direclty cools the space by boiling the refrigerant in the evaporator, and condenser is cooled by ambient air (e.g.: mini-split unit, ducted split units, VRF, packaged units, etc.).
Non-ducted air-conditioner
An air-conditioner model configuration where the indoor side is situated partly
or wholly within the space to be conditioned. The conditioned air is supplied
and extracted directly to and from the conditioned space.
Package system
A self-contained air-conditioner with all its components assembeled into one
casing. It is usually installed outside of the conditioned space.
Rated capacity
The nominal rated capacity claimed by the manufacturer of an air-conditioner model determined as follows:
- Rated total cooling capacity As claimed by the manufacturer for
temperature condition T1 and T4. (Units: Btu/h).
The rated capacity at T4 appears on the energy label as ‘Capacity Output’
(Units: Btu/h).
Rated power
Effective power input of the air-conditioner model as claimed by the
manufacturer during the determination of rated cooling capacity.
(Units: W or kW.)
Split system
An air-conditioner with separate indoor and outdoor components that are
connected with refrigerant piping. The indoor unit usually lies within the conditioned space and may be installed or portable/mobile.
Star rating
The number of stars displayed on the energy effecincy label. Available stars are

between a minimum of one and a maximum of four for window A/C type
and seven stars for other A/C types. It is considered as an indication of
the claimed energy efficiency of a model at rated conditions. A higher star
rating indicates a higher energy efficiency. It is derived from the tested EER .

5. REGISTRATION REQUIREMENTS
5.1 Information regarding registration requirement for energy labelling and
MEPS are available in Standarization & Metrology Department in Public Authority for
Industry (PAI).
5.2 For the energy efficiency labelling registration of an air-conditioner, the following shall be
submitted for the registration body:
a) Application form inaccordance with Appendix A
b) Test report in accordance with the most recent editions of GSO ISO 5151 or GSO ISO
13253, as applicable taking in account the differences mentioned in this standard.
5.3 Energy Label Validity (Acceptable Tolerance)
The energy label shall be accepted as valid when a single sample of an
appliance or unit model, tested for an initial screening test, meets the following
criteria for cooling, as applicable:
a) Tested effective power input (kW)..……………......…….≤ 1.05 x rated power.

6. MEPS
The minimum energy performance standard MEPS value for the air conditioner in the
scope of this standard shall be greater than or equal to the value of Energy Effeicency Ratio
(EER), When calculating the cooling capacity and EER for both rated and tested
values at testconditions (T1) and test condition (T4) as follows:

Note: The MEPS requirements will be revised every 3 to 5 years to ensure alignment with
international standards.

7. NAME PLATE AND INSTRUCTION SHEET OR MANUAL
In addition to any information needed to be displayed on the air-conditioner
unit, the following information shall be marked on the name plate of the air-
conditioner, in Arabic or English or both. The marking shall not be on a
detachable part of the unit and shall be indelible, durable and easily legible.
Any information related energy performance added shown in any part of the air-
conditioner unit or packaging shall not have any ambiguity or lead to miss
understand of the performance of the unit.
7.1 The information on the nameplate in Arabic or English or both shall include at least:
– Manufacturer’s name and/or trademark.
– Country of origin.
– Manufacturer’s model or type reference.
– Serial number of the unit.
– Rated voltage or rated voltage range (Volts).
– Rated frequency (Hz).
– For each of cooling test conditions T1 and T4 according to the standard
stated in Section 3, as applicable:
Rated current in Amperes.
Rated power input in watts or kilowatts.
Nominal cooling capacity in Btu/h (and any units of kW or
Kcal/h) when tested according to conditions stated in Section 3.
Rated Energy Efficiency Ratio (EER) in (Btu/hr)/W.
– Refrigerant used and mass of refrigerant charge in kg.
7.2 An instruction sheet or manual in both Arabic and English shall be delivered with each air-conditioner, including the following information:
– The information specified in Section 7.1.
– Dimensions of the unit in (mm) and its method of mounting.
– Minimum clearances between the various parts of the unit and the
surrounding framework in (cm or mm).
– Instructions necessary for the correct operation of the unit and any
special precautions to be observed to ensure its safe use and maintenance.
– Instructions for packing and unpacking the unit.
– Total weight of the unit including the refregerant charge.
– Any other additional information.

8. ENERGY RATING CLASSIFICATION
8.1 The star rating is used for the energy efficiency labeling of products specified within the
scope of this standard (as defined in Section 1).
8.2 The energy efficiency class is then determined in accordance with the
following tables, where the EER (Energy Efficiency Ratio) is determined in
accordance with the test procedures of the normative refernceses mentioned in
Section 3 at condition T4.

9. ENERGY LABELLING REQUIREMENTS
8.1 Information and Values Contained/Enclosed/included in the Energy Efficiency Label
All Arabic text shall be in font “Simplified Arabic”, size ### No Italic, bold, or
underlined text shall be used.
“ The font should be written “Simplified Arabic” for Arabic and “Times New
Roman” for English as illustrated in the Figures 1 to 3 . Fields (a) through (e) illustrated in Figure 2 shall comply with the following requirements:
(a) Field a This band shall terminate according to the appliance’s star
Rating.
(b) Field b This field shall include the regestration number and regestration
certificate issuance date.
(c) Field c This field shall include the tested value of energy efficienty ratio
(EER) for the appliance at T4 condition
(d) Field d This field shall include the power rating per refrigeration Ton (kW/RT)
at T4 condition.
(e) Field e The brand name shall be inserted here. The wording should be
complete and concise.They should have normal spacing of letter, line and word in the area allowed.
(f) Field f The model number shall be inserted here. The wording
should be complete and concise. In the case of split system, where the indoor and outdoor components have different model
numbers, model numbers for both shall appear on the label.
(g) Field g This field shall include the total power for the air-conditioner at T4
condition.
(h) Field h This field shall include the applicable refregerant type used for this
air-conditioner.
(i) Field i This field shall include the contry of origion
(j) Field j This field shall include the total rated cooling capacity (output
capacity) based on the rated input power at T4 condition.
(k) Field k This field shall include the compressor type.

8.2 Sample Labels
Example of printed energy label for air-conditioning appliances are shown in
Figures 1 to 3.
8.3 Label Dimensions
Figure 3 shows the dimensions of label.
8.4 Placement of Energy Labels
The label shall be clearly located for visual site and adhered, on the right
front of the unit . for ease of custom procedures, an additional label may be
attached to the exterior of the packaging.
The label shall be existed on the unit when the unit is removed from its
packaging for display purposes, and split units shall have a label on both parts.
8.5 Material and Shape of Energy Labels
The label shall be of self-adhesive material, cut to the outline of the label.
A trim or die cut margin of up to 5 mm around the label is acceptable.

APPENDIX B
Test Conditions
1. For T4 conditions, the air conditioning units (other than window type) shall have a
power rating 1.5 kW/RT (EER8.0) while operating at maximum indoor air flow
and evaporative on-coil DBT 26.6 C (80 F) & WBT 19.4 C (67 F) and outdoor
(ambient) temperature of 48 C (118.4 F) & 26.9C (80.4F)
2. Units shall operate continuously at an outside ambient temperature of 52 C (125.6
F) for at least 2 hours without tripping.
3. Power supply (50 Hz):
Three Phase: 415 V 6 % (accepted range 390-440 V).
Single Phase: 240 V 6 % (accepted range 225-254 V).
4. Motor input 5 hp (3.73 kW) shall be three phase.
