Biyaniwalks...WhiledebtwassomethingthatBiyanihadbeengrapplingwith foryears, forcinghimto redraw his strategy from time to time,and sell core businesses such as the

Pantaloons retail chain to rivals such asAdityaBirlaGroup,hiscompleteexit fromtheretail scenehas left the Indianmarket-placewith one intrepid entrepreneur less.

ShoutingtobeheardIn the crowded market of readymades inthe early 1990s, Biyani, then 31, learnt hisfirst retail lesson:Tobeheard, youneed toshout even louder. As a result, despite aturnover of ~7 lakh for his Bare denimbrand in the first year of its operation,Biyani spent ~60 lakhadvertising it.

Havingquit thefamilybusiness,whichsupplied denim to Arvind Mills, in 1987,Biyani, then 26, collected ~7 lakh and setup a small plant that produced 200trousersadayunderthebrandnameWBB.He subsequently set up a new firm calledManz Wear and launched a new trouserbrand called Pantaloons. ManzWear wastaken public in 1992, which later becameFutureRetail, theflagshipentityofFutureGroup. The shift from manufacturing toretail was the critical point in Biyani’scareer. Distribution costswere the reasonbrandsweresnuffedoutof life intheretailmarket, so Biyani decided to rewrite therulesof thegame.Thismeantthinkingbigand fast. In 1993, Biyani experimentedwith a small-store format, and PantaloonShoppe was launched in Panjim, Goa,where mistakes could be made withoutgetting noticed, he said. This was a pre-cursor ofwhatwas to come.

TheKolkataconnectFrom a Pantaloon Shoppe to a large-for-mat store in 1998 inKolkata,Biyani tooka

fewbold bets. “If you can conquerCalcutta, you can conquer othermarkets too. Calcuttans, contrarytoperception,havemoneyandareloyalcustomers.Theygetemotion-ally attached to a brand,” he saidof the rationale to launch amega-store in theCity of Joy rather thanthefinancialcapitalof thecountry,wherehehadspenthis initialyears— growing up and studying com-merce at the city’s HR College.Known for his sixth sense, Biyaniwas proved right. The KolkataPantaloons store took off, settingthe Marwari businessman on hisjourneyasabig-boxretailer.Avora-cious reader, who ironically doesnot play golf like most other busi-nessmen, launched Big Bazaarchain in2001.By2008,Biyanihadsome1,000stores, includingappar-el outlets under Pantaloons, FoodBazaar supermarkets, and BigBazaarhypermarkets.

PartingwithhisjewelBy 2012, Biyani’s retail play hadbegununravelling,pushinghimtosell the Pantaloons retail chain toAdityaBirlaGroupfor~1,600crore.Totaldebtatthattimewasestimat-ed at ~8,000crore.

While offloading Pantaloonswas oneway out, therewere other

exits too,suchasofFutureCapital.Heexit-ed formats such as electronics retailingand home furnishings, choosing to keepattentionongrocery, fashion,andlifestyle.

In recent years, Biyani pushed for anomnichannelretailpresence(whichdidn’ttake off as planned), and stitched up anumberofprivateequityandother invest-ment deals (including one with Amazonlastyear tohelpmanagehisretailandoth-er businesses andpare debt). But nothinghelped. With time slipping, the only wayoutofthisbindofpooroperationalabilitiesand debt issues was to part with what hehad passionately created. As he famouslysaidinhis2007bookItHappenedinIndia,“Preserving thestatusquohasneverbeenmycupof tea. I considermyself tobebothcreator anddestroyer.”The retail kinghasmovedon.

Quarterly...Between July 2014 and January 2020, thecentral government terminated the serv-icesof 320officers, according to theDoPTdata. But the current exercise has clearlybeenenvisagedonamuch larger scale.

Forseveralyears, theDoPThasdeniedreports that the central government wasplanning to reduce the retirement age ofgovernmentemployeesto55years insteadof the current 60 years (62 for the lowestlevel of employees). India has pitched for stronger provi-sions for rules of origin, removal ofnon-tariff barriers, and bettermarketaccess in the existing Free-TradeAgreement (FTA)with theAssociation ofSoutheastAsianNations (Asean), arguingthat the changes should kick off soonerrather than later.

At the 17th Asean-India EconomicMinisters’ConsultationsheldvirtuallyonSaturday, Commerce and IndustryMinister Piyush Goyal reiterated India’sconsistent position that the review of thecurrentFTA, ineffect since2010,hasbeeninordinately delayed.

Goyal batted for closer engagementtowards finalisation of the scoping exer-cise, before the ASEAN-India Leaders’Summit scheduled in November 2020,and to start the full reviewbefore the endof this year. He said the review shouldmaketheFTAmoreuser-friendly, simple,and trade facilitative for businesses.

Now, all sides have decided to directsenior officials to “start the discussions todetermine the scope of the review at theearliest”, a statement by the Centre saidonSunday. “Thereviewwillmaketheagr-eementmodernwithcontemporarytradefacilitativepractices,andstreamlinedcus-toms, and regulatory procedures,” it said.

The ministers also reaffirmed theircommitment to take collective actions inmitigating the economic impact of thepandemic and resolved to ensuremacro-economic and financial stability.

Crucially, the nations pushed forstrengthening supply chain connectivity,particularly the unimpeded flow ofessential goods and medicines in theregion, in compliance with World TradeOrganization rules.

Long-timecomingThe FTA with the 10-nation Asean bloc(Indonesia,Thailand,Singapore,Malaysia,The Philippines, Vietnam, Myanmar,Cambodia, Brunei, and Laos) came intoeffect on January 1, 2010. In Septemberlast year, both sides agreed to review theagreementamidcriticismfromthedomes-tic industry that the deal was helpingimports risemuch faster thanexports.

Trade with Asean, which had consis-tently seen the best growth for Indianexports, sank 10 per cent in 2019-20.Exports to thebloc stoodat $31.54billion,downbymore than 15per cent from$37.4billion in 2018-19. Imports, however,remained higher at $55.36 billion, albeitfrom $59.32 billion, a 6.6 per cent fall.

Imports from the region had been ontheupswing since2018-19due toChineseshipments being moved through theregion, particularly Vietnam, govern-

ment estimates say. But the pandemicand India’s skirmishes with China alongtheLadakhborderhas restricted the flow.

“The government has criticallyanalysedawidenumberoftariff linesafterconsulting with industry bodies and pre-pared its future vision of the deal may beaskedtoprovide their input.All that is leftnow is to negotiate our position with theAsean,” a senior government official said.

Also on Saturday, the Federation ofIndian Chambers of Commerce &Industry, as the Indian secretariat ofASEAN India Business Council, recom-mended an open approach to collaborateand increasingly operate in the servicessector, a core component of economies inthe region that has been hit hard by thepandemic. This comes against the back-drop of India-ASEAN trade target of $200billiontradeby2022,whichnowlooksdif-ficult, Ficci said.
