1. PURPOSE OF THE ERRATUM

The purpose of this Erratum is to clarify and/or amend certain provisions of the RFP.

2. INTRODUCTION AND RFP AMENDMENT

This Erratum is in respect of the Request for Proposals issued under Tender Number HO/PT/DM/138/11/2018 ("RFP") in respect of the Wolmerton Rolling Stock Depot Upgrade.

2.1. Bidders are advised to check Annexure 1 for changes that have been effected to scope of the desired solution. Changes are indicated in red.

2.2. Evaluation criteria has been amended as depicted in Annexure 2A and 2B indicate the reasons for revised clauses.

ANNEXURE 1

2.1 SCOPE OF THE DESIRED SOLUTION

The scope of work for this project shall entail the following activities:

2.1.1 PRE-CONSTRUCTION STAGE

2.1.1.1 Compile a master plan layout design drawing of Wolmerton Depot indicating all the various facilities required to operate the following trainsets on a daily basis at the depot:

2.1.1.2 Sixty-two (62) new blue train sets consisting of six (6) coaches each and forty (40) old Metrorail yellow train sets consisting of twelve (12) coaches each.

2.1.1.3 In the year 2033 (15 years from now), this scenario will change to only sixty two (62) new blue train sets consisting of twelve (12) coaches each. Please note that these train sets will be staged at Wolmerton Depot every night for security purposes.

2.1.1.4 Compile a simulation model:Compile a simulation model of the depot design layout, indicating all the required facilities at the depot and how the daily train operations will take place at the depot, in order to be cost and time effective. Depots are operational 24 hours a day.Maintenance activities in the sheds to also be simulated to provide end state depot capacities.

2.1.1.5 Transformation of depotTake professional photographs and videos to show the transformation of the depot. Deliverables will include a five (5) minute video and five (5) captioned colour coffee table books.

2.1.1.6 Required services/professionalsIn order to achieve the proposed solution, the appointed contractor is to provide the following services/professionals:

2.1.1.7 Interns/Learner ships/Provision of training opportunities to be provided for the duration of the contract, i.e. Architectural, Construction Management, Quantity Surveying, Civil, Structural, Mechanical (Lifting and Domestic services), Electrical (OHTE and Domestic Power supply) and Perway. Eighty percent (80%) of the interns/learners/students should be from previously disadvantaged groups and at least 50% should be female.

2.1.1.8 Any other specialist services that will be required to deliver the proposed solution in compliance with any regulatory and SANS/NBR requirements.

2.1.1.9 The above listed team of professionals will be responsible for the compilation of all required design and construction drawings, technical specifications, bills of quantities and the implementation of the scope of work required in the Wolmerton Rolling Stock maintenance depot.

2.1.1.10 A seamless approach for the Wolmerton Rolling Stock Depot is being sought to address the bigger integrated objective for the maintenance and staging of rolling stock train sets at these facilities. These facilities need to be upgraded to ensure that they will be able to accommodate 62 (12-coach) new train sets for the next 50 years in a cost- and time effective manner.

2.1.1.11 The appointed turnkey company professional team shall perform the following activities during this stage:

2.1.1.11.1 Review concept and latest designs for the upgrading of Wolmerton Rolling Stock Depot for the approval of PRASA to accommodate 62 (12-coach) new train sets for the next 50 years and amend where necessary;

2.1.1.11.2 Issue a detailed report with drawings and different proposed options available for implementation. A solution should be recommended accompanied by a clear motivation.

2.1.1.11.3 The report must also include an asset condition assessment of all existing assets that could be re-used in the new proposed designs;

2.1.1.11.4 Prepare preliminary technical designs based on the recommended solution and submit to PRASA end user teams including Engineering, Operations, Maintenance, Infrastructure, Security, PRASA CRES and ICT for perusal, input and approval (As built drawing are available and will be made available to the successful tenderer);

2.1.1.11.5 Prepare detailed technical designs for final review and approval by PRASA end user teams including Engineering, Operations, Maintenance, Infrastructure, Security, PRASA CRES and ICT;

2.1.1.11.6 Prepare technical specifications and tender documents for the appointment of sub-contractors to implement the detailed designs where necessary;

2.1.1.11.7 Submit all design drawings to the relevant authorities (including RSR) for approval;

2.1.1.11.8 Obtain all town planning approvals required for the recommended solutions to be implemented;

2.1.1.11.9 Should notarial ties be required, the appointed team should prepare all documentation required in conjunction with PRASA teams and submit to the relevant authorities for approval and finalisation.

2.1.1.11.10 Obtain any environmental approval required including any water use license required.

2.1.1.11.11 Prepare a testing and commissioning plan clearly stating pass/no pass criteria for all construction works and equipment installation and commissioning.

2.1.2 CONSTRUCTION STAGE

The appointed turnkey contractor professional team shall perform the following activities during the construction stage:

2.1.2.1 Commence and complete construction as per detailed designs.2.1.2.2 Provide project management, technical support and address all design related

queries during the implementation of stages 5 and 6 of the normal engineering services in accordance to ECSA guideline for Professional Engineering Services and additional services as determined by PRASA – multiple construction companies could be appointed to execute the construction work;

2.1.2.3 Provide construction monitoring services for the projects (Level 3);2.1.2.4 Provide quality assurance process for the projects;2.1.2.5 Provide schedules of predicted cash flow;2.1.2.6 Provide construction documentation;2.1.2.7 Provide estimated costs for the proposed variations during the construction phase of

the project;2.1.2.8 Provide financial control reports;2.1.2.9 Conduct practical completion and defects list;2.1.2.10Provide various certificates of Compliance;2.1.2.11Administer progress meetings with the contractor.

2.1.3 CLOSE OUT STAGE

2.1.3.1 Manage and approve relevant payment valuations and completion certificates;2.1.3.2 Inspect and verify the rectification of the identified defects on site;

2.1.3.3 Ensure that the maintenance manuals and guarantees are issued for the installed assets;

2.1.3.4 Prepare and submit as-built drawings (in CAD (dwg) and pdf formats, 3 hard and 3 soft copies) including project documentation;

2.1.3.5 Provide all handover and warranty documentation including but not limited to compliance certificates, operations and maintenance manuals, training manuals, guarantees and warranties and spares holding requirements;

2.1.3.6 Provide certificated training for operators of all equipment installed (wheel lathe, lifting jacks, bogie turntables, fire protection and suppression systems, forklifts, quad bikes, security systems, signalling/yard automation, OHTE equipment, transformers, PA systems, ICT hardware and systems, etc.)

2.1.3.7 Conclude the final accounts;2.1.3.8 Prepare and submit a close out report to PRASA.

2.1.4 THE UPGRADING AND MODERNISATION OF THE WOLMERTON ROLLING STOCK MAINTENANCE DEPOT WILL INCLUDE THE FOLLOWING MINIMUM USER REQUIREMENTS: (NOT LIMITED TO)

The following user requirements have been developed to guide bidders and highlight minimum user requirements rather than being too prescriptive/limiting by providing full scope of works since the appointment is a turnkey appointment.

2.1.4.1 REVIEW CONCEPT DESIGN

2.1.4.1.1 Review existing depot concept design and subsequent development of the depot and compile amended concept design drawings and report.

2.1.4.2 NEW ROLLING STOCK MAINTENANCE RUNNING SHED:

2.1.4.2.1 Design and construct a new maintenance running shed – approx. 300 m long to accommodate three (3) new rail lines. The width and height of the shed is to be determined from the detailed design that needs to be done. THIS NEW MAINTENANCE RUNNING SHED MUST BE COMMISSIONED AND HANDED OVER TO PRASA FOR OPERATIONAL PURPOSES NINE (9) MONTHS AFTER APPOINTMENT OF SUCCESSFUL CONTRACTOR.

2.1.4.2.2 This new maintenance shed will be situated opposite the road on the southern side of the existing new maintenance-lifting shed (line 10) at Wolmerton depot.

2.1.4.2.3 Three (3) new rail lines:2.1.4.2.4 The first half of the shed (eastern half) must provide three (3) maintenance bays

with platform access to the train roof, train doors and train underframe for the first three (3) train sets.

2.1.4.2.5 The second half of the shed (western half) must provide three (3) maintenance bays with raised rail levels and with a pit. (swimming pool configuration)

2.1.4.2.6 Provision of access platforms for each rail line in the swimming pool and lifting sheds. (2 x door access platforms and 2 x roof access platforms for each of the four (4) lines)

2.1.4.2.7 Forklift (5 ton) access is required on both sides of each rail line and from the ends of each bay.

2.1.4.2.8 Forklift access is required in the middle of the shed between the platform- and swimming pool for the delivering of material to either side of the shed.

2.1.4.2.9 Door and roof fixed platforms should have removable handrail sections according to train configuration to allow protection while train is not in position and allow for maintenance to be done when train is in position.

2.1.4.2.10 Install the OHTE line off centre inside the shed for the easy removal/installation of train roof components.

2.1.4.2.11 Each of the six (6) maintenance bays in the running shed must have its own independent OHTE supply, i.e. one line can be live while the other line is dead. The switching must be electrically operated and earthed.

2.1.4.2.12 Install a public announcement system (PA system) in the shed. The microphone must be installed at the OHTE switching panel as described in paragraph 4.1.4.1.12

2.1.4.2.13 Install a 1-ton monorail crane dedicated for each of the three (3) bays on the eastern side of the new shed (so-called platform areas). The shed roof structure must be strong enough to accommodate these mono cranes.

2.1.4.2.14 A bogie drop pit for gearbox/wheel set replacement to be installed in one of the rail lines.

2.1.4.2.15 Vehicle roads (for truck access) must be constructed at both ends of the new maintenance running shed. This could be in the form of an extended concrete apron.

2.1.4.2.16 Install three (3) fixed staircases per rail line in the swimming pool area for the train drivers to access/enter the train drivers’ cab.

2.1.4.2.17 Install a public announcement system (PA system) at both ends of the shed. Each end must have its own microphone. The PA system must be one integrated system for the whole depot but must allow for announcements to various sheds/offices

2.1.4.3 NEW ROLLING STOCK MAINTENANCE LIFTING SHED:

Design and construct a new maintenance lifting shed – approx. 150 m long to accommodate two (2) new rail lines. The width and height of the shed is to be determined from the detailed design that needs to be done.

2.1.4.3.1 Extend and duplicate new lifting shed (line 10) to the western side. Provide a new 10-ton overhead crane with cat ladders to run across the new lifting shed. . A light / beacon and siren must be installed on the crane that will be activated when the crane is in use.

2.1.4.3.2.1 Provide mobile synchronised floor lifting jack to lift one 6-car train set all at once on the line. (Specification attached)

2.1.4.3.2.2 Provide four (4) spare lifting jacks. 2.1.4.3.2.3 The one rail line to be pitted for the entire length of the shed.2.1.4.3.2.4 Forklift access is required on one side of the rail line.

2.1.4.3.3 New rail line 2: 2.1.4.3.3.1 Rail line two (2) will be used to store spare bogies.

2.1.4.3.4 Road access must be provided for the loading and off-loading of bogies/wheel sets inside the shed.

2.1.4.3.5 Provide adequate bogie turntables on bogie storage and lifting lines with rail links between the two (2) rail lines. Bogie turntable must be operated by one (1) person when fully loaded.

2.1.4.3.6 Forklift access is required on one side of the rail line.2.1.4.3.7 Pit on bogie storage line to be covered with removable grids allowing a five (5)

ton forklift to drive over. 2.1.4.3.8 Bidders to note that in order to build the new lifting shed it is necessary to

relocate an effluent plant situated on the western side of the newly built lifting shed.

2.1.4.4 OTHER MINIMUM USER REQUIREMENTS FOR ALL NEW MAINTENANCE SHEDS (RUNNING/LIFTING):

2.1.4.4.1 Install life lines on each operational line capable of carrying two people.2.1.4.4.2 Provide not less than minimum required distance/clearance between the rail

lines.2.1.4.4.3 Install electrical mechanised roller doors at all train entrances of the running/lifting

sheds.2.1.4.4.4 Provide shore supply to all rail lines. Install 400VAC (minimum 2x35KVA per six

(6) car train) three phase earthed and 230VAC earthed with four (4) connections each along each line in the new lifting/running shed line. (Both sides of the train)

2.1.4.4.5 The contractor is to interact with PRASA personnel and GIBELA (Train supplier) personnel to ascertain the detailed requirements of the shore supply system and to address these requirements through the proposed design.

2.1.4.4.6 Compressed air supply to all lines (To be consolidated with existing systems).2.1.4.4.7 Provide seven (7) mobile cab/vehicle end access platforms for accessing the

noses of the train for maintenance.2.1.4.4.8 Hand rails/open door protection grids to all access platforms (refer to hand rail

requirements section 2.1.4.40) 2.1.4.4.9 Install additional security cameras (static and PTZ cameras) at the entrances,

maintenance pits and other strategic positions as may be required outside and inside the sheds to monitor the pit, door and roof accesses.

2.1.4.4.11 Supply 500-lux of lighting across the entire new sheds. The works is to include provision and installation of all required material that will be required to ensure the provision of adequate power to support the 500-lux requirement.

2.1.4.4.12 Lighting to allow for day and night work (both inside and outside the shed).2.1.4.4.13 Provide a storm water management system.2.1.4.4.14 Provide a fire detection and protection for entire new sheds (to be linked to

existing fire detection system) and ensure safety with OHTE installations.2.1.4.4.15 Provide Wi-Fi connections to the new shed.2.1.4.4.16 Paintwork to all new surfaces to manufacturer’s requirements.2.1.4.4.17 Provide roof extractor fans where required.2.1.4.4.18 Adequate storage space for all mobile access platforms while still providing for

forklift movements.2.1.4.4.19 Each maintenance bay in the running shed to have its own independent OHTE

supply, i.e. one line can be live while the other line is dead. The switching must be electrically operated and earthed.

2.1.4.4.20 All sheds to have 20-meter concrete aprons and canopies over shed openings to prevent wind driven rainwater entering the sheds.

2.1.4.4.21 All new maintenance sheds to have level rails and floors. A quality control methodology must be in place to monitor and evaluate if the floors and rails are level.

2.1.4.4.22 All pits to allow for water drainage linked to the effluent plants.

2.1.4.5 ADDITIONAL USER REQUIREMENTS FOR THE EXISTING MAINTENANCE RUNNING SHEDS 8 & 9:

2.1.4.5.1 Install a water drainage system in each of the pits and link them to the effluent plant.

2.1.4.5.2 The existing shed structure and associated infrastructure must be extended on the western side by 16 meters.

2.1.4.5.3 Install electrical mechanised roller doors at all train entrances of the running sheds.

2.1.4.5.4 Install 20-meter concrete aprons and canopies over both shed openings to prevent wind driven rainwater entering the sheds.

2.1.4.5.5 Each of the four (4) maintenance bays OHTE lines in the shed must be repositioned to be off centre inside the shed for the easy removal/installation of train roof components.

2.1.4.5.6 Each of the four (4) maintenance bays in the running shed to have its own independent OHTE supply, i.e. one line can be live while the other line is dead.

2.1.4.5.7 Install a 1-ton monorail crane dedicated for each of the two (2) bays on the eastern side of the shed (so-called platform areas). Ensure that the shed roof structure is strong enough to accommodate these monorail cranes and that there is enough height to remove the components from the train roof.

2.1.4.5.8 Provide shore supply to all rail lines. Install 400VAC (minimum 2x35KVA) per six (6) car train three phase earthed and 230VAC earthed with connections each along each line in the shed. Distance between connections must be 6 meter.

2.1.4.5.9 Lifeline in line 8 on the swimming pool side (western half of shed) must be moved to the other side of the OHTE line.

2.1.4.5.10 Install additional security cameras (static and PTZ cameras) at the entrances, maintenance pits and other strategic positions as may be required outside and inside the sheds to monitor the pit, door and roof accesses.

2.1.4.5.11 Forklift access to be provided on each end of each maintenance bay.2.1.4.5.12 Install two (2) fixed staircases per rail line in the “swimming pool” area for the

train drivers to access/enter the train drivers’ cab.2.1.4.5.13 Redesign and install the interlocking system between OHTE isolation and roof

access platforms on line 8 & 9.2.1.4.5.14 Ensure the existing fire detection and protection system is operational and ensure

safety with OHTE installations.

2.1.4.6 NEW OFFICE BLOCK SOUTH OF THE EXISTING LIFTING SHED:

2.1.4.6.1 Design and construct a new office block building including all required services (HVAC, power, water reticulation, ICT infrastructure, Wi-Fi, telecoms, sewer, all required service connections and access roads) next to the lifting shed 10 on the southern side of the depot:

2.1.4.6.2 Provide six (6) offices for managers. 2.1.4.6.3 Provide five (5) open plan offices that can accommodate eight (8) employees

each.2.1.4.6.4 Provide two (2) meeting rooms that can accommodate ten (10) employees each

and adequate electrical plug points for laptops.2.1.4.6.5 The meeting rooms must have a roof mounted data projector, wall mounted

screen and wall mounted white board.2.1.4.6.6 Provide separate ablution facilities for twenty (20) men and twenty (20) women

with shower facilities.2.1.4.6.7 Provide separate changing rooms with lockers for these men and women.2.1.4.6.8 Provide a mess facility with a kitchenette to accommodate fifty (50) employees

with a washbasin, water hydro boil, microwave oven, fridge, chairs and tables.2.1.4.6.9 Install security cameras at all entrances and passages of the new office block.2.1.4.6.10 Use dry walling for inner walls.2.1.4.6.11 All proposed furniture for all new offices to be provided in compliance with

PRASA furniture specifications. Furniture and space layout to be approved by PRASA before procurement.

2.1.4.6.12 Provide a paved outdoor area next to the mess facility with concrete furniture, trash bins, water fountain and trees where employees can sit and relax. This area must be big enough to accommodate 30 employees.

2.1.4.7 EXISTING ROLLING STOCK MAINTENANCE RUNNING SHED: (RAIL LINES 1 TO 4)

2.1.4.7.1 The existing offices/stores/ablution facilities next to rail line one (1), need to be refurbished.

2.1.4.7.2 Provide temporary facilities for PRASA personnel while the offices, ablution- and mess facilities are being refurbished.

2.1.4.7.3 Install electrical mechanised roller doors at all train entrances of the running sheds.

2.1.4.7.4 Install a water drainage system in each pit that is linked with the effluent plant. 2.1.4.7.5 Install 20-meter concrete aprons and canopies over shed openings to prevent

wind driven rainwater entering the sheds.2.1.4.7.6 Install additional security cameras (static- and PTZ cameras) at the entrances,

maintenance pits and other strategic positions as may be required inside and outside of the sheds. (to provide monitoring of the pits, train doors, train roofs and access points).

2.1.4.7.7 Upgrade rail lines 3 and 4 to accommodate the new blue train sets. THESE TWO RAIL LINES MUST BE COMMISSIONED AND HANDED OVER TO PRASA FOR OPERATIONAL PURPOSES TWO (2) MONTHS AFTER APPOINTMENT OF SUCCESSFUL CONTRACTOR. The following is required:

2.1.4.7.7.1 Provide shore supply to these rail lines. Install 400VAC (minimum 2x35KVA) per six (6) car train three phase earthed and 230VAC earthed with connections each along each line in the shed. Distance between connections must be 6 meter.

2.1.4.7.7.2 Provide compressed air supply to these rail lines (To be consolidated with existing systems).

2.1.4.7.7.3 Install an adjustable gab filling devise between platform and door to allow both new and old coaches access to these platforms.

2.1.4.8 EXISTING ROLLING STOCK MAINTENANCE LIFTING AND COMPONENTS SHED TO BE REFURBISHED/UPGRADED: (RAIL LINES 5 AND 6)

2.1.4.8.1 The existing office/store/ablution facilities next to rail line five (5) need to be refurbished.

2.1.4.8.2 The existing lifting- and components repair shop (rail lines 5 and 6) need to be refurbished.

2.1.4.8.3 Refurbish/upgrade existing shed: 2.1.4.8.4 Paintwork of all previously painted surfaces (steel, plastered surfaces, floors, pit

floors, concrete surfaces, doors, frames).2.1.4.8.5 Check and fix all doors that require attention including all ironmongery for doors

and windows to ensure that they can be closed properly and locked.2.1.4.8.6 Check lifting shed roof for leaks. This should be fixed. Make a provision to

replace 10% of the roof sheeting, including necessary accessories, i.e. flashings, fascia’s, gutters, ridging to be replaced with new to match existing roof. Please note solar panels are installed on the shed roof structure.

2.1.4.8.7 Check all lighting and improve to 500-lux.

2.1.4.8.8 Check all existing pits and improve lighting to 500-lux.2.1.4.8.9 Upgraded lighting to allow for day and night work (both inside and outside the

sheds).2.1.4.8.10 Improve drainage to all pits (excavate to install drainage with a link to the existing

oil separator, ensure there is proper falls to the drainage outlets).2.1.4.8.11 Check existing ICT, Telecoms, Wi-Fi, and security system (CCTV) and extend

to all areas of the maintenance sheds that are not covered and link to the existing systems and its monitoring.

2.1.4.8.12 Install additional security cameras (static cameras and PTZ) at the entrances, maintenance pits, warehouse areas and other strategic positions as may be required inside and outside of the sheds.

2.1.4.8.13 Install electrical mechanised roller doors at all train entrances of the lifting sheds.2.1.4.8.14 Bogie wash bay must be linked to the effluent plant.

2.1.4.9 EXISTING ROLLING STOCK COMPONENT MATERIAL WAREHOUSE:

2.1.4.9.1 This existing building on the northern side of Wolmerton Depot need to be refurbished.

The refurbishment should cover the following items:2.1.4.9.2 Paintwork to all internal previously painted surfaces (steel surfaces, plastered

surfaces, floors, walls , window frames, door frames)2.1.4.9.3 Check and fix all doors that require attention including all ironmongery for doors

and windows to ensure that they can be closed properly and locked.2.1.4.9.4 Check and fix all sanitary ware including plumbing ware that requires attention

and ensure all in working order.2.1.4.9.5 Replace all cast iron sewer lines and related fittings and replace with new PVC

piping and fittings including re-connections to existing lines and fittings.2.1.4.9.6 Replace all water piping to ablution blocks and kitchenettes with new (refer to

PRASA Blue Print) 2.1.4.9.7 Check all existing floors and make provision for repairs.2.1.4.9.8 Check all existing HVAC system and ensure it is in working order to support the

administration building functions and that will include all extractor fans in existing ablution blocks.

2.1.4.9.9 Check existing roof for any leaks and do repairs including water drainage system, this will include down pipes, gutters, floor drains, clearing existing storm water drainage to ensure that all rain water and storm water are properly drained and disposed of to the municipal system. Improve existing drainage behind shedding offices and west side of shedding.

2.1.4.9.10 Check all electrical fittings and ensure all are in working order to provide required illumination within this building for day and night work, repair where necessary and replace with energy saving lighting where required.

2.1.4.9.11 Check existing ICT, Telecoms, Wi-Fi, and security system (CCTV) and extend to all areas of the administration building that are not covered and link to the existing systems and its monitoring.

2.1.4.9.12 Replace office furniture with new to comply with PRASA furniture specifications. Furniture and space layout to be approved by PRASA before procurement.

2.1.4.9.12.1 Install security cameras (static- and PTZ cameras) at the entrance and passages of the warehouse.

2.1.4.10 NEW BIRD PROOFING:

2.1.4.10.1 All sheds (new and existing) must be bird proofed. Nylon nets need to be installed inside the roof structures of the shed. This nylon net must be installed just above the roof light fittings to prevent birds from sitting on the roof structures.

2.1.4.11 NEW ROLLING STOCK MATERIAL WAREHOUSE:

Design and construct a new material warehouse (3 000 square meter) on the western side of the existing material warehouse. The floor space of the new warehouse must accommodate the following:2.1.4.11.1 General day-to-day maintenance stock for the new blue trains.2.1.4.11.2 Vandalism repair stock.2.1.4.11.3 Specialised tools.2.1.4.11.4 Design and construct a warehouse building including all required services

(HVAC, power supply, water reticulation and connections, sewer reticulation and connections, ICT infrastructure, Wi-Fi, telecoms, all required service connections and access roads).

2.1.4.11.5 All proposed furniture for all new offices to be provided in compliance with PRASA furniture specifications. Furniture and space layout to be approved by PRASA before procurement.

2.1.4.11.6 Supply three metal topped tables of approximately two (2) meters x one (1) meter for examination of parts.

2.1.4.11.7 Paintwork to all new surfaces to manufacturer’s requirements2.1.4.11.8 Segregated, air-conditioned and dust-free area of 30m2. Area to include two (2)

wall mounted power outlets, all of 230VAC 50Hz with UPS and lightning protection (dimensioned for two (2) outlet multiple connections) and an 110v DC power supply socket, suitably identified.

2.1.4.11.9 Warehouse areas to provide for the following:2.1.4.11.10 Overhead crane (10 tons minimum lifting capacity and location to enable

transfer of large items including bogies between trucks in the loading bay and their storage area, including stacking with suitable packers etc.)

2.1.4.11.11 Suitable heavy duty racking for train components. (taking into account crane movements)

2.1.4.11.12 Floor load at least 10 tons/m2

2.1.4.11.13 Forklift access.2.1.4.11.14 Install security cameras (static- and PTZ cameras) at the entrances and in

passages between shelves of the new warehouse.2.1.4.11.15 Provide office space inside the warehouse - 15m2

2.1.4.11.16 One (1) glass topped table (2 x 1.5) with built in light to be provided in the warehouse.

2.1.4.12 NEW DOUBLE AXLE WHEEL LATHE AND PAINT BOOTH FACILITIES:

2.1.4.12.1 Design and construct a new shed on the northern side of the depot to accommodate a double axle wheel lathe facility for the cutting of train wheel profiles when required. The cutting of the wheels will take place as the train drives over the wheel lathe.

2.1.4.12.2 Provide waste bins for the metal cuttings.2.1.4.12.3 Shed must accommodate a minimum of one (1) coach with very levelled

surfaces.2.1.4.12.4 Wheel lathe must be able to machine the new blue train fleet and existing yellow

train fleet.

2.1.4.12.5 Design and construct a new shed on the northern side of the depot to accommodate a paint booth for train coaches.

2.1.4.12.6 Install security cameras (static- and PTZ cameras) at the entrance and passages of the new two new buildings.

2.1.4.13 NEW BY- PASS RAIL LINE:

2.1.4.13.1 Provision must be made for a new rail line on the northern side of the existing lifting shed for train sets to use as a by-pass rail line.

2.1.4.14 EXISTING ELECTRICAL SUB-STATIONS:

2.1.4.14.1 The existing electrical sub-stations, next to the workshops and train drivers facilities, need to be upgraded. For this upgrade, a detailed assessment must first be done to determine the electrical capacity required at the depot.

2.1.4.14.2 The existing one (1) Mega Watt solar panel system in the depot must be made functional.

2.1.4.14.3 The existing installed solar panel system and the sub-stations must be integrated to provide electricity to the depot.

2.1.4.14.4 Install standby generators next to the mentioned electrical sub-stations as determined by the electrical assessment.

2.1.4.14.5 Wolmerton Depot Facility and the OHTE are using different sources of power; the Depot Facility is fed from the Tshwane MUN 11kV supply and the OHTE 3kV DC Substation at Wolmerton is fed from the Eskom 88kV supply. The requirement to link the two supply systems entails constructing a second 11kV Substation from 88kV Eskom supply so that the Wolmerton Depot Facility can have 11kV ring feed that will provide a more reliable power supply to the operations of the Wolmerton Depot Facility.

2.1.4.14.6 The existing 11KV electrical cable between the two electrical substations in the depot must be repaired and rerouted.

2.1.4.14.7 Install security cameras inside the substation and at the entrances of the substation.

2.1.4.14.8 Install a fire and burglar alarm system inside the substations that are linked to the control room.

2.1.4.15 EXISTING WASTE FACILITIES:

2.1.4.15.6 The existing waste facilities on the western side of the depot need to be upgraded to make provision for scrap metal and general waste. Steps must be built adjacent to the waste bins to allow easy access for waste disposal.

2.1.4.15.7 Provide a container for hazardous waste (oil and grease).2.1.4.15.8 Provide a storage facility for flammable waste.2.1.4.15.9 Provide a storage facility for batteries.2.1.4.15.10 Provide a storage facility for chemicals.2.1.4.15.11 Install security cameras (static- and PTZ cameras) at these storage facilities.

2.1.4.16 EXISTING DEPOT STORM WATER SYSTEM:

2.1.4.16.6 The existing storm water system in the depot needs to be upgraded.2.1.4.16.7 All problem areas in and around the depot must be upgraded to ensure easy and

quick drainage of storm water. 2.1.4.16.8 Construct concrete v-drains inside the depot where water streams occur to

expedite drainage.

2.1.4.17 EXISTING EFFLUENT PLANT:

2.1.4.17.6 The existing effluent plant on the northern side of the depot needs to be rebuild. 2.1.4.17.7 The stolen three phase electrical cable needs to be re-installed.2.1.4.17.8 All the water pipes leading to and from the effluent plant must be cleaned and

replaced where necessary.2.1.4.17.9 Provide a paved walkway to the effluent plant.2.1.4.17.10 Provide a three (3) meter wide paved area around the effluent plant.

2.1.4.18 EXISTING EXTERNAL TRAIN WASH PLANT:

2.1.4.18.1 The existing train wash plant needs to be upgraded. The following needs to be done:

2.1.4.18.2 An overhead OHTE line must be installed in the train wash plant. Ensure all upgrades comply with PRASA standards and safety regulations. This will allow train sets to drive through the wash plant on their own power.

2.1.4.18.3 Provide a kitchenette inside the control room.2.1.4.18.4 A telephone must be installed in the building that is linked to the train

2.1.4.18.5 The vehicle road leading to the wash plant needs to be surfaced to accommodate delivery vehicles.

on the western side to allow train sets easy access to the train wash plant.2.1.4.18.9 Install security cameras (static- and PTZ cameras) at the train wash plant.

2.1.4.19 NEW TWO (2) LEVEL ADMINISTRATION BUILDING:

2.1.4.19.1 Design and construct new two (2) level administration building including all required services (HVAC, power, water reticulation, ICT infrastructure, Wi-Fi, telecoms, sewer, all required service connections). Each floor must accommodate the following facilities:

2.1.4.19.2 Separate ablution facilities for men and women.2.1.4.19.3 Provide kitchenette with a washbasin, water hydro boil, microwave oven and a

fridge.2.1.4.19.4 A kitchen and mess facility.2.1.4.19.5 A storeroom for cleaning material.2.1.4.19.6 Six (6) offices for management.2.1.4.19.7 Four (4) open plan offices. Each open plan office must accommodate five (5)

employees.2.1.4.19.8 Three (3) open plan offices. Each open plan office must accommodate twelve

(12) employees. 2.1.4.19.9 A walk-in safe for documents and equipment.2.1.4.19.10 A general store room.2.1.4.19.11 Printer room.2.1.4.19.12 IT server room.2.1.4.19.13 A meeting room that can accommodate twenty-five (25) employees and

adequate electrical plug points for laptops.2.1.4.19.14 A meeting room that can accommodate ten (10) employees and adequate

electrical plug points for laptops.2.1.4.19.15 The meeting rooms must have telephone conference facilities.2.1.4.19.16 The meeting room must have a roof mounted data projector, wall mounted

screen and wall mounted white board. 2.1.4.19.17 The ground floor must have the following additional facilities:2.1.4.19.17.1 A reception area and waiting facilities for ten (10) visitors.2.1.4.19.17.2 A medical sick bay room.2.1.4.19.18 The building must be universal access friendly.2.1.4.19.19 Install security doors at all entrance doors of the building.2.1.4.19.20 Install burglar proofing on all ground floor windows.2.1.4.19.21 Install a universal access friendly lift. 2.1.4.19.26 Various existing buildings and parking facilities need to be demolished. All recyclable material must be stored at the PRASA scrap yard on the east/south side of the depot.

2.1.4.19.27 Install a public announced (PA) microphone linked to central PA system.

2.1.4.20 NEW TWO (2) LEVEL TRAINING CENTRE BUILDING:

Design and construct a new two (2) level training centre building including all required services (HVAC, power, water reticulation, ICT infrastructure, Wi-Fi, telecoms, sewer, all required services connections).

2.1.4.20.1 The ground floor must have the following facilities:

2.1.4.20.1.1 Three (3) offices.2.1.4.20.1.2 Fully equipped kitchen facility to prepare meals on a daily basis.2.1.4.20.1.3 Two (2) general store rooms with shelves.2.1.4.20.1.4 Separate dishwashing facility with kitchen cabinets, water hydro boil, two (2)

microwave ovens and two (2) fridges.2.1.4.20.1.5 Canteen facilities with tables and chairs to accommodate hundred (100)

employees.2.1.4.20.1.6 Separate ablution facilities (men and women) for the hundred (100)

employees.2.1.4.20.1.7 Provide gymnasium to accommodate forty (40) employees with various types

of training equipment.2.1.4.20.1.8 Separate changing rooms with lockers, ablutions and shower facilities (men

and women) for gymnasium facility.2.1.4.20.1.9 Install security doors at all entrance doors of the building.2.1.4.20.1.10 Install burglar proofing at all windows.2.1.4.20.1.11 Provide a paved outdoor area next to the mess facility with concrete furniture,

trash bins, water fountain and trees where employees can sit and relax. This area must be big enough to accommodate fifty (50) employees.

2.1.4.20.2 The upper level must have the following facilities:2.1.4.20.2.1 A conference facility with chairs to accommodate 250 employees equipped

with a roof mounted data projector, wall mounted screens and built in sound system.

2.1.4.20.2.2 This facility must be able to be converted into five (5) training rooms by means of moveable room dividers. Three (3) training rooms must accommodate

2.1.4.20.2.3 Each smaller training room to have wall mounted screens and projectors.

(Two persons)2.1.4.20.3.3 A fire alarm system must be installed.2.1.4.20.3.4 Dry walling to be used inside the building.2.1.4.20.3.5 All proposed furniture for all new offices to be provided in compliance with

PRASA furniture specifications. Furniture and space layout to be approved by PRASA before procurement.

2.1.4.20.3.6 Install security cameras at the entrance and passages of the new training centre building.

2.1.4.21 NEW TWO (2) LEVEL PARKING FACILITY FOR EMPLOYEES AND VISITORS:

Design and construct a new two (2) level parking facility for the employees/visitors on the northern side of the depot. The following is required:

2.1.4.21.1 The parking facility must be closed off with a fence and must have its own secure entry/exit gates for security purposes. (The existing clear view perimeter fence at the depot will be replaced with a concrete wall, and the clear view fence can be used here).

2.1.4.21.2 The parking facility must be universal access friendly.2.1.4.21.3 The parking facilities must make provision for two hundred and fifty (250) covered

parking bays.2.1.4.21.4 Each parking bay needs to be numbered. 2.1.4.21.5 Four parking bays must be earmarked for disabled parking bays on the ground

floor.2.1.4.21.6 Twenty-five (25) parking bays must be earmarked for visitor parking bays on the

ground floor.2.1.4.21.7 A new security building for employees/visitors must be built at the entrance/exit of

the two (2) level parking facility where everyone must gain access to the depot/parking facilities.

2.1.4.21.8 Install security cameras at the entrances and inside the parking facility.

2.1.4.22 NEW ENTRANCE/EXIT SECURITY BUILDING FOR EMPLOYEES/VISITORS:

Design and construct a new entrance security building for employees/visitors including all required services (power, water reticulation, ICT infrastructure, sewer, and all required service connections).

2.1.4.22.1 A new security building will manage employee/visitor movements at the depot. This security building must accommodate the following facilities:

2.1.4.22.2 An ablution facility – one (1) toilet and washbasin.

PRASA furniture specifications. Furniture and space layout to be approved by PRASA before procurement.

2.1.4.22.12 Undercover paved walkways leading to the training and administration buildings must be provided.

2.1.4.22.13 Install security cameras inside the security building and at the entrances.

2.1.4.23 UPGRADE EXISTING TWO DEPOT VEHICLE ENTRANCE FACILITIES:

Design and construct new entrance security buildings on the northern and southern side of the depot for employees/visitors including all required services (power, water reticulation, ICT, Wi-Fi, infrastructure, sewer, and all required service connections).

2.1.4.23.1 The two security buildings at each entrance must be updated to accommodate the following facilities:

2.1.4.23.2 A cabinet with a counter top and two chairs for employees.2.1.4.23.3 An ablution facility – one toilet and washbasin. 2.1.4.23.4 A kitchenette facility with a washbasin, water hydro boil, mini-fridge and

microwave oven. 2.1.4.23.5 A waiting facility to accommodate four (4) chairs for visitors.2.1.4.23.6 A turnstile whereby visitors/employees will enter or exit the depot/parking facility. 2.1.4.23.7 Biometric readers must be installed on both sides of the turnstile.2.1.4.23.8 A baggage scanner needs to be installed next to the turnstile.2.1.4.23.9 Telephones must be installed in the two (2) security buildings that are linked to

the control room. 2.1.4.23.10 The roof structure of the security building must be extended to accommodate

both the entrance- and exit roads and must be high enough to accommodate delivery vehicles. The roof structure must be wide enough for security people to search vehicles without getting wet when it rains.

2.1.4.23.11 The existing vehicle boom gates and spikes need to be refurbished.2.1.4.23.12 The existing biometric readers next to the boom gates need to be refurbished. 2.1.4.23.13 The existing sliding gates and electrical gate motors need to be refurbished.

The sliding gates must be cladded on the outside with a blue chromo deck sheet. 2.1.4.23.14 Lighting needs to be installed on both sides of the security facility.2.1.4.23.15 All windows must be bullet proof with one-way see-through glass.

2.1.4.23.19 Upgrade the existing security camera monitoring system at the two (2) security entrances.

2.1.4.24 UPGRADE THE EXISTING DEPOT SECURITY FENCE:

The existing depot security fence needs to be upgraded. The following is required:2.1.4.24.1 The existing depot’s clear view fence needs to be replaced with a precast

concrete panels that is three (3) meters high. (Example specification attached).2.1.4.24.2 All the pedestrian/vehicle gates must be refurbished/upgraded. 2.1.4.24.3 The existing BTC coil installed on the clear view fence must be re-installed on top

of the wall.2.1.4.24.4 Install steel road barrier between the wall and the northern tar road.2.1.4.24.5 Where storm water needs to be accommodated, culverts must be installed as

part of the wall to accommodate the natural flow of water. These culverts must have a proper security grid to prevent any access to the depot.

2.1.4.24.6 A three (3) meter paved road must be constructed next to the brick wall inside the depot to allow for vehicle patrolling.

2.1.4.24.7 Security lights with day/night switches must be installed at the fence. Ensure that the light lux levels at the fence will be acceptable for the proposed camera system to be effective. The existing installed concrete light masts can be used for this purpose.

2.1.4.25 UPGRADE THE EXISTING CCTV SECURITY SYSTEM AND CONTROL ROOM:

The existing CCTV security system needs to be upgraded. The following is required: 2.1.4.25.1 Do an audit/investigation of existing installed equipment and determine what can

still be used. 2.1.4.25.2 All systems must be merged and must use the Babylon system as a

platform/backbone.2.1.4.25.3 The security cameras installed next to the depot perimeter fence must make use

of black screen technology.2.1.4.25.4 All the cameras installed next to the perimeter wall must be equipped with

analytics for the identification of any movement. The following cameras are installed at Wolmerton Depot:

2.1.4.25.4.1 License Plate Recognition (LPR)2.1.4.25.4.2 High Definition Static cameras.2.1.4.25.4.3 Perimeter PTZ cameras.2.1.4.25.4.4 Depot thermal PTZ cameras. 2.1.4.25.5 The server-, control- and equipment room needs to be upgraded.2.1.4.25.6 The camera recorders need to be upgraded.Page 19 of 43

2.1.4.25.7 Operational- and maintenance manuals need to be compiled for training purposes.

2.1.4.25.8 An access system for the depot must be implemented by using biometric readers that are connected to the Babylon system.

2.1.4.25.10 A standby UPS and diesel generator must be installed for the system as a standby facility when there is a power failure at the depot (Size of generator to be determined).

2.1.4.25.11 All new and existing cameras in workshop to be linked/merged to central control room system.

2.1.4.25.12 Install a telephone in the control room.2.1.4.25.13 Install alarm systems where necessary. 2.1.4.25.14 Install a public announcement (PA) system all around the depot’s perimeter

fence.2.1.4.25.15 Install a guard monitoring system in the depot (bloodhound or similar).

2.1.4.26 NEW SWING GATES AT THE DEPOT RAIL ENTRANCES:

Design and construct two (2) new swing gates at each rail line entrance to the depot. The following is required:

2.1.4.26.1 The security guards must be able to operate the gates (open or close) from inside the new guard/shunters house.

2.1.4.26.2 The swing gates must be three (3) meters high and BTC coils must be fitted on top of the gates. When the gates are closed no one must be able to enter/exit the depot underneath the gates. The gates must be cladded on the outside with a blue chromo deck sheet.

2.1.4.26.3 Light masts must be installed at these rail entrances to ensure good visibility at night for the security guards and camera system.

2.1.4.26.4 Security cameras must be installed at these train entry gates to display any movement within a thirty (30) meter radius inside and outside these gates.

2.1.4.26.5 A camera monitor must be installed inside the new security guardhouse where the security personnel can view any movement at the gates.

2.1.4.27 NEW GUARDS/SHUNTERS HOUSES AT THE TWO (2) RAIL ENTRANCES:

Design and construct a new guards/shunters house (maximum 3m x 3m) on the eastern and western rail entrances including all required services (power, water reticulation, ICT infrastructure, sewer, and all required service connections).

2.1.4.27.1 Each new guardhouse must be constructed inside the depot and must be a double story building. The ground level of the building must accommodate the following:

2.1.4.27.2 An ablution facility – one toilet and washbasin.

be bullet proof with one-way see-through glass. Window openings must be installed on the top side of the window.

2.1.4.27.4.2 A telephone must be installed that is linked to the control room.2.1.4.27.4.3 A counter top must be installed on the inside walls and provide four (4) chairs.2.1.4.27.5 The roof structure overhang must be extended to ward off the sun.2.1.4.27.6 All proposed furniture for all new offices to be provided in compliance with

PRASA furniture specifications. Furniture and space layout to be approved by PRASA before procurement.

2.1.4.27.7 Walkways leading to the new security guards houses must be paved. 2.1.4.27.8 Install security cameras inside the control room and at the entrance of each

guard’s house.

2.1.4.28 EXISTING DEPOT TARRED ROADS:

The following is required:2.1.4.28.1 All existing tarred roads inside the depot, older than three (3) years, need to be

refurbished. The road must be strong enough to cater for 20-ton heavy duty vehicles.

2.1.4.28.2 All roads to have speed humps to break speed of vehicles.2.1.4.28.3 Road signage (speed boards, warning signs for humps and level crossings) and

directional signage is required.

2.1.4.29 EXISTING TRAIN DRIVERS’ FACILITIES:

All the existing train operations facilities on the southern side of Wolmerton Depot need to be refurbished.

2.1.4.29.1 The refurbishment should cover the following items:2.1.4.29.2 Paintwork to all internal previously painted surfaces (steel surfaces, plastered

surfaces, floors, walls , window frames, door frames)2.1.4.29.3 Check and fix all doors that require attention including all ironmongery for doors

and windows to ensure that they can be closed properly and locked.2.1.4.29.4 Check and fix all sanitary ware including plumbing ware that requires attention

and ensure all in working order.2.1.4.29.5 Replace all cast iron sewer lines and related fittings and replace with new PVC

piping and fittings including re-connections to existing lines and fittings.2.1.4.29.6 Replace all water piping to ablution blocks and kitchenettes with new (refer to

PRASA Blue Print) 2.1.4.29.7 Check all existing floors and make provision for repairs.2.1.4.29.8 Check all existing HVAC system and ensure it is in working order to support the

administration building functions and that will include all extractor fans in existing ablution blocks.

2.1.4.29.9 Check existing roof for any leaks and do repairs including water drainage system, this will include down pipes, gutters, floor drains, clearing existing storm water drainage to ensure that all rain water and storm water are properly drained and disposed of to the municipal system.

2.1.4.29.10 Check all electrical fittings and ensure all are in working order to provide required illumination within these buildings for day and night work, repair where necessary and replace with energy saving lighting where required.

2.1.4.29.11 Check existing ICT, Telecoms, Wi-Fi, and security system (CCTV) and extend to all areas of the train operations buildings that are not covered and link to the existing systems and its monitoring.

2.1.4.29.12 Replace office furniture with new to comply with PRASA furniture specifications. Furniture and space layout to be approved by PRASA before procurement.

2.1.4.29.13 The rolling stock depot and staging yards must be ring-fenced from all the buildings on the southern side of the depot. The clear view fencing removed from the depot perimeter fence must be used for this ring fencing. Therefore, access to the rolling stock depot and staging yard can only be obtained through the new security buildings (paragraphs 4.1.4.21, 4.1.4.22 and 4.1.4.29)

2.1.4.29.14 The existing road on the eastern side of the depot must also be isolated from the rolling stock depot by using the removed clear view fencing. Two (2) swing gates must be installed in this fence at the rail crossing on the eastern side of the depot. These gates must be electrically operated from the new guards/shunters house on the eastern side of the depot.

2.1.4.29.15 Install a sliding gate with an electric gate motor at the road leading to the train wash plant. To operate the gate, biometric readers must be installed on both sides of the sliding gate.

2.1.4.29.16 Two (2) sliding gates with electrical motors must be installed at the road leading to the new material warehouse and road where new train coaches are delivered on the northern side of the depot. These two (2) gates must be electrically operated from the control room and therefore, cameras and an intercom system must be installed at these two (2) gates.

2.1.4.29.17 The existing electrical sub-station, material scrap yard and perway depot facilities on the southern side of the depot must be enclosed separately using the removed clear view fence. New sliding gates with electrical gate motors must be installed at each of these facilities.

2.1.4.29.18 Forty (40) carports must be constructed next to the road at the existing train drivers’ facilities. Cantilever structures with chroma deck roof sheeting. The parking facility must also be paved.

2.1.4.29.19 The existing "caged" carports must also be refurbished. All fences to be replaced with new steel mesh fencing and all gates and structures to be repaired and repainted.

2.1.4.30 NEW ENTRANCE/EXIT SECURITY BUILDING FOR EMPLOYEES/VISITORS ON THE SOUTHERN SIDE OF THE DEPOT:

Design and construct a new entrance security building for employees/visitors including all required services (power, water reticulation, ICT infrastructure, sewer, and all required service connections).

2.1.4.30.1 A new security building will manage employee/visitor movements at the depot. This security building must accommodate the following facilities:

2.1.4.30.2 An ablution facility – one toilet and washbasin.2.1.4.30.3 Provide a kitchenette facility equipped with a washbasin, water hydro boil,

microwave oven and mini-fridge.2.1.4.30.4 A cabinet with a counter top and three (3) chairs for employees.2.1.4.30.5 A water dispenser in waiting facility.2.1.4.30.6 A turnstile whereby employees/visitors will enter or exit the depot/parking facility. 2.1.4.30.7 Biometric readers will be installed on both sides of the turnstile.2.1.4.30.8 A telephone must be installed that is linked to the control room.2.1.4.30.9 A luggage scanner needs to be installed next to the turnstile.2.1.4.30.10 All proposed furniture for all new offices to be provided in compliance with

PRASA furniture specifications. Furniture and space layout to be approved by PRASA before procurement.

2.1.4.30.11 Undercover paved walkways leading from Wolmerton station gate at the depot to this security building at the footbridge must be provided.

2.1.4.30.12 Install security cameras inside the building and at the entrances of the security building.

2.1.4.31 NEW FOOTBRIDGE:

2.1.4.31.1 Design and construct a new steel footbridge at the depot that will run from the southern side of the depot to the northern side of the depot. The footbridge must have a roof structure.

2.1.4.31.2 This footbridge will commence at the new security building (described in paragraph 4.1.4.29) and will end at the training centre on the northern side of the depot. This will allow employees to walk from Wolmerton train station on the southern side of the depot to the northern side of the depot without crossing any rail lines and vehicle roads.

2.1.4.31.3 This footbridge will accommodate three (3) side staircases to allow employees to enter various working sheds along the footbridge and will be connected to both the new administration building and the training building.

2.1.4.31.4 The design team must try to reuse the existing footbridge over the new test rail line in the mentioned new footbridge.

2.1.4.32 NEW AND EXISTING ROLLING STOCK STAGING YARDS:

2.1.4.32.1 The final design for the staging yards in the depot must make provision for one hundred and twenty four (124) train sets, each train set consisting of six (6) coaches, as well for sixty two (62) train sets, each train set consisting of twelve (12) coaches.

2.1.4.32.2 An automatic signalling system WILL NOT BE INSTALLED AT THE ROLLING STOCK DEPOT. A control room must be constructed to in future accommodate an automatic signalling system.

2.1.4.32.3 An automatic signalling system WILL NOT BE INSTALLED AT THE ROLLING STOCK DEPOT.

2.1.4.32.4 The test rail line remains unchanged. Upgrade water and storm water facilities at the test line area. All other perway lines to be upgraded inside the depot as follows:

2.1.4.32.4.1 Order only 5 km of 48 kg rails for replacement of existing rail lines where needed.

2.1.4.32.4.2 Replace all wooden sleepers. Therefore you have to order 77 000 (P2) concrete sleepers and the spacing between these sleepers must be 650mm.

2.1.4.32.4.3 Order 31 000 m³ ballast for this project. Only 30 turnouts of 87 need replacement (Type: 1:9 Secant on concrete sleepers).

2.1.4.32.4.4 The electric OHTE contact wire must remain as is. 2.1.4.32.4.5 Paint all electrical masts and replace cracked or damaged electrical mast

foundations. 2.1.4.32.4.6 Ensure all rail earthing is properly done. 2.1.4.32.4.7 Refurbish the fire protection, high mast lighting and storm water systems

inside the staging yards. 2.1.4.32.4.8 Formation work is not necessary in the existing staging yard. 2.1.4.32.5 Design and construct new additional staging yard/yards to accommodate 6-coach

2.1.4.32.6 Forty-eight kilogram (48 kg) rail and turnouts to be used.2.1.4.32.7 Install water points between the rail lines for the use of the train cleaning

personnel.2.1.4.32.8 Install paved walkways between the rail lines for the use of train cleaning

personnel, shunters and train drivers.2.1.4.32.9 Install brick staircases between train sets for train drivers/train cleaning personnel

to use for entering the train cab.2.1.4.32.10 Each of the two (2) rail lines entering the depot on the western and eastern

side of the depot need to be extended to accommodate a twelve (12) coach set between the swing gates and where the rail line splits from the main rail line.

2.1.4.32.11 Install security cameras (static- and PTZ cameras) between each rail line covering the length of each line.

2.1.4.32.12 Install high light masts in the staging yards to allow for work in the day and at night as well as for camera visibility at night.

2.1.4.32.13 Design and deploy a Wi-Fi MESH System covering all areas of the staging yards to provide connectivity for trains as well as personnel. The Wi-Fi solution must also cover rail lines outside the various running and lifting sheds for up to 250m.

2.1.4.33 NEW SHED FOR INTENSIVE TRAIN CLEANING:

2.1.4.33.1 Two (2) rail lines in the train-staging yard must be identified where trains can easily be scheduled for intensive cleaning under one roof structure. Each rail line must accommodate one (1) trainset (12 car) and the two (2) rail lines must have three (3) platforms at train floor height. Forty eight (48) cleaning personnel (2 x 24 per shift) will clean the train sets per day. Provision must be made for the following:

2.1.4.33.2 Four (4) water points on the length of each platform.2.1.4.33.3 Four (4) manholes on the length of each platform where dirty water can be

discarded. These manholes must be linked to the effluent plant.2.1.4.33.4 Four (4) movable platforms for personnel to stand on and to wash the window

screens and noses of the train.2.1.4.33.5 Lockable storage facility nearby for storing washing and cleaning materials.2.1.4.33.6 Separate changing rooms, lockers forty eight (48), toilets and shower facilities for

men and women.2.1.4.33.7 Kitchenette facility equipped with a washbasin, water hydro boil, microwave oven

and fridge.2.1.4.33.8 Security cameras inside and outside the shed to cover entire length of the train

and platforms.2.1.4.33.9 Sufficient lighting inside the shed for work during the day and at night.2.1.4.33.10 OHTE lines so that the trains can move with their own power.

2.1.4.34 NEW DEPOT TRAIN OPERATIONS AND PROTECTION BUILDING:

2.1.4.34.1 Design and construct a new two (2) level train operations buildings at the train staging yards including all required services (power, water reticulation, ICT infrastructure, sewer, and all required services connections), road access and parking facilities for three (3) official vehicles.

2.1.4.34.2 The new two (2) level train operations building must be constructed in the middle of the four (4) train staging yards that will accommodate the following facilities:

2.1.4.34.3 The upper level will accommodate the new train control room with three (3) offices. The control room must be equipped with the necessary equipment to allow the train operations offices to manage the shunting of the trainsets inside the depot.

2.1.4.34.4 Telephones must be installed in the building.2.1.4.34.5 One (1) strong room with shelves.2.1.4.34.6 The ground floor will accommodate the following facilities:Page 25 of 43

2.1.4.34.9 Install security cameras inside and outside the building.

2.1.4.35 AUTOMATIC VEHICLE INSPECTION (AVI) BUILDING:

2.1.4.35.1 Design and construct a new automatic vehicle inspection (AVI) building including all required services (power, ICT infrastructure, and all required services connections). Automatic  inspection is usually done via an instrumented tunnel with trains usually passing at depot speed (5-10 km/h) without stopping

2.1.4.35.2 The new AVI building must be constructed and equipped with all the measuring equipment necessary for the new train sets. All the new trainsets will be scheduled to go through this building for measurements on a weekly basis.

2.1.4.35.3 This measuring system must also be linked to the offices of the engineering department in the administration building.

2.1.4.35.4 Automated measurements are provided to a target measurement accuracy +/- mm associated with a measurement confidence level, Vehicle ID, asset-ID, component identification, component position in vehicle. Multiple measurements are usually acceptable to achieve the required accuracy.

2.1.4.35.5 Typical functions are automated measurement of pantograph strips, wheels, brake pads as well as fleet integrity check monitoring.

2.1.4.35.6 Install security cameras in- and outside the building.2.1.4.35.7 DATA RETENTION: The proposed AVI solution must retain data for a period of

up to 5 years.2.1.4.35.8 DATA ARCHIVING: The system shall support data archiving2.1.4.35.9 DATA SHARING: The system shall support open data interfaces such as XML in

order to make data available for utilisation in other systems such as SAP Plant Maintenance and PRASA’s Big Data Analytics platform via an ESB. The interface shall be an open standard and a data dictionary shall be provided explaining the various data fields as well as its interpretation of values, including the rules, formulas and logic in calculating the values.

2.1.4.36 EXISTING DEPOT SERVICES:

2.1.4.36.1 All existing services inside Wolmerton Depot (e.g. electrical, mechanical, power, water, sewer, drainage, access roads and earthworks, ICT, telecoms, etc.) must be upgraded/refurbished/replaced to ensure the smooth operation of the depot.

2.1.4.36.2 Install a weigh scale under a roof structure in the scrap yard/store area. (Max 2 ton)

2.1.4.36.3 The existing back-up water system at the depot must be connected to all the facilities at the depot. New back-up water system may be required at the southern side while additional back up water capacity may be required at the norther side.

2.1.4.37 EXISTING BIG OPEN CULVERTS:

2.1.4.37.1 The existing two open culverts on the depot perimeter fence line allow for a large storm water stream running from the southern side of the depot to the northern side of the depot. These open culverts are a very big risk for the depot because they allow for illegal access to the depot and the following is required:

2.1.4.37.2 The open area in between these two culverts must be closed off with the same culvert concrete structure designs to prevent any illegal access to the depot.

2.1.4.37.3 Ensure that this culvert is strong enough to accommodate new rail lines.2.1.4.37.4 The steel grid of the existing culvert on the south-eastern side of the depot needs

to be upgraded.

2.1.4.38 EXISTING DEPOT COMPRESSED AIR SYSTEM:

2.1.4.38.1 The existing depot compressed air system at the depot needs to be upgraded.2.1.4.38.2 Design, manufacture, supply, deliver, install, test, commission and complete

handover of all new plant, equipment and all materials necessary for compressed air system to deliver a constant air pressure of 10 BAR . Contractor to make provision for servicing of existing air compressors and compressor tanks. The price must include connection of the new system to the existing system and all necessary tests and re-commissioning. Compressed air systems (either new or refurbished or serviced) are required in the following areas:

2.1.4.38.3 Existing and new running sheds.2.1.4.38.4 Existing and new lifting sheds and component workshops.

2.1.4.39 NEW MOBILE TRAIN NOSE ACCESS PLATFORM:

2.1.4.39.1 This mobile platform is for windscreen and train nose maintenance. The platform is to comply with requirements as stipulated in the attached technical requirements (Mobile Nose End Working Platform).

2.1.4.39.2 Although the technical requirements provided were intended for other PRASA depots, it is to be noted that the contractor is to design, manufacture and supply seven (7) mobile train nose access platforms at Wolmerton Depot that meet the requirements stipulated.

2.1.4.40 NEW HAND RAILS:

2.1.4.40.1 The contractor is to install galvanized and painted handrails on each side of all access platforms. The handrails are to span the entire length of the platforms concerned. The hand rails shall have a 1.5m high horizontal hand rail and a 0.75m high rail.

2.1.4.40.2 The handrails shall be easily and quickly removed and easily and quickly, re-installable. The handrails shall be installed in sections that can be easily lifted by one person.

2.1.4.40.3 The anchors are to be designed so that there is no allowance for swaying or any deviation from upright position of any section of handrail.

2.1.4.40.4 In certain areas, the handrail design will need to be different to accommodate the position of train equipment. Larger open areas may be required with no obstructions.

2.1.4.41 EXISTING SECURITY AND ACCESS SYSTEMS REQUIREMENTS:

2.1.4.41.1 The CCTV security system and access control systems must be integrated with the depot’s and PRASA’s current security and CCTV system/s at Wolmerton.

2.1.4.41.2 The turnkey contractor is to ensure that all equipment provided can be linked to other external PRASA control rooms (outside of Wolmerton).

2.1.4.41.3 The turnkey contractor is to ensure that the CCTV cameras will operate during day and night and ensure that the lighting supplied and installed supports the CCTV monitoring.

2.1.4.41.4 Biometric readers must be installed in various security rooms, i.e. security control room, material storerooms, Perway depot on southern side of depot and places as described in this document.

2.1.4.41.5 A signing on and off system must be installed for Section Managers, Train Drivers and Metro Guards as well as Yard Personnel (i.e. Yard Masters, Yard Foremen and Yard Officials) in the train drivers personnel office. (See picture 4.1.4.40.5)

2.1.4.43 FIRE DETECTION AND SUPPRESSION SYSTEMS:

2.1.4.43.1 The contractor to review all existing and new buildings according to applicable SANS standards and make provision for adequate and safe fire detection and suppression/protection (green type) systems including connections to the main fire detection system.

2.1.4.43.2 The fire suppression/protection must conform to the latest “green type” standards.

2.1.4.43.3 A fire suppression agent such as FM200 or Novec 1230 (Both are safe for humans and equipment) gas shall be used in areas where electronic equipment is located, for instance in the control rooms as well as equipment rooms and server rooms. Water or powder based systems shall not be used in these areas.

2.1.4.44 SPECIAL TOOLS:

2.1.4.45.2 Scrap metal removed from the works is to be disposed to a suitable and compliant disposal site and any income generated from such to be paid to PRASA. This will be done in liaison with PRASA Project manager and Local Asset Controller.

2.1.4.46 PROVISION OF TWO (2) CONTAINERS FOR OFFICE ACCOMMODATION FOR PRASA.

2.1.4.46.1 One container to have four desks and four chairs with four lockable cabinets with air-conditioning and adequate electrical plug points and lights and windows.

2.1.4.46.2 The second container to be provided must contain a boardroom table and chairs for eight people with adequate plug points, lights, windows and air conditioner.

2.1.4.47 DEPOT LIGHTING

2.1.4.47.1 Floodlights or high mast lights must be designed and installed throughout the entire Wolmerton depot to ensure that lighting to 500-lux level is provided for night-time working and to ensure all CCTV cameras operate optimally.

2.1.4.48 DEPOT SIGNAGE

2.1.4.48.1 Designs must include directional, safety and hazards, disclaimer, depot and building name boards and universal access signage. All signage to be as per the PRASA Norms, Guidelines and Standards provided to all Bidders.

2.1.4.48.2 All signage to be installed as per designs.2.1.4.48.3 The two depot name boards at the two depot entrances must be D1.1 pylon

signs, naming double sided and illuminated.

WOLMERTON ROLLING STOCK DEPOT: UPGRADE - PHASE 3PROPOSED PRASA AMENDMENTS

3.1.2 2.1.4.2.13 - Install a 1-ton monorail crane dedicated for each of the six bays. The shed roof structure must be strong enough to accommodate these mono cranes.

PRASA amendment:The specification was shared with GIBELA, as the end user of the facilities. During a later meeting with GIBELA it was realised that it is not necessary to install 1-ton monorail cranes on the western side (so-called “swimming pool” areas) of the new rolling stock maintenance-running shed. The main reason for this is that it will not be safe enough for technicians to work on the train roof structure in this area of the shed. Therefore,

1-ton monorail cranes will ONLY be installed on each of the three (3) bays on the eastern side of the new shed (so-called platform areas).The project team did not want bidders to price for six (6) cranes when only three (3) are required.
