MASTER OF SCIENCE IN ACCOUNTINGMSA Objectives and Assessment Measures

The MSA programs prepare students for careers in public practice accounting. They also provide a good avenue for students to acquire the 150 credit hours necessary to take the CPA exam in the state of Texas.

OBJECTIVES: The Area of Accounting has identified four learning objectives which are applied to both the bachelors and masters programs. MSA student are expected to perform at a much higher level than are BBA students for each of these learning objectives.

Technical expertise Technology skills Communication skills Critical thinking

Following is a table for each learning objective. Each table contains the skills associated with the respective learning objective and defines how those skills will be demonstrated by both BBA and MSA students in our programs.

Program Objectives: Technical ExpertiseSkill MSA

Use the vocabulary of business properly Recognize, understand, and properly use business, accounting, and tax terms.

Identify recordable transactions Differentiate between recordable events and non-recordable events (e.g., placing a purchase order vis-à-vis purchasing).

Understand business processes Understand and explain the economic phenomena and human processes that underlie common business transactions, and recognize the impact of different choices on cash flows, financial statements, and tax filings.

Design and implement appropriate controls

Analyze accounting control systems, identify weaknesses and vulnerabilities, and recommend cost-efficient improvements.

Choose and apply appropriate  principles for recording transactions

Choose properly among competing US GAAP and/or tax treatments for a transaction (e.g., the accrual method vis-à-vis the installment method vis-à-vis the cost recovery method for installment contracts). Find and apply proper US GAAP and/or tax principles applicable to complex and uncertain transactions.

Generalize and transfer information (principles)

Recognize differences in application of principles across different reporting systems (e.g., for-profit vs. not-for-profit entities, and tax vs. book financial statements), and understand commonalities across the different frameworks applicable in each.

Prepare appropriate financial and/or tax statements with accompanying disclosures

Prepare complex financial statements for corporate entities; prepare tax returns for individuals and all types of business entities.

Use financial and/or tax statements to support financial and/or tax decisions

Use the data in financial statements and/or tax returns to make or recommend economic decisions for a business or client.

Plan transactions Design future transactions to accomplish economic, accounting, and tax objectives.

Masters Programs – Key Assessments

The learning objective skills and their respective levels of performance for the MSA program as reflected in the above tables was finalized by the Area late in the Fall 2007 semester.  Our next step will be to identify multiple assessment techniques and measurement opportunities.  While the Area has identified some key assessment methods and opportunities, we recognize that we have more work to do in this area in the future. We are starting off by trying to effectively measure and use the resulting measurements for some of the identified skills in each program.  Each year we plan to increase the amount of skills assessed and measurements taken.   To date, we have identified the following assessment possibilities:

Technical expertiseAt the MSA level, students prepare C Corp and S Corp tax returns in the corporate tax course which is a required course for all MSA students.

At the MSA level, we began requiring, in Fall 2007, a course designed to prepare our students for the CPA examination and entrance into the accounting profession.  In this course, all areas of accounting are reviewed and tested including auditing, tax systems, financial and cost/managerial.  Business law and business and economic concepts are also covered.  Students must search databases including FARS, Lexus-Nexus and the AICPA databases.  Students must also complete writing assignments in which they must address an accounting issue in a well-written, brief and concise manner.

Technology skills. [3][3] Assumptions are hypotheses, suppositions, conjectures, assertions, presumptions, beliefs, or premises that are taken for granted or that lie behind an argument. Assumptions are made because of uncertainties; the “truth” cannot be known or proven. Some assumptions are better than others. Better assumptions are more reasonable, logical, comprehensive, plausible, likely, rational, impartial, objective, justified, credible, and/or believable.

Rawls College of Business 2003-2008 Graduate Program Review Revision of April 27, 2007 Texas Tech University E: Assessment Reports 171

Key assessments are still being identified for Technology skills at the Masters level.

Communication skills.  At the MSA level, in our new graduate auditing course, we are utilizing a writing expert from the English department on campus to help evaluate student assignments.  The students are receiving feedback as the semester progresses.  Through this process of assessment and feedback, significant improvement has been noted in general over the semester.  This assessment addresses the students’ ability to prepare basic written reports that are clear and concise as well as their ability to prepare more complex written reports in which they communicate complex issues well.

At the MSA level, we plan to begin video recording a sample of student presentations in multiple MSA courses.  These presentations will be reviewed by a faculty committee.  The committee will then report to the faculty so that areas of concern may be addressed. We will begin this process in Fall 2008.

Critical thinking skills.  At the MSA level, critical thinking skills are being assessed throughout the coursework.  Students are regularly presented with assignments which contain some ambiguity and do not have one “right” answer.  Students instead are asked to make a recommendation appropriate to the circumstances and backup that recommendation

B. Old Program Objectives:

The overall objective of the MBA program is to prepare students for successful careers as leaders, managers, executives, and innovators in their chosen professional field. This involves teaching, and otherwise instilling in students the following:

OBJ Objectives: Reported Summary Assessment

A. The capacity to perform effectively in groups.

V.C Consistently strong performance.

B. Enhanced analytical skills for applying policies to business.

V.C Improvement needed in some topical areas.

C. Sensitivity to and awareness of ethical issues in business.

V.E Factor needs attention. Inconsistently lower than the standard.

D. International and cross-cultural awareness of practices and environments.

V.E Factor needs attention.

E. An advanced level of skills and knowledge in core business fields, and in a specialty area.

V.C Improvement needed in some topic areas: writing, computer, operations, and technology areas.

C. Program Support of College Mission

The MBA program is crucial to the success of the mission of the college. The quality of this program is exposed to the national media of many types. The ranking of this program has a major impact on the national prominence of the college. MBA students impact the marketplace through their placement and their subsequent success as leaders in business. Further, this program has more potential (than BBAs) for providing leadership to the global marketplace. This program is an important vehicle for enacting partnerships and alliances with other Texas Tech colleges and departments.

D. Program Support of University Mission

The Rawls College of Business supports the Texas Tech University mission by providing an MBA program that helps recruit quality students. Texas Tech would have less claim to being a comprehensive university in the absence of an MBA program. The MBA program helps recruit students in other departments and colleges. The MBA program enrolls approximately 15% of all masters degree students of Texas Tech University. Further, for 2007-08 year approximately, 18% of the masters degrees granted at TTU were MBAs. This is significant to accomplishing the mission of the university.

Rawls College of Business 2003-2008 Graduate Program Review Revision of April 27, 2007Texas Tech University E: Assessment Reports 205

II. Recruiting, Admissions, and Financial Aid

A. RecruitingRecruiting activities included:

Representatives from the Rawls Graduate Services Center attended Graduate & Professional Fairs at nineteen Texas and New Mexico universities, as well as two events on the Texas Tech campus. Graduate School representatives distributed MBA material at fairs at sixteen additional campuses. Personalized correspondence was sent to all contacts following the fairs.

Our MBA Advisor attended the Austin chapter of NSHMBA (National Society of Hispanic MBAs) “MBA Expo” and visited with prospective Hispanic students.

One of our current students in the joint JD/MBA program attended the MBA Boot Camp hosted by the Rio Grande Valley Chapter of the National Society of Hispanic MBAs (NSHMBA). This provided the opportunity to discuss minority recruiting strategies and issues, and well as to visit with prospective minority students.

One of the academic advisors from the Graduate Services Center attended the Golden Key International Honour Society Conference. She had the opportunity to network with numerous other institutions and hundreds of prospective students.

One of our MBA Alumni represented us at the QS World MBA Tour in Houston, TX. He had the opportunity to visit with prospective students.

Our director attended the Rawls College of Business Scholarship Breakfast. This provided the opportunity to share graduate opportunities to former BBA graduates.

One-to-two day ads were published in the university newspapers of 24 Texas and New Mexico universities. Ads were placed in numerous Texas Tech publications, such as the Daily Toreador (school newspaper), the Texas Techsan (bi-monthly alumni magazine), The Word (The Texas Tech Student’s Guide), The Raider Reader (A Primer on Texas Tech University), Raider Life and the TTU Parent’s Guide, as well as the Lubbock Avalanche Journal (the city newspaper). See Appendix B for detailed list.

Display ads were printed in several international publications. Two of them, titled Hispanic MBA Students’ Guide and Black MBA Students’ Guide were directed toward minority recruitment. Two are printed and disseminated in their homeland, the Canadian Student Magazine and the Turkish Student Magazine. Ads were also published in the several editions of Beta Gamma Sigma International Exchange-A Marketplace of Ideas for BGS Members Around the World.

Display ads were published in the Fort Worth Star Telegram and the Dallas Morning News, aimed directly on our executive-style programs.

Imprinted items were given away at recruiting events. These included scotch mints with a double-T and “MBA” on the wrapper, and lanyards with “Texas Tech University//Rawls MBA” imprinted.

The MBA program was represented at various campus events involving the School of Law, School of Medicine and College of Architecture.

Approximately 50 application packets and brochures were distributed each month to prospective students, some in person and some by postal mail.

Follow-up e-mails and phone calls were made to students who applied for admission, and again to those who were admitted.

Last fall, spring and summer approximately 11,000 letters were sent to TTU juniors and seniors with a competitive GPA, inviting them to consider graduate study in the Rawls College of Business.

Letters were sent to approximately 150 new Law Students informing them of the joint JD/MBA program and inviting them to participate.

Rawls College of Business 2003-2008 Graduate Program Review Revision of April 27, 2007Texas Tech University E: Assessment Reports 208

Letters were sent to approximately 1,000 students throughout AZ, CO, IN, IA, KS, LA, MO, NB, NM, OK, TX & UT who have competitive GMAT scores and undergraduate grade point averages, inviting them to consider graduate study in the Rawls College of Business.

Approximately 10,000 letters were sent to new members of the Honor Society of Beta Gamma Sigma, encouraging them to consider graduate study at Texas Tech University.

B. Admissions

The MBA Program Coordinator and the staff of the MBA office administer admissions for the program. The Masters Programs Committee provides input into the overall policy regarding admissions, oversees the standards for admission, and determines evaluations leading to the rejection decision. Summary admissions data for the regular MBA program are presented in Table II-A and for joint, dual and executive programs in Table II-B.

C. Rawls Scholars versus Part-Time Flexible Status in the ProgramOne initiative taken was to designate those students who are required to enroll full-time as “Rawls Scholars” for the records. These are students awarded the Rawls Scholarships and required to enroll in the Rawls Scholars cohort. All students categorized as “Rawls Scholars” must maintain their enrollment at or above 11 hours each long semester—they cannot withdraw from courses to below 11 hours. Those students who may enroll for more or less hours from semester to semester and withdraw from courses as they please are categorized as “Part Time Flexible” students in the records. The classification approach started Fall 2003. Data on these students for Spring 2008 is as follows:
