    -n a number of seats in the Lo/ Sabha and the Cidhan Sabha, the candidates can onl$ be fromeither one of the scheduled castes or scheduled tribes. !he number of these reserved seats is

    meant to be appro1imatel$ in proportion to the number of people from scheduled castes or

    scheduled tribes in each state. !here are currentl$ : seats reserved for the scheduled castes and>8 reserved for the scheduled tribes in the Lo/ Sabha.

    !he number of candidates contestin2 each election steadil$ increased. -n the 2eneral election of8:;9 the avera2e number of candidates in each constituenc$ as ?.E b$ 8::8 it had risen to

    !he impact of such measures as quite considerable at the elections hich ere subsequentl$

    campai2ns durin2 elections. !he total free time allocated e1tends over 899 hours on the state
