fail to recognize that their co-religioni st s in Germany must be helped

now,

Hoover , by ::&dministrative interpretation, in effect

instructed the consuls to block imwi Kration, so now President

Roosevelt could, by rel axing further the r equireu.ents in the

case of refugees , make easier the admission of a few thousand

additional Gerw~ns a year .

In this matter , as you of cou~se know, it i s the

President alone ,•,ho can get the thing done , and he only if

The eltuetion which Mr. Vlarburg hes asked me to take up with you ia ee rollows: The present immigration quota rrom Germany is, I believe, 25,000. This quote has never been availed or and immigration haa in the recent paet been limited to about 2,500. Because or conditions in Germany with which you are t'emiliar end which appear to be getting woree continually, it 1e imperathe that the opportunity ror immigration be given to as many or the persecuted Jewish citizens or that country as is possible .

The type or immigration .rrom Germany ill or the higheet . I have met many or those who have come over here in recent months and they have impressed me ee vary much the type or men like my .rather , Carl Schurz, and other Germane who came over here in the deya or 1848 end wbo later were among our best citizens. Ur. Warburg and those associated with him in caring tor the untortunata rerugeea are very desirous or having the very stringent regulations with regard to the immigration quota rrom Germany liberalized to some extent by the State Department. They would greatly appreciate it it' you would ask the Secretary or State to make certain that our diplomatic and consular representatives show sympathetic interest in permitting immigration or German Jews into this country , providing , or course , they t'ulrill the immigration requirements in every particular. They ask that the immigration quota or German Jews to thie country be increased rrom 2,500 to 5 ,000. This, or oourse, is almost a negligible nwaber.

As I have said , because ot conditions the type of immigration is different from that I have known for many years. They are men and women of the highest character and many of them have attained positions of great distinc-tion in their own country. I therefore can very strongly endorse the request of Commissioner W.cDonald and Mr. Warburg. The matter is of such importance that I feel justified in taking it up directly with you. I hope that it will receive your personal consideration and favorable action.
