P rime Minister Narendra Modi on Tuesday slammed “politics” over the availability of anti-coronavirus vaccine while asking States to work out “block-level plan” for speedy distribution of the vaccine as and when it is available in the country. The PM held a review meeting with eight worst Covid-19 affected States after new surge in cases. Addressing Chief Ministers, Modi asked them to send a detailed plan to the Centre on how much cold-stor- age needed for the anti-Covid- 19 vaccine. Modi said he cannot say when the vaccine would be available and sought that it should not be “politicised”. “Stop politics over vac- cine…its delivery is at hands of the scientists,” he was quoted as saying in the CMs’ meet. The PM, however, made it clear in the meeting that the timeline and the cost of vaccine has not yet been finalised. Modi repeatedly warned against showing “carelessness” which he said caused spike in numbers. He asked States to bring down coronavirus posi- tivity to four per cent. The meeting took place in view of a surge in the number of cases due to onset of winter, festival seasons, and casual approach in the public. The interaction was two- phased — first with the worst- affected States and second with all States on laying out a plan for the smooth distribution of the vaccines. West Bengal Chief Minister Mamata Banerjee, Maharashtra CM Uddhav Thackeray, Gujarat CM Vijay Rupani, Rajasthan CM Ashok Gehlot, Chhattisgarh CM Bhupesh Baghel and Delhi CM Arvind Kejriwal were among those present at the meeting, held via video conference. Punjab CM Amrinder Singh skipped the video con- ference meet. Names of Farooq Abdullah and Omar Abdullah figured on top of the list. “Farooq Abdullah and his son Omar Abdullah had ille- gally occupied State land mea- suring 7 Kanals and 7 Marlas under Khasra No 4,5,6 in vil- lage Sunjwan of Bahu Tehsil in Jammu district,” the list said. A residential house has been con- structed there, it added. A fter the India Meteorological Department (IMD) predicted that cyclone Nivar may cross Tamil Nadu-Puducherry coasts Karaikal and Mamallapuram as a very severe cyclonic storm in the late evening on November 25, public holiday has been declared in Tamil Nadu on Wednesday while authorities in Puducherry clamped pro- hibitory orders (section 144) till Thursday 6 am. According to IMD’s direc- tor general Mrutyunjay Mohapatra, Nivar is likely to make landfall between 8 pm and 12am. The wind will blow at 120-130 km per hour with gusting up to 145 kph. State Cabinet Minister and Government spokesperson Siddharth Nath Singh said the Cabinet has given its approval to prevent unlawful religious conversions in the name of marriage. The Cabinet meeting was held on Tuesday under the chairmanship of Chief Minister Yogi Adityanath. According to the new law the inter faith couple will have to give notice of two months before the marriage and District Magistrate (DM) per- mission is required for the marriage. “Inter religion marriage without permission will attract jail from 6 months to 3 years and a minimum cash fine of 10,000,” the spokesman said. Concealing the original name and religion before mar- riage will attract 10 years of imprisonment. The new law said any vio- lation of the law or conversion will attract one to 5 years of jail and minimum fine of 15,000. In case of minor or SC/ST girl, the punishment will be between 3 and 10 years and minimum fine of 25,000. Mass conversation will attract 3 to 10 years jail with a mini- mum fine of 50,000, the Government spokesman said. A mid a row over “love jehad”, the Allahabad High Court has ruled that the right to choose a life partner “irre- spective of religion” is intrinsic to the right to life and person- al liberty. The bench contradicted a high court judgment in September and another in 2014 against marriages performed after alleged conversions, say- ing that the two rulings were not good in law. Justices Pankaj Naqvi and Vivek Agarwal made the obser- vations while quashing an FIR lodged by a man against his daughter's husband, whom she married after conversion to Islam. “Interference in a per- sonal relationship would con- stitute a serious encroachment into the right to freedom of choice of the two individuals,” they said. The ruling comes amid plans by UP and some other States to enact laws to curb alleged conversions in the guise of marriage, which BJP leaders call “love jehad”. While allowing the writ petition by Salamat Ansari and Priyanka Kharwar, alias Alia, of Kushinagar, the judges cited Article 21 of the Constitution on personal liberty. “To disregard the choice of a person who is of the age of majority would not only be antithetic to the freedom of choice of a grown up individ- ual but would also be a threat to the concept of unity in diversity,” they said. “We do not see Priyanka Kharwar and Salamat as Hindu and Muslim, rather as two grown up individuals who out of their own free will and choice are living together peacefully and happily for over a year,” the bench said. Ansari and Priyanka Kharwar, alias Alia, had had sought quashing of an FIR lodged on August 25, 2019 under several sections of the IPC, including illegal confine- ment and inducing a minor into sex. The FIR had also invoked the POCSO Act. The petitioners argued that they are adults and competent to choose a person of their choice as their partner. The counsel for the woman’s father argued reli- gious conversion only for sake of marriage is prohibited and such marriage has no sanctity in law. C hief Minister Shivraj Singh Chouhan has said that Corona vaccine is likely to arrive soon. Speedy work is going on in this direction. The State Government has also ensured arrangements in this regard in Madhya Pradesh. Chouhan said that the arrival of the vaccine will not solve the problem completely. The vaccine has not yet come, so there should be no laxity at any stage. Chief Minister Chouhan appealed to the gen- eral public to continue follow- ing precautions like use of masks, keeping two yards dis- tance and washing hands repeatedly with soap. Chouhan also urged vol- untary organizations to coun- sel people on use of masks. Chief Minister Chouhan said that he himself keeps advising people to use masks wherever he goes, and distributes masks to them. All this has to be done unitedly. There is safety in cau- tion. Four organizations of sur-vivors of the Bhopal gas dis-

aster demanded that UnionCarbide and its owner DowChemical pay additional com-pensation for the long terminjuries caused to the gasexposed people as evidenced inthe ongoing Covid-19Pandemic.

The organizations pre-sented official records whichshowed that Covid-19 deathrate in the gas exposed popu-lation is 6.5 times more thanthat of the non gas exposedpopulation of the Bhopal dis-trict.

“The Pandemic has

exposed the official lie that 93%of those exposed to UnionCarbide’s poisonous gases hadonly temporary injuries”, saidRashida Bee, President of theBhopal Gas Peedit MahilaStationery Karmchari Sangh.

Jehangirabad police have nabbed a 30-year-old man for sexuallyassaulting and exploiting a 25-year-old girl for the past four years

on the promise of marriage at Barkhedi area.According to the police,the victim was sexually assaulted by the accused Gaurav Dande forthe past four years and during the period assured her of marriageand continued to sexually exploit her.

Based on the complaint, the police have registered a case undersections 376 and 506 of the IPC.The victim came into contact withthe accused as the two lived in same area and later he took victimto his friend’s room and sexually assaulted her and assured her ofmarriage. The accused continued to sexually exploit her for past fouryears and when the victim pressurised her of marriage, the accusedescaped with excuses and threatened her of life and recently hismarriage was fixed with some other girl and when victim came toknow he opposed but accused abused her and refused to marry.

Police said that the victimgirl was blackmailed by theaccused identified as Turup SaiKumar (27) of Ranga ReddyTelangana was nabbed by cybercell Bhopal who hacked gmailaccount of the victim and laterposted obscene photographsand videos by creating fakeInstagram profile. The police said that the deceased Laxman Singh was foundhanging with the ceiling and declared dead when rushed to anearby hospital.

Reiterating that the existing system of man-dis and Minimum Support Price (MSP) will

The Congress on Tuesdaycondemned the proposal of

the Reserve Bank of India’s(RBIs) Internal Working Group(IWG) recommending theentry of business houses intothe banking sector, saying it hasthe “fingerprints of ModiGovernment written all over it”.The party called upon all thepeople of India and all politi-cal parties and trade unions tojoin in resolutely opposing theretrograde idea of allowingcorporates and business hous-es to enter the banking sectorand set up banks.

Former Finance minister PChidambaram said the pro-posal, along with some otherrecommendations by the IWG,is part of a deeper game plan tocontrol the banking industry bythe NDA Government at theCentre. If implemented, theproposal will “completelyreverse the enormous gainsmade in the last 50 years ofretrieving the banking sectorfrom the clutches of businesshouses”, Chidambaram noted.

This isanother example of the Modigovernment pandering to theaggrandizement and acquisi-tive ambitions of the businesshouses of India. If the propos-al goes through, it is no secretwhich politically connectedbusiness houses will get thefirst licences and increase theirmonopolistic power,”Chidambaram said.

Last year, the IndianCouncil of AgriculturalResearch (ICAR) throughintense research had worked onimprovement of the quality ofthe linseed oil to make it fit forhuman consumption in bothpure as well as blended form.

Linseed oil was otherwisemore suitable for industrialapplication and not as a cook-ing oil because of high contentof alpha-linolenic acid.

However, ICAR found asolution to improve the quali-ty and shelf life of linseed oil bylowering its linolenic acid con-tent, thus making it suitable forcooking.

“The ICAR tested genotypevariety of seed (TL99), whichhas less than 5 per centlinolenic acid, during last year.It also got good results from theexperiment of blending linseedoil with other edible oils toenhance shelf life of the oil,” theresearch body said in its latestreport.

It found that “cold pressedlinseed oil’ can be used inpreparation of several fooditems like banana chips, papad,pakoda,puri and bhaji,” it said.

ICAR also found thatproducts prepared from ‘blend-ed oil’ were acceptable in termsof taste, quality and shelf life.“Hence, linseed oil is nowalmost ready to join the groupof edible oil in both pure as wellas blended form,” it added.

The FSSAI notification willallow bottled vegetable oils tobe blended with omega-3 fattyacids and unsaturated fats richlinseed and Chia oil.

The Central Bureau ofInvestigation (CBI) on

Tuesday arrested an accused,Arum Pal, in an on-goinginvestigation into a case relat-ing to a missing girl who hasalso been found now.

The CBI had registered acase on January 1 against anaccused and others in compli-ance of the orders of HighCourt of Madhya Pradesh,Gwalior Bench and taken overthe investigation.

It was alleged that the com-plainant (father of the missinggirl) had informed that hisminor daughter was taken awayon motor cycle by the saidaccused and another person,

both residents of village Dhuta,of Jalaun (Uttar Pradesh) andwhen he chased the motorcycle, he was threatened, theCBI said in a statement.

The local police had arrest-ed a friend of accused, whosebike was allegedly used in theincident. After thorough inves-tigation including search ofbank accounts in several banks,

the accused was traced atRajpura in Punjab, the CBIsaid.

“There is a big loot by lab-oratories and they are mintingmoney to the tune of crores andcrores of rupees. The margin ofprofit is so high as it is as highas 1,400 per cent in AndhraPradesh and 1,200 per cent inDelhi,” said the petition filed byadvocate Ajay Agrawal.

It claimed that the RT-PCRkits are presently available forless than rupees 200 in theIndian market.

“There is no other cost asthe machines used for the RT-PCR test are already therewith the laboratories as theyconduct a large number oftests.

“And the matter is con-cerned with 135 crore citizen ofthe country as everybody wor-ried about the coronavirus andforced to get their test done atthis exorbitant price,” it said.

The Centre Tuesday told theSupreme Court that delib-

erations on the issue related toremoval of around 48,000 slumdwellings along the railwaytracks in Delhi were going onand no coercive action wouldbe taken against them.

A bench headed by ChiefJustice S A Bobde was told bySolicitor General Tushar Mehtathat he had made a statementbefore the apex court onSeptember 14 that authoritiesare going to take a decision onthe issue and till then no coer-cive action would be takenagainst these slum dwellers.

“The deliberations aregoing on. We are not taking anycoercive steps,” Mehta told thebench, also comprising JusticesA S Bopanna and VRamasubramanian.

Under Sahakar Pragya, fortyfive training modules for trans-ferring knowledge, skills andorganisational capacities havebeen prepared, said Nayak,pointing out that LINAC haschalked out a plan to trainabout 5,000 farmers in cooper-ative societies in a year.

“The 45 dedicated trainingmodules would equip the coop-erative societies to run theiraffairs in professional businessterms of market economy,”Nayak said, asserting thatCooperatives have a major rolein the AtmaNirbhar Bharat ini-tiative.

Currently, India has a net-work of over 8.50 lakh cooper-ative societies with about 290million members. Muzaffarnagar (UP): An AIIMS doctorwas killed while two went missing whentheir car fell into the Ganga canal in thisUttar Pradesh district on Tuesday, policesaid. Another doctor, who was travellingin the car, has been rescued and hospi-talised.

Circle Officer Kuldeep Kumar told PTIthat the incident occurred when four doc-tors of the All India Institute of MedicalSciences (AIIMS), Delhi -- Priya, Arti,Praveen and Nitin Kumar -- were on theirway to Delhi from Rishikesh inUttarakhand in a car (registration numberDLSCJ 4293).

On receiving information about thevehicle falling into the canal near Kamhedavillage within the Purkazi police stationlimits, police rushed to the spot and res-

cued Priya. However, Arti lost her life inthe incident while Praveen and NitinKumar were missing, the police said.

Bengal Chief MinisterMamata Banerjee on

Tuesday renewed her demandfor the central dues includingthe ones from Goods andServices Tax and the State’sextraordinary expenses infighting the corona pandemic.

Speaking during a virtualmeeting with Prime MinisterNarendra Modi --- where theformer was reviewing the pan-demic situation in variousstates --- Banerjee reportedlyreminded the former aboutthe GST dues that the Centreowed to the StateGovernments.

Besides Banerjee alsoraised the issue of central helpin fighting the corona crisissaying New Delhi had paidonly Rs 193 crore to fight thesituation compared to Rs 4,000crore already spent by theState.

assuring him that the State hadcreated a robust infrastructureto handle the crisis and it wasprepared fight the crisis incase of a surge. Bengal hadreported 4,59,918 corona caseswith a fatality of about 8,072.

At a different forumaddressing a public meeting atBankura the Chief Ministerlaunched a scathing attack onthe Centre holding its “destruc-tive” farm laws responsible forthe current rise in prices ofonion, potato and other eata-bles.

Banerjee said that the newfarm laws had only encouragedhoarding and black-market-ing of potato and onion.“Today potato and onion hasgone into the hands of thehoarders and the central law isresponsible for this hoardingand resultant price rise,”Banerjee said adding how the“Centre is looting the commonpeople through its laws.”

The Centre in Septemberenacted the EssentialCommodities (Amendment)

Act, 2020, which removed cere-als, pulses, oilseeds, edible oil,onions and potatoes from thelist.

In Bengal while onion isselling for anywhere betweenRs 70 and Rs 80 per kg potatois priced at about Rs 45 a kgwhich more than double thanwhat these items sold for evena couple of months ago.

“Earlier we used to keep acheck on prices of these essen-tial food items but the centralActs have robbed the states oftheir powers.

This has caused losses tofarmers as well as consumers,”Banerjee said adding the StateGovernments must not beblamed for the rising prices ofpotato and onion.

Incidentally Bengal BJPpresident Dilip Ghosh hadaccused the TMC Governmentfor the rising prices of eatablessaying “it is the cut-money rajthat has led to the rising pricesas the Trinamool leaders areaccumulating funds for fight-ing the next year’s elections.”

Prime Minister NarendraModi is likely to visit Bengal

sometime in December, StateBJP sources said adding thedates had yet not been finalizedby the Prime Minister’s Office.

The Prime Minister’s visit isin addition to the ones that arelikely to be paid by HomeMinister Amit Shah and BJPchief JP Nadda every month tillthe elections.

While Shah is scheduled tovisit Bengal twice every month,Nadda is likely to come to thisState thrice in as many days.

Meanwhile the BJP haschalked out a detailed phase-wise plan to step up its campaignfor the next year’s Assembly elec-tions.

Accordingly in the firstphase the party will launch spe-cial programme from December1 to 12. A senior party leadersaid that the saffron workerswould embark on a door-to-door contact programme fromthe next month.

Arrangements of Panchayatelections, called as the

semi-finals of UP's 2022Assembly elections, havebegun. This time there will beelections for Pradhanis in atotal of 881-gram panchayats inthe district.

The Panchayat RajDepartment has sent a proposalfor the delimitation ofPanchayats to the government.New Panchayats have beenproposed in Manzoorgadi,Ramgarh Panjipur andMaheshpur, which have beenincluded in the limit of NagarNigam. In such a situation, thepossibility of starting the reser-vation process is also beingstarted soon.

In 2015 three-tier pan-chayat elections were held.Among these, 902 gram prad-hans, 1054 area panchayatmembers and 52 district pan-chayat members were voted inthe district. About 2.5 yearslater, the government included

16 gram panchayats adjoiningthe city to the Nagar Nigam. Insuch a situation, the panchay-ats here are finished. Afterthis, it was announced to cre-ate Madarak Nagar Panchayatagain. 6 panchayats were alsoincluded in this. 1 gram pan-chayat was also adjusted inChandaus and Pisawa NagarPanchayats. In this way, 24 pan-chayats have joined Nigambodies in 5 years.

A few months ago, thegovernment gave the orders toreorganize Panchayats. It wasdecided that if more than onethousand population is outsideof a Panchayat, then there willform a new Panchayat.

The population of all thethree panchayats of the districtis above one thousand. ThePanchayat Raj Department hasdeclared the three new pan-chayats and sent the proposalto the government. Electionswill be held in 881 Panchayatsin 2021. The term of thePradhans is also ending inDecember.

Muzaffarnagar (UP): A 26-year-old womanhas killed herself here alleging that she wassexually exploited by a man who hadpromised to marry her but refused to do sosubsequently, police said Tuesday.

They said the woman consumed poi-son outside the man's house on Monday, justa day before he was set to marry anotherwoman. She was declared dead by the doc-tors at a hospital, they said, adding the manhas been arrested on the charges of rape.

Ramraj Police Station House OfficerSatyendra Nagar said the woman had filedan FIR against the 27-year-old man on

November 20 in which she had claimed thetwo were in love for the past seven months.She had also alleged in the FIR that the manraped her by promising that he would marryher, but he refused to honour his words, theSHO said.

After filing the complaint, the womancame to know that the man was going tomarry another woman on November 24.

Upon learning this, she went to theman's Jamalpur village and consumed poi-son outside his home, police said.

She was rushed to the district hospitalwhere the doctors declared her dead, thepolice said. PTI

Kohima: Nagaland's COVID-19tally rose to 10,931 on Tuesday as75 more people tested positive forthe infection, Health minister SPangnyu Phom said. “79 +ve casesof # COVID-19 detected today.Kohima - 61, Peren - 9, Dimapur- 8, Mon - 1. Also, 50 +ve patientshave recovered. Dimapur - 41,Kohima - 5, Peren - Mokokchung- 2 each,” the minister tweeted.

Of the total 10,931 COVID-19cases, 9,291 people have recoveredfrom the disease, while 1,471 areactive cases, he said.

The COVID-19 recovery ratein the state is 84.99 per cent onTuesday, he said.

The COVID-19 death toll inthe state is 63, of which 55 are con-firmed to be due to contagion, sixhad comorbidities while the causeof two deaths is yet to be ascer-tained, said Director of HealthDepartment, Dr Denis Hangsingin the daily COVID-19 bulletin.

A total of 106 patients have

migrated to other states, he said.The district-wise distribution

of confirmed cases - Dimapur(6,053), Kohima (3,251), Mon(579), Peren (470), Tuensang(202), Zunheboto (140),Mokokchung (120), Phek (44),Wokha (29), Kiphire (25) andLongleng (18).

Of the confirmed cases, thesegregated data comprises 4,504armed forces or security person-nel, 4,156 traced contacts, 1,758returnees from other states and513 frontline workers, he said.

The district-wise active cases- Dimapur (797), Kohima (431),Peren (156), Tuensang (46), Mon(30), Phek (7), Zunheboto (2),Mokokchung (1) and Kiphire (1).

So far, a total of 1,10,382 sam-ples have been tested for COVID-19 in Nagaland, including 67,616through RT-PCR, 35,691 onTrueNat and 7,075 on Rapid Antigen Test, said DrHangsing. PTI

Amaravati: Andhra Pradesh report-ed 1,085 fresh cases of coronavirus onTuesday, taking the gross positives sofar to 8,63,843. In the 24 hours end-ing 9 am on Tuesday, 1,447 patientsgot cured and eight more succumbedin the state, the latest bulletin said.

The state COVID-19 tableshowed 8,43,863 total recoveries and6,956 deaths, with 13,024 activecases.

Krishna district has been show-ing a rather upward spiral in dailycases as it added 224 in 24 hours, the

highest in the state. It also report-ed two more COVID-19 deaths.

West Godavari, East Godavari,Guntur and Chittoor reported lessthan 150 new cases each whileKadapa and Visakhapatnam addedbetween 50 and 100 each.

Six other districts reported lessthan 50 new cases each, withAnantapuramu adding the lowest ten.Six districts saw one fresh fatality eachin 24 hours, the bulletin said. After97.27 lakh sample tests so far, theoverall infection positivity rate inthe state stood at 8.88 per cent. PTI

Agartala: Seven days after an indefinitestrike was launched by a forum in protestagainst resettlement of 6,000 Brus fromMizoram in Kanchanpur sub-division ofTripura, it was “temporarily” called off onTuesday following an understanding reachedbetween the government and the agitators.

Local MLA Bhagaban Das, who initiat-ed the dialogue with the Joint MovementCommittee (JMC) said, talks were held intwo phases on Monday and were fruitful.

“We have demanded Rs 20 lakh com-pensation for our supporter killed in thepolice firing, a government job for his nextof kin as per the qualification, treatment forthose injured in the clash and a financialpackage for repair of damaged vehicles andproperty in the incident,” JMC convenorSushanta Baruah said.

The JMC was given the assurance thattheir demands would be taken care of at ameeting with the elected public representa-tives and the government officials.

“The discussion concluded that bothsides will have to sacrifice something and the

indefinite strike was withdrawn today”, thelegislator said.

The “temporary” calling off the strikecomes three days after two persons diedwhen protestors, who had blocked vital NH-8 locally called “Assam road” that connectsTripura with outside, clashed with the secu-rity personnel at Panisagar in the sub-divi-sion.

The Joint Movement Committee (JMC)comprising Bengalis and local Mizos hadlaunched agitation since November 16.

The Bru issue had started in September1997 following demands of a separateautonomous district council by carving outareas of western Mizoram adjoiningBangladesh and Tripura.

About 30,000 Bru tribals had thenfled Mizoram due to the ethnic tension thereand took shelter in refugee camps in Tripura.

The first attempt to repatriate the Bruswas made in November 2009 by the Centrealong with the governments of Tripura andMizoram.

The Bombay High Court onTuesday granted “interim pro-

tection” to Bollywood actressKangana Ranaut and her sisterRangoli Chandel in a case regis-tered against them for allegedsedition, creating “hate” and “com-munal tension” and other charges,but directed them to appear beforethe Mumbai police on January 8for questioning.

Hearing a petition filed byRanaut and her sister seeking toquash the FIR filed against her bythe Bandra police on the basis ofan order passed by a Bandra courtdirecting the police to investigatea complaint filed against them, aHC division bench of Justices S.S.Shinde and M.S. Karnik grantedinterim protection to the actressand her sister from the arrest.

“We are of the prima facieopinion that interim protection tillthe matter is heard at lengthdeserves to be granted. The policeshall not take any coercive action

including arrest against the appli-cants (Ranaut and Chandel),” theHC bench noted.

However, the high court dis-approved of the act of Kangana andher sister not to respond to thesummons issued by the Bandrapolice for questioning. “Threesummons were issued by thepolice and the same need to behonoured,” the Judges said.

Subsequently, Ranaut andChandel’s advocate RizwanSiddiquee then assured the courtthat Kangana and her sister wouldappear before the Bandra police inMumbai on January 8 from 12 pmto 2 p.m. for recording of theirstatements. The high court accept-ed their statement.

Earlier, both Chief PublicProsecutor Deepak Thakre and thecomplainant’s lawyer Merchantopposed the grant of interim reliefto Kangana and her sister by thehigh court in the matter.

Kangana and her sisterapproached the high court throughtheir lawyer after the Bandra

issued them third summons lastweek, asking them on Novemberand 23 and 24 in connection withthe investigations into an FIR reg-istered against them for allegedlycreating “hatred” and “communaltensions” between Hindus andMuslims.

In addition, MunawwaraliSahil A Sayyed – on whose com-plaint a case has been registeredagainst Kangana and Rangoli—hasalso accused the two sisters ofindulging in sedition (section 124A of IPC).

In fresh summons issued tothe two sisters on Wednesdaylast, the Bandra police askedKangana to appear before them onNovember 23, while they sum-moned Rangoli to remain presentat the police station for question-ing on November 24.

This time around, the Bandrapolice also summoned Kangana’saide Amruta Dutta for question-ing in the same case on November25.

The Bandra police had issued

first summons to Kangana and hersister Rangoli on October 26 and27. However, the two sisters hadbought time from the police bysaying that they would not be ableto respond to the summons as theywere busy with their brother’swedding.

Subsequently, the Bandrapolice issued fresh summons toKangana and Rangoli to appearbefore them on November 10 and11. Apart from facing the chargecreating “hatred” and “communaltensions” between Hindus andMuslims and “sedition”, the two sis-ters also face the allegation ofattempting to trigger disaffectionamong the people against theMaharashtra government.

under section 156(3) of CrPC intoa complaint filed against Kanganaand her sister Rangoli Chandel byBollywood casting director and fit-ness trainer Munawwarali aliasSahil A. Sayyed.

Sayyed had among otherthings alleged that both Kanganaand Rangoli had tried to create“hatred” and “communal ten-sions” between Hindus andMuslims and that Kangana hadtried to lower the image ofMaharashtra chief ministerUddhav Thackeray and createddisaffection among the peopleagainst the Maharashtra govern-ment.

“Perused the complaint, heardthe advocate of the complainantalong with the documents filed onrecord. On prima facie perusal ofcomplaint and submission I havefound a cognizable offence hasbeen committed by the accused,”Magistrate Ghule had noted, whiledirecting the Bandra police to reg-ister an FIR against Kangana andher sister Rangoli.

Lucknow: The government"should not play with lives" ofthe people and increaseCOVID-19 testing, SamajwadiParty chief Akhilesh Yadavsaid on Tuesday, demandingthat the BJP dispensation inUttar Pradesh should promise"free vaccination".

In a tweet in Hindi, theformer Uttar Pradesh chiefminister also said the BJP gov-ernment should ensure that thecoronavirus vaccination doesnot become "a victim of cor-ruption".

The lacklustre township ofNagrota, just outside theunplanned concrete ofJammu city, was once best-

known for housing the largestmilitary corps in the world, WhiteKnights Corps or the XVI Corps,as also for rehabilitating fleeingKashmiri Pandit migrants from theValley. The small garrison townsnakes around the lifeline of theJammu-Kashmir highway, whichconnects the Jammu plains to theKashmir valley, bisected by the PirPanjal ranges and the minorTrikuta mountains, which har-bour the Vaishno Devi shrine inone of their heights, along with theNagrota dwelling, in the foothills.Another 54 km down the sameroad is the Indian Army’s NorthernCommand headquarters atUdhampur.

The conspicuous presence ofthe Indian military in this town-ship, barely 40 km from the near-est Pakistan border, as also its ser-vice mandate of overseeing oper-ations along the “live”, strategic andfrequently contested Line ofControl (LoC) with Pakistan, hasdrawn unwarranted attention ofthose who seek to create terror andviolence, as per the direction oftheir handlers across the LoC.Four years ago, terror had struckNagrota as heavily-armed terror-ists had sneaked across the borderand fired indiscriminately at thesentries guarding the resident 116Medium Regiment. A hostage-likedrama had ensued and by the timethe situation was neutralised, sevenIndian soldiers and three terroristswere killed. All indications at theNagrota site had pointed to the roleof the terror organisation, Jaish-e-Mohammed, as notes recoveredfrom the slain terrorists pointed tothe involvement of the so-called“Afzal Guru Squad.” The saidgroup had earlier carried out sim-ilar terror attacks at Pathankot,Baramulla, Uri and so on. Last yearthis group was responsible for adeadly strike, involving at least 350kg of explosives at Pulwama, whichhad killed 40 Indian security per-sonnel – this provocation had ledto the reciprocal Balakote airstrikeby the Indian Air Force. Lastweek, Jaish-e-Mohammed resur-faced again when four of its terror-ists were killed in a fierce encounteron the Jammu-Srinagar highway,at Nagrota again.

What is significant is theirrefutable Pakistan hand in the lat-

est encounter, as the Bhawalpur-based jihadist group, Jaish-e-Mohammed, owes its genesisand sustenance to the Pakistaniestablishment or the Inter-Services Intelligence (ISI).

At an oversimplified level,there is also a turf war amongthe competing insurgent groupsin the Kashmir Valley, where theonce predominantly local “pro-independence” groups havebeen marginalised and it isonly those with State supportfrom across the LoC for being“pro-Pakistan” (or at an evenmore extremist level, the panIslamic Caliphate-seekinggroups), who have managed tohold sway. Jaish-e-Mohammedhas the notoriety of havingMasood Azhar as its ideologueand leader, who has beendeclared an international terror-ist by the United NationsSecurity Council. He also infa-mously and incredulously gotsupport from China, whichvetoed moves to put him on theUNSC sanctions committee on“technical grounds” and evenposited the flimsier excuse of“lack of evidence.” The realpoli-tik of Pakistan and China insupporting Jaish-e-Mohammedaside, which brooks no moral-ity or consistency in internation-al affairs (hence the perennialstruggle for Pakistan in avoid-ing getting “blacklisted” by theinternational watchdog agency,FATF, for sponsoring terror), theoutfit is banned by UN andalmost all Western and evenIslamic countries like UAE.Owing to global pressure,Pakistan was forced into thesham of banning the samethough the group kept renam-ing itself as Tehrik-ul-Furqan,

then Khuddam ul-Islam, thenAl-Rehmat Trust and, so on andso forth. Amid all pressures,Masood Azhar remained loyalto the Pakistan “Deep State” andit paid him back by allowing afree run to his group’s operationsand machinations in Kashmir.Temporary “protective custody”enforced on Azhar from time to time has impressed noone, and his ability to sustain hisoperational capabilities inJammu & Kashmir points to thecontinued handiwork of thePakistani establishment, solelyand wholly.

The latest Nagrota incidentreeks of the scale, sophisticationand brazenness of Pakistanicomplicity. The sheer cache ofarms from the terrorists (11 AK-47, three pistols, 29 grenades, sixUBGLs, mobile devices and soon) and the subsequentunearthing of a 150-metre longtunnel in the nearby Samba areafor the facilitation of the cross-border movement, is impossiblewithout State support. The con-struction of this tunnel has allthe hallmarks of engineeringcomplexities (at least 25-30metres deep and almost 2.5metress wide) and facilitation,which could not have beenarranged without the acquies-cence and material supportfrom the nearby Pakistani postsof Rajab Sahid and Asif Sahib.The presence of the protectiveSarkanada (elephant grass) onthe Pakistani side of the tunnelto hide the literal spade work isself-explanatory. To suggestignorance or naivete in over-looking the efforts and time toconstruct such a sized tunneland arrange for the disposal ofthe dug-out soil without its

Connecting thedots between Jaish-e-Mohammed and the Nagrotaencounter is crucial to denyIslamabad the convenient pos-tulation of Nagrota as a localexpression of animus. Pakistanhas been and continues to be thesingular source of armed terrorin Kashmir – Nagrota hasproved this yet again.

Governments allover the country will have to getvery strict with people endanger-ing others by not followingCoronavirus protocols. Forinstance, the Delhi Governmentis penalising those who are notwearing masks in public placeseven as a third COVID-19 wavespreads through the State. TheMadhya Pradesh Government,too, has launched the “Roko, Toko(stop, and check)” campaign toadmonish and penalise thosepeople who refuse to wear masksin public places. Over �1.34crore has been collected inMadhya Pradesh’s Jabalpur dis-trict alone due to the finesslapped on people violatingCOVID-19 protocols under thiscampaign.

Many other States, too, havebeen mulling imposing restric-tions on citizens in order to breakthe COVID-19 infection chain.Till we don’t get the vaccine, peo-ple will have to mask up andobserve social distancing andhygiene protocols. But the sadreality is that people are not tak-

ing this seriously and thus theinfection is spreading like wild-fire through parties, weddingfunctions, market places andpublic gatherings. This is high-ly irresponsible and selfish ontheir part as they are not onlyendangering their own lives butthat of others, too. For this they

need to be penalised. All otherStates, who have not imposedsuch rules as yet, must learn fromDelhi and Madhya Pradesh’sexample and crack down ondelinquents so that they can’tharm others.

dangerously high levels of pollu-tion, the latter adding to thenumber of deaths in the countryeach year.

Apart from the meteorolog-ical and geographical factors, weonly have ourselves to blame forthis sorry state of affairs. Burningof waste and bonfires, bursting offirecrackers despite restrictions,emissions from vehicles, con-struction dust, polluting indus-tries, coal-fired power plants, bio-mass burning and cooking fireshave quickly deteriorated the airquality to hazardous levels.

Research has proven that theCoronavirus and toxic air areclosely connected and both affectthe respiratory system.

Health experts confirm thatthere is a direct correlationbetween the rise in air pollutionand more and more peoplebecoming susceptible toCOVID-19 and falling sick as thepollutants carry the virus andallow it to stay for a longer dura-tion of time. We are in the endpaying for our own mistakes andblatant violation of anti-pollutionnorms.

Disciplinary action against over a dozen Vice-Chancellors (V-Cs) of Central Universities(CUs) over the last few years has been a cause

of consternation. However, the polarised politics ofuniversities views this from diametrically oppositeprisms. While a larger segment hails it as much-need-ed spring cleaning, some consider it a perniciousdesign to whittle down institutional autonomy andacademic freedom. The overall spectacle is worri-some and needs to be seen in the correct perspec-tive, albeit in a detached manner.

The office of the V-C is an exalted one, and theacademia views him as a friend, philosopher, guideand the high priest of the temple of higher learn-ing. The constituting Act and the statutes, Ordinancesand regulations of every university vest the V-C withcertain powers and autonomy so that s/he executesher/his office efficiently and faithfully. The auton-omy of the V-C is not a shield against accountabil-ity. In a democratic set-up, all individuals, no mat-ter how high an office they hold, are accountable.In fact, higher the station, greater is the public scruti-ny.

The Constitution of India guarantees equalitybefore the law and equal protection of the laws. Itis unsparingly unexceptional as the President ofIndia, too, can be impeached by the Parliament forviolation of the Constitution. All public functionar-ies and public bodies are ultimately accountable tothe legislature through the Minister-in-Charge.

The Indian higher education system, which isthe second-largest in the world, comprises 54 CentralUniversities, 411 State Universities, 123 deemed uni-versities and 282 private universities. The V-C is thechief executive and the administrative head of theuniversity. A great responsibility, therefore, lies withthe V-Cs in terms of the implementation of thenational higher education policy, institutionalreforms, nurturing the spirit of enquiry andresearch, building an ecosystem of innovation andadoption of international best practices of good gov-ernance.

According to the University GrantsCommission’s (UGC’s) handbook, “the V-C has toevolve as the leader of a symphony orchestra” withthe attributes of developing teams and teamwork.S/he also has to build partnerships and collabora-tions delicately interwoven with collegiality, friend-ship and intellectual engagement. This goes hand inhand with devising a deliverable action strategy,ensuring accountability of the self and various gov-erning bodies of the university and steering an insti-tutional monitoring and evaluation mechanism onthe university’s performance, built on transparen-cy. An ideal V-C is a great visionary, a true leaderable to procure willing cooperation of the teachers,a constant source of inspiration to the students, anace administrator who is able to maintain a con-ducive educational ecosystem, and is well-acquaint-ed with the latest developments so as to bring glob-al visibility to the university.

Plus, s/he must have the highest level of com-petence and her/his integrity must be beyondreproach. Like Caesar’s wife, the V-C must be abovesuspicion. S/he must execute her/his office faithful-ly and diligently and ensure that the provisions ofthe constituting Act, statutes, ordinances and reg-ulations are fully observed. S/he must make vari-ous appointments as per procedure, delegate pow-ers for day-to-day work to the officers of the uni-versity and audit their performance and exercise alladministrative, disciplinary and financial powers asdefined in the statutes and ordinances.

In fact, the catalogue of duties of the V-C is vastand varied, which adds a certain aura of reverential

mystique to the office. S/he represents thevibrant face of the university, engages inconstructive stable policy dialogue with theGovernment, other universities, researchfunders and academia. It’s for these rea-sons that the V-Cs are selected by theVisitor (the President in case of Centralvarsities and the Governor in case of StateUniversities) from the panel recommend-ed by the search committee. This commit-tee comprises three to five members whoare persons of eminence in the sphere ofhigher education and the choice of the V-C is based on rigorous screening of theacademic attainments and administrativeexperience of the people on the panel.

Interestingly, the V-Cs, who faced theaxe, were appointees of the sameGovernment. A critical scrutiny of the dis-ciplinary proceedings initiated against theV-Cs broadly falls into four categories:Allegations of financial irregularity; alle-gations of dereliction of duty and defiance;wrongful appropriation of funds andacademic fraud.

The Visitor does not initiate discipli-nary proceedings against a V-C suo motu,but on the aid and advice of the Ministryof Education or the concerned adminis-trative Ministry. This is because Centraluniversities relating to maritime, agricul-ture, aviation, sports education, and so on,fall outside the domain of the EducationMinistry. The trigger point for initiatingdisciplinary action is provided by themedia, complaints by legislators, stu-dents and teachers and in some cases, theChancellors themselves have demandedenquiries against the V-Cs. So, the Visitoris duty-bound to refer the complaints tothe administrative Ministry for ascertain-ing facts and considered advice withrespect to the corrective action requiredto be taken.

Some glaring examples of acts ofomission and commission deserve men-tion. President Pranab Mukherjee

approved the sacking of the V-C of VisvaBharati university, Sushanta Duttagupta,for alleged irregularities in appointmentsand flagrant violation of financial rules.The V-C of Pondicherry University,Chandra Krishnamurthy, was removed foralleged academic fraud (that is claimingto have written three books though anenquiry allegedly revealed authorship ofonly one). The V-C of Mahatma GandhiCentral University, Arvind Agrawal,allegedly resigned when governmentssought his comments on the allegationsof fudging vital information in his C-V.

Similarly, amid a spate of questions inParliament and public complaints aboutfinancial and academic irregularities, theV-C of Allahabad University, RL Hangloo,allegedly resigned before the UnionGovernment could initiate punitive pro-ceedings. The V-Cs of HN BahugunaGarhwal University, JL Kaul, and ManipurUniversity, AP Pandey, were sacked foralleged financial irregularities and longabsence from duty. The V-C of TripuraUniversity, V Dharurkar, resigned whena sting operation showed him receivingalleged bribe.

In cases where the V-Cs appropriat-ed funds for purposes other than theapproved budget heads, the enquiries wereclosed as there was no personal pecuniarygain or enrichment. The cases of DineshSingh, V-C, Delhi University and TalatAhmad of Jamia Millia Islamia fall in thiscategory, both of whom were known fortheir competence and integrity. The V-Cof Jamia Hamdard, Seyed EhteshamHasnain, a deemed to be university (self-financed but partly funded by the UGC),has been suspended by the Chancellor fol-lowing the decision of the UGC to set upa fact-finding committee to probe allega-tions.

The Centre has no say in the appoint-ment or removal of the V-C of a deemeduniversity. In a recent case, the Tamil Nadu

Government ordered an inquiry againstAnna University V-C, MK Surappa, fol-lowing complaints of alleged financialirregularities and malpractices in semes-ter examinations and re-evaluation, eventhough the DMK has demanded hissacking.

The burning question is whetherstringent disciplinary action against the V-Cs impinges upon the autonomy and aca-demic freedom of the universities, whichare emulated as role models and occupya place of pride in the academia global-ly? Will these penal actions impact, diluteor undermine the autonomy and freedomof the institutions of higher learning?Autonomy and academic freedom are cru-cial to the well-being and smooth func-tioning of universities and key to attain-ing excellence in a globally-competitiveenvironment.

The National Education Policy, 2020,lays great focus on the autonomy of insti-tutions of higher learning, making everycollege in course of time an autonomous,degree-granting college and making Indiaa global hub of education. It is, therefore,the right time to ponder and look to thefuture as autonomy is not a goal to be pur-sued in itself, but a fundamental pre-req-uisite for universities to be able to devel-op strategic profiles, operate in a compet-itive environment, deliver on their veryimportant societal duties in an ecosystemof transparency and accountability.

The veneer of autonomy cannot con-ceal or camouflage acts of omission andcommission. A zero-tolerance approachtowards corruption demands that theGovernment be swift and surgical to weedout corruption or unethical practices. Theimport of the oft quoted statements“minimum Government and maximumgovernance” and “light but tight regula-tions” is loud and clear.

The recently-concluded G20summit was the 15th meetingof the grouping. It was expect-

ed to be held in Riyadh, Saudi Arabiabut due to the Coronavirus pandem-ic, it was conducted virtually. On thisyear’s agenda was the socio-econom-ic and environmental impact oftourism and how both, tourists aswell as local communities, stand tobenefit from tourism as a bridgebetween different societies.

However, the spotlight was on aside event, titled “Safeguarding thePlanet: The Circular CarbonEconomy Approach”, that was

addressed by Prime MinisterNarendra Modi. The event gar-nered appropriate attention as theenvironment is increasingly beingseen to be on the back foot, especial-ly as battered economies open upafter a pandemic-induced lock-down.

Addressing the meeting, Modiassured the grouping that India, asa signatory to the Paris Agreement,was effectively meeting its targets onclimate change. One of the ways itwas doing so was by popularisingLED lights that have become instru-mental in saving 38 million tonnesof carbon dioxide each year.Similarly, the Ujjwala Scheme pro-vides clean cooking energy to 80 mil-lion households across the country,making it one of the largest greenenergy drives. Modi highlightedIndia’s plans to achieve its 175 GWclean energy target by 2022 and itsambition to be in a position toachieve 450 GW of clean energy by2030. Though these are commend-able efforts towards negating the

adverse effects of climate change, thequestion we need to ask ourselves is,are they enough?

Recently, the Prime Minister ofthe UK, Boris Johnson, unveiled a“10-point plan” to tackle globalwarming. The most notable pointwas the plan to ban the sale of newpetrol and diesel vehicles from 2030onwards. In fact, plug-in hybridvehicles, too, will face the axe after2035. This unprecedented steptowards cleaner transportation hascaptured the world’s imagination,thanks to the scale of the proposedinitiatives to address the problem ofclimate change.

While curbing air pollution,the step would ensure unprece-dented demand for electric vehicles(EVs), too. The EV segment in theUK has already been stimulated bythe allocation of 1.3 billion poundsto bolster the charging infrastructurethroughout the nation. This is fur-ther complemented by a funding of582 million pounds to aid in EVmanufacturing and an additional

500 million pounds funding to helpthe auto industry conduct researchand development on EV batteries.

This policy of the UK to put the“environment first” in the post-pandemic economic scenario issilencing critics, who regularlyhauled up the lacklustre environ-mental commitments of GreatBritain. With this one proposed stepof deleting fossil fuel guzzlers fromits roads, Britain would make a hugedifference in its carbon emissionnumbers and alternatively put its EVusage, which is currently stuck at 10per cent, on a fast track.

To its credit, the UK has shownthat in order to make an impact, thefight needs to be taken to where itmatters. In this case, other secondarysources of pollution have beenbypassed and vehicular pollution hasbeen met head-on.

There is a lesson for India here.Incremental successes in the fightagainst climate change and pollutionare akin to winning smaller battleswhile losing the larger war to pro-

tect the environment. India, too,needs to come out and identify thelargest polluters boldly without theconcerns of a backlash.

In a nation where 51 per cent ofair pollution is caused by industries,our claim to fame cannot be theprogress we made in reducing thesmoke from the cooking stoves ofour villages or transitioning to a bet-ter bulb. The Government has tohave the political will to come outwith stringent measures to curbindustrial pollution.

If anybody can achieve this, it isthe Modi Government because it hasthe mandate of the people and is notdependent on any coalition partnersto hammer through difficult deci-sions if it wants. And its increasingclout in both Houses of Parliamentwill also make it easier for it to makethe changes on the ground if it wantsto win the war against pollution andnegate the effects of global warming.

The Centre has to be cognisantof the fact that 21 out of the 30 mostpolluted cities of the world are in

India and millions of people dailybreathe in air that is 10 times morepolluted than the norms specified bythe World Health Organisation.This daily trial by pollution takes atoll on the health of citizens, withnearly two million Indians dying apremature death every year due topollution-related complications. Thereach or the lack of it of theGovernment’s authority and effica-cy of its rules can be gauged by thefact that crop residue burning con-tinues defiantly in Delhi-NCR inspite of the best efforts of the DelhiGovernment, the Centre and thejudiciary.

One of the major reasons forWestern nations succeeding in mat-ters pertaining to common good istheir higher levels of awarenessregarding societal and commongood. In India it is more like “eachman to himself.” This attitude putscommon assets such as environmen-tal concerns firmly in the back seat.The Government, under pressure toshow progress on pressing environ-

mental issues, clutches at nominalachievements and leaves biggerproblems for another day. Indiamust fight the bigger battles first.Industrial pollution is one of themand in the post-pandemic era, whereevery nation is re-scripting its eco-nomic journey based on a “greenindustrial revolution”, India must notbe left behind.

Singapore: A Bangladeshi man, who wasplotting attacks against Hindus in his owncountry and planning to fight in Kashmir, hasbeen arrested by Singapore's security agen-cies which investigated the suspicious activ-ities of 37 people as part of the heightenedsecurity measures in the city-state followingrecent terror strikes in Europe, the govern-ment said on Tuesday.

In a statement, the Ministry of HomeAffairs said that counter-terrorism investi-gations into the suspicious activities of 37people in Singapore have been carried outafter most of them posted on social media,inciting violence or stoking communityunrest in the aftermath of the terror attacksin France.

Of the 37 people, 14 are Singaporeansand 23 foreigners, mostly Bangladeshis, itsaid.

“The 14 Singaporeans comprise 10males and four females, and are agedbetween 19 and 62 years old. Most of themhad, in response to the recent terror attacks

in France, made social media postingswhich incited violence or stoked communalunrest,” the ministry said.

As for the 23 foreigners, 16 of them,including 15 Bangladeshis and one Malaysianhave been repatriated, it said. Seven foreignersare still under investigation, it added.OneBangladeshi man under investigation –identified as 26-year-old Ahmed Faysal - hasbeen arrested under the Internal Security Act(ISA) following investigations into “terror-ism-related activities”, the ministry said.

Beijing/Wenchang: China on Tuesday successfullylaunched its maiden unmanned spacecraft to collect sam-ples from the lunar surface and return to earth, which spacescientists here say is the Chinese space programme's mostcomplex operation ever.

It is China's first attempt to retrieve materials from anextra-terrestrial body which is expected to last more than20 days.

The Chang'e-5 lunar probe was successfully launchedfrom the Wenchang Spacecraft Launch Site in the south-ern island province of Hainan, state-run CGTN report-ed. The spacecraft was launched by a Long March-5 rock-et at 4.30 am Beijing Time.

Chang'e-5 is one of the most complicated and chal-lenging missions in China's aerospace history, as well asthe world's first moon-sample mission in more than 40years. The US sent astronauts to the moon to collect sam-ples. In the Soviet Union's unmanned lunar sampling mis-sions, the spacecraft took off from the moon and returnedto Earth directly.

create infrastructure for agro-processing clusters with anestimated cost of �235 crore.

Food ProcessingIndustries Minister NarendraSingh Tomar chaired

the Inter-MinisterialApproval Committee (IMAC)meeting through video con-ference to consider the pro-posals received under theScheme for Creation ofInfrastructure for Agro-Processing Cluster (APC) ofPradhan Mantri KisanSampada Yojana (PMKSY).

The promoters of projectsalso participated through videoconference.

“IMAC approved 7 pro-posals with total project cost of�234.68 crores includinggrants-in-aid of �60.87 croresin the states/UTs of Meghalaya,

Gujarat, Madhya Pradesh,Karnataka, Maharashtra.

“These projects will lever-age private investment of�173.81 crores and are expect-ed to generate employmentfor 7,750 persons,” an officialstatement said.

The scheme for creation ofinfrastructure for Agro-Processing Cluster (APC) hasbeen approved on May 3, 2017,under the Pradhan MantriKisan Sampada Yojana toincentivize setting up of agroprocessing clusters in the coun-try.

This scheme aims at devel-opment of modern infrastruc-ture to encourage entrepre-neurs to set up food processingunits based on clusterapproach.

These clusters will help inreducing the wastage of the sur-plus produce and add value tothe horticultural / agriculturalproduce, the statement said.

Alphabet Inc’s Google haspaid Rs 33,737 crore for a

7.73 per cent stake in RelianceIndustries Ltd’s (RIL) digitalsubsidiary, Jio Platforms Ltd,joining the list of globalinvestors such as Facebook, bil-lionaire Mukesh Ambani’s firmsaid. The transaction alsomarks the US technologygiant’s biggest-ever investmentin an Indian company.

With this, Jio Platforms hasraised a total of Rs 1.52 lakhcrore by selling nearly 33 percent stake to 13 financial andstrategic investors in just 11weeks. This has helped RILerase its net debt much aheadof the March 2021 target.

“After receipt of all requi-site approvals, Jio Platforms, asubsidiary of the company,received the subscriptionamount of Rs 33,737 crorefrom Google International LLC

The Government has decid-ed not to seek additional

performance security onabnormally low bids receivedon government contracts toprovide relief to contractorsalready facing liquidity issues inthe wake of the ongoing pan-demic.

The finance ministry hasasked all government min-istries and departments not toask for additional securitydeposit or bank guarantees incases of low bids unless thereis a compelling reason to do so.

Even in such cases, per-formance guarantee depositshould be taken only afterapproval from higher authori-ty and properly assigning rea-sons, the ministry said in arecent circular on the issue.

Under the AtmanirbharBharat Abhiyan 3.0 announcedearlier this month the govern-ment has relaxed regulations onearnest money deposit (EMD)and performance security on

government tenders andreduced performance securityon contracts to 3 per centfrom a level 5-10 per cent nowto boost construction andinfrastructure development.

The relaxation from high-er performance security onlower bids now will help con-tractors facing acute financialcrunch on account of slow-down in economy due to thepandemic and prevent delays inexecution of projects.

The industry had earlierrepresented that higher guar-antee being sought on low bidsmay affect the ability of con-tractors to bid in tenders andhence reduce competition.

The finance ministry hasnoted that there is no provisionof higher security deposit/bank guarantee in generalfinancial rule for procurementby government departments.So, it had said that no provisionshould be made unlessapproved by higher authorities.

ing calls from landlines tomobile phones in the country,with the telecom departmentasking telcos to make necessaryarrangements by January 1 toimplement the new system.

The department hasaccepted sectoral regulatorTrai’s recommendation for hav-ing the ‘0’ prefix for such calls,a move that will create suffi-cient numbering space for tele-com services.

The Department ofTelecom (DoT) in a circular on`modification of dialling pat-tern from fixed line numbers tocellular mobile numbers’ saidin order to ensure adequatenumbering resources for fixedline and mobile services, Trai’srecommendations dated May29, 2020 have been accepted bythe Department.

“Following may be imple-mented...Fixed-to-mobile callsshall be dialled with prefix ‘0’.Suitable announcement may befed in the fixed line switches toapprise the fixed line sub-scribers about the requirement

of dialling the prefix ‘0’ for allfixed-to-mobile calls,” DoTsaid in a circular datedNovember 20.

This announcementshould be played whenever asubscriber dials a fixed-to-mobile call without prefixing‘0’, it said.

“All the fixed line sub-scribers should be providedwith ̀ 0’ dialling facility, that is,STD dialling facility,” said thecircular posted on DoT’s web-site.

DoT said that time tillJanuary 1 is allowed to all thetelecom service providers toimplement this new system.

Red-ball captain Tim Painehas admitted the “annoy-

ing” Test series defeat to Indiastill “grinds” him, adding thatAustralia now has a better allround side which is pumpedup to take on the holders ofthe Border-Gavaskar Trophy.

India had stunnedAustralia 2-1 to win theirmaiden Test series DownUnder in 2018-19, which wasPaine’s first assignment asskipper on home soil.

leave a “big hole” in the Indianteam but the visitors have a lot oftalented players who can put theirhands up in pressure situations.

Rohit, who is nursing a ham-string injury, is out of white ballseries and is still doubtful starterfor Test matches while skipperKohli will be on paternity leaveafter the first Day/Night Test inAdelaide.

“Look, Rohit is obviously atremendous white-ball player, hehas proven that for a number ofyears now at the top of the order,so obviously it leaves a bit ofhole,”Smith said during a virtualpress conference facilitated bySony Network.

England’s tour of India next year will com-prise four Tests instead of the regulation

five to accommodate the limited-overs seriesthat had to be postponed earlier this year dueto the COVID-19 pandemic.

BCCI President Sourav Ganguly con-firmed the schedule for the series planned inFebruary-March while speaking at an onlineevent.

“England is touring India for four Testmatches, three ODIs and five T20s, it is a loteasier having bi-laterals because the numberof people are less,” he said.

“When it gets to 8 teams, 9 teams, 10teams, then it becomes a bit moredifficult...We have to keep assessing the sit-uation...Lot of them are talking about a sec-ond wave,” he said.

The limited-overs series originally com-prised three T20s and as many ODIs and wasscheduled to be held in September this yearbut had to be postponed due to the pandem-ic.

The number of T20s has been increasedin the revised schedule as the Board took intoaccount the World T20 to be held in October-November next year in India.

Australian batting mainstay SteveSmith on Tuesday said he has

“found his hands” after a disappoint-ing IPL campaign and is ready to tor-ment the visiting Indian bowlerswhen the two sides lock horns in aneagerly-awaited showdown acrossformats starting November 27.

Smith, who captained RajasthanRoyals in the IPL, managed only 311runs in 14 games and mostly lookedout of touch but a couple of daysback, he said he finally found his“touch” and is now ready to put hisbest foot forward.

“I was pretty disappointed withmy batting throughout the IPL. Formy sort of standards, I wasn’t con-sistent enough. I did play a fewinnings here and there but notconsistently,” Smith said dur-ing a virtual press conferencefacilitated by the series’ officialbroadcaster’Sony Network’.

“I think in the last few days,people who know me well, saidthat I have found my hands and Iam excited about it. So I plan to havea few more hits at the nets and getstarted in a few days time,” saidSmith, who would be an integral partof the white-ball games also.

“It was about getting that feel inthe way my hands come up. It's hardto explain but it probably wasn'tquite being right till two days ago,”Smith said.

“I didn’t bat for four months dur-ing COVID (lockdown) so don’tknow if it took me a bit longer to getthat rhythm back.”

Smith admitted that during theIPL, trying to change his naturalgame affected his batting, somethinghe realised after training with thenational team.

“In IPL, I got caught up with try-ing to be a bit more powerful andthat’s not my game. There are play-ers in the world who can hit sixes atwill and I am probably not one ofthose.

“It is about playing the cricket-ing shots and manipulating the gapsavailable. Probably, it (natural game)

went away in the IPL from doingthat. So now, I am keeping thethoughts clear that I will only hit theballs in my areas.”
