WhatWeDo

RecCom has been established to deal with as-pects directly related to sport and recreational navigation, to develop aids for this kind of naviga-tion and facilitate its integration among the oth-er types of navigation (commercial and fi shing). The aspects related to urban, commercial and industrial waterfronts rehabilitation and develop-ment are duly treated. A specifi c Position Paper – ‘Recreational Navigation in Coastal and Inland Waters’, translated in several languages, was pre-pared and updated.

The Commission has set up and manages:

- International Working Groups for production of high-quality technical reports and guidelines

- The Marina Excellence Design ‘Jack Nichol’ Award (MEDA)

- The Marina Designer Training Programme (MDTP), that organises courses for marina de-signers at an international level

WhoWeAre

In 2014 the Commission welcomed a new mem-ber: Mr John Kwong from China. During the spring meeting Mrs Fabiana Maccarini resigned from the RecCom Secretariat. The Commission thanked her for her highly appreciated efforts as Secretary of RecCom.

RecCom WG 131 – ‘Catalogue of Prefabricated Marina Construction Elements’ was released on April 9, 2014. It is a new online catalogue and can be found at http://www.marinaelements.pianc.org. Moreover, it was ranked as ‘bestseller report’ during the PIANC AGA 2014, as it has been down-loaded as many times by members as by non-members.

In 2014 RecCom continued to encourage its ac-tive Working Groups to come up with their final re-ports.

•WG 130 – ‘Anti-Sedimentation Systems forMarinas and Yacht Harbours’

(joint PIANC-ICOMIA WG). Chairman: Mr C. Memos

This WG had its last face-to-face meeting in Chen-nai, India on January 30-31, 2014. A preliminary draft was presented to the Commission and dis-cussed during the autumn meeting.

•WG147–‘GuidelinesforaBetterIntegrationof Recreational Navigation Activities within Fishing and Commercial Ports’

(joint RecCom-MarCom WG). Chairman: Mr E. Ciralli

This WG will collect and analyse a series of case histories, trying to recognise successful and/or un-successful examples. After that, the WG will rec-ognise common successful practices and prepare guidelines.

•WG 148 – ‘Environmental Impact Aspectson Recreational Navigation Infrastructures’

(joint RecCom-EnviCom WG). Chairman: Mr I. Berenguer

The final draft was approved during the autumn meeting and publication is expected in the first months of 2015.

•WG149–‘PIANCGuidelinesforMarina Design’. Chairman: Mr E. Ciralli

This is considered a ‘flagship’ Working Group for the Commission. After face-to-face meetings in 2014 (one in Brussels and in another one in San Francisco), it was decided to start publishing the first completed parts (single chapters or groups of chapters), as it is a huge report, which needs a big commitment. The first parts are expected to be published in 2015.

Activities of RecCom Sub-Committees

Further activities managed by RecCom are moni-tored and carried out by Sub-Committees, estab-lished in 2009. Each member of RecCom can join one or more Sub-Committees.

Communication and Editing Sub-Committee (C&E Sub-Committee, responsible Mr L. Odhe)

This Sub-Committee continued the preparation of press releases, as well as news and articles for ‘Sailing Ahead’, news and articles for the specia-lised press (such as Marina World – a mutual en-dorsement was defined in 2011) and others, the continuous update of the RecCom webpage on the website (www.reccom.pianc.org), the use of social media (Facebook, Twitter, LinkedIn and Google+) and all other communication-related activities.

PIANC Marina Excellence Design ‘Jack Nichol’ Award Sub-Committee (MEDA Sub-Committee, responsible Mr R. Nathan)

Also in 2014, the MEDA was promoted and pub-lished around the world, thanks to the support of specialised press like Marina World Magazine. The following applications were received:

The Sub-Committee checked the completeness of the application and the compliance with the MEDA rules. Then they proposed their report to RecCom for final discussion and decision. During the spring meeting RecCom decided to award the MEDA 2014 to Cesme Marina.

Cesme Marina, located near Izmir, Turkey, is a 353-berth facility accommodating vessels from 6-metre

up to 60-metre superyachts. The development pro-vides a year round destination, integrating land-side and waterside features for both the marina user and the general public. The marina is divided into three distinct areas: the Sea Area consists of the boat berthing area of floating pontoons and is well protected by a breakwater, the Commer-cial Area consists of about 7,500 square metres of mixed-use and includes restaurants, bars, super-market, retail and parking. Moreover, the Shipyard Area is located opposite of the commercial area and consists of boat maintenance facilities, chan-dlery and a travel lift. The entire development is centred on the marina and has considered the function, aesthetics and architecture of the sur-rounding environment in the planning and de-sign. It retains the heritage and character of the area, while providing a modern well-operated fa-cility. The attention to detail, including operations and amenities makes this marina stand out from the other applicants. Cesme Marina has won the 2010 Best Architectural Project, the 2011 Best Ma-rina and the 2012 Best tourism Investment.

The MEDA 2014 was handed over by Mr E. Ciralli during the PIANC AGA 2014 in San Francisco and by Mr R. Nathan during the ICOMIA World Marina Congress 2014 in Istanbul.

PIANC Marina Designer Training Programme Sub-Committee (MDTP Sub-Committee, responsible Mr E. Ciralli)

On June 1st, 2014 (at the occasion of the PIANC Congress), a short course was held in San Francis-co, USA. The course was focused on ‘Modern City Marinas’. Trainers of the course were Mr E. Ciralli (Italy), Mr M. de Jong (The Netherlands), Mr E. Bi-ondi (Argentina), Mr L. Odhe (Sweden) and Mr F. E. Lefler (Spain). The MDTP short course was well attended and very much appreciated.

The MDTP Sub-Committee is evaluating requests for organising courses in Argentina and in Asia.

RecCom Related Events

Two other important RecCom events took place in 2014:

- 33rd PIANC World Congress on June 1-5, 2014 in San Francisco, USA

- ICOMIA World Marinas Congress on June 2-4, 2014 in Istanbul, Turkey

During the PIANC World Congress a RecCom ses-sion was held with presentations regarding recre-ation navigation infrastructure and waterfront. Mr Ciralli gave a presentation and chaired this sec-tion.

At the ICOMIA World Marinas Congress, the Com-mission was well represented thanks to Mr O. Siches, Mr P. Jansen, Mr R. Nathan and Mrs K. Bernaert.

Promoting RecCom and its Activities

In 2014 RecCom continued to promote PIANC and its activities around the world, through Sister Organ-isations, companies and magazines with the spe-cific intent to reach a wider audience with news on RecCom activities and initiatives such as MEDA, MDTP, reports and events.

Moreover, a new flyer was prepared and distribut-ed during the main events.
