leave town early i n the afternoon to-day , and in his

absence he has asked me to send you, for your confidential

i nformation, the enclosed s t atement of the view which

he would propose to express on the progr amme drawn up

between Mr . Rublee and Herr Wohltat.

Lord Winterton has asked me to say that although,

as he explained, he could not bind himself to vary the

terms of this memorandum, he would be very glad to receive

your observations on it , and would , of course , be ready

to consi der any suggestions you might wish to make .

Very many thanks tor your kind letter ot April 1 , wbicb I round upon my return here yesterday. You seem to be very active indeed. I on1y hope that you will convince the "racial groups" ot the necessit y ot making some construc­tive etrort.

I hAd a long talk yesterday with Sir Herbert Emerson about the private corporation, and later lunched with Mr. Warburg . They both reported that opinion in the higher financial circles here bas veered radically against the idee ot a corporation which would in any way be related to a trust in Germany. Mr. Warburg hea developed en alternative plen1 whicb be bas cabled to bis son in New YorkJtor expand­ing the retugee settlement corporation. Sir Herbert is in­clined t o take the view that it is useless to discuss any tull- blown corporation in the present circumstances; it would perhaps be wiser to torm a separate corporation tor each concrete project - something along the lines ot a Messecbusetts Bey Company. or course, with the internation­al tension whet it is , everything that we ere doing seems e lit tle unreel end tlus turni sbes e pretext to our Jewish friends to beck out .

I have sent Pierrepont a very strictly confidential memorandum ot my conversations in Paris and Berlin. I think that it is probably wiser not to entrust this material t o the ordinary mails, so that I shell have to depend upon Pierrepont to show you this memorandum .on your next visit to Washi ngton. In brier , our f r iend the Senator in Paris was in one ot his most cantankerous moods, while our friend in Berlin was more inclined to discuss politics than refUgees.

I have del ayed an answer to your letter of

April t he 5th, which was acknowledged in my absence on

a short Easter holiday, bee a use I hoped t hat I should

have some more defi nite i nformation to give you about

e progress within a few days than, in fact, has been the

case.

I had in mind certain confi dential talks which

I had hoped to have had before now with some of 11\Y senior

colleagues in the Government to consider whether anything

coulc! be done to accelerate the flolf of r efugees f rom

Germany and arrange f or t heir permanent settlement, but,

owing to t he t errific pressure of events upon them, t hese

discussions !-.ave not yet taken place . I hope that t hey

will in the course of t he present week. Meanv1hile, as

Pell will have informed you, he has been to Berlin and as

I si gn this letter he is on his way there again, since he

t hat he wants to resume conversations. Since we last

met , my mi nd, and I think t hose of Dnerson and Pell, has

been moving on t he lines that even i f VIe can get no

financi al aid for t he involuntary migrant s out of

Germany , or, in other words, i f Germany reftffies to al l ow

them to take out any goods or money, t hereby falling

back on her previous attitude, a quite possible

contingency , we can, neverthel ess , get a very large

number permanently settled in countries of spar se

population if facilities ar e offer ed by the Governments

of t hose countries in t he shape of l and at a retsonable

price. In t hat connexion, we all think t hat there will

probably be more chance of forming the outside

corporation either on a general basi s or as an ad hoc

body for dealing with particular settlement schemes, if

such schemes can be produced on paper in outline eoo show

a reasonable chance over a term of year s of being

i nt er est bearing.

So more than ever I am anxious to get the

reports of the various missions of investigation, namely,

those into the possibilities of settlement i n British

Guiana, Nor thern Rhodesi a, the Philippines and the

Dominican Republic. I understand that the Br itish

Guiana report will probably reach us within the next

fortnight or three weeks, and I have taken steps to try

and get an interim report from Northern Rhodesia before

the end of June, as it is always difficult to get aey­

thing done in August as everyone is on holiday, and July

will be the last month oefore the Aut\ll:ln in which one can

easily get a scheme considered and approved . I hope in

the case of Northern Rhodesia to be able before

Parliement adjourns at the end of July to announce t hat

the Government has approved (if approval be possible as

a result of the interim r eport) a scheme of settlement in

Northern Rhodesia, and that voluntar-.t organisations are

sending out the first party of settlers in August or

September, vthich i s an ideal time f or startine operations,

since the rains commence about the end of October, the

raiey season being the period when cultivation takes

place.

Pell tells me that the two i nvestigations f or

which your country i s responsible, namely, t hose i nto the

projected schemes in the Philippines and the Domi nican

I think tha t before you left it was mentioned

t hat there was ffiOre accommodation i n the ref4gee camp at

Richborough than could be filled owing to the dilatori­

ness of t he Germans in allowing involuntary migrants who

have British visas to leave the country. Pell took

this matter up with Herr Vlohlthat, who expressed surprise

a t the state of affai r s , of which he appear ed to be

i gnorant , and promised to try and get things remedied.

\',hen last I heard about the matter t here were no less

than 400 vacancies at Richboro4gh which had ari sen in

this way.

Emerzon gives an excellent account of t he

refugee camps in Holland and BelgilJll, and ITe all feel

that ,;hen settlement schemes start it is onlY fai r to

t he author ities and t he voluntary organisa tions in t.hese

tYIO countries to take settlers from these camps on an

equali ty basis with the camp at Richoorough.

Though I am af raid it i s onlY a rather narrow

s tream, still refugees for countries of permanent

settlement are filtering out of Britain and the

Continent. For example, a number have gone to

Australia within the las t few weeks, and a few are going

to special positions i n the Colonies.

Last week, &nerson, Fell and I had a

confidential talk with my f riend and former private

secretary, Colonel Robins, who i s resi dent di rector of a

Chartered Compaqy (British South Africa Company ) in

Southern and NorUlern Rhodesia , that i s to say, he i s t he

administrator of t heir vast i nt erest s there. In

addition to t elli ng us t hat the Chartered Company would

welcome settl ement i n Northern Rhodesi a, he gave us some

interesting examples of refugees, some Czechs and some

from Geroaqy , all of them men who may be described as

t echnici ans, who had found jobs in Southern Rhodesi a ; he

told us that some 12 or 15, all men of considerable

eminence, had ootained permanent or temporary work either

with the Government , the Chartered Company or private

busi ness organisations.

Notwithstanding the conti nued di sorder i n

Palest ine, German refugees are still going t here each

month in considerable quantities.

as long ago as last October with Anthony Eden. I

replied that I would see what could oe done. Since

t hen, efforts have been made to fi nd an opening for the

members of t he German Theatre in Prague, whose views, as

I understand, are strongly opposed to t hose of t he Nazis,

but , owing to the fact t hat other ref~ee cultural

organisations, such as ballet coopanies and orchestras,

have already been given facilit ies to work i n this

country , it has not been possible to f it them i n. No

doubt your refugee organisations in America will know all

about t he matter, but I mention t he case to you in the

hope that t here might be a possi bili ty of allowing them

to enter America on temporary visas and star t operations

in sooe t heatre there; I should think they would be

assured of an audience for several months if they

produced the right type of play. It i s quite concei v­

able t hat they mi ght f orm the nucleus of a successful

Repertory Company touring the States.

The theatre has hitherto presented opera, drama and

c001edy in two houses and has had a personnel of nearly

400.

Our plan i s to obtai n new opportunities of

work for 30 artists of t hi s t hea tre whose livelihood is

gravely threatened. We do not 1vant t he dramatic art

which has oeen developed and me tured by t r adition to be

dest royed . Yle want to pr eserve democra tic culture in

the spirit from Lessing to Thomas Mann in an other

country.
