MEMOR!ES OF SIR ROY WELENSKYNeal Arden 3004

The Outpost is excellent and, oncemore, there is something I especially like,

the picture and text of Sir Roy Welensky's

gravestone on page 35.As the writer says,it is so simple and modest. For Roy wasone of our greatest men during his time asPrime Minister of the Federation OFRhodesia 8 Nyasaland. I knew him first

when introduced by Donald Wolfit, the

actor, who was appearing in Salisbury

Theatre. At that time I had beencommissioned by the Rank Organisation

to do a treatment of a projected film about

Rhodesian History. Donald brought us

together, by post„sothat Sir Roy might seewhat I'd written and comment on it for

historical accuracy. This led to a friendship

both by post (I still have a tile of our

correspondence) and in person when hewas in London and afterwards when heretired to Blandford Forum in Dorset.

On retirement he told Donald Woltthat they had given him 'two pieces ofSilver which then stood on his

mantelpiece. Roy said he awaited the

receipt of the other 28! Roy's simple grave

and inscription was not unlike Donald's

own where Lady Wolt had put the simple

Inscription 'Donald Wolfit Actor' I know that

because I was a pallbearer. The Last

scene of all was when Jimmy Young's

producer, Harry Walters, heard that

Welensky was in London for a day or so.He asked me to find out If Roy would

consent to be interviewed on his

programme. Roy was willing but before hecould do so was taken into hospital and

shortly afterwards he died.

FOREWORD. By early 1946, the Warwas over, the vast British Empire was still

intact, and a Labour Government was in

power, u~er Clement Atttee. Food andclothing wem ~ll rationed, children could

leave school at 14 years of age, and roadsgnposts throughout Britain had yet to bere-installed. Thousands of servicemen

mie waiting demobilisation, and several

hundred of them applied for posts asConstables and Mounted Troopers, in the

Rhodesia. Just over a hundred luchy oneswere selected, as the first post-war batch ofrecruits, to serve in this young colonial

country, renowned for its sunshine andpotential. /t was the largest contingent inthe /ilstory of the BSAP, ano' we sa//ed fo

ANca, late March 1946, on the S.S.AIcantara, whlc/1 had galnocl fame as atnmpship dun'ng the war years. The

The 'Alcantara' draft was a mixed bagof young ex-servicemen, of various ranks

and considerable war experience. Matelots

who had served on the icy seas of Russianconvoys, and Naval battles of the Far East,and rillemen and tank crews who hadexperienced action on the dusty deserts ofNorth Africa, and the steamy jungles ofBurma. Some had been paratroopersduring the 'D-Day' landings, and a fewwere highly decorated aircrew who hadflown throughout the world. Several hadbeen prisonerswf-war, and one of these,Basil Taylor, was a friend from my,hometown in Kent, who had spent fiveyears hewing coal and salt in the mines ofGermany and Poland. Popular Basil diedin Rhodesia, in the fifties, aged 33 years,and the 'Basil Taylor Memorial Cup'became another Rhodesian soccer tmphy.

With a few pounds in my pocket, and asuitcase full of dothing unsuitable for thetropics, I was ready for anything on thisgreat adventure. Sailing fromSouthampton, by the East coast route, ourfirst call was at Port Said, the northernentrance to the Suez Canal, wherepersistent Arab vendors tried to scale theship's side from their bum-boy, and wereroughly ~ into the sea by the vigilantcrew. Over a thousand African troopscame aboard here, en route for Mornbasa,and they slept on the open deck, and wereraucously happy to be returning home.With the temperature hovering at 100' Ftie cruise through the carel, via the Bitter

pfoffcient at 'squafe-bashing', with and

without Itiles, the age-old method oftransbrming raw fecruits. Qur instructors

activity and, from early morning 'Reveille' tolate evening 'Last Post', our lives weredictated by bugle calls. It was a place ofgood order and discipline, where the grasswas always cut shoft, weecls clare llotgrow, hedges neatly trimmed andboundary stones freshly whitewashed.Recruits, smaftly attired in starcheduniforms, polished leather and gleamingbadges, marched to lectures, drilled on thedusty parade ground, or trotted andcantered, in military formations, on theirwell-groomed horses. Every day the sunshone relentlessly, and we werepermanently thirsty and our backs damp.From the outset, I felt that I belonged to anelite band of men and, although theRegifnent had been in existence for justover fflty years, fewer than 4,000 hadenlisted before me.

At daybreak, an African buglersounded 'Reveille', and we would creepfrom under our mosquito nets and huffy forthe fffst parade at 6am. It was the besttime of the day; cool air, dear blue skies,and before the tropical sun becameuncomfortably hot. Early days at the riding

VVith a scarcity of cheap sea passages,and air travel non-existent, the more

determined immigrants had only oneoption, the adventurous, and often

horrendous, overland JoUITley Ulrough theuncertain wilds of northern and central

Africa.

In the cool of the evening, I often

strolled to Ceil Square with Basil Taylor

and Tom Bannister, to welcome and chatto these tough, colourful characters.Months had been spent on the journey,and their battered, gaudily painted vehideshad carried them across the Saharanwastes, and through thousands of miles ofunknown and often hostile country. These

lean, enthusiastic travellers, and theiryoung families, were all in the pioneermould and well suited to this new, excitingcountry, and they were proud to callthemselves Rhodesians. During trainingour salaries were raised to f260 per annumor 821-13-4d per month. With freeuniform, no taxes and a cheap servant andmess bill, I was never consciously short ofcash, and even put aside a few poundseach month towafds my sea passageback to Britain for leave. posting of civilian British Colonial ofticers tothe Somali territories. Initially I was in

charge of Mogadishu Central (police)District and a year or so later was moved toArms co!lection from the tribes in the

bo8er area between Somalia and the

newly reconstituted British Somalian

Protectorate. Late in 1941 while patrolling

this area I encountered a British

Somaliland patrol also on arms collection,

in charge of which vs a Superintendent

of Police being none other than KenFlower (3654) who had been, in 1936, atrooper with me in the BSAP Depot. V/e

during which, offhand in conversation, hesaid he was about to move from British

Somaliland to Ethiopia. I gave him an

application, written on a page tom from aDiary, to the Commissioner of Police,

British Somaliland. Things never moved soquickly! Within a couple of weeks I wasback in Nairobi, given 2 weeks leave, gotmarried (we were quite broke), got 2 pips

on my shoulder, went to Mombassa, given

a passage to Berbera, British Somaliland

and reported to Police Headquarters,

HalgBlsa.On reflection now, in 2005, I must have

had a couple of leaves in 1943 and 1944-

Somaliland had a one-year tour system. In

1945 my wife and 11 month old sonfollowed me up to Somaliland, over 2000miles of sand track road, where I was to bestationed until 1953 when I moved toSafawak.

During my last five years, in

Somaliland, I was confirmed as Director ofIntelligence and Security (DIS) by the thenGovernor - Sir Gerald Recce, an exProvincial Commissioner from Kenya. TheDIS oIce had been moved to theSecretariat and this recognition of its

(probable) future importance created amove, by some senior admin oflicers, totake over from a Police oIcer an oIce of'some impoitance' and, Iherefoie, one towhich Admin oNcers should, naturally,have first daim. Sir Gerald, however.Confirmed me in the appointment in whichI remained until 1953 when I wastransferred to Sarawak.

One incident of amusement at thistime. The then Commissioner of Policeburst into my oIce, redder in lhe face thanusual, and slapped down a notwcation thatI had been awarded the King's PoliceMedal (KPM). He said, whether in praiseor anger or disbelief, "you' ve got the bloodyKPM". 'I had!' 'He hadn' t!' Apparently therecommendation had come from HEhimself. Prior to Sir Gerald there had beenan odd suaxmion of Governors: a

Marines Brigadier, followed by a seniorpre-war District Ofhcer, 'Somali Smith', whowas married to a very presentable Somaliwoman; then an Indian Civil servant whosestay was brief and ~ goods andchattels, which he shipped horre, weresubjected to search and confiscation onarrival in UK; and, finally, Sir Geraldhimself.

In 1945 the Camel Corps mutinied.

The Somali Camel Corps was based in

Burao district, its barracks, ofltces andoftcers' quarters being ~ to BuraoTownship. One 'historic' morning thecantonment was empty, not a single

Somali soldier to be seen, not one rNe in

camp. . . nothing! I was in charge ofHargeise district and heard of the mutiny in

casual conversation. The ofllcers had beenquietly removed and Ihwn out of the

territory, the whole afla!r was handled

within the Military command. We, thePolice, had no trouble in recovering the

missing rNes and no action was taken

against the rank and Se.At that time, as far as I recall, there

was no more than some one hundred Brits

in the Protectorate plus a handful ofItalians. The country settled down under apeaceful and permanent government

service. There were few incidents other

than one serious night attack on the houseof the District Commissioner, Burao by a

gang of local Somalis. No reason for theattack was ever established - the gangmay have been under the influence ofKhat. The shooting resulted in the death ofthe night watchman and the D.C.'s dog.The gang moved out of Burao and wererun to earth some few days later in thebundu west of Burao. There was a brief

I!relight and several of the gang were killed

by the Police patrol under Inspector JohnDavis. The remainder of the gang wentbefore a court in Burao. The political

condit!ons, and sentiments, in theProtectorate at that mme were strict, severeand straightforward. The gang werecharged with Murder, convicted andsentenced to death. They were transferredto the gaol in Berbera to await execution,subject to appeal. The appeal was turned

down. On the morning of the day on which

execution was due, the gang escaped,never to be seen again. A typical Somaliending to a local drama - the Somalialways came out best! The tribes anywaysettled their serious differences in their ownage-old way - tribal infighting anddiscussion - that the Government seldomknew of. That this station should haveexisted was evident - the Somali was quite

prepared to humour the government in thesure knowledge that they would alwaysand eventually prevail, . ... which they havedone!

In 1953we went home on leave and,whilst on leave, were posted to Sarawak.This was, without doubt, with the full

knowledge of the Governor Sir Gerald

Recce who, by his personal knowledge of

my position, realised there was no placeback in the Somaliland Police Force.

VVhen I decided to write my

experiences of these hidden people in their

hidden land I thought Iirst to consult

knowledgeable works of their earlier

history: they told me much I did not know

but left me with Ihe sure feeling that, while

much had changed over the centuries, all

is much the same as in those bygone

days. The lands of 5e Somaiis extend

some 600 miles on its northern coast from

Djibouti, through Zeilah and Berbera at sealevel, to some 7000 feet in the Erigavo

District, on to Cape Gardafui and down the

East coast to the foothills of the Kenya

Highlands, to the mouths of the Tate and

Juba Rivers in Kenya. Qn the VVest,

through the vast Qgaden district to the

foothills of the Ethiopian highlands. The

whole area covers some 100,000 square

miles with the Somaii Desert being the

sixth biggest in the world. This is Somalia

of the Somalis.In the 7" Century Somalia was quite

simply, there. It was discovered by the sea-

going Arab traders on their adventurous

voyages eastward along the Gulf of Aden

to the Horn of Africa, then into the Indian

Ocean and southwest to the Kenya river

mouths. Some were to remain in Somaliato develop trading posts where they metand married into the Galla nomads andother tribal groups already present in thecountry. In the next 600 years the mixedpopulation - Somalis — multiplied andspread throughout the Horn of Africa andsouth towards Kenya where the have"prospered" as a nomadic people in thishard infertile land.

From 1848 Britain took its Iirst positiveinterest in the area, Burton and other British

Army officers paying sporadic visits. In theeighties, British Consuls from Aden - thenunder the India CNice - were posted toBerera and Zeilah. Berera, due south ofAden, maintained British confidence in its

interests over the Gulf of Aden approachesto the Red Sea and to the safety of theSuez Canal. Peace and quiet was not,however, fully established. Moha nialAbdullah Hassan, the Mad Mullah, harriedthe British permanency from the late 1880suntil 1914 when he died, undefeated, ofinfluenza. Britain and italy accepteddifferent areas of the Somaii desert,identified as the British SomalilandProtectorate and italian Somaliland, up toVVVVII and on again to 1'969 when theUnited Somali Republic was formed. Thiswas brought about by a tribal military coup

based on a government centred onMogadishu with liNe apparent interest from

the outside world. It is still a land and

people of mystery and, again, still divided

between the Isaak and Darod trifles.

There is a casual note in one of thebooks of reference that an Arab in the 6"Centufy IBAclecl IA SoITIBIIIaflcl BAci ITIalllecl

a Gall woman. From his 2 grandsons,Isaak and Darod, he established the

Somali people with eh Isaaks in theNorthern lands (British Somaliland) and theDarod who colonised the lands to thesouth (italian Somaliland). This simplistic

review resuE from my experiences of theSomalis. Readers who wish a scholarly

treatment of the subject should refer to I.M.

Lewis's "A Modern History of Somali".

Moving on, we anivcd in Sarawak in

January 1954. Prior to leaving Somaliland

we had been offered CyprusSuperintendent to Superintendent - which I

refused. It was, however, necessary for menot to remain in Somaliland as reborn to

to transfer to Sarawak came while wewere on leave. How much, if anything, the

Throughout the years in Sarawak life

were moved in by some military strategist-

the tanks sat on the high ground near the

Museum for most of the time. They were

followed by a military contingent of two

Commandos and a regiment of Ghurkhas.

This army presence was still in situ when

we left on fe5rement.

Back in U.K., in Ulster, I was selected

as County Commandant (Royal Ulster

Constabulary "B" Specials) for County

Fermanagh. I remained in that command

until 56 "B"Specials were disbanded and

the Ulster Defence Regiment ~whereupon I was fTlacle 8 Lt. Col. 8flcl

given command of the 4" Battalion based

at Enniskillen. Throughout Nese moves

and cha~s my mother continued to live

at Lindisfarne in HOI~, Co. Down until

1969 when she died. VVB were then in

The event organised by The RhodesianArmy Assooation at the Field ofRemembrance, St.Margaret's Church,Westminster Abbey was again attended

by members of the British South Africa

Police The service was conducted byMajor the Rev Terry Spong, G.F., whobefore he entered Hog Orders served in

The BSAP Standaid was borne by JohnBalchin, while Mike Leach again read thelesson. After the service a lunch wasenjoyed at the Headquarters Club, TheDuke of York's Headquaiters, Kings Road,when many toasts were given and prizeswon in the rafIIe. It was a good opportunity

to rrmt up with many of the Armed Forcesof Rhodesia and chat about "whenwe" etc.etc. The food was veiy good and plentiful

and the bar kept the fluids flowing!
