I tried to apply for the EID Loan but the SBA website isn't accepting applications at this me. This is very very unfortunate.

I am a tourist attraction. I drive business to our city. I need to survive this. I have applied for numerous Grants. I haven't heard anything. I also need direction on when the phases begin. WE NEED clarity. I do not want to open too soon, due to I am a large venue. I need to make sure it is very clear when it is safe to do so.

I have applied for grants through different organiza ons. WE have started a fundraiser and are asking for dona ons. I applied for an rec'd the PPP. I WANT TO AND NEED TO apply for the EIDL but SBA isn't taking any applica ons. I will furlough my staff if not open by June 15th. I have kept them on since March 13th-the day we closed, but I can no longer do this.

It will take a full year or more to recover. I rely on daily foot traffic. Rentals and retail purchases. Depending on the restrictions and the public fear of large venues, it may take longer than a year.

What help is out there? Is there more loans or grants? Can we get rent and utilities li ed? I need loans that I can also use for credit card debt for buying inventory that i have now been sitting on for over 5 weeks. I know I can't be the only one dealing with this.

I only have the PPP I am apply for a grant though Saif. I cut my budget did layoffs which broke my heart. I worked with my landlords to re I took the PPP funds after we are open but I fear that is going to leave me worse off. I am paying my team to not work. we have to spend the money in 8 weeks, what happens when it is time to open and I spent though this money when I don't need it but my staff does. We are trying to figure out how to be safely open. but for now we are doing curbside.

I am hopeful that by Mid February I will be stable.. In Ashland The local economy is shot. The main revenue for the town is the Shakespeare plays and the collage and both are closed. I would hope that holiday sales can help save us, if we can make it that long. I have a second business under a different LLC in Eugene Oregon and I think that store will recover by winter.

Weekly analysis of Covid cases in our county and in the state. And # of deaths in each. Just because people have the virus, statistics are showing it's not nearly as deadly as we 1st thought and thus brings into question whether it's justified to keep businesses closed any longer. If death rates prove no deadlier than regular flu season, there is NO justification for closures or restrictions any longer. And they should be immediately lifted. They MUST look county by county with more rural populations. One size response does not fit all cities for restricitons

It's impossible to plan, with the State taking restrictive measures. Most likely we will decide on our own to move forward with regular business, as we see fit. We have every right to make our own decisions for the good of our own business given the condition of Oregon's minimal # of cases.

The PPP loan forgiveness, in its current form, will not work for us, as the employees we laid off are making more money on unemployment than they made while they worked for us. We also are closed, and have no work for anyone. So it is completely infeasible that we can have them rehired within eight weeks of receiving the loan. One of our owners, my husband Robert, applied for unemployment five weeks ago, and has not been approved in FIVE WEEKS, because of glitches in the unemployment system. My unemployment checks are not covering our bills, and we are having to put many things on credit. Our city is offering no forgiveness on utilities or other payments, so even though they are delaying the payments, we will s ll have make the payments at a later date, when we have zero income. We are not far from bankruptcy, after being in business 26 years, and we see no way out of our economic distress. And large corporations and businesses are getting bailed out, or getting SBA money.

I do not think healthy individuals should be require to be socially isolated. Protect the sick and weak, allow the rest of us to keep society engaged and activated.

I think all business that want to be open need to be given free masks to give to their customers. I think cities need to find a way to support small businesses and in turn small business need to support their workers. We are going to have to find ways to build support to our hospitals so they have the infrastructure to support us if we have a set back, which it seems like we might. If we can suspended all rent, from the top down and our utilities we can pull though this, but having to pay rent while no income is coming in is very unrealis c. there has to be away to pay farmers for food and get that food to people in need. there are many people like me who own a business and because of that we don't qualify for food stamps because they look at what the business brings in vs. our profits or what we pay ourselves.

I am 7 months in to a new business. The List of challenges is high. But the bottom line is since we still have large expenses and a build up of debt we need money that we can allocate to those items. Employees don't really want to come back because they are making more on unemployment and that feels hard. Grants and support are needed. 8 weeks of payroll isn't really support we are not open to customers. it is just small business taking over the governments job of paying unemployment. It doesn't feel great.

Beyond obvious emergency services, The State should not be in the business of selecting which businesses they think are important and which are not. I don't see any authority in the State Constitution for this kind of decision making or action. That should be the Chambers main question at this point.

Unless death rates exceed normal death rates of seasonal flu or other natural death rates that could measurably be deemed a state emergency (imminent threat of large scale death) the state should lift all restrictions within 30 days. Then businesses should be innocent until found guilty of causing widespread transmission of the Covid, and if unique situations arise, the health department can take an action

Initial response was I think appropriate as we were all being told millions would die. We know now this is not the case. Studies are showing a large percentage of the population that has been exposed to the virus either shows no symptoms or very mild symptoms and now the death rate is being recognized as less than 1%. The state lacks the constitutional authority to continue to do otherwise. I find it interesting your survey does not even start with that premise. The survey assumption is that the State may continue to behave with this mistaken authority over all business and private lives. The Chambers of Commerce throughout the state should get back to advocating for business and resist authoritarianism by the State over private business. The vulnerable (pre-existing health conditions) should have free will to conduct their lives, either continuing to shelter in place, but the well should be immediately released to go back to life as normal.

When will we be able to open the Cafe an allow sea ng? We'll reopen for take away 5/15 but can't make the numbers work being open 3 days a week for takeaway. We need guidance and the customers need to be informed that on date X Restaurants can reopen with these guidelines. We also need communication from the state to our employees who have files claims as to when they can expect to get checks. I completely understand the system is overloaded. but with little communication, people are assuming the worst. We will be reopening on 5/15 so we can spend the 75% of the PPP money within the 8 weeks

In Ashland the Shakespeare Fest. is a very big thing, we are downtown and until they start up again (so far they are saying early September) it's going to be very difficult. In Ashland businesses like myself do well in the Summer but need those profits to hold you over through the Winter months. I'm fearful many of my fellow store owners will not be able to bank enough money this summer to make it through until next march (2021) when the Festival's new season starts again.

There is no way to know with certainty. We hope folks from the cities will want to move to a less congested and more rural area like we have in Southern Oregon, but we just don't know what the future holds in that regard.

It will take at least 2 years from today if all the restric ons were li ed. We estimate that for every week shut down, it will take a moth at full activity to offset the losses.

Very concerned at the disconnect of PPP vs lifting of Stay at Home. I will exhaust PPP funds by June 12 when I really need them after we reopen. Without cash after Stay at Home, we may not survive. Timelines will be initial 90 days after Stay at Home is lifted, then resume normal opera ons. PERMISSION to open. My state professional association is also my insurer and they are requiring me to follow local rules. The Oregon Board of Massage Therapy is also requiring that I follow my local rules during this challenging time. My address is in Cannon Beach, so I follow Cannon Beach rules even though I also work in Seaside and Manzanita and some mes in Central Oregon, too. My professional license requires that I am insured, obviously. If I cannot be insured because I’m following local rules, and I offer massages anywhere â€" even if it’s not in Cannon Beach â €" then I am in viola on and could lose my license. (As a side note, my coaching and celebrant practice is fairly new and is not significantly affected at this time by COVID-19. However, I am not able to perform funerals either.)

Meeting with a business coach to figure out how I'm going to present myself when this is over. I'm also having to research and buy more materials to ensure that I can properly sanitize my office, etc. whenever I open.

I am a personal 1:1 service provider. It will take me at least one year to recover, depending on when/if I have permission to reopen. I'll have to spread out appointments which will reduce the number of people I will be able to see, and for a period of time I will not be accepting tourists/visitors to the area so that's going to continue to profoundly affect my income.

That's difficult, the ones that can run in a situation where social distancing is easy. I feel the people who were making minimum wage are fine (until the end of the July). Frankly they are making MORE money due tot he addi onal $600/wk from the federal program. The faster we can get some normalcy in place without making foolish steps like teeth cleaning. My friend is a den st and we were talking about all the "flying gunk" during a teeth cleaning. I was slated for a knee replacement right when this all hit. I can't imagine how our hospital can be making any money with no non-essential surgeries happening. Am thankful you are opening that up, we all need more details.

Balanace and allowing parts of the State that are doing be er to open faster. The flip side is say that California is not doing well, we are right at the California boarder and if Ashland is "full open for business" will folks migrate from California to enjoy a weekend in Ashland (same hold true for people coming down from Portland IF Portland is not doing as well as more remote parts of the State).

Tourism Legalize the ability to get out of rental agreements, due to the pandemic. Nope

We are a tourist town, and we have many businesses that cater to them; restaurants, hotels, bed and breakfasts, theaters, wineries, etc. There needs to be a plan to open these crucial businesses so that we can continue to attract visitors to our town.

Help struggling small businesses that depend on close contact or large crowds to figure out a new paradigm for serving their customers.

I agree that we need to take science and facts into account when doing any planning for how we move forward. I think we really need to focus on providing better science education, so that people can understand exponential growth, basic biology and other medical technology that might make it easier for them to understand the facts better. It might also help them to respect experts and folks with better understanding rather than falling for misinformation and media spin. Maybe better critical thinking skills need to be taught as well.

Open the state and stop screwing around. Opening the state would be a good start.

Restaurants and personal services. People wont feel comfortable and confident initially and need to be able to gain comfort by being out and about and seeing they wont become ill.

Rescind CAT and postpone minimum wage steps. With lower revenue coming out of Stay at Home, I simply wont have cash to cover the next minimum wage increase and will have to reduce hours or not bring people back.

We are boutique fitness, a discretionary income based business. Until people get back to work, catch up their finances, gain a little confidence, they are going to be reluctant initiating memberships with our studios.

I think people will self police and the economy will open more organically. I don't think opening by industry is the only way to go. Someone in my industry may feel comfortable opening and some may not. As a bodyworker, I personally would most likely volunteer to not open right away until I am confident that it is safe to do so or I can do it in a safe manner. However, I have colleagues in the same industry who are chomping at the bit to open. I would be willing to sit back and see what happens with the curve for a period of time.

If the government would quit giving money to big corporations. Small business, the self employed, and mom and pop operations are the backbone of this country and depend on the Chambers of Commerce. All of the programs currently in place seem to be being abused and are an onerous process of application for a one man show. Focus on what people need day to day and build from there.

I wouldn't suggest using any promotions that are "post COVID" oriented, that's for sure. Hope that doesn't sound cynical but we are not out of the woods yet.

I'm not sure there's anything any agency can do to help my business. The virus has severely impacted my business, but cannot be controlled and recovery will depend on what path it takes.

I am considering advertising online sales (I have a website), but need some help to accomplish that feat. I am not a braggart and have trouble talking up my products. Sampling is what sells my product to new customers, but that is not going to be allowed so I don't know if I'll be able to secure new sales. Also, I'm unsure if I should apply to the CARES program since I have funds in the bank at this time. That may never happen. Only time will tell.

I just need to know when it is legal for me to operate. I wondered if I could open along with the other non emergency medical workers. I feel confident I can safely operate with proper sanitation, education, and screening of my clients who I see one on one. More information about antibody testing might be helpful. Answers to questions like: Would it help to get tested before I reopen? If I have the antibody does that bring assurance that I won't inadvertently be able to contract the virus from one of my clients who may be A-symptomatic?

I am just keeping in touch with my clients and checking in with them so that I don't lose them. I can use the money from the PPP to the rent on my office space.

I have no idea when to expect full recovery. It all depends on what I am allowed to do. I have lost some momentum in my growing business as I couldn't afford to keep advertising, and some of my clients who manage their pain through Bowenwork therapy, may seek out traditional medical interventions (pain medication, back/shoulder surgeries, physical therapy, etc.) if they can't see me. We need more help for microbusiness, small businesses where just the owner(s) and maybe a few staff work. All funding is geared towards employers and employees right now, but microbusiness is struggling so hard. We have leases to pay, utilities, we have to be able to feed ourselves and pay our home costs... Right now a lot is deferred, but where will that money come from if some of us have to wait months to open?Work won't go back to being as busy at it was before this, and many of us won't be able to pay several months of back rent/utilities very quickly.

It seems like if you are a very small business, under 10 employees its extremely difficult to get assistance. I have a question regarding the PUE (that is not on their website) and getting someone on the phone is next to impossible. Also, Every time I call to the check on the EIDL Advance I have had different answers to my questions and who knows about the actual loan part...no word and different answers. Again, nobody knows anything... in the meantime, no assistance and the bills keep coming. Not sure how much longer so many of small businesses can last. Ways you can help is gathering information from these surveys and posting answers/updates on various social media outlets. People on a State level might have a better chance at getting through. We just want time lines, updates, not a different store every time you call or wait on hold for several hours to get hung up on.

We are focusing on placing our product on various retail platforms and updating our own website. There is about a 70 percent chance at this point we will have to claim bankruptcy in the next few months unless a miracle happens. We paid what we could of our commercial space April rent, but now May rent is due and our store has been closed since March 17th due to the COVID-19 pandemic. We have lost well over $20,000 and that's a lot for a small business. Pretty scary stuff. I want to mention that we were grateful to receive a $3K grant from The City of Hillsboro which we used towards March bills since we felt the impact very early on in March.

Honestly, the biggest thing is helping small businesses stay afloat until we are able to return to work, and continued assistance until the work is stable. It will take some time, but if the help we were promised doesn't become available, many of us will have to let go if our dreams and close our doors. I don't believe contact tracing is going to work. Based on the studies of COVID-19 infections, which include those who are asymptomatic, there will quickly be too many contacts to trace. Would rather see a large scale education campaign.

Hospitals are good with PPE which is important. Smaller clinics have been left to fend for themselves a er we gave our PPE to the hospitals. A li le help would be nice. Also, dentists can be a very helpful resource for testing. We understand sterile procedure and infection control. We can ramp up quickly.

All businesses need to be allowed to re-open. Government needs to announce encouraging and scientific statistics (this is NOT as bad as was predicted, not as bad as the flue, being open will NOT increase your chances of dying from it, isolating will weaken your immune system, etc.) so that people are not afraid to go to work, to have people in their homes, and visit businesses.

Our business is dependent on other industries. Knowing when these businesses can re-open has some impact on if/when they will continue using our services again. My revenue is already down significantly. Once we resume canceling people for non payment, I would imagine I will lose a lot more revenue as no one will be able to make several months of back insurance payments all at once. I also own rentals, so this will also happen to landlords. The major hurt will be down the road a couple more months, and we need more help securing PPP. I am trying hard not to lay anyone off, but I can't keep going like this on the long term. Landlords are going to need help, or they will have to sell properties or lose them. Housing is already short for renters.

We are trying to continue operating as normal with systems in place to bring in new business. I think it will come back, but not until things open up again. No one is buying cars, boats, trailers right now. Houses are not selling. These products are how we keep in business. I don't foresee a full recovery for a year.

Cultural institutions (museums, zoo, gardens) and non-profits serving at risk communities. Business owners who have paid themselves or taken profits from their business in past years should be prepared to reinvest that money in their business if needed; organizations that are not focused on profit and retaining earnings need more help to bridge the gap.

Public health option for all Oregonians - small businesses need employees who are healthy and able to go to the doctor for testing.

Support local and smaller independent businesses that are making things and providing basic services to the community first, before helping chains, franchises, and high earning professional services. Perhaps cap owner/shareholder compensation at 1-3 times average employee salary or average Oregonian wage earner's salary if providing financial assistance. Highly compensated leaders and business owners should be first to sacrifice their income to benefit employees/business, if receiving public help to fund their business.

I think that an across-the-board approach will be necessary, with some areas of the state opening some types of businesses before other areas of the state, based on health , safety and economic viability.

Long-term recovery will rest on public health preventative and mitigative health procedures for the population. Testing, vaccines, and other long-term public health monitoring. Small business have been hit very hard since many don't have expansive assets on which to draw.

Open up cautiously with guidance regarding social distancing, wearing of masks where appropriate, etc. Nobody wants to get sick so most will abide by these rules in my mind. People not wearing masks anymore is the exception, not the rule. People get it. Give them the choice to shop, buy, conduct business, etc. at their own risk.

I think the population is a bit anxious and emotions are sometimes a bit fragile. Some people are stressed and you see it in the way that they communicate with others. We are all learning a new way of behaving, mixing with others, shopping in the correct aisle direction, etc. Let's give each other a little grace as we learn the new normal.

Naturally my focus is on the retail industry as a whole. If stores cannot stay open then vendors have no one to sell their goods to and sales reps have no commissions. On line is all well and good, but local businesses provide a sense of community.

With lack of cash flow rent is the main obstacle, concessions must be here. You cannot go back to the same rent. Business will return slowly, rents need to follow suit. Rents should return to original amounts in stages. Ge ng people tested so we have a way to monitor what is actually happening in specific communi es and ci es. Start opening businesses in stages, using specific requirements for safety. Set basic guidelines for public safety.

Business wise cash flow is the main concern specifically in regards to rent. You can control payroll and merchandise flow but rent is fixed and expecting businesses to pay the same as when business was at a peak is unrealistic.

Entertainment and Tourism. Any and all outside activities. The ability to encourage laid off employees by reducing benefits and sunsetting UI payments.

Restaurants need to get back open. Tourism needs to open back up in a safe manner. I don't see why these things can't open and practice social distancing like grocery stores. Limit number in a store at once, mark the floors. Open State Parks for camping. A lot of this is mindset. If we can get people out and doing some sense of normal, it will help a lot.

We need to get moving! Reserve the right to scale back if we have a spike, but my gosh, we have not been hit that hard in our county or even State.

There are businesses like mine who will see the domino effect long after people are back to work. These are the good months for a lot of businesses. It will be Fall and Winter when things are going to be hard. We will need help if we can't get PPP now etc.

As a small coffee shop in a small town, we cannot reopen under the restrictions still in place due to social distancing as we cannot comply, nor would we generate enough daily revenue to pay our bills if we were to adjust in a way to comply.

We have applied for a county grant, of which we received $2500 which has been helpful towards outstanding bills. We have also applied for a PPP which we are waiting on. What a lot of people don't realize, is that by closing your doors, does not mean closing expenses for the time being. Expenses still continue to roll in monthly, such as insurance on the business, as well as workman's comp, rent, credit card machine leases, credit card machine fees, utilities, employee taxes, etc. It is daunting, really.

I don't expect a seemingly full recovery until Phase 3, if then. My biggest concern besides the obvious, is how can a restaurant or salon, that receives a PPP loan and has 8 weeks to meet the forgivable status of 75% payroll, 25% utilities, actually meet this requirement in 8 weeks if they are unable to even function feebly within that time. I do think that the Federal Governments 8 week (upon receipt) window is absolutely unrealistic, if I am understanding it correctly.

1I need a specific meline so I can gauge about when I will be able to open back up. So far, "we'll see in 2 weeks" is NOT cutting it! I've applied for everything I can apply for & trying to reschedule my clients for later in the year or next year.

Governor Brown has issued a new release/conference announcing that health care clinics (including dentists) will be allowed to resume non-urgent/emergent care starting May 1, 2020, IF they can meet criteria to be set out by the Oregon Health Authority. The OHA has not yet released these criteria, and we are told they may be released as late as May 1, 2020. This has created tremendous strain because the public has heard we can re-open May 1, and are expectingt to be able to receive care, but we have no idea whether we can meet the criteria (not having seen them). We may have NO advance notice to determine if/how/when we can re-open.

Trying to get PPP funding. Trying to anticipate what supplies/materials we MAY need to reopen. Still being available to provide emergency care to patients.

Some time after May 1, 2020. This depends on if/when we are able to reopen, and if/when business returns to normal levels. Due to the lost revenue production for the past 6 weeks, our revenue stream will probably not fully recover for at least 2 years, even assuming new business quickly returns to pre-COVID-19 levels (which seems unlikely).

Timber has not been shut down. We are working closely with Weyco for scheduling of trucks/and or equipment. They had indicated they would shut the 4 dump trucks down later in May. Brian asked if we could do a 1 week shut down to take advantage of the PPP loan for continuing to pay wages. The drivers were engaged in work at the shop-helping with maintenance of equipment, sanding and painting trailers, and getting eq. ready for summer season.

Full? Not until the need for lumber picks up with new homebuilding. But tornados and hurricanes are doing their part in the need for rebuilding.

We have tried to get on the list registering with the federal government for FEMA contracts, we have also gotten on the list with the county agencies and spoken to all of our personal contacts at hospitals and pharmacies. however the equipment being used appears to all be coming in from out of state. talking about abstract ideas of reopening this state do not help us,. I think we need to start by reopening state parks, as there is little risk and it encourages "baby steps" for society to make healthy advances towards getting out in their communities again.

I think that given an optimal season approaching of summer, when a lot of things can be done outside, we should encourage that as much as possible. By extending time outside and minimizing time inside, as we bridge a way into normalcy, we may as a society have an opportunity to build up immunities gently. I can see churches being held outside, restaurant seating, etc. allowing a watching of the data, a transition to normalcy, and hopefully of building up of immunities for those that are lower risk.

Yes, as I referred to above, the 8 week window upon receipt of a PPP loan in order to comply for forgiveness, is absolutely a challenge and unrealis- tic when that 8 week window doesn't corroborate with the current times. One can't reopen, unless one can break even by generating enough revenue with the given restrictions.

First of all, let's have the government put a moratorium on taxes, loans and mortgage/rent so people can at least breathe. Get the state opened up without restrictions. Start with a timeline and go from there. Get more help in the unemployment dept.

For the most impacted businesses like our own we want to work. Finding a way to put us to work through government contracts would save us. Rather than using out of state contracts it would be best if we could prioritize using local resources first. Hospitals should be getting food from local restaurants,. Tents should be set up by local event companies. Our communities already have all amenities needed there's no need to bring in outside help.

Well everyone is so eager to claim mission accomplished and reopen,. For many of us we're going to be far from the end. I participated in the governors round table discussion with early childhood folks and my biggest concern is being able to get back to operating with my current teachers and as many preschool kids as we are able. We have a capacity of 16 and have a total of 20 families (part and full time). If we are allowed to come back with just 10 kids, I would ask that an exception be made for providers own children and that they not be counted in the total of 10 preschoolers.

If there are especial loans for WOMEN IN BUSINESS, please advise ASAP, as we have collateral to be offered.

With COVID-19, our ratios have changed to two providers per 10 children. (Teacher plus floater covering breaks, lunches, cleaning, etc) Funding for additional staff members is pivotal. Testing staff members and children that have been attending Emergency sites, before non essential working families return, will help to avoid possible legal suits in the future from families that are returning. I don't know if a legal waiver would be enough. If we show proof that attending children & Staff members do not have COVID19, and we have the sites venting for 3 days (after disinfecting) before opening, families will be more at ease. They will have to sign a disclaimer, though, that they have not been exposed(to their best of their knowledge) to COVID19. The City of Portland may need to allow to us, providers, to be able to build a small outdoor porch/area, where we could place a portable sink (to be provided by Health Dept. or CCRR or ELD) to have children washing their hands before entering.

Per Health Dept. instructions, it is challenging to keep toddlers with masks on. Infants cannot have masks on due to risk of suffoca on. Preschoolers work very well. Masks, gloves, PPE, hand sanitizer, need to be supplied and guaranteed. It's been challenging to acquire those. We should have them provided through the State. Yes, DHS have some payments retained from clients already served, last year. They should release those funds that are extremely needed.

What FEMA resources for refinancing do you have available for women in businesses and minorities with non conforming loans through SBA to be able to access funding with equity or collateral provided, if required by SBA/STATE/FEDERAL GOVERNMENT/DHS? Childcare is a largely private tuition system, paid by parents. Can the federal government step up? We need to be supported for the increased operating costs and if possible, staff members being compensated with HAZARD PAY and with the lost of tuition, in addition to be supported for health benefits (maybe by the Market place?). Utilities, rent and additional costs to operate per Health Department/CDC guidelines to be in compliance.

Trying to refinance to lower payments on the sites that are currently working as Emergency Sites for essen al workers. I've been invited to participate in Family Forward Action to request prioritization for a robust immediate investment in our industry, since our work is essential to this crisis to support Oregon's recovery and Oregonian families.

With immediate FEMA Refinancing of properties, at low financing rates, we can continue working and supporting Oregonian families without interruptions. We need all states, regional and local areas to look harder at re-opening businesses. Our ability to make the product has not been greatly affected. Selling and distributing boots to first responders has been greatly affected through the closing of dealers, retail shoe shops and such across the country has had a profound downward trend in sales. Limi ng us to on-line selling only. Fire and rescue, linemen, construction and other safety boot wearers are people still working and need their boots. Bad weather, down powerlines and such don't stop because of a pandemic.

We closed our office and showroom to the public. Operations have continued in manufacturing with major changes in social distancing, restricted movement in the factory, and major cleaning efforts have been put in place to protect our crew. We are currently working on procedures and policies to re-open our showroom to the public on an appointment only basis.

We believe we could operate direct to public selling safely immediately if the state would allow it. We believe we can operate more safely than the grocery stores, hardware stores, Walmart's etc. because we are small and adapt much quicker than the above examples that have been allowed to continue business.

Problematic businesses like restaurants and hair salons may need stricter guidelines and reduced occupancy and/or increased appointment/reservation usage.

Open public parks, recreation areas, etc. continue social distancing efforts, promote masks, gloves etc for shopping or indoor ac vi es. Those that could be most affected by the virus should continue to shelter in place and take extra precautions. The younger and less affected population should be able to follow basic safety needs and be allowed to work and have less restrictions. Focus keeping the economy moving. Rural Oregon counties do not need to be treated the same as major metro areas.

Allow businesses to reopen with parameters in place that are clear and with consequences in place. Demand physical distancing, wearing of masks, sanitizer and/or washing stations accessible. Limit guests/customers to avoid crowding as the state begins to reopen. Relax these parameters when a vaccine becomes available.

That's a very tough question. On the Oregon Coast July & August are the most important months for businesses. If we reopen our businesses too early and then have to shut down or people become afraid and stay at home it will decimate almost all the local businesses in my town. If we hold on and can make it to the point where we can reopen with confidence (not for the sake of businesses making a few $$ in May or June) then the chances for a full recovery within 2 to 3 years is much higher.

An actual plan moving forward that is not too restrictive. Originally we closed to allow medical / health to catch up and have adequate preparation. We accomplished flattening of the curve, time to get the economy opened up ASAP in an orderly fashion. Everyone is now developing their own plan from city to state to county. While we are a capitalist society, the government holds the power to keep it's citizens safe. Putting people at unnecessary risk for profit is what 1st world countries chastise other countries for. I, my family and my fellow citizens deserve better than profit before safety. I am a small business owner and if it ends up where I have to shut my doors permanently over this, well... there are far worse things that could happen. Risk for short term gains are not worth long term consequences. Please, please be very cognizant of the science and where we need to go from here. America will re-open next week, or in the next months, but you cannot recover from death.

Many local business manager are putting a lot of pressure on local politicians to reopen and they are also visiting other small business owners and looking for their support to get opened again too. There is an effort underway to just get the town open, we will be fine. No one died here, we only had 6 cases. Many workers in our community are older (working part time to earn a little extra for what Social Security won't cover) and a lot of locals have underlying health conditions which would put them at risk. It's not just the business owners who have something to lose by staying closed, much of the workforce has a lot to lose if we open prematurely.

People who are vulnerable need to protect themselves as well, to the best of their ability. Since we are shut down with no employees our expenses are minimal. How long can you go without loosing your employee base, so you can restart your business efficiently. Who knows, especially as other jobs open up.

Government Restrictions - these need to be minimal. Otherwise they will choke or restrict the recovery greatly.

They say that by restricting only at risk populations they will have the rest of the herd develope the resistance to get over the covid-19 pandemic. Basically they are saying that we are all going to get it anyway and sooner is better because then it won't pass around to the at risk populations because the herd will have immunity and will be over it and stop spreading it. They are saying we can't wait for a vaccine because that is 2 years out (minimum) and we will all be broke and destitute by then, that children will suffer in their education, that mental health is just as important as physical health. Certainly food for thought.

Because we have been approved for a PPP loan (but have not yet received the funds) we are now planning on reopening at least for takeout and delivery but it is a risk because we may lose more money (even with PPP loan forgiveness for certain categories of expense) than we would have by staying closed longer. Because we support adults with IDD in 24-hour settings, most of our employees are essential workers. Access to adequate PPE and disinfectants in a timely manner would be great. We are working with public health, but resources are limited.

It makes the business choose between the role of customer service vs police officer. If you choose customer service the law falls apart; if enforcement is chosen, your business can fall apart. Therefore the law is, pardon the pun, toothless. Are business owners and employees going to be put in the role of confronting customers because they won't wear a mask? If enforcement is up to each business as the service animal rules have become, then the rules will be worthless.

The extra $600/mo. being given to furloughed workers is causing difficulties for employers. A 40-hour/week employee making minimum wage grosses $1,800 every four weeks. An unemployed person right now receives $2,400 every four weeks on top of their unemployment benefits. How will I find applicants to hire when their income is going to drop by at least 1/3? It's also tough for those who are still working to watch the unemployed person who is staying home receive more money. I'm not against someone getting additional unemployment benefits, but it needs to be commensurate with regional pay and not so much that it's a disincentive to go back to work.

Cannabis businesses are shut out of Federal assistance programs. Fortunately we are able to remain open, though we did reduce our hours. I would think agriculture, so we have food to eat, and the service industry, restaurants bars, salons, etc... They employ a large percentage of people and are centers of art and entertainment which I hope we now re-understand is vital. Then to the manufacturers of goods.

We need more information on what exact benchmarks we need to achieve in the fight against COVID in order for it to be safe to reopen. X # of new cases, Y # of tests, Z % increase or drop, and where those variables need to be in order for business to resume (even if at a limited level). If we can track the progress of these kind of statistics then we can make plans accordingly and either shut down entirely for a while or start gearing up to reopen. Even just an unofficial reopening day would help, but I understand that that date might move as things develop.

Mostly taking time to clean and improve our facility so that when we do reopen the place is better than ever. Also planning for bringing our staff back in waves as business picks up again, as well as what protections we can reasonably offer our staff and customers.

We'll use our level of sales to determine how many of our staff can return. We hope to be back to 50% of our previous sales in order to bring everybody back in a limited capacity. We are a nonprofit which we don’t qualify for many local grants. We are working hard with less funding. We have to cancel our biggest fund raiser of the year. So funding is critical as we continue to serve our foster families. We have had so switch things around a lot, but are still serving 100% of our families.

I need to get onto the EIDL website. I've been trying to apply since the funding reopened yesterday. The website isn't working properly. I also want to apply for unemployment for myself since I am a sole proprietor and Lincoln County has extended the STR closure through May 31, 2020. We have been without STR guests since 3/24/20.

Looking for grants every day. Turned off most all electric at motel; reduced garbage service to once a month; applied for SNAP (haven't heard back.) Requested 3 month reduction in Spectrum Business services (50% rate reduction) on monthly recurring charges, although if approved that won't go into effect for three months. Trying to find source to refinance mortgage to lower interest rate. Have suspended credit card machine to avoid monthly charges while business is closed. Looking into WOSB certification. Applied for LISC grant. Trying to figure out how I'm going to pay property taxes in November.

No specific timelines at this point. Surviving a day at a time, trying to stay safe and healthy. We have refunded 100% of all deposits to all our guests who cancelled or whom we had to cancel. I can't foresee a full recovery at this point. The 2008 recession took us 8 years to recover. I doubt this pandemic is going away anytime soon.

Meeting size restrictions will be very important for houses of worship. We will comply with standard "social distancing" and hygiene recommendations. We already have made plans on how to limit or eliminate changes of germs spreading in how we conduct normal business, such as, no passing of collection plates or worship items, no handshakes or hugs, limiting space between attendees, etc.

We need fast reliable data regarding a realistic date that lodging establishments will be able to re-open for business. Will we be losing our entire summer season? If a second wave of Covid comes in the fall will we lose that season as well? As a small business owner who works on a small commission, will I be able to receive unemployment benefits. We have ordered hospital grade disinfectant that was listed on the CDC website effective against Covid. We are considering spacing out reservations so that there is time in between reservations rather than stacking them. Don't understand the question, but please don't push to open anything that will bring more traffic (and more possible Covid 19 cases) before it is under control. Yachats is a town of mostly over 60 year olds, so it's so important to go slowly opening things back up here. money

My store is small, 600 sq ft. I sell jewelry so people get close to the counter trying it on. My husband and I are over 60 and will not be comfortable working there till there is an inoculation. I hope the lockdown order can be in effect till then so we don't get new cases of Covid 19. Our business is tourist oriented unfortunatly so this effects us hard. However its better to be alive than the alternative.

The Covid outbreak has frightened so many of our local population that many are fearful to have outsiders visit our (once popular) tourist town on the coast.
