INTER-STATE CHEAT INVOLVED IN DUPING PEOPLE ALL OVER THE COUNTRY ON THE PROMISE OF PROVIDING PETROL PUMP, GAS AGENCIES ETC.

HE MISLED VICTIMS BY CITING PROMINENT POLITICAL PERSONALITIES AS PA-TRONS OF HIS NGO

CHEATED AMOUNT IS OVER RS. 21 LAKHS.

The Inter-State Cell of Crime Branch has arrested one Baba Gauri Shankar Verma who is running an NGO in the name of “All India Minority Sadbhawana Congress”. He misled victims to believe his NGO was associated with the Congress party and he projected himself as the National President of the NGO. On the letter-head of his NGO, he has published the photographs of Smt. Sonia Gandhi as Chief Patron of the Trust/NGO and of Rahul Gandhi as National Yuva Leader. He had got the NGO registered in Janakpuri, New Delhi. He used to lure persons from all over North India, asking them to pay handsome amounts for getting a good position in his

NGO. He would then take more money, promising to get them allotment of Petrol Pump/CNG Pump/Kerosene Oil Depot after showing them fake documents relating to such allotments. He had also opened an account in ICICI bank in the name of the NGO where he used to ask his victims to deposit the amount for availing the services of the NGO.

  On a of complaint of Sh. Tej Singh Sharma of Agra a case of cheating was registered by the Crime Branch and investigation was entrusted to the Inter State Cell. Sh. Sharma stated he met one Baba Gauri Shankar Verma at his office at E-132, Chanakya Palace, Janak Puri, Delhi. Baba Gauri Shankar Verma and his P.A. Suresh promised the allotment of a Petrol/CNG Pump and Kerosene Oil Depot using his contacts with the senior politicians of the Congress party. Baba Gauri Shankar Verma and his P.A. Suresh showed him many documents containing photographs of many high level Congress leaders and won his confidence. Thereafter the Baba asked him to become a member of his NGO as the Petrol pump and LPG agency can be allotted only to the members of the NGO. For becoming a member of the NGO he had to deposit Rs. 11,121 as membership fee. Later, on different occasions, the accused took a total amount of Rs.1,32,000 from him, but till date he was neither allotted any Petrol Pump/LPG agency nor was his money returned. Instead of giving back his hard earned money, the Baba threatened to implicate him in a some false case.

Baba Gauri Shankar Verma was arrested from a Pahar Ganj hotel on 5.11.2008 where he had called one Vaibhav Goyal, an architect with the inducement to make him President of Uttarakhand unit of his NGO. This architect is also associated with some P.W.D. projects in Uttarakhand and Indira Gandhi Pratishthan in Lucknow. He was told by Baba Gauri Shankar Verma that if he became president of the Uttarakhand wing of the NGO, he would be able to use a red beacon on his car and he was also told that such a position would be helpful to him in promoting his business. As per his old modus operandi, Baba Gauri Shankar Verma was trying to extort a large sum of money from his latest victim. Receipts of money received from various persons amounting to Rs. 21,00,000/- lakhs approximately have been recovered from the accused. The amount had been taken by Baba Gauri Sankar Verma from various persons of North India. Efforts are being made to contact these people and to find out the exact amount of money cheated by the Baba.

The arrested persons are: - 1. Baba Gauri Shanker Verma who was born on 01.07.1940 in Ram Sagar Para, Ram-

pur, Chattisgarh. He is the only son of his family. He did his high School in Raipur in 1961. Thereafter he joined Geology and Mining Department, Raipur. In 1974 he was transferred to Udyog Department, Bhopal. In 1989 he took voluntary retirement from service. In 1990 he constituted All India Minority Sadbhawana Trust and got it regis-tered in Delhi in 2007. On the basis of this trust he used to show himself connected with the Congress party. He used to publish the photographs AICC President as Chief Patron of the trust and Rahul Gandhi as National Yuva Leader.

2. Suresh Kumar, a permanent resident of Sambhal, Distt. Muradabad, UP is illiterate. In 2002, he came in contact with Baba Gauri Shankar Verma, and both of them started their partnership in crime. The registered office of the NGO is the address where he used to live as tenant. Suresh is working as P.A. to Baba Gauri Sankar Verma and helping him in deceiving and cheating people.

The accused persons have been arrested in the case and police custody remand of Baba Gauri Shankar Verma is being sought to further verify his network including bank accounts and victims. Investigation is also being conducted against some other bogus Organizations/NGOs by Crime Branch which have been indulging in similar activities.

Further investigation in the case is on.

INTERSTATE GANG OF AUTO LIFTERS BUSTEDTWO ACCUSED ARRESTED : SIX STOLEN M.CYCLES RECOVERED

The South East District police has busted an interstate gang of desperate auto lifters involved in stealing two wheelers, arrested two accused and recovered six stolen M/Cycle at their instance.

2. Mohd. Sabir S/o Mohd. Umar R/o 1853 Lal Darwaja, Lal Kuan PS. Hauz Quazi, Delhi.

INCIDENT & TEAMOn 22.10.08, at about 8.00 AM, HC Yash Pal along with Cts. Yamin,Sudhir

and Bijender were checking vehicle by installing barricade near Ashram Chowk, two suspicious looking youths riding a Pulsar Motorcycle bearing Regn. No. TN-02 AE- 0348 were signalled to stop near the barricade but they tried to negotiate the barricade and escape. However the staff present near the barricade stopped them and asked to produce the documents related to vehicle to which they failed. During interrogation they disclosed that they have stolen the Motorcycle from I.P. Estate area. Following the disclosure, a case vide FIR No.586/08 U/s 411/472/34 IPC PS New Friends Colony was registered and A team under the supervision of Sh. Guru Charan Das, ACP/NFC South East District, headed by Inspr. Brijender Singh SHO/NFC assisted by SI Ashok Kumar Singh I/C PP Sunlight Colony, HC Yash Pal Cts. Yamin,Sudhir and Bijender was constituted to assist the investigation, arrest the gang members and recover more stolen vehicles.

MODUS OPERANDI

On sustained interrogation the accused disclosed that they had been stealing vehicles from Delhi and use to telephonically contact one of their gang member namely Raziv at Imphal, Manipur and SMS the Engine and Chasis No. of stolen vehicle. After receiving the SMS Raziv used to fax the photo copy of the fake registration number with the same Engine/ Chasis number. The two accused namely Mohd. Shahanwaj and Mohd. Sabir used to book the vehicle from any of the Railway Station in Delhi for Guwahati/ Deemapur. The vehicle was used to be got released by Raziv at the destination Station. The accused further disclosed that six more stolen vehicles are parked at the Railway Station Parking of Guwahati & further two more motorcycle recovered from Guwahati (Assam). A dozen cases have been worked out.

Further investigation is in progress and members of the police team are being suitably rewarded.

ORDER

Whereas the area known as Rohini Court Complex, Delhi together with its adjoining areas are busy places frequently visited by a large number of accused persons, petitioners etc. including Court Complex judicial lockup, Prosecution Branch Offices, Lawyers Chambers due to functioning of the various Courts, movements of litigants and Advocates.

2. And whereas reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/demonstrations etc. in the above area is likely to cause obstruction and inconvenience in the smooth functioning of the Hon’ble Courts and disturbance to the litigants and Advocates.

3 And whereas it is necessary to take speedy measures for the safety and smooth functioning of courts.

4. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi`s Notification No. U - 11036/3/1978 (i)- UTL, 1.7.1978. I, Yudhbir Singh Dadwal, Commissioner of Police, Delhi do hereby make this written order prohibiting:-

i) the holding of any public meeting;ii) assembly of five or more persons;iii) carrying of fire-arms, banners, placards, lathis, spears, swords, sticks, brickbats etc.;iv) shouting of slogans;v) making of speeches etc.;vi) processions and demonstrations; andvii) picketing or dharnas in any public place

within the area specified in the schedule and site plan appended to this order without a written permission.

5. This order shall come into force with effect from 08-11-2008 and shall remain in force for a period of 60 days i.e. upto 06-01-2009 (both days inclusive) unless withdrawn earlier.

6. Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

7. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through Press and by affixing copies on the notice boards of the offices of all Districts DCsP, Addl. DCsP, ACsP, Tehsil offices, All Police Stations concerned and the offices of the NDMC and MCD.

8. Religious functions/rallies/public meeting etc. can be held with prior permission, in writing, of Deputy Commissioner of Police, North-West District, Delhi and this order shall not apply to processions which have the requisite permission of the Police.

A GANG OF DESPERATE ROBBERS ARRESTED: 02 CASES WORKED OUT

With the arrest of five persons, namely 1) Zakir Hussain @ Sakir s/o Babu Khan, 2) Zuber Khan s/o

Hanif Khan, 3) Satyadev Sharma s/o Sudish Sharma 4) Oppilmanickam @ Anna s/o T. Rajmandaram, 5)

Manjeet Singh s/o Bhagat Singh Outer District Special staff has busted a gang of desperate road robbers

operating in the area of Outer District, Delhi and has worked out two cases of Murder & Robbery including a

sensational case of murder of an employee of Canadian High Commission residing in the area of PS

Mangolpuri, Delhi.

BRIEF FACTS

After the brutal murder of an employee of Canadian High Commission, a team of Special Staff of Outer

District was formed at once by Shri A S Bajwa, ACP Operations, under the leadership of Insp Amar Deep

Sehgal comprising of SI Joginder Singh, SI Jasmohinder Chaudhari, SI Sanjay Gade, SI Puran Pant, HC

Naresh Kumar, HC Rishi Ram, HC Yogesh Kumar, Ct Prem Singh, Ct Satbir Singh, Ct Hari Chand, Ct

Gajender, and Ct Anoop Singh. On 05.11.08 at about 01.30 PM, information was received in the Special Staff

that two young men who are involved in various cases of Robberies, Murder and carrying deadly weapons

would come in the area of PS Mangol Puri, Delhi. If apprehended, many cases of Murder and Robberies could

be worked out and illegal arms can be recovered from them. Acting on the information, a raid was conducted on

the instance of the informer and the above mentioned five persons were arrested in two different cases of

Murder and Robbery belonging to PS Mangolpuri and Shalimar Bagh respectively.

Interrogation and investigation:

Initially, Zakir and Zuber were apprehended from the spot while driving a motorcycle. On sustained

interrogation it was revealed that they stabbed one person while committing robbery on the evening of 19.10.08

near Madi Pur. They also disclosed that the mobile phone of the deceased was sold by them to one Anna

residing in the area of Nangloi. The motorcycle used by them on the fateful day was the same which was

recovered from their possession and the knife which was used by them to commit murder on 19.10.08 was kept

by one of the accused persons in his house. They also disclosed that they had committed Robbery in the area

of PS Shalimar Bagh on 20.10.08. Person was robbed off a laptop, mobile phone and Cash from the person

sitting in a Esteem Car. They also disclosed that they sold the mobile to Anna again and the Laptop was sold by

them to one Satyadev Sharma resident of Sultanpuri and having his shop at Nangloi. Later Anna and Satyadev

were arrested in the case and the Laptop was recovered from the possession of Satyadev Sharma. Anna

disclosed that he had sold the mobile phone of the deceased to one Manjeet Singh at Gaffar Market, Karol

Bagh, Delhi after changing the outer body of the mobile set. Manjeet was also later arrested in the case and the

mobile phone of deceased was recovered from his possession.

Profile:

1) Zakir Hussain @ Sakir s/o Babu Khan r/o X 241, Camp No. 01, Nangloi, Delhi aged 21 years is illiterate and unmarried. He is residing at the above address since he was quiet young. He came in contact with Kake @ Munna, a Bad Character of PS Nangloi, Delhi and started commiting petty crimes. He was first arrested in May 2004 while he was found in possession of an illegal Knife and is involved in as many as 10 cases of Snatching, Robbery, Murder, Arms Act and Hurt cases. 2) Zuber Khan s/o Hanif Khan r/o X 187, Camp No. 01, Nangloi, Delhi aged 21 years has studied upto 10th standard, belongs to a poor family. His father runs a small ice shop in the area of PS Nangloi, Delhi. He also came in contact of bad company and started committing petty crime. 3) Satyadev Sharma s/o Sudish Sharma, r/o E2/361, Sultanpuri, Delhi aged 28 years is residing at the above mentioned address along with other family members and runs a mobile shop at Nangloi, Delhi. He is Diploma in Electronics & Communications and has deep knowledge in the sale and purchase of Mobile phones and Laptops. He is also involved in purchasing stolen goods from thieves at throw away prices.4) Oppilmanickam @ Anna s/o T. Rajmandaram r/o X 287, Camp No. 01, Nangloi, Delhi aged 33 years basically belonging to Madras came to Delhi while he was quiet young and is presently residing at the above mentioned address. He is a graduate in Mathematics and has technical knowledge in repairing of old hand sets (Mobiles). He runs a small grocery shop as well as a mobile repair shop at the same address and is also involved in purchasing stolen mobile phones from petty thieves.5) Manjeet Singh s/o Bhagat Singh r/o S1/30, Old Mahabir Nagar, Tilak Nagar, Delhi aged 21 years is unmarried. He is a migrant from Afghanistan presently residing at the above mentioned address and runs a mobile shop in Gaffar Market at Karol Bagh Delhi. He also purchases mobiles from unknown persons at a very low price. After making alterations he further sells them off to distant places so that the same could not be recovered easily. 6)ACTION TAKEN:

Arrested u/s 41.1 (a) (d)/102 CrPC vide DD No. 81B dated 05.11.08, PS Mangolpuri, Delhi.

Interstate notorious criminals Umardaraz @ Umar and Zuber arrested         

With the arrest of two accused persons namely, Umardaraz @ Umar @ Qureshi and Zuber @ Alfattar, Special Staff of West Distt. has busted a gang of thief/snatchers operating in various States. The accused are involved previously in more than hundreds cases of theft and snatching.

    INCIDENT AND TEAM:

  On 05.11.08 information was received by  Inspector Rajkumar, Special Staff West District that a, notorious interstate thief (who is previously involved in many cases in different States) will come along with his other associates in a Ford Ikon car number UP-15S-1515  near Tipdi Wala Baba mandir, Raghbir Nagar, Rajouri Garden, New Delhi.  On the basis of this information a raiding party under the supervision of ACP Shri Jagdev Singh consisting of Insp. Rajkumar, SI Manoj Kumar, ASI Bir Pal, ASI Krishan, ASI Balvinder, HC Sudesh, HC Rajbir, HC Ram Awtar, HC Ved Parkash  Ct Suresh, Ct Narendra, Ct Shashi, Ct Satpal,  Ct Surender, Ct Dharmender, Ct Pawan, Ct Yoginder and Ct Pramod was constituted  and deployed near above said place. At about  6.00 P.M. a Ford Ikon car bearing number plate UP-15 S-1515 came from Ring Road side and was stopped with the help of barricades. Two persons namely, Umardaraz and Zuber were found sitting inside the car. On their search two country made loaded pistols and four live cartridge were recovered from their possession. In this regard a case vide FIR No. 595/08 dated 05.11.08 U/s 25/54/59 Arms Act was registered at PS- Rajouri Garden, New Delhi.

MODUS OPERANDI & INTERROGATION:

During interrogation Umerdraz @ Umar revealed that before six/seven years, he came in contact of Adil who is his relative and went to Mumbai where his relatives are residing and then entered in world of crime. He along with his other associates namely, Adil, Sikender , Aizaz used to steal mobile phones, purses and Laptops from the parked cars/vehicles by diverting the attention of the vehicle’s owner/occupant either by knocking the vehicle or by putting feet under the tyre of the car which stops at red light signal and then by shouting that his feet has come under the tyre. In the meanwhile other associates used to pick up and take away the laptop/mobile phones (other exclusive items/articles) from the car as the driver’s attention was diverted. He along with his other associates has stolen more than hundreds mobile phones and Laptops from Mumbai, Delhi, Hyderabad, Banglore, etc. He had been earlier arrested by Mumbai, Delhi, Hyderabad and Meerut Police . Now his gang has become expert in snatching and had committed snatching in Hari Nagar , Rajouri Garden, Kirti Nagar, Connaught Place and other places in Delhi. Some stolen/snatched mobile phones of these cases have been recovered. He used to give the snatched booty to his associates Nadeem in Mumbai and Rahul in Meerut, UP.

Further investigation is in progress. More raids are being conducted at different places/hide outs of other members of this gang. Staff involved in the good work is being rewarded suitably.

SECURITY GUARD TURNED DACOIT         

With the arrest of Harbir Singh, Suresh @ Kalu and Pawan Kumar, the staff of PS Kirti Nagar, West Distt. has solved a case of robbery now converted into dacoity in the factory premises of M/s Sewa Exports, Kirti Ngar, New Delhi engaged in garment export buisiness.

NAMES AND PROFILE OF ARRESTED ACCUSED:

1. Harbir Singh S/o Ram Khilari Singh R/o Shadi Nagar Azad Pur, age 34 years. He studied upto 10th class and joined M/s Tops Group as Security Guard 6 months ago. He is married and having one son. He was involved in case FIR No. 318/07 U/s 380/411/34 IPC PS Ali Pur, Delhi.

2. Suresh @ Kalu S/o Ram Kishan R/o Shadi nagar, Azadpur, Age 21 years. He is unmarried and studied upto 10th class. He was involved in case FIR NO. 376/06 U/s 379 IPS PS Vikas Puri, Delhi.

3. Pawan Kumar S/o Madan La, R/o 90, Shadi Nagar, Azad Pur, Delhi, Age 21 Years. He studied upto 8th class and is unmarried.

RECOVERIES

1. Cash Rs. 12,000/-2. One bicycle.3. One chip of robbed mobile phone.

4. One Motor Cycle No. DL-8SX-8889 used in the crime.5. One knife used in crime.6. Instruments used in crime.

INCIDENT

During the night intervening 29/30.10.2008 armed robbers intruded in the factory premises of M/s Sewa Export, 5-A Furniture Block Kirti Ngar and tied the hands with cloth and fixed tapes on the mouths of security guards namely, Ashok Kumar Singh Shesh. The robbers broke open two cash almirahs and decamped with Rs. 1.68 lacs, one bicyle and one mobile phone belonging to security guards. The incident was reported to the police and a case vide FIR No. 241 dated 30.10.08 u/s 392/397/34 IPC was registered at PS Kirti Nagar, Delhi.

TEAM AND INTERROGATION

Team consisting of Inspr. Kulbhushan Sharma SHO/Kirti Ngar, Inspr. C.L. Meena Inspr./Investigation, SI Bhata Ram, SI Manoj Kumar, HC Rishi Raj, HC Ghanshyam, Ct. Rakesh, Ct. Inderjeet Singh and Ct. Suraj Pal was constituted under the supervision of Sh. K.L. Meena ACP/Rajouri Garden and Shri A.K. Lall, ACP/Punjabi Bagh. After the inspection of scene of crime, it was found that it can be work of somebody who knows the topography of the factory and also knows about the place where the cash is kept. All the security guards and other employees on duty on that particular day were thoroughly interrogated. During interrogation, security guard, Harbir Singh broke down and confessed of his crime. It was revealed that this robbery now converted into dacoity is planned and masterminded by Harbir Singh who is working as security guard of M/s TOPS Group, a Mumbai based security agency since last six months. He hatched this conspiracy with his associates namely, Dharmender @ Lala, a B.C. of PS Adarash Nagar, Suresh @ Kalu, Pawan Kumar and Amit Kumar. They deliberately chose Vishwakarma Day i.e. 29.10.08 as the market remained closed on that day. Harbir Singh remained on security duty on 29.10.08 from 8.00 AM to 8.00 PM and left the factory after arrival of other guards deployed for the night shift. He again came along with his associates and as per planning, they entered the factory and took control over two guards at knife point. They tied the hands of the guards with cloth and fixed tapes on their mouths and dumped them in the basement. Thereafter, mastermind Harbir Singh also entered in the factory and led his associates to 1st floor office where cash almirahs were kept. They broke open two safes and picked up Rs. 1.68 lacs. Before leaving the factory premises, they also took a bicycle and mobile phone of security guards.

Further investigation is in progress. More raids are being conducted to nab the remaining accused. Staff involved in the good work is being rewarded suitably.
