SENSATIONAL CASE OF ABDUCTION OF MANDAWALI SOLVED, ABDUCTED YOUTH WAS BRUTALLY MURDERED, THREE ACCUSED

ARRESTED

Special Staff of East Distt. has solved the sensational case in which a youth of 25 years was abducted from Ganesh Nagar in the area of PS Mandawali Delhi on 24.04.11 and brutally murdered on the same day. The arrested three accused persons are:

1. Anil Kumar s/o Hansraj r/o D-40, Ganesh Nagar, Pandav Nagar Complex, Delhi.

2. Kaushal Gupta s/o Harish Chandra Gupta r/o D-33 , Ganesh Nagar, Pandav Nagar Complex, Delhi.

3. Kamal @ Kale s/o Lal Kishan r/o D-32, Ganesh Nagar, Pandav Nagar Complex, Delhi.

INCIDENTOn 25.04.11 Surjit Yadav, resident of D-45, Ganesh Nagar, Pandav

Nagar Complex Delhi had reported to the Mandawali Police Station, Delhi that his son Bharat Yadav 25 years had been missing since last evening along with his Scorpio Vehicle No. DL-3C-AJ-7078. A case of abduction was

registered vide FIR No. 174/11 u/s 365 IPC dated 26.04.11 and investigation was taken up. On 27.04.11 the Scorpio Vehicle of Bharat Yadav was found abandoned near EDM Mall. The case took a serious turn and teams swung into action.

TEAM Considering gravity of the case a team led by Insp. Rakesh Dixit comprising of SI Vinay Yadav, SI Satendra Khari, ASI Satpal Singh, ASI Sukhbir, HC Nazir, HC Sirmohar, HC Swadesh Rana, HC Soma, Ct. Jitender, Ct Roop Singh, Ct. Praveen, Ct. Shatrughan, Ct. Lokendra, Ct. Anangpal was constituted along with Insp. Ramphal, Addl. SHO P.S. Mandawali, Delhi East and efforts were made to trace the youth.

INVESTIGATIONA massive hunt was launched to ascertain the whereabouts of the

missing youth, several teams were formed to conduct raids, to verify the possible suspects and to investigate into all aspects of the crime. During the investigation it came to notice that victim used to lend money on interest. All such persons who had taken money on interest from victim were tried to be traced. In the meantime efforts were being made to ascertain the involvement of any close relative/acquaintance of the missing youth or any other person who might have any enmity with the complainant or otherwise. After painstaking efforts and through secret information the Special Staff team came to know that four persons of his vicinity who have taken money from the victim might be involved in the crime. In the late hours of 28.04.11, Kaushal, Anil and Kamal were apprehended from Ganesh Nagar, Delhi. During the course of interrogation all confessed that in the evening they along

with one absconding accused Kishan met Bharat at Shakarpur. They lured him to have party with them and all four sat in the Scorpio Vehicle of Bharat. They then consumed alcohol together and later on killed Bharat by strangulating him and dumped his dead body near Karnal Haryana. All three of them have been arrested in the said case. The dead body was recovered in the area of PS Gharonda, Karnal, Haryana.INTERROGATION

On sustained interrogation, they disclosed that they had taken money from Bharat on interest. Bharat charged them 10 percent as monthly interest rate. They were not able to pay that amount. Bharat frequently went to their houses and abused them in the presence of their parents and family members. After this all of them planned to kill Bharat, as they were not able to pay amount. On 24.04.11, they called Bharat to Shakarpur area and offered to take him to one girl who lives in Mangol Puri. Bharat went along with them to Mangolpuri. On reaching Mangol Puri, it was told to the victim that the girl is not available and they will go else where. All of them except Kamal @ Kale took alcohol there. They mixed sedative in Bharat’s glass of beer. At around 10 PM when they reached near Geeta Colony Flyover, they killed him by strangulating him with a cloth. Then they planned to dump the dead body. The accused took the vehicle on Ambala Highway and near Kohand, PS Gharonda, Karnal dumped the dead body in a small canal nearby the Highway. After this they abandoned the vehicle near EDM Mall. They assumed that Police of Delhi will investigate the missing of Bharat so they dumped the body in Haryana and abandoned vehicle in Uttar Pradesh, thinking that all the details would not be correlated by the investigating agency.

BLIND ROBBERY CASE WORKED OUT WITHIN FOUR HOURS OF INCIDENT.

THREE ROBBERS (INCLUDING a B. Ed. & an ITI APPRENTICE) AND ONE RECEIVER NABBED.

With the arrest of three robbers namely Gaurav @Dharmender (age 19 yrs) s/o Raj Pal Singh R/o RZ-154, Y- Blaock, New Roshan Pura, Najafgarh, Deepak (age 20yrs ) s/o Subash Chander r/o RZ-89, Roshan pura, Najafgarh and Abdul Vahid (age 21 yrs) s/o M.Q. Ansari r/o RZ-277, X-Block ,New Roshan Pura, Najafgarh and one receiver namely Manoj (age 30 yrs) s/o Rajender r/o M-block, Dharampura, Najafgarh, New Delhi, South-West District Police has worked out a blind robbery case. The incident was reported at 11.16PM on 27-4-11 and police swung into action immediately. Robbed Mobile phone and cash of the complainant has been recovered. Iron rod used in the commission of crime has also been recovered.NAME AND PROFILE OF ARRESTED PERSONS

1. Gaurav @Dharmender (age 19 yrs) s/o Raj Pal Singh r/o RZ- 154, Y- Blaock, New Roshan Pura, Najafgarh, is a drug addict. His father is a Head Constable in Haryana Police and has no control over his nefarious activities. He is currently enrolled in ITI course in Pusa Institute, Delhi.

2. Deepak (age 20 yrs) s/o Subash Chander r/o RZ-89, Roshan Pura, Najafgarh, is a school dropout of class 6th. He has been residing on rent with his family.

3. Abdul Vahid (age 21 yrs) s/o M.Q. Ansari r/o RZ-277, X-Block , New Roshan Pura, Najafgarh, is a supervisor of a security agency, but in order to earn a quick buck, he indulges in crime.

4. Manoj (age 30 yrs) s/o Rajender r/o M-block, Dharampura, Najafgarh, is a graduate and having B.Ed. degree and presently unemployed.GIST OF THE CASE

Complainant Ramdev s/o Sh. Ramkishan r/o Roshan Garden Najafgarh reported that in the intervening night of 27/28-04-11 he was going to visit his friend at Indra Park, Najafgarh on foot. At about 11:00 PM when he was crossing a poorly lit open ground, near Sai Baba Temple, three persons sprang out of the darkness, overpowered him and robbed his mobile phone and cash. Thereafter, they decamped with the robbed phone & cash. The complainant went to his friend’s residence and informed about the incident to a PCR van deployed nearby. Upon this a case was registered under relevant section of law at PS Najafgarh and investigation was taken up.OPERATION

On registration of this case, police swung into action. A team comprising Inspr. Anand Sagar SHO/Nagafgarh, SI Paramjeet Singh, Ct. Rajbir Singh and other police officials, was constituted. Nearby Police Stations were alerted by relaying message about the robbers and their descriptions were flashed. Local police launched a massive manhunt to nab the robbers. Night patrolling was intensified in collaboration of PCR staff. Around fifty persons were detained in this connection within three hours. During the operation, Police party along with complainant reached at Indra Park where a person carrying an iron rod in his hand was spotted, who tried to slip away from the spot after seeing the Police. Finding the matter suspicious, the team chased him and succeeded in tracking him down. The person was clearly identified by the complainant on the spot and iron rod used in commission of crime was recovered. The robber gave a clue that his associates are still hiding in the nearby colony i.e. Roshan Garden. Wasting no time Police raided the house where the accused were suspected to be hiding. Deepak along with accomplice Abdul were apprehended after their identification by the complainant. Upon their personal search robbed cash was recovered. On interrogation they revealed that they had already sold the mobile phone to Manoj who is a receiver of stolen articles. Manoj was subsequently apprehended from his house i.e. Dharampura and the robbed mobile phone was recovered from his possession.

INTERROGATION AND MODUS OPERANDI

On sustained interrogation, accused persons revealed that they are good friends and play cricket together. They further revealed that nowadays IPL matches are going on and that they were in acute need of money for gambling (satta), thus they resorted to crime. It also emerged that accused Gourav, Deepak and Abdul took upon themselves to rob people and accused Manoj bought the robbed articles from them. In the intervening night accused Gaurav, Deepak & Abdul were hiding behind a bush in a poorly lit open ground, near Sai Baba Mandir in order to pounce upon easy targets passing by. As luck would have it, at about 11.00 PM they spotted the complainant entering into the ground and robbed him of his belongings after overpowering him.

RECOVERY

- Robbed mobile phone make Nokia 5030 C2.-Cash. -Iron Rod used in commission of crime.

Further investigation of the case is in progress.

FOUR DACOITS ARRESTED: ARMED HOUSE DACOITY CASE WROKED OUT: WEAPON OF OFFENCE, CASH WORTH 5000, MOBILE PHONE AND STOLEN ARTICLES RECOVERED.

With the arrest of 1. Tayyab @ Chhotu @ Akbar s/o Shahbuddin r/o Ansar Vihar Loni, Ghaziabad 2. Mohd Sahin Mullah s/o Mohd. Hassan Mullah r/o Krishna Nagar Chora, PS Boyota Dhara, District Jolmai, Bangladesh 3. Mohd. Sentu Seikh and 4. Ahmad @ Noor Ahmad s/o Mohd. Younus @ Salim r/o Ansar Vihar, Loni, Ghaziabad, the North-East District police has worked out a blind armed house dacoity case of PS GTB Enclave. The looted property including one laptop, jewellery items, camera, mobile phone and wrist watch recovered.

INCIDENT :

The wee hours of 7th April, 2011, an incident of dacoity was reported in Dilshad Garden in which six assailants broke into the house and after threatening the house inmates, looted their household items, jewellary and Laptop. They were armed and had covered their faces. According, an FIR No. 75/11 u/s 395/397 IPC got registered and investigation was taken up.TEAM AND OPERATION

Initially the case was totally blind but with painstaking and relentless efforts, various pieces of evidence, testimony and information were linked to solve the intrigue puzzle of the incident of dacoity. Five police teams formed under the supervision of ACP/Seema Puri to investigate and to apprehend the criminals. Criminals earlier involved in house robbery cases were examined and questioned. From the modus operandi and mode of entry, prime facie it appeared to be the work Bangladeshi.

The initial leads came from Ajmer Police who was also in search of these dacoits. According to Ajmer Police, they had also committed an incident of robbery in Ajmer on 2/3 April, 2011 and they were following the trail of accused. With them a joint operation was carried out and teams were sent to West Bengal. With the active hot chase and assistance of West Bengal Police, 2 accused were got apprehended in West Bengal near border when they were trying to flee from the country.

From their interrogation, names of their associates’ crop up with whom they had committed this ghastly act of dacoity. Their Delhi base associate used to provide them all logistic supports and shelter. From their possession, part recovery of looted goods could be made such as laptop, camera sillier item & watches.

With persistent, relentless & painstaking efforts to search all the suspected Bangladeshi and their contacts, District Police of North East finally able to locate the hide out of Tayyab Hussain who concealing his identity and

living secretly at Loni UP. The Joint team of PS GTB Enclave and Gokulpuri laid a trap to apprehend him. On 27.04.2011 police team succeeded in nabbing him when he was entering into Delhi from Loni side in his car.

Tayyab is the main mastermind behind the entire incident. He is the local conduit for criminals from Bangladeshi. He along with two associates conducted recci of the house in the day time. Considering the vulnerability and easy accessibility into the house due to poor safety features, they chose the house and later struck at late night. After committing dacoity all accused stayed back for one day in his house and after sharing the booty, 6 banglaseshi criminals left for Bangladesh. Based on his confession and disclosure, his one more associate Ahmed @ Noor Ahmed was also apprehended. At the instance of Tayyab, the weapon used in the dacoity i.e. Desi Katta was also recovered from his hideout.

The 4 Bangladeshi who were involved in this heinous offence had managed escaped to Bangladesh. All the four accused have been arrested in this case and are remanded to police custody by Hon’ble Court of Sh. Ankur Jain for further investigation. Recovery:

1. Weapon used in commission of offence Country made Pistol with two live cartridges from accused Tayyab.

2. Rs 5000/- , Mobile and wrist watch from accused Noor Ahmad.3. Gold Bangle and a pair of ear Tops from Tayyab.4. One Laptop, one Mobiles, one wrist watches, two Cameras and

silver Plate from Mohd Sahin Mullah and Sentu Shiekh. 5. one Maruti Car used in the crime

Profile of the Accused1. Tayyab @ Chhotu @ Akbar s/o Shahbuddin is person of Bangldesh origin.

His parents were from Bangladesh. He is 32 yrs of age. He started his criminal activities as a drug peddler and was arrested earlier in a NDPS Act and in a theft case of Agra, UP. He also harbored Bangladeshi criminals in his house in Loni area of UP.

2. Mohd Sahin Mullah is a Bangladeshi Criminal. He is resident of Krishna Nagar Chora, PS Boyota Dhara, District Jolmai, Bangladesh. He is of 30 yrs of age. He came to India for committing dacoity along with other associates. They all stayed at the house of Tayyab. He was earlier apprehended for illegally staying in Delhi and was deported back in Bangladesh in 2006.

3. Mohd. Sentu Seikh is also a Bangladeshi Criminal. He is resident of Sanki Bhanga, PS Marol Ganj, Bagar Hat, Bangladesh. He also came to India along with others for committing Dacoity.

4. Ahmad @ Noor Ahmad is 25 yrs of age. He is of Bangladeshi origin He was also involved in two criminal cases of theft.

“Auto lifter gang with forged registration papers nabbed”

A team of Special Cell led by Insp. Attar Singh under the supervision of Shri Subhash Tandon, ACP/NR Special Cell have busted a gang of auto lifters and recovered 03 stolen motorbikes at their instance. The arrested persons of the gang are namely Pankaj Mishra @ Chotu (aged 29 years) r/o Harsh Vihar, Delhi and Suresh Kumar (aged 30 years) r/o Nand Nagri Delhi. The three motorbikes recovered by Special Cell team were stolen in April 2011 from the area of PS Aman Vihar, Mangolpuri and Vijay Vihar. Besides the stolen motorcycles, forged registration certificates of Gurgaon made in respect of these stolen vehicles were also recovered from the accused persons. A case of forgery and cheating has been registered at PS Special Cell in this regard.

Acting on a specific information that a gang of auto lifters who also forge the registration certificates was operating in Delhi, a trap was laid on 26 th

April 2011 and accused Pankaj Mishra @ Chotu was apprehended from Shalimar Bagh where he came on a stolen Bajaj Pulsar Bike with a fake registration number of Haryana. The said motorcycle was stolen from the area of PS Mangolpuri and its fake registration papers & number plate was made to evade police attention.

On interrogation Pankaj Mishra disclosed that he alongwith other gang members namely Vijay and Suresh Kumar were involved in many cases of motorcycle thefts in Delhi. On their interrogation two more motorcycles were recovered from the house of Pankaj Mishra in Harsh Vihar alongwtih another forged registration certificate. Pankaj Mishra disclosed that he used to get the forged registration papers made from Suresh Kumar. Interestingly Suresh Kumar is into business of computer printing, designing and preparing of wedding, greeting & visiting cards & operating from his house in Nand Nagari, Delhi. Suresh Kumar during interrogation revealed that he used to make fake registration certificates in his own handwriting and many blank formats of registration papers were recovered from his house.

Accused Pankaj Mishra @ Chotu used to work in DTC as a driver from the year 2004-2009 but was dismissed from service. During interrogation he also revealed to have sold two more stolen bikes to one Sonu, a bus driver & two stolen bikes to Pawan, a BC of PS Nand Nagari, Delhi. These stolen bikes were used by criminals in committing offences who after the crime used to abandon them at isolated places.

Further investigation is continuing in this regard.

“Members of African singer group arrested in Cocaine Racket”

Once again two Nigerian nationals belonging to a popular African singer group namely “Paplo Music” have been apprehended on 28th

April 2011 while in possession of fine quality cocaine weighing 15 gms each by a team led by Insp. R S Sehrawat under the supervision of Sh. S.K. Giri ACP Special Cell/ NDR. The two accused namely Zoro Daniel (aged 36 years) belong to Ivory Coast and Boniface Okoye (aged 32 years) a Nigerian national were apprehended near Safdarjung Enclave, New Delhi. This recovery of 30 gms of Cocaine from these two Nigerian nationals is a follow up of the earlier cocaine racket busted by Special Cell in which various foreigners especially of Nigerian origin were apprehended few days back.

Both Zoro Daniel and Boniface Okoye belong to a popular African Music group namely “Paplo Music”. Zoro Daniel disclosed that he is a music composer and has also written many songs and has many music albums to his credit. Zoro Daniel is a permanent resident of Ivory Coast and Boniface Okoye is from Lagos Nigeria. Both these accused are a part of this famous musical group. They are presently running their own studio in the name and style of “Saraswati Studio” in the area of Safdarjung Enclave.

Zoro Daniel completed his degree in Mass communication from Ivory Coast and is fluent in English, French & African languages. He also speaks and understands Hindi as he was married to an Indian girl in 2009. Boniface Okoye was educated at Western Boys School, Nigeria upto senior secondary and came to India in the year 2010. Initially he was into business of sending clothes to Nigeria and later joined Zoro’s musical group and eventually was inducted into nefarious trade of supplying cocaine to various consumers in Delhi and NCR.

Special Cell was working for a long time on a specific input about fine quality drugs being supplied from neighbouring countries through different borders, which are brought to Delhi for further sale to the end

consumers. It was also learnt that this drugs syndicate was being run by some Nigerian nationals based in Delhi, who were supplying fine quality Cocaine to end users. These consumers mainly use these drugs at select parties at night at various private places, bars and night clubs in Delhi.

It is also pertinent to mention that Special Cell has apprehended many drug traffickers especially Nigerian nationals in the recent past who were involved either in Cocaine or Heroin Racket operating in Delhi and NCR.

On 17th April, 2011 Special Cell apprehended a National level football player of Nigeria namely Kingsley Izuchukwu (aged 34 years) r/o 36 Fox Road Aba Estate Nigeria alongwith 25 grams of fine quality cocaine.

On 05th April 2011, another Nigerian namely Emeka Paul alongwith Mohd. Sarwar of Afghanistan were arrested and recovered 1.660 Kgs of fine quality Heroin from their possession.

On 29th March 2011, Special Cell had apprehended two Nigerian nationals namely Mohemmed Owolabi Adigun & Akanbi Olamilekan Mohemmed and recovered 120 grams of fine quality Cocaine from their possession.

On 31st March 2011, Special Cell had apprehended one Nepoleon Thockchom associated with banned terrorist organization KCP (MC) Lalihba group alongwith 200 kg of Ephedrine used in manufacturing stimulants such as the ecstasy drug.

On 24th Feb 2011, Special Cell had apprehended another Nigerian Ekene Okeke alongwith 3 gms of Cocaine, who was also an Intermediate and a National level football player of well known football club namely SUBA of Lagos (Nigeria).

On 14th Feb 2011, Special Cell had unearthed two Heroin manufacturing units in NCR area by arresting Interstate Narcotic Drugs Syndicate namely Hari Prasad Verma alongwith 3 others and collectively was able to recover 2.05 kg fine quality Heroin, 60 Lts of Acetic Anhydride (used in preparing in Heroin), 5.350 kg Phebarbital, 2 kg power (used to enhance the quantity and quality/power) etc.

On 18th Jan, 2011, Special Cell had apprehended Mohd. Kamil and Mohd. Irfan Khan alongwith 1.412 kg Heroin.

These drug suppliers basically cater to high society clients and these drugs are consumed at select parties at private places and bars in Delhi.

The recent seizure of huge quantities of Cocaine and Heroin from criminals especially of Nigerian origin has made a significant dent in the network of drug suppliers catering to high society parties in Delhi & NCR.

“ Notorious Criminals involved in murder & abduction nabbed” A team under the supervision of ACP Sh. S.K.Giri, Special Cell/NDR led

by Insp.Vivek Tyagi, SI Vinay Tyagi, SI Youdhbir Singh have apprehended two desperate & notorious Criminals namely Bijender @ Naushad Kabra @ Mullaha (aged 40 years) r/o Sabzi Mandi, Meerut and Pawan Kumar (aged 35 years) r/o Village Aliayabad, PS Dilari, District Moradabad, UP and worked out a well planned murder case dated 09th April 2010 which was registered as an abduction case for the last one year at PS Gokul Puri.

On 27th April, 2011, on the basis of specific intelligence about these criminals, a trap was laid near the Kondli bridge, Kalyanpuri, New Delhi and the accused were arrested and produced in the court at Karkardooma & their custody has been taken by PS Gokul Puri Police. They are also involved in several Heinous criminal cases of Murder, Kidnapping/Abduction, Thefts, Robbery/Dacoity and Arms Act of UP and Delhi and  were presently hiding in Village Ghadoli, Delhi.  They have been defying arrest ever since the incident on 9th April 2010.          The accused Bijender @ Naushad Kabra is a hardcore criminal and member of Inam-Baddu Gang. Inam was killed in an armed encounter in New Delhi District in 1995 and other members  Ibrahim @ Baddu, Ashraf, Saleem Totla were arrested in that encounter. Ashraf @ Chotta Bhaiya, younger brother of Anwar Thakur was killed in an encounter with Mumbai Police. Anwar Thakur another gang member was also a dreaded criminal who is in jail in a murder case. He attacked and killed an informer in 1992 in the area of PS Sadar Bazaar, when an informer was with Police Party to give a tip regarding Anwar Thakur and his gang. Anwar Thakur jumped parole and joined Naushad Kabra gang. Later Anwar Thakur was arrested by the team of Special Cell in 1999.Motive of Murder

in a criminal case, deceased Shakeel @ Aman who belonged to same gang developed illicit relationship with Renu and married her. Naushad Kabra was not happy with their marriage. When Salim came out of jail, he alongwith above accused persons hatched a conspiracy to eliminate him.

As  per their disclosure,  on 9th April 2010, accused Naushad Kabra along with Pawan Kumar took Shakeel @ Aman on their Motor Cycle from Chandbagh  area of PS Gokul puri area to their rented room at Khujeri Khas Colony, Delhi, where dreaded criminal and active BC of PS Jaffrabad namely Mohd Aqil @ Don and other BC of PS Lahori Gate namely  Taslim Ahmed @ Akram@ Bhai and Sallim @ Akram @ Santosh  (Presently in Tihar Jail in a Case of robbery, attempt to murder of PS Geeta Colony, Delhi) were already present. Naushad Kabra,  Pawan Kumar and Mohd Aqil @ Don overpowered Shakeel @ Aman and in the meantime, Taslim Ahmed @ Akram shot him and Sallim slit his throat with a knife.             After murder of Shakeel, accused Pawan Kumar and  Naushad Kabra, Mohd Aqil @ Don,and  Salim took the dead body on their  motor cycles in a gunny (Plastic) bag and the same was disposed of somewhere in the Delhi - UP border area. In this regard, a case of abduction was registered at PS Gokul Puri, Delhi.             Besides that these criminals are involved in many heinous cases of murder, abduction wherein they were arrested but have not been attending the court regularly. Some of them were also declared Proclaimed Offenders. 

Further investigation is in progress in this regard.

Suresh s/o Sh. Malkhan Singh r/o Jhuggi No.109, near Jaipur Golden Hospital, Sector-3, Rohini, New Delhi. Accused Suresh is Chowkidar at Rainbasera, cement siding, Shakurbasti, Delhi in night-shift. He studied up to 7th class. INCIDENT & TEAM

In the intervening night of 27/28.04.2011 at about 0305 hrs an information regarding “EK LARKE KA PET FAR DIA” received in the police station which was reduced in writing vide DD No.11-A. PCR call was entrusted to SI Pankaj Thakur for necessary action. On reaching the spot, the IO found that the injured has been shifted to hospital in CAT ambulance to Sanjay Gandhi Hospital. The injured Orangzeb @ Arun was found admitted with stab injuries in abdomen and unfit for statement. The matter was reported to SHO/Punjabi Bagh. Seeing the gravity of crime all the night emergency as well beat patrolling staff was mobilized. A team consisting of SI Pankaj Thakur PIS No.16080079, ASI Parhlad PIS No. 28770381, HC Naresh Kumar PIS No.28890986, HC Subhash Kumar PIS No.28850367, Ct. Tasveer PIS No. 28931845 & Ct. Mahabir PIS No. 28862202 was constituted under the close supervision of SHO Punjabi Bagh under the over supervision of ACP/Punjabi Bagh. After close scrutiny of the spot the team spotted one blood stained knife. Crime team was called for inspection and photographs of the spot.

At first instance, the person found present/sleeping in Rainbasera did not tell anything to the police and narrated their ignorance about the incident. One Suresh Kumar co-chowkidar who was sleeping by the side of injured misled the police team but later on he spill the bin of whole story and on further inquiry the caller was contacted who also narrated the whole incident and on his statement a case FIR No. 84/11 dt. 28.04.2011 u/s 307 IPC got registered. The exhibits including blood stained knife were lifted from the spot and taken in to police possession. During treatment the injured succumbed to his injuries and section of law was changed to 302 IPC. Accused arrested and sent to jail. Thus a case of murder has been solved within no time with sincere & continued efforts of local police. Further investigation is in progress.INTERROGATION

During interrogation, the accused revealed that the deceased used to quarrel and use filthy language against him and that is why he attacked him with the knife which the deceased used to keep under the Gadda. Staff involved in good work is being rewarded suitably.

And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities.

3. And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

4. And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

5. And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore, in exercise of the powers conferred upon me by virtue of section 144 CrPC, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s is Notification No. U-11036/(1)UTL, dated 09.09.2010, I, J.K. Sharma Asstt. Commissioner of Police, Sub-Diviision Rajouri Garden, West District, Delhi do hereby make this written order to do the following, for strict compliance by all such private courier services of agents who deal in booking and sending goods in the jurisdiction of Sub-Division Rajouri Garden West District:-

7.(a) Maintain a register of courier senders and detail of goods to be sent through

courier.(b) Keep copies of identification documents like election card, ration card, PAN card,

driving license etc. of the courier sender for access by the Police as and when required.

(c) Cross-check from the concerned company or office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company or office or organization.

(d) Generally satisfy oneself about the goods before accepting the packet/parcel booked for courier.

(e) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept, The CCTV should monitor anyone coming for booking a courier.

(f) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

(g) The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the Police whenever demanded.

(h) Inform the nearby Police station if the courier sender of the goods is found suspicious.

These orders shall come into force with effect from 28.4.2011 and shall remain in force for a period of 60 days upto 26.6.2011 (both days inclusive) unless withdrawn earlier.

Any person dealing in business of courier services or agent who contravenes this order shall be liable to be punished in accordance with the provisions of section 188 of the IPC.

As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the Public through the press and by affixing copies on the notice board of the offices of all DCsP, Addl. DC,sP, ACsP, Tehsil offices, all Police Stations concerned and the offices of NDMC and MCD.

(f) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

(g)The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

(h)Inform the nearby Police Station if the courier sender of the goods is found suspicious.

7. These orders shall come into force with effect from 29.04.2011 shall remain in force for a period of 60 days up to 27.6.2011 (both days inclusive) unless withdrawn earlier.

8. Any person dealing in business of courier services or agent who contravenes this order shall be liable to be punished in accordance with the provision of Sec. 188 of the IPC.

Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal act by such elements, if they are not dropped securely and safely at their places of stay.4. And whereas it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.5. Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8. PM to 7 AM. e). Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up or the last to be dropped. f). Ensure that during the night hours cab involved in transportation of women employees drops such employees right at their houses, remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call. g). Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employees on foot up to her house and takes a confirmation about her safe arrival. h). Exercise effective check and control on the vehicle’s movements in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc. i). Get GPS system installed in the cabs used in the transportation of employees, especially of women employees within two months time.

Special staff, Outer District apprehended one Puneet Gupta s/o Sh. Gopal Gupta r/o H. No. 1065-B, Kanjhawla Road, Bawana, Delhi who had got registered a false case of robbery / car jacking and recovered disposed off Skoda Car. INCIDENT/BRIEF FACTS :

On 28.03.11, one Puneet Gupta s/o Sh. Gopal Gupta R/o H. No. 1065-B, Kanjawala Road, Bawana, Delhi who run a well established Stamping Factory in Sector-3, DSIDC Bawana, Delhi reported that in the night of 28.03.11, he was on way to his home from his factory in his Skoda Car, bearing Registration No. DL-7CE-2259 (red color). At about 8.20 PM, when he reached near dry canal, DSIDC, Bawana, Delhi, he stopped his car to attend the call of nature. At the same time, three boys reached there on pulsar motor cycle and robbed his Skoda Car at gun point. They also forced him to sit inside the car and also robbed Rs. 8,000/-. They also took out his mobile phone and after throwing away the battery, returned the same to him and also throw him out of the car. In this regard, a case vide FIR No. 111/11 u/s 382/34 IPC PS Bawana was registered and investigation taken up.INVESTIGATION :

The Special Staff, Outer District was tasked to crack the case and apprehend the accused persons. In this regard, a team comprising of Inspr. Puran Pant (I/C Spl Staff/OD), SI Deepak Malik, ASI Ved Prakash, HC Jagdish, HC Shamsher, HC Virender No. 2060/OD, Ct. Krishan, Ct. Praveen 2059/OD, Ct. Amit, Ct. Kuldeep No. 2593/OD, Ct. Inderjeet, Ct. Surender, Ct. Bijender and Ct. Mandeep was constituted to develop the information about accused persons involved in the crime. The team members received an input that complainant had lodged a false report regarding robbery of Skoda Car after selling of the vehicle to recoup his loss / debts occurred in gambling. Immediately, the members of team focused on it to find the facts. On 25.04.11, the team further developed the information and it revealed that no such incident of robbery/carjacking took place as told by the complainant Puneet Gupta, whereas he had sold the Skoda Car to someone in Haryana through one mechanic of a workshop at Bawana, Delhi. Efforts were made to locate the mechanic. Finally on 28.04.11, the mechanic namely Bijender working at SS Motors, Bawana, Delhi to whom the complainant had approached to sell off the car was identified. During interrogation, he disclosed that car had been sold by the complainant himself to a party in Haryana through one Rajkumar @ Bhoma of Bawana, Delhi. He further told that Puneet Gupta is well known to him as he used to visit the workshop. Few days ago, Puneet Gupta had asked him to find out a suitable buyer for his Skoda Car. Hence, he introduced his friend Raj Kumar @ Bhoma to Puneet Gupta.

Raj Kumar was also interrogated, who told that after being introduced with Puneet Gupta, he contacted one of his friends namely Pawan R/o Village Rewara, Distt. Sonipat, Haryana, who was interested in buying a second hand car and the deal was settled between Pawan and Puneet. On 28.03.11, Pawan sent his friend Rohtash S/o Chander Singh R/o Village Hathwal, Distt. Jind, Haryana for taking the delivery of Skoda Car for Rs. 60,000/-. On the same day, the vehicle was delivered to Rohtash by Puneet. As settled, Rs. 35,000/- were paid to Puneet at the time of delivery of vehicle and balance amount had to be paid after handing over the original documents of the vehicle. Later on, Pawan further sold the vehicle to one Rajiv in Deharadun (UK). However, as Puneet had not handed over the original papers of vehicle, the balance amount by Pawan is yet to be paid. Skoda Car was recovered from the genuine buyer Rajiv from Deharadun (UK). INTERROGATION :

On sustained interrogation, complainant Puneet confessed to have lodged a false report of robbery of his Skoda Car. He disclosed that he had borrowed loan and bore huge loss in gambling/satta. Hence, he decided to sell of his car to pay the part of debts. After delivery of the vehicle to Rohtash (a friend of Pawan) and

receipt of part payment, he felt of being scolded by his parents. Hence, he decided to lodge a false report of robbery of his car to come out of this problem and to further get money from insurance claim. As such, he had not delivered original papers of vehicle to the buyer at later stage.

In view of investigation conducted and facts emerged, a cancellation report is being filed and proceedings u/s 182/211 IPC has been initiated against Puneet for registration of a false case.

And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities.  3. And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.  4. And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agent engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.  5. And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard. ` Now, therefore in exercise of the powers conferred upon me by virtue of sections 144 CrPC, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s is Notification No. U-110036/(i) UTL, dated 09.09.2010, I, Bal Krishan Sharma, Asstt. Commissioner of Police, Sub Division-Sarita Vihar so hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub-Division, Delhi shall:- a) Maintain a register of courier senders and details of goods to be sent

 d) Generally satisfy oneself about the goods before accepting the

packet/parcel booked for courier.  

e)                Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.

 f)                  The recording system shall preserve a digital record of CCTV coverage

for not less than 30 days. g)                The private courier service or agent shall cause to copy the CCTV

coverage on a CD and hand over to the police whenever demanded. h)                Inform the nearby police station if the courier sender of the goods if

found suspicious.  

These orders shall come into force with effect from 28.04.2011 shall remain in force for a

period of 60 days upto 26.06.2011 both days inclusive unless withdrawn earlier.  

Any person dealing in business of courier services or agent who contravenes this order shall be liable to be punished in accordance with the provision of section 188 of the IPC.

As the notice can not be served individually on all concerned, the order

 Whereas there is mushrooming of BPOs (Business Process Outsourcing Centres)

prominently known as Call Centres, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

 2.            And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them

from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3.                              And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4.                              And whereas it is rendered imperative to put some regulatory checks on organization having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same, so that anti-social and criminals elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5.                              Now, therefore, in exercise of the powers conferred upon me by virtue of sec. 144 CrPC, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036 (i) UTL, dated 09.09.2010, I, Bal Krishan Sharma, Asstt. Commissioner of Police, Sub Division, Sarita Vihar, do herby make this written order that all such organizations like BPOs, Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of the Sub Division, Sarita Vihar, South East District, Delhi shall:-

a) Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

 b) Hire the security personnel and other contractual personnel as far as possible from

licensed agencies only. c) Ensure verification of antecedents of all their employees including contractual

employees. d) Ensure that women employees are not made to travel alone with the cab driver and a duly

verified security guard a male colleague (regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.

 e) Choose the route in such manner that as far as possible women employee is no the first

one to be picked up or the last to be dropped. f) Ensure that during the night hours cab involved transportation of the women employees picks

up and drops such employees right at their houses and remains halted at the point, where the women employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

 g) Ensure that, when ever the house of a women employee is so located that the approach

road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot upto her house and takes a confirmation about her safe arrival.

 h) Exercise effective check and control on the vehicle’s movement in order to check any

unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

i) Get GPS system installed in the cabs used in the transportation of employees, especially of women employees within two months time.

  TWO CHEATS INVOLVED IN DUPING/ CHEATING PEOPLE IN THE NAME OF PROVIDING LOAN, ZERO BALANCE CURRENT ACCOUNT WITH OVER DRAFT LIMIT FACILITY FOR BUSINESS ESTABLISHMENT FROM VARIOUS BANKS, ARRESTED

 With the arrest of two accused persons including kingpin of

the gang, the South District Police has busted a gang of cheats who were involved in duping innocent people in the name of providing loan and zero balance current account with over draft limit facility by attracting the people through Personal Contacts by making telephonic calls. One magic pen and fake Election I.D. Card have been received from them.

 ACCUSED ARRESTED:

1.    Kunal Kapoor age 30 years s/o Shree Vinod Kapoor R/o B-64/6, Vasundhara Appartment, Dilshad Colony, Delhi.

 2.    Jaipal Singh age 32 years s/o Late Karan Singh R/o 522, Ext-1,

Complainant Monika Y. Dutt, Proprietor of MYD Couture having its registered office at 5-K/1, Shahpur Jatt, New Delhi lodged a complaint at Police Station Hauz Khas that she received telephonic call from one person who introduced himself as Manish and offered her that HDFC bank is offering zero balance current account with over draft facility

for business establishment based on only last three months bank statement. The offer was lucrative in nature and she immediately asked him to visit her office next day. That person visited her office on 23.04.2010 and collected documents after discussion with her. The said Manish asked for one signed cheque from her for getting the signature compared from bank and he filled up the details using his own pen and cancelled the cheque in her presence only.

 Next day Manish called up her and said that all papers are clear but

she has negligible balance in her account and advised her to deposit Rs. 50,000/- approximately in the bank to establish cash credibility. Accordingly, the complainant deposited Forty Thousand rupees in her bank account and informed to Manish. The said Manish confirmed her that soft approval has been granted and representative for field verification had already left and would complete the formalities, but no person visited her. On 26th April, when complainant sent somebody to draw the cash from bank she was shocked to know that one Kunal had already drawn Rs. 37,500/- from her account using the same cheque which was cancelled in her presence. When she visited the bank she found that instead of cancellation lines drawn across the cheque the payee’s name Kunal and the amount was written on the cheque. It was obvious that the said accused person with the clear intent of fraud used a pen with ink that vanishes after some time. Accordingly, a case FIR No. 149/10 u/s 420 IPC was registered at PS Hauz Khas. Later on during investigation section 419/468/471/120-B/34 IPC were added.

 In view of the interesting and unique modus-operandi used by the

accused person to dupe the unwary and gullible seekers of loan by using magic ink pen in various parts of Delhi, a dedicated team of Police Station Hauz Khas consisting of PSI Pawan Kumar, HCs Vinay, Lav Kumar, Sanjeev Kumar Cts Ramesh, Ashok, Kuldeep and Hari Kishan under the supervision of Inspr. Atul Kumar, SHO/Hauz Khas and Sh. Mehar Singh ACP/Hauz Khas was formed to apprehend the criminal involved in the crime. The Police team started investigation and zeroed in on the alleged person and found that an organized gang of two persons are behind this crime. It is worthwhile to mention that the police team on 19-01-2011 had arrested three cheats having similar modus-operandi viz. Pramod Kumar Sharma, Rajveer Singh and Mandhir Singh.  

During investigation, police received the tip-off regarding another group involved in such crime. Accordingly, police team relentlessly continued to gather the information and zeroed in down on the alleged persons. On dated 11-04-2011 one Kunal Kapoor was arrested and was subjected to judicial TIP but he refused to participate in the same. Later on he was correctly identified by the witness and accused was sought on police remand and he disclosed about his involvement in several other cases in the area of police

stations RK Puram, Preet Vihar, Rajendra Nagar, Rohini, Prashant Vihar, Kavi Nagar, Ghaziabad & DLF Kutub Enclave, Gurgaon.

 During the investigation, the police recovered the magic pen used in

the crime and it was found that he was the same person who introduced himself as Manish before the complainant. Later on accomplice of Kunal Kapoor, i.e Jaipal Singh Rawat was also arrested on 15-04-2011. While withdrawing the money from bank Kunal Kapoor alongwith Jaipal had visited the SBI Bank, Shahpur Jat and he was also caught in CCTV Camera. The police had seized the footage of the day of incident. Further investigation is in progress to ascertain the extent of involvement of accused person in other cases.

INTERROGATION AND MODUS-OPERANDI

 On sustained interrogation of the arrested accused persons, it was

revealed that during the collection of documents from the victim, they used to procure signed cheque and fill up the details in the cheque in their own handwriting and then cancel the cheque in the presence of victim. They used to procure the cheque on the pretext of tallying the signature of the victims from the bank account. After verifying of the victim’s bank account, they used to heat the cheques from back side on room heaters and the magic ink immediately evaporated on heating and leaving no impression behind on these cheques. Thereafter, alleged persons used to fill in fresh amount and withdrew the money. They always used to withdrawal less than fifty thousand to avoid the suspicion of the bank authorities. Accused Kunal has disclosed that he has been involved in more than 20 cases of cheating and police is still collecting the information about the victims. So far, police has traced 10 victims of which 4 cases have been found registered and more cases are likely to be registered in next few days. The police has recovered magic ink pen and certain ID documents from the possession of Kunal Kapoor.

 PROFILE OF ACCUSED

 

Accused Kunal Kapoor is a graduate from Delhi University. He was firstly arrested in case FIR No. 218/09 u/s 379/420/464/468 IPC of PS DLF Gurgaon, Haryana on 22-07-2009. He had earlier worked in City Bank DSA Shelter as Business Development Officer in year 2003-2004 and was involved in promoting business of bank for providing personal loan. Thereafter he joined Standard Chartered Bank in Noida as Relationship Manager in year 2005. He also started investing MCX Share Market and suffered huge losses in share market. Suddenly, he faced financial crunch and heard about magic pen, then suddenly, it clicked to his mind and he hatched a criminal conspiracy to dupe the unwary and gullible seekers of loan of their hard earned money. So far, he had cheated one Rajeev Chawla of Gurgaon of Rs. 48,500/-, Harsimran Kaur who is a

wife of Joint Director in a central government ministry from Rajendra Nagar of Rs. 48,500/-, Monika Y Dutt of Rs. 37,500/-, Girish Sharma, a CA in Bhikaji Cama Place of Rs. 49,000/-, Arun Sharma of Preet Vihar of Rs. 96,000/-, one Praveen Kumar Baweja of Prashant Vihar, JK Sachdeva of Krishna Nagar, Ved Bhuria of Rohini, Adesh Mehta of Rajendra Nagar and N.K. Jain of Preet Vihar had been identified who have been duped by the above cheats. He further told that he had spent lavishly on girls and Discotheque.

 Jaipal Singh Rawat is originally resident of Uttrakhand and he had

studied upto 9th class. He was used by Kunal Kapoor as field verification officer to give a false impression to the victim about their bonafide and used to go with Kunal Kapoor for withdrawl of money. Jaipal Singh Rawat was also working as a Commission Agent in Injection Molding Machine Business.

Further investigation is in progress and efforts are being made to

ascertain their other involvements.

                    The staff of Police Station Hari Nagar, West District has done a good work by arresting two persons namely, Hardik Shrivastava s/o Late Madan Mohan Shrivastava R/o CA-64-D Janta Flats Hari Nagar and Chanchal Gupta S/o Mukesh Gupta R/o RZ-B/25 Jankipuri Bindapur for breaking an Indian Bank ATM machine to steal the cash. 127/11 u/s 380/511/34 PS Janakpuri dated 29.04.2011 

INCIDENT, TEAM AND ARREST 

In the morning of 29/04/2011, Inspector ATO PS Hari Nagar, Sh. ML Meena was in area patrolling alongwith  HC Arun 523/W, HC Ramesh 1708/W and Ct. Surendra 1328/W. At around 5.30 AM they observed that there was one motorcycle red & black, make yamaha parked in the bushes alongside the wall of park at ghanta ghar Hari Nagar. On checking, it was found that there were two boys sitting inside the park behind the wall who started to run in opposite directions on seeing the police party. Both of them were given a chase and apprehended. They were found carrying two bags in which there were drill machine, screw drivers, hammer, torch etc. On interrogation they could not give any satisfactory answer and confessed that they had recently tried to break open an ATM machine. First they tried to waylay the police party but on sustained questioning finally they took police party to Indian Bank ATM situated at market complex Block A-3 Janakpuri, where it was found that the machine had been broken with the covers lying on the floor. CCTV camera installed inside the ATM was also damaged. All the implements and the motorcycle were seized and a case FIR No. 127/11 u/s 380/511/34 was got registered at PS Janak Puri by the Police Party and both the persons were arrested.  INTERROGATION   Both the accused persons belong to lower middle class families. Father of Chanchal Gupta is a TSR driver and mother of Hardik is a school teacher. On interrogation, they disclosed that they had appeared in various competitive exams and wanted to get some fast money to secure admission in a good Engineering College.  MODUS OPERANDI      Both of them watched different videos on youtube.com after searching for videos titled ATM Robbery and planned their action accordingly. Father of Hardik was a Production Manager in an Industry in Noida and he used to keep his tool bag at home which contained drill machine, hammers, pliers etc. Both of them tested the drill machine and made a plan to drill inside an ATM machine to steal the cash. They also surveyed the area and zeroed in on the Indian Bank ATM situated in A-3 market complex Janakpuri as there was no guard and the entry in the ATM was through swiping of any Debit or Credit card and it was in a secluded place. Hardik procured debit card of his grandmother to secure entry in the ATM. They smashed the CCTV camera immediately after entering the ATM. After that they tried to break open the ATM machine by drill, hammer, pliers etc. They could only succeed in breaking open the upper front portion of the machine and the

vault having the cash proved too strong to be broken open through the drill. They tried for some time but on hearing some noises around they left the ATM and ran from there and sat in the park waiting for the day-break where they were caught. 

 Staff involved is being awarded suitably.
