1 Network Meeting – apologies and introductions

2 Minutes of Network Meeting Thursday 2 nd February 2017

The minutes were agreed. KA to add in apologies from the previous meeting from Margot MacKenzie.

3 Matters Arising

New Chair: Niki Powers, Health Opportunities Team, will be the new chair of the Network.

Access to Learnpro - this will cost £1/ head for a voluntary sector organisation. Sean Byrne, CEC, will let the child protection reps know how to access this. This will enable access to e-learning on child protection.

Youth Work Provision Participatory Budgeting – KA explained that the deadline for applications had passed and these are being shortlisted on Friday 3rd March. Voting for the process will start on Friday 10 th March and will end on Monday 27th March. An event for young people to meet, and vote for, the organisations who have applied for the funding will run on 24 th

March at the Festival Theatre. In addition, there will be online voting through a PB website.

Child Planning Meetings: Julie King explained that she had met with Gordon McClean about the individual schools who have not been arranging child planning meetings. They agreed that this issue would be addressed in the future named person training rather than approaching schools individually.

CEC GIRFEC Training: this has been circulated to the Network.

4 Thematic discussion

Anna Mitchell gave a presentation on the domestic abuse project: Safe and Together.

See below for slides from the presentation.

Anna explained that more professionals will be trained at the end of March and then they will do briefings. These will mainly be social workers but these champions will disseminate information to the wider sector.

5 Network Development

Future meeting topics will include: o April - Fringe Society and CEC Corporate Parenting o Child Protection - Sean Byrne - date tbc MR

Safe and Together Edinburgh

o Dad’s Work - Circle, Children 1st and OPFS will bring together a session on this topic – date tbc

Other suggested future topics:- Mentoring: Mentoring Scotland/ Pilot Light – KA to investigate Volunteer Management: Home Link and Children 1st agreed to provide a

session on this topic.

MR shared that she is going to put together a survey monkey on what works well/ what could be better in relation to the Network. This will include speaking to Reps about how they are finding the roles and what works well/could be better. This will be sent out to Network members and also organisations working with children, young people and families in Edinburgh who are currently not involved with the Network.

A comment was made that every 2 months might be better and to have it at different times of day for those who work part time.

6 Child Protection Update

Feedback from child and adult committee rep meeting:

GIRFEC outcomes/ indicators- raised with Sean Byrne whether these could fit into child protection policies- a decision about this will be made after they have been agreed by the children’s partnership.

CSE- NP fed back to the CP Committee that it would be good to develop measures in this strategy as there currently aren’t any.

Training for Trainers: CEC have offered this to agencies in the voluntary sector. Sean Byrne will let EVOC know the dates for these sessions once they have been confirmed.

GM fed back that his agency does not always get feedback from core agencies when making CP referrals. Niki will follow up.

7 Voluntary Sector News

Feedback given by Scottish Government that Edinburgh is doing very well in relation to GIRFEC implementation.

Niki Powers has been offered a travel scholarship through the Winston Churchill Fund to visit the Child Trauma Academy in USA (focus on impact of trauma and disrupted attachment). In addition, Lyndsay Fraser from Circle has also been awarded a scholarship too to visit the USA (focus on substance use during pregnancy) - to ask both to organise an input regarding their findings for a future Network meeting.

8 Partnership working - feedback

S0 Groups The majority of these will not be happening within the new governance structure, as CSMGs will replace them. However, some S.O. groups may continue and the adult and child protection committees will remain citywide too.

CSMGsThere is the potential that these will be opened up more access for the voluntary sector, though it is dependent on the priorities in each locality. There will still be a CSMG rep from the Network. A question was raised as to how one rep could represent the whole sector and MR explained that there is the potential for more than one rep, though EVOC reps agree to represent the Network rather than their

own organisation.

ICSB GIRFEC and Child Planning – Edinburgh Wellbeing Outcomes Project

SHANARI outcomes-based children’s planning tool to be rolled-out across the city. CSMGs and locality working – CSMGs are being revitalised and refreshed;

and the new Terms of Reference are currently being drafted for comment. Alongside the Children’s Partnership and the ICSB – the CSMGs shall be the driving-force for strategic planning and operational delivery in localities.

NW CSMGUnfortunately, Margot was unable to attend this meeting and neither was a representative from EVOC.

Transitions Think SpaceKA explained that EVOC’s disability Network would like to do a Think Space about transitions from children’s to adult services. This will happen in June. If anyone is interested in being involved in planning this, please speak to Katherine.

9 Any Other Business

Third Sector Manifesto

This will be published at the end of March.
