Without caring of his life, he went inside 1 st Floor of the house where fire broke out and evacuated the two women who were trapped inside as there was complete darkness due to heavy smoke and flame. BRIEF FACTS- On 22.07.2012, at 3.00 P.M., a PCR call was received regarding fire at house No. B-95, Lajpat Nagar-I, New Delhi. On receipt of the said information, Insp. Ramesh Dahiya (SHO/Lajpat Nagar) and Sh. Harcharan Verma (ACP/Lajpat Nagar) alongwith other staff of the police station reached the spot. The Fire tenders also reached the spot. The entire building was engulfed by fire and smoke. It was found that two women were trapped on I st floor of the house and there was no way to evacuate them. By rescuing two women Smt. Sushil Puri W/O Sh. Jawahar Lal Puri R/O B-95, Lajpat Nagar-I, New Delhi aged-68 years and Smt. Rizwana W/O Sh. Mansood @ Pappu R/O H. No. 1920, Gali No 10, Balmiki Mohalla, Tughlkabad Extension, New Delhi aged- 30 from a burning house No.- B-95, Lajpat Nagar-I, New Delhi, SI Rohit Kumar of PS Lajpat Nagar had shown examplary courage & bravery. Without caring of his life, he went inside 1st Floor of the house where fire broke out and evacuated the two women who were trapped inside as there was complete darkness due to heavy smoke and flame.BRIEF FACTS-

On 22.07.2012, at 3.00 P.M., a PCR call was received regarding fire at house No. B-95, Lajpat Nagar-I, New Delhi. On receipt of the said information, Insp. Ramesh Dahiya (SHO/Lajpat Nagar) and Sh. Harcharan Verma (ACP/Lajpat Nagar) alongwith other staff of the police station reached the spot. The Fire tenders also reached the spot. The entire building was engulfed by fire and smoke. It was found that two women were trapped on Ist floor of the house and there was no way to evacuate them. The fireman tried to climb-up the second floor from back-lane after putting-up of temporary stair cases, but due to some technical problem in the mask they could not go inside the building. Finding no other way and taking the risk of his life, SI Rohit Kumar of PS Lajpat Nagar went inside the Ist floor with the help of two Constables, Ct. Rajesh No 3252/SE and Ct. Krishan No 2865/SE of PS Lajpat Nagar. SI Rohit Kumar evacuated both the trapped women from the Ist floor, where there was complete darkness due to heavy smoke and flames. Both the women were removed to Mool chand Hospital, later they were identified as (1) Smt. Sushil Puri W/O Sh. Jawahar Lal Puri R/O B-95, Lajpat Nagar-I, New Delhi age-68 years and (2) Smt. Rizwana W/O Sh. Mansood @ Pappu R/O H. No. 1920, Gali No 10, Balmiki Mohalla, Tughlkabad Extension, New Delhi age- 30. However, Smt. Sushil Puri died later in the Hospital, but the other woman Smt. Rizwana survived.

SI Rohit Kumar has done exceptionally good work and without caring for his life had displayed courage in discharge of his official duties. The fire could be extinguished by 4:30 PM, i.e. after one & half hour. PROFILE OF THE SI ROHIT KUMAR

SI Rohit Kumar belongs to village Aya Nagar, New Delhi. He graduated from Delhi University as a correspondence student in year 2004. He was enlisted in Delhi Police as constable in year 2006 and later on selected as Probationary Sub-Inspector in Delhi Police in 2008 batch. He is married and is a father of two children aged 3 years and 01 year respectively.

The eyewitnesses of the incident appreciated the gallant act of the SI Rohit.

With the arrest of one accused person namely Kunal Malhotra @ Monty @ Rajkumar S/o Sh. Vijay Malhotra R/o H. No. B – 10 Guru Ram Dass Nagar 3 rd,Laxmi Nagar Delhi, in FIR No. 110/12 U/s 379/356/411 IPC, PS Greater Kailash – I, New Delhi, numbers of cases have been solved of south East Distt, Delhi.Brief Facts :-

The brief facts of the case are that on 23.07.2012 the accused was caught red handed while he was trying to flee after snatching a bag of Mrs. Jyoti Katpaliya w/o Sh. Arvind Katpaliya R/o H No. S - 498, G.K.-I, New Delhi. He was apprehended by the beat staff of Kailash colony i.e. HC Dinesh Tyagi No. 143/SE and Constable Devraj No. 2220/ SE with the help of public and a case FIR No. 110/12 U/s 379/356/411 IPC, PS Greater Kailash – I, New Delhi, has been registered and investigation is in progress. A police team constituting of SI Praful Kumar Jha, HC Sanjay Nagar, HC Kanwar Singh and const. Devesh was formed under the leadership of SHO Rajeev Kumar and overall supervision of Sh. Harcharan Verma ACP/Lajpat Nagar to interrogate the accused and solve the cases committed by the accused Kunal Malhotra @ Monty @ Rajkumar.

During the course of interrogation he disclosed that he is actively involved in crime of snatching in Delhi and Gurgaon (Haryan) since 2005. He has been arrested in more than sixteen cases against his involvement in cases of snatching in Delhi and Gurgaon (Haryan). Accused Arrested:-

1. Kunal Malhotra @ Monty @ Rajkumar S/o Sh. Vijay Malhotra R/o H. No. B – 10 Guru Ram Dass Nagar 3rd, Laxmi Nagar, Delhi.

Property Recovered:- 1. Motor Cycle No. UP 65 AP0220 which was used by the accused, stolen from area of

Krishna Nagar, Delhi

2. Bag of Mrs. Jyoti Katpaliya containing keys, visiting cards and some cash, which was snatched by the accused.

Investigation:- During the course of interrogation he disclosed that he has been

actively involved in crime of snatching in the jurisdiction of Delhi and Gurgaon (Haryana) since 2005. He has been arrested in more than sixteen cases against his involvement in cases of snatching in Delhi and Gurgaon (Haryana).The accused has now been arrested in FIR No. 110/12 U/s 379/356/411 IPC, PS Greater Kailash – I, New Delhi. He disclosed/confessed that he committed crime of snatching at three occasions in area of PS Defence Colony and two snatching incident in the jurisdiction of PS Amar Colony, Delhi. The accused is of very desperate nature. He is in police custody and investigation is being done.

that on 22/07/12 at 1300 hrs, he boarded Metro from Huda City Center, Gurgaon for Anand Vihar Railway Station to depart for his native village i.e. Abiroli Lala, PS Salempur, Dewariya in Bihar. As soon as he changed Metro at Rajiv Chowk for Anand Vihar, three boys met him and introduced themselves through a polite conversation, identified as Mukesh, Sanjeev and Randhir. After gaining confidence by sharing background information, Mukesh convinced the complainant to get his ticket booked through him as he had liaison with Railway staff which will enable him to get a reserved seat. On his assurance, Navneet, the complainant, came along with them to Nirman Vihar Metro Station and then followed to Tikona Park, Jagat Puri at their instance Mukesh asked complainant to give his bag containing clothes to Sanjeev & Randhir, to which he complied with. Then, they reached in a gali where Mukesh took Rs. 800/- for the ticket booking and he disappeared. After 15-20 minutes, when the complainant made enquires from Sanjeev & Randhir about Mukesh, they attempted to flee. In between Navneet raised an alarm and with the help of police patrol, was nabbed but Randhir managed to escape. On a follow up search, Mukesh was also nabbed and Rs. 800/- (Cheated money) was recovered from his possession. They would gain confidence through regional affiliation and entice through promise of a reserved ticket. Efforts are being made to apprehend Randhir.

A GANG OF HOUSE ROBBERS BUSTED

North District has arrested four desperate house robbers/thieves, natives of Jharkhand and worked out a case of violent burglary of the area of Police Station Timarpur. Rs. 10,000/-, one Samsung mobile, one golden ring, one golden neck chain and two knives were recovered from their possession.

INCIDENT : Complainant Sh. Kishan Dass s/o Late Sh. Jagannath Dass r/o H.No.52, B.D. Estate,

Delhi reported that on 15.07.2012, at about 9 pm, when he was present at his house with his wife, his cook Ramu along with three other persons with knives entered his house and gestured them to be silent. They burgled his house with the help of Ramu and fled away. On checking, two gold rings, one gold neck chain, around Rs. 80,000/- and three mobile phones were found stolen. A case, vide FIR No. 160/12 u/s 458/380/34 IPC was registered at P.S. Timarpur in this regard and investigation taken up.

INVESTIGATIONDuring the course of investigation, a team comprising of SI Anand Singh, SI Arun Kumar,

SI Vikram Dahiya, ASI Jagdish Singh, Ct Surender, Ct Sachin Kumar and Ct. Anil, Ct Ankit was constituted under the leadership of Insp. Yashveer Singh, SHO/Timarpur to solve the case. The servant Ramu was engaged by the complainant's family only in the recent past. The actual name and address of Ramu was not known to them. Photograph of Ramu was not available. Unfortunately, the C.C.T.V system was not working at the time of incident. A search for the accused was started and a huge number of servants/workers, who are natives of Bihar/Jharkhand, were subjected to sustained interrogation. From a native of Jharkhand, working in Model Town, the mobile number of a relative of Ramu was obtained. Working on CDRs of link numbers, location of some mobile numbers were noticed in the area at the time and date of incident. The current location of mobile numbers was revealed to be in Jaipur (Rajasthan), near railway station and raiding party was sent to Jaipur immediately, who made search at Railway station and in around 100 Hotels/ Guest houses. Then the location was noticed as shifting towards Jharkhand. During the course of investigation, it also surfaced that the accused persons are native of Distt Koderma (Jharkhand). A dedicated team was immediately sent to Jharkhand and despite the fact that no name of village of the accused was known to the police party, all the accused persons were arrested by the police officials very efficiently and diligently on 19.07.12. The actual name of servant Ramu was revealed as Heeraman s/o Jageshwar Yadav and name of three associates were known as Suresh Yadav, Manoj Yadav and Laxman Yadav. One golden neck chain, Rs.10,000/-, one Samsung mobile and one diamond ring was recovered from the possession of the accused persons. The transit journey remand of the accused persons were obtained after producing them before concerned C.J.M. The accused persons were brought to Delhi in custody and two knives used in the commission of crime were also recovered at their instance.

The accused persons belong to lower strata of the society and operated in Delhi in a very professional manner. One of them offered his services at low wage and put in hard work to gain the faith of the employer immediately. Thereafter that person kept watch over the activities and movement of the family members and surveyed the place, where the cash and valuable items are kept. On a suitable time, he called his associates and robbed the property and fled away. They did not disclose to their employer, their actual names, addresses or mobile numbers.

THE BUNDLDE OF PAPER AS A PACK OF NOTES BUSTED :TWO ARRESTED

With the arrest of one Laxman s/o Goma Ram r/o Jhuggi No E-410, Kathputli Colony, Delhi and (2) Dana Ram s/o Prahlad r/o A-529, Kathputli Colony, Gujrati Basti, Ranjeet Nagar Delhi, Central District police has busted a gang of high profile inter-state cheats involved in cheating of innocent persons through swindling of bundle of paper wrapped in black cloths after putting one original note on top only and describing it as a pack of currency notes with original notes. They targeted ladies of rural background at Bus Stands, Railway Station and other public places. INFORMATION

On 16.07.12, one Smt. Sumalati w/o Sh.Virender Singh r/o Vill Kodhuva, Thana Sarangpur, District Siwan, (Bihar), reported to the Police Station Patel Nagar that

at Prem Nagar Railway Crossing, two unknown person came to her and stated that they have a bundle of Rs 50,000/- wrapped in black clothes and have apprehension that the police may catch them. They further put her in fear that the gold ornaments being worn by her may be snatched. They also showed her the bundle of notes after tearing off the cloth, where a note of Rs 100/- was visible. They further convinced the complainant in such a way that she handed over all her gold wearings viz. two ear rings and 3 gold lockets in chain to them and received bundle of notes. After sometime, on opening of the bundle, she found that only one note of Rs 100 was put on the bundle and remaining were all white papers cut in note size. In view of the above, a case vide FIR No. 139/2012 u/s 419/420/34 IPC was registered at P.S. Patel Nagar, Delhi and the investigation was taken up. TEAM

A team consisting of Inspector Ritu Raj, SHO/Patel Nagar, S.I. Joginder, SI Ravinder, HC Sanjeev, Ct. Ashok and Ct. Parveen was constituted under the close supervision of Sh. Bhola Ram Mann, ACP/Patel Nagar, Central District, Delhi.

INVESTIGATIONDuring the course of investigation, it was revealed that accused person used to

wander at public places viz. Railway Station, Bus Stop etc. and used to target the naive, simple and innocent ladies of rural background.

The police team deployed various sources and collected intelligence on such criminals. The known criminals and ruffians were also interrogated. On the basis of secret information and local inputs, two accused persons namely Laxman s/o Goma Ram r/o Jhuggi No E-410, Kathputli Colony, Delhi and Dana Ram s/o Prahlad r/o A-529, Kathputli Colony, Gujrati Basti, Ranjeet Nagar, Delhi were apprehended by the police team. Two ear rings has been recovered from the house of accused Laxman. Accused Laxman is on police remand while accused Dana Ram has been sent in judicial custody for the purpose of TIP.INTERROGATION:-

During sustained interrogation, the accused person disclosed that they are illiterate could not get any good job. They both stayed in the same colony and both were facing financial hardship. They got together and started targeting the ladies of rural background as they knew that the ladies from rural background were very simple, naive and innocent and it was easy to cheat them. They cut the white paper in size of notes and then they used to put one original note on the bundle. They used to wrap it into black cloth and search for a target. They used to convince these ladies in such a way that she used to hand over all her gold ornaments to them. They have cheated several ladies in similar fashion in rural areas of Delhi and NCR region i.e Sonipat, Panipat, Bahadurgarh etc. During interrogation, it was also revealed that in order to commit the crime, the accused persons used to carry arms to thwart any resistance from the victims.

Further investigation/interrogation is in progress and efforts are being made to unearth the entire racket.PROFILE

Laxman s/o Goma Ram r/o Jhuggi No E-410, Kathputli Colony, Delhi is 22 years old. He is illiterate. He belongs to a poor family. He stays at the above said address since birth. He used to sell old clothes but earning from this business could not meet his requirements. Later on, he fell into bad company and started

ORDER

1. Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centres) prominently known as call Centres, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round the clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cabs operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the powers conferred upon me by the virtue of Sec. 144 Cr.P.C., 1973 (No.2 of 1974) read with the Govt. Of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) ULT dated 09.09.2010, I, Bhoop Singh Asstt. Commissioner of Police, Chanakya Puri New Delhi District, Delhi do hereby make this written order that all such organizations like BPOs, Corporate & and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub Division, Chanakya Puri, New Delhi shall:

a). Maintain a data base of all employees, security personnel cab drivers and contractual workers working with them, for access by the police as and when required.

b). Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.

C). Ensure verification of antecedents of all their employees including contractual employees.

D). Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e 8 PM to 7AM.

E). Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up or the last to be dropped.

F). Ensure that during the night hours the cab involved in transportation of women employees pick up and drops such employees right at their houses, remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

G). Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot up to her house and takes a confirmation about her safe arrival.

H) Exercise effective check and control on the vehicle's movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

I). Get GPS system installed in the cab used in the transportation of such employees, especially of women employees.

6. These orders shall come into force with effect 24/07/2012 shall remain in force for a period of 60 Days up to 21/09/12 (both days inclusive) unless withdrawn earlier.

7. Any person/employer/transporter etc. contravening this order shall be liable to

be punished in accordance with the provision of Sec. 188 of the IPC, and

8. As the notice can not be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public

through the press and by affixing copies on the notice board of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil Offices, all Police Stations concerned and all the offices of NDMS and MCD.
