I have spoken at length, and met on site in Middlewich with Cheshire East's conservation officer due to the area being on the 'at risk' register, I remain convinced that the town centre Conservation Area ought to be reappraised alongside a Management Plan in order to inform future change and/or investment.

Our client has been heavily involved in the planning process from the outset, beginning with representations during the consultation period for the Cheshire East Local Plan and culminating with involvement in the current master planning work.

Due to this difficult relationship it has been particularly important to ensure that the emerging masterplan for the wider Brooks Lane area acknowledges and addresses this position.The prospect of residential development in close proximity to the Centec site has the potential to curtail future development plans of the business for a number of reasons:• It may impact the ability to obtain essential licences issued via the Health and Safety Executive;• It will create ‘bad neighbour’ issues as potential residents complain and are impacted by the noise and odour created by the facility; and

• The risk of security breaches will be increased if the facility becomes more visible. Currently the site is ‘buried’ within an industrial area and if this changes the risk of break ins will increase. Due to the combustible nature of the materials stored at the facility, break ins and security breaches have the potential to be catastrophic.

All of these points have been fully explored with and presented to Cheshire East Council during the consultation processes on the Local Plan and the ensuing masterplan.

Centec currently operate under a ‘sub COMAH’ licence but has recently started the process of applying for a ‘lower tier COMAH’ licence. The exact separation distances between the Centec facility and the proposed residential

Brooks Lane Area will become a mixed-use area and that many of the industrial occupiers will remain in situ, an assumption echoed by Cheshire East Council both at the EIP into the Core Strategy and throughout our discussions regarding the masterplan. In this regard we believe that the Neighbourhood Plan offers an opportunity to put policies in place that will help to manage this difficult relationship.

3.10 OS2 Comment We would like to see specific development management policies in place within the Neighbourhood Plan that relate to separation distances between residential development and industrial development and also the introduction of buffer zones between industrial and residential development. Noise and odour management should also be considered.

Pochin and DBS Pochin have secured a number of planning permissions for employment development in Middlewich and own and control land at Ma6nitude (Midpoint 18). As you will be aware, Midpoint 18 is allocated for employment development in the Cheshire East Local Plan Strategy under policy LPS 44.

Comment Draft Policy GP 1 :-This Plan will only support development on those sites contained in the Cheshire East Local Plan.

The NDP has to provide a supportive and positive planning framework for new development proposals that come forward over the plan period and cannot limit development to only those sites identified in the Local Plan. The housing requirement for Middlewich is 1950 new homes over the plan period and additional sites will be required in addition to the identified strategic sites in order to meet this requirement.

developments off Warmingham Lane have increased the traffic coming into or travelling through Middlewich. Holmes Chapel Road (A54) is always congested with commuter traffic and also at the weekends. I know that there is a bypass to be built from the Salt Cellar Roundabout but there is also a huge demand for a bypass to the west leading from King Street to Winsford as most of the heavy transport is going to Winsford Industrial Estate from the M6. King Street from the Total People end to where it joins A54 has become a ‘rat-run’ as the majority of people try to avoid the A54 from the Salt Cellar end into town. Speed bumps or traffic calming would be useful.

laughable. No buses on a Sunday and a limited service at all other times. One bus an hour seems to be the norm. Both Arriva & D&G coaches run approximately 10 minutes apart which is not good timetabling. We have no train station, as covered in the report, but until we get a decent car park and road infrastructure what would be the point of the train station? It will bring more traffic into the town centre and there is nowhere to park.

Our town centre is dying and has been for sometime. In my opinion, Tesco changing to Jack’s is not good as it is yet another low end retailer which we do not need. What is wrong with having some better quality retailers, such as independent stores? Why are we not

attracting those kind of retailers?

We desperately need a new health centre and school. Our doctors surgeries are over subscribed, as are our schools. With the proposed 2000 new homes that will obviously bring more people into our town to use the services. The report identifies this but does not give a clear solution. The population of Middlewich will grow quite significantly and it is no good waiting for the expansion without planning the services that go with it.

Middlewich could do with a new leisure/sports centre including a swimming pool. There is the space for development and the need for both in the town. Anyone who uses our local

leisure centre will tell you that. The old Memorial Court in Northwich is a good example of what can be done on a fairly small footprint. It has transformed the leisure facilities in Northwich that allow access for all.

I think that those involved with this Development Plan would benefit from looking around at the likes of Blackburn which is two years into its regeneration plan and appear to be bucking the trend for the high street and for losing it’s identity as a market town.

I think there are many good things in Middlewich. It is lovely place to live and has many great things going for it. Middlewich is in a great location and should be thriving but all we appear to

be doing is building more houses and making promises that take years to deliver on. I grew up in an old Market Town that spread out with houses but didn’t deliver on the vital things such as infrastructure, such as roads, schools, health services, leisure facilities and retail spaces. It is now a ghost town that no-one is keen to live in. It would be awful for Middlewich to go the same way.

Century listed building in the centre of their town. We've got one but no one knows it's there. I've attached a photo of St Michael's and one of the very similar, and also listed, St Bartholomew's in Wilmslow. No one in Middlewich need worry about losing greenery from that corridor - Wilmslow have put low level hedging around their church. I believe we should too and re-brand our ancient town with the church as our centrepiece. The picture on page 36 of the plan shows the church didn't used to be hidden by overgrown trees - it's a modern day issue.

safe alternative. I think there should be an all weather path, suitable for cycling, along the canal to Gadbrook. This will link the heritage sites of Murgatroyds and Harbutts with the Lion Salt works and Anderson Boat lift and could therefore boost leisure tourism. Such a route would also provide a healthy alternative to driving and could be blue/green routes.

We state 'road' and 'rail' but can 'cycling' be specified in objective 6. We need cycle parking in the centre of town - more than just the stands outside little Tesco. With regard to the vitality of the town centre I wonder if there is a chance to bring the Alhambra back in to use as a cinema/theatre as well as it being a bar/nightspot. For example the Rex in Wilmslow is about to be reopen and the old theatre/cinema at Colwyn Bay is used by local children for productions (possibly school productions but I don't know.)

I wish to voice my opinion on the Neighbourhood Plan.

In my opinion there are too many houses being built in Middlewich. If the Council Tax raised from all these extra homes were to be spent on Middlewich that would be a redeeming factor. However, clearly that is not happening. There has been no improvement in the infrastructure for decades. Middlewich only receives anything negative e.g. Ansa at Cledford, Custody Suite where offenders from Cheshire West are brought to because there has been none built in that region. Why is that? transport links, either rail or buses which run when they feel like it? All the neighbouring towns in Cheshire East have railway stations - Crewe, Congleton, Holmes Chapel and Elworth (Sandbach). Could it be that their residents would be "offended" to have such a centre. Offenders are often turned out with no money. How do they leave to get home? Is this a contributing factor to the increased car crime in Middlewich?

The Town Council needs a good shake up. Middlewich First is supposed to be working for the town's benefit but they either vote against or abstain.

Middlewich is truly the poor relation of the Borough.
