2. The results of surveys of business entities and consumers.

As part of the current activities of executive bodies of state power of the Murmansk region, conducted a survey of consumer satisfaction with the quality of the goods (services) and businesses on existing barriers to the markets of the region.

The results of the survey of entrepreneurs and consumers on satisfaction of goods and services’ quality by industries are as follows.

In the field of social services:

As part of the services market analysis in the area of Social Services conducted a survey of business entities for the existing administrative, economic and other barriers, and assessment of the competitive environment.

The survey involved 12 nongovernmental nonprofit organizations, one commercial company and 2 individual entrepreneurs providing social services in the city of Murmansk and the Murmansk region. Half of the organizations - participants of the survey work carried out for more than 5 years, 33% - from 1 to 5 years, 16% - up to 1 year.

Identified the following administrative barriers to the development of the regional market of social services (in descending order of importance):

Almost half of enterprises (47%) assess the level of competition in the market of social services, as high as to preserve market position they need to regularly (once a year or more) take measures to improve the competitiveness of the services

offered (quality improvement, the development of related services ), as well as from time to time to use new ways, not used previously, to improve the competitiveness.

However, public social service agencies competitive have predominantly pressure on non-governmental organizations in this area, which occupy a dominant position in the market, as noted in the number of one of the most significant economic barriers (40%). Allocation of economic entities the problem of lack of effective demand on the part of consumers (67%) and the significant initial capital investments with long payback period of these investments (40%) point to the need of state support for the market of social services in terms of compensation costs for the provision of services to socially vulnerable groups of citizens and support socially oriented business projects (entrepreneurship nonprofit).

The remaining administrative barriers marked by economic entities among the 5 most significant, are universal and are relevant for the majority of socially significant markets. Half of respondents assessed the quality of official information about the state of the competitive environment of business entities as "rather poor".

Evaluation of the quality of services in the field of social service agencies carried out social service in the framework of monitoring the implementation of the Federal Law dated 28/12/2013 № 442-FZ "On the basis of social services to citizens in the Russian Federation" (hereinafter - the Federal Law number 442), and the Public Council under the Ministry of Social development of the Murmansk region within the framework of an independent assessment of the quality of services on the basis of full-time and part-time consumer survey. Non-governmental organizations are not currently included in the assessment of the quality of service system.

As the table shows, in general, a high level of service quality is achieved.

In addition, the results of an independent assessment of the quality of social services formed the rating of social service agencies. All institutions involved in the independent evaluation, obtained the highest scores.

In the sphere of culture:

As part of the services market analysis in the sphere of culture a survey of business entities for the existing administrative, economic and other barriers, and assessment of the state of competitive environment were conducted1.

As the most preferred areas for doing creative business respondents named:

- Oktyabrsky district of the city of Murmansk (47%),

- Pervomaisky district of Murmansk (12%),

- Leninsky district of Murmansk (6%),

- Location in the city of Murmansk does not matter (23%),

- Severomorsk (6%),

- Kola region (6%).

For the full realization of authorized activity to entrepreneurs in the field of culture needed area with space up to: 20 square meters(18%) and 100 square meters (23%), up to 200 square meters (18%), more than 400 square meters (41%).

If in Murmansk is created an art space for creative business (incubator for the creative industries) on the example of "bottle" design-plant (www.flacon.ru), Artplay (www.artplay.ru), 76% of respondents expressed a desire to work and conduct its business in a joint court. 18% of organizations representing theaters, are not interested in carrying out its activities in the territory of a joint art space (an incubator for creative industries).

Representatives of the 71% of non-governmental cultural organizations interested in obtaining additional education, participation in training seminars, educational programs and training. 3 companies are ready to conduct their own training sessions for their colleagues. The most popular among business culture is the knowledge in the following areas: marketing (9), consulting in the field of creative industries (8), the creation of start-ups (4) and the business plan (2), working with frames (2), financial management (1) Mounting an effective presentation (1).

In assessing the state of creative industries (creative industries and NGOs) Murmansk region respondents' opinions were divided: 8 people believe low development level, 7 - average, 2 - undecided.

According to the entrepreneurs in the field of culture in the Murmansk region are underdeveloped (or missing), the following areas:

- Small number of narrow-profile festivals (1).

To enable the development of culture and creative infrastructure of the Murmansk region, according to representatives of the private sector, should:

- Focus in respect of cultural organizations is not on quantitative indicators (statistics, volumes), but quality (personalized support, the inability to mass production of cultural services, openness to innovations in culture);

- Assist in the preparation of the available space for the conduct of activities, including the reduction of rents;

- Provide an opportunity to obtain unsecured (low-interest) loans for repairs and expansion of business premises;

- Create an art space (incubator or co - working center for creative entrepreneurs) with the ability to organize mass visits and union representatives of the creative industries;- Carry out marketing activities to promote the masters of arts and crafts, as well as the creation of a common trading platform (physical or online space) for the organization of sales of products of arts and crafts, hold on a permanent basis and on a permanent site of fairs and workshops for population;

- Provide for the possibility of grants for non-governmental organizations, cultural projects, including in conjunction with state and municipal cultural institutions.

Within the framework of the state program of the Murmansk region "Development of culture and preservation of historical and cultural heritage of the region," the activities to achieve the goals of the state program "Providing creative and cultural development of the individual, community participation in the cultural life of the region", one of the performance indicators of which is the "level of satisfaction population quality of state (municipal) services in the field of culture".

Action Plan ( "Roadmap") "Changes in the social sectors to improve the effectiveness of the scope of the Murmansk region culture", approved by the Decree of the Government of the Murmansk region from 12/05/2015 number 125-RP, provided the target (indicator) development of culture and efficiency measures to ensure their achievement - the "Enhancement of satisfaction with the quality of the Murmansk region population of the state services in the sphere of culture."Since 2013, the region is carried out monitoring of departmental achieve the above objectives of the state program and roadmap. The results of the population survey show a positive trend: in 2013 - 77.5% 2014 - 80%, 2015 - 82% of service consumers.

Culture satisfied with the performance of state and municipal cultural institutions.

In 2014-2015, an independent evaluation of the quality of public 9 regional and 87 municipal cultural institutions was performed. In 2016 it is planned to conduct this work in relation to non-governmental organizations.

Analysis of the complaints of consumers of services received by the address of the Russian President, the Governor of the Murmansk Region and the Committee on Culture and the Arts of the Murmansk region showed that the population of the region concerned, first of all, support for project ideas and creative initiatives (28% of complaints in 2015, 31% - in 2016), the activities of cultural institutions, including strengthening the material-technical base (24% in 2015, 19% in 2016).

In the retail sector:

According to the results of the expert analysis of the market in the retail sector revealed barriers to the further development of competition in the retail trade of the Murmansk region:

- Uneven distribution of the free trade area by the municipalities of the Murmansk region;

- Steady increase in the costs of logistics and transport of goods, due to the increase in transportation tariffs;

- Lack of financial resources, particularly in small and medium-sized trading companies, for the formation of working capital;

- The uneven level of accessibility to the products of fishing companies for economic subjects of trade;

- High transport costs due to remoteness of some settlements from the administrative centers and gridlock in the system of main transport links in the area.

In the retail trade of pharmaceutical products:

The main barriers hindering business in the retail trade of pharmaceutical products according to market participants are:

- Instability of the Russian legislation regulating entrepreneurial activity (78%);

- The lack of effective demand on the part of consumers (67%);

- High rents (56%);

- Significant initial capital investments with long payback period of these investments (44%);

- High taxes (33%);

- Presence among existing market economic entities with dominant position, which leads to the creation of market entry barriers (35%);

- Transport restrictions (distance / high cost) (10%);

- Large volume of mandatory reporting and workflow (10%).

According to the managers of pharmaceutical companies of the Murmansk region to preserve market position pharmacy organizations should regularly (once a year or more) to take measures to increase competitiveness, and from time to time (every 2-3 years) to use new ways to improve it, not used by the company previously (45%).

The number of competitors in the market of pharmaceutical services for the last 3 years: according to 57% of the respondents increased by 1-3 of a competitor; for 34% of the number of competitors has increased by more than 4; according to others - the number of competitors has not changed.

Overall, the majority (80%) of the surveyed participants of the pharmaceutical market of the Murmansk region estimate the number of competitors from 4 to 10, indicating that healthy competition in the market.

The availability of official information about the state of the competitive environment in the pharmaceutical Murmansk Region 10% of the market is

satisfactory, 20% - more satisfactorily; 20% - rather unsatisfactory, 10% - satisfactory.

The level of comprehensibility of official information about the state of the competitive environment: 20% - satisfactory 10% - rather satisfactory, 20% - rather unsatisfactory, 10% - unsatisfactory.

30% of respondents do not require official information on the state of the competitive environment in the pharmaceutical market of the Murmansk region.

Evaluation managers of pharmaceutical companies change the level of administrative barriers in the area of retail sales of pharmaceutical products in the past 3 years:

- 22% believe that business has become easier to overcome administrative barriers than ever before;

- The same number of respondents believes that to overcome the administrative barriers has become more difficult;

- According to 22% of the level and the number of administrative barriers have not changed;

- 10% of respondents said that there are no administrative barriers, as before;

- The remaining respondents were undecided on this issue.

30% of survey participants believe that the existing administrative barriers to conducting current operations and the opening of a new business can be overcome without significant cost. According to 20% of respondents to overcome administrative barriers requires a significant investment. 10% of the respondents do not see administrative barriers in the retail sale of pharmaceutical products.

More than 75% of survey participants carry out activities in the sphere of retail sale of pharmaceutical products for over 5 years, and the rest - from 1 year to 5 years. 45% of surveyed executives led organization, employing more than 30 people, 30% - up to 5 people, 20% - from 6 to 15 people.

In the sphere of housing and communal services:

In order to assess the effectiveness of local government. (Hereinafter - LSG), pursuant to paragraph "i" of the Russian Federation of 07.05.2012 number 601 "On the main directions of improving governance" Decree of the President made the analysis of the survey results in 2015, the population of the level of satisfaction with housing and utility services 12 urban districts and five municipal districts.

The number of respondents who participated in the survey, is increasing every year, and reached 990 units in 2015.

In general, in 2015 year is not observed in comparison with the year 2014 a significant change`s indicators of satisfaction. Increase in the level of satisfaction was slightly less than 2%.

Also, a rating of municipalities that participated in the survey in 2015. Due to the low number of respondents in the municipalities of Kirovsk, Kovdor district, ZATO1 township Vidjaevo, ZATO Zaozersk, Lovozero district, these municipalities are excluded from the ranking.

According to the rating results of the analysis revealed the absence of municipalities with satisfaction levels on a single indicator is below the threshold (50%).

However, in the context of utility services failure to reach the threshold of 50% identified only by the communal service "heat" in two municipalities - Murmansk (46.5%) and Severomorsk (47.1%). It should be noted that in 2014 the data municipalities also did not reach the threshold in terms of satisfaction with the service heat.

31%) and "quality (including results) carried out repair work" (33%). Due to the low value of the criteria at a high value of other criteria (60 to 68%), the overall assessment of heat supply services is low.

However, their apparent significant concentration in the regional center - 73% of non-governmental organizations are operating in the city of Murmansk.

The vast majority of non-governmental organizations - 78% (31 companies) in the direction of the activities related to club-type facilities (including showrooms), one organization working in the field of museum and theater activities, 7 NGOs belong to the category of creative unions.

Due to the lack of comparable indicators that integrate all areas of culture and organizational-legal forms of the subjects of the cultural sphere, to determine the total volume of rendered services cultural institutions is not possible.

The main indicator of the trade, is the turnover of retail trade, the dynamics of which indicates a rather stable its development. The increase in turnover for 2012 - 2014 years in the whole area was 12.2%. The annual per capita growth over the same period averaged 11.5%. In 2014, in terms of "growth rate" and "retail trade turnover per capita" Murmansk region took the 10th place among the Russian Federation. However, in 2015, along with the all-Russian tendencies, characterized by a negative trend in the physical volume of retail trade turnover, which is caused by a number of factors, which depend on complex macroeconomic conditions: inflation, the restriction of consumer credit and, as a consequence, the decline in real money incomes and in general consumer demand.

In the structure of the formation of the retail trade turnover, the trend of increasing the share of sales of goods in an organized network. The share of these economic entities in the total retail trade turnover has increased from 91% in 2010 to 96% in 2014, of which 55% came from large and medium, 31% - for small enterprises, 10% - to individual entrepreneurs selling goods outside markets.

The standard value of the indicator "Increase the proportion of retail trade turnover carried out in the retail markets and fairs in the structure of retail trade turnover," is available for the Russian Federation, in which the share of retail trade turnover carried out in the retail markets and fairs in the structure of retail trade turnover by forms trade on the results of 2012 was less than 20% set at the level of growth of that portion of the retail trade turnover of not less than 5% per year until it reaches the value of this index at a rate of at least 20% by 2018.

Due to climatic conditions of Murmansk region is related to the territory of the Russian Arctic, and has limited the potential of the agricultural sector, in connection with the share of traditional retail trade turnover carried out in the retail markets and fairs, lower than the average figure.

In the Murmansk region in 2012, the share of retail trade turnover carried out in the retail markets and fairs in the structure of retail trade turnover by forms of trade was 7.2% and decreased to 2.1% in 2015. Reduction of volumes of sales in the retail markets and fairs partly contributed to the transition of entrepreneurs in shopping centers, reducing the demand for trading places in the retail markets, as well as the entry into force on 01.01.2013 with the requirements of the Federal Law № 271-FZ "On the retail markets and amendments to the Labour Code of theRussian Federation ", obliging management companies to use only capital buildings, structures, constructions.

In this regard, the indicator can not be used to characterize the level of competition in the trade.

At the beginning of 2015 the trading activities in 4154 was carried out the organization of trade (the total area of 529.4 thousand sq. Meters), which is 174 units more than in 2011. Provision of the population with retail space was 691

square meters. meters per 1000 population (in 2011 -. 617 square meters), which exceeds the regulatory level of availability of 44%. The region has an uneven distribution of retail space by municipalities. Provision of the population with retail space ranging from 1026 square meters. meters per 1000 population in Apatity to 567 in the Kola area, respectively, in which there is a high proportion of rural residents. The current calculation method (which takes into account the area of all shopping facilities in the aggregate) does not reflect the real situation of the availability of various trade services to the population. In this regard, necessary transition to a differentiated calculation of the norm taking into account a variety of retail formats and their placement in residential areas of settlements.

In the Murmansk region there is intensive development of retail chains in recent years. On the territory there are both regional and some national chains, which suggests the existence of competition between the networks.

The standard provides another indicator "The share of turnover convenience stores in the structure of trade forms of retail trade turnover in the total turnover of retail trade in the region", the value of which shall be not less than 20% of the total turnover of retail trade area.

The region has all the shops are located within a radius of 300 meters from residential buildings or directly are in the house, on the first or ground floor, so the shops are walking distance. In this regard, the value of this indicator is 100%, which indicates the availability of facilities for trade to all citizens.

Urgent for the development of the consumer market is the problem of availability of fish products for the residents of the area due to the presence of a number of barriers, due to receipt of products from producers. This problem can be solved by introducing mechanisms that will allow to organize a guaranteed direct link "fisherman - seller" leveling the rise in fish production by intermediaries.

Retail sale of pharmaceutical products

The pharmaceutical market is a market of socially important products, is characterized by predictable behavior of competitors and consumers is directly related to the health care market, it has power over the consumer with a fairly elastic demand because of the confidence effect to the services provided.

Retail sale of pharmaceutical and medical goods, cosmetic and toilet articles carried out as drugstore chains, and single pharmacy organizations that have a license for pharmaceutical activity.

As of 11.02.2016 in the territory of the Murmansk region operate in the retail trade in pharmaceutical products 288 pharmaceutical organizations of various forms of ownership, including state and municipal forms of ownership - 48 (17%), legal entities of private ownership - 199 (69%) and individual entrepreneurs - 41 (14%). For a number of years in the tendency to increase the number of pharmacies and to reduce the number of pharmacy items and kiosks.

At the same time there is a tendency to reduce the number of pharmacies and pharmaceutical points of state and municipal forms of ownership. In the municipalities: the city of Murmansk, a city with a subordinate territories Polar Zori and Monchegorsk BUT Zaozersk, BUT Aleksandrovsk, Kandalaksha and Kovdor districts no pharmacy organizations of state and municipal forms of ownership, the organization carried out pharmaceutical activities of private ownership. In 2015, it ceased its activities MUP of the municipality of Pechenga area of the Murmansk region "Pharmacy", includes 5 drugstores.

The major participants in the pharmaceutical market in the region is LLC "Nordmedservis", OAO "Murmansk Pharmacy" and OAO “Farmatsiya”.

Competition in the field of the pharmaceutical market is characterized by different levels of concentration of the pharmacy network: most developed competition among pharmacies, located in major cities in the region (even within the same street), there is a low level of competition or lack thereof among drugstores in rural and remote from traffic areas highways. In these localities due to lack of qualified personnel, the low purchasing power of the population, lack of access to credit for the development, low capital turnover and consequently low profitability of the pharmaceutical business is not developing.

In addition, the pharmaceutical market is the lack of competition on a number of pharmaceutical services: manufacturing of dosage forms and activities related to trafficking in narcotic drugs and psychotropic substances. These activities require significant financial costs for the maintenance of specialized facilities, payment of specialized types of the object, the acquisition and renewal of expensive equipment, further training and retraining of specialists, additional costs for the acquisition of goods with very low turnover (drug substances).

Housing and Public Utility Services Market Market entities performing regulated types of activity in the sphere of heat

supply, power supply, water supply, and water disposal most of the time are monopolies that, as a result of technological restrictions, objectively limits a possibility of promotion of the competition.

Economic entities in the sphere of production and distribution of the electric power, gas and water; production, transfer and distribution of the electric power, gas, steam and hot water; collection, cleaning and distribution of water are generally represented by large (47.16%) and small business (40.09%), the share of medium-sized business (5.66%) and micro entities (7.08%) is insignificant.

The competition is possible, for example, in case of the solution of asset complexes operation problems (for example, when local government bodies hold tendering procedures (auctions) on lend-lease or transfer to concession communal infrastructure objects), in the sphere of rendering non-material services.

At the same time, local government bodies’ execution of the powers established by the legislation in the field of territories development planning, including the corresponding infrastructure is important for decision making on development of the territories regarding upgrade/reconstruction of engineering infrastructure systems, decisions on implementation of investment projects that it is possible to consider an indirect sign of assistance to competition development.

The number of municipalities of Murmansk region which had to develop and approve schemes of heat supply is 33. By now, the specified schemes are approved in 32 municipalities of the region (97%), in 1 municipality (rural settlement Alakurtti Kandalaksh of the Kandalaksha district) the scheme of heat supply is at a validation phase.

The number of municipalities of Murmansk region which had to develop and approve schemes of water supply and water disposal is 34. By now, the specified schemes are approved in all municipalities of the region (100%).

The number of municipalities of Murmansk region which had to develop and approve programs of complex development of municipal infrastructure systems is 34. By now, the specified programs are approved in 29 municipalities of the region (85%), in five municipalities they are being developed.

Besides, the implementation of "action plan" for introduction of the best practices of National rating of the investment situation in Murmansk region belongs to the actions influencing competition development assistance.

Issues of entities and industries of housing and communal services functioning are also a subject of discussion at meetings of various collegial and advisory bodies, including the joint Public council affiliated with the State housing inspectorate of Murmansk region, the Ministry of Energy and Housing of Murmansk region, Committee on tariff regulation of Murmansk region, the Ministry of Construction and Territory Development of Murmansk region.

In general, activities of the Government of Murmansk region on behalf of the relevant executive government bodies on ensuring investment appeal of an industry of housing and communal services and on assistance to competition

development, are conducted within the Government of Murmansk region approved by the order of 01.12.2014 No. 303-RP of the Complex of measures ("action plan") for development of housing and communal services of Murmansk region.

The standard provided improvement of rendering services quality on the market of management of housing at the expense of the admission to this organization activity, on a professional basis performing activities for management of apartment houses in the territory of the entity of the Russian Federation.

The share of managing organizations which obtained licenses for implementation of activities for management of apartment houses in 2015 constituted 100%.

In 2015, State housing inspectorate of Murmansk region carried out a procedure of licensing of business activity for management of apartment houses.

It should be noted that the state introduced state regulation in the sphere of business activity for the first time in years. It means that the management system of apartment houses can't meet requirements of the population without the state intervention.

From 01.05.2015 implementation of these activities is not allowed without license.

Large powers on control and suppression of violations concerning managing organizations are conferred to bodies of the state housing supervision. The new administrative penalties prescribing punishments to 500 thousand rubles are introduced.

Licensing commission of Murmansk region organizes and holds qualification examinations on knowledge of the legislation in the housing sphere. In total, in 2015, the procedure of passing a qualification examination was undergone by 352 applicants, 38 of them didn't pass it.

In 2014, 118 managing companies were acting, following the results of 2015, 186 managing organizations addressed for receipt of the license (the amount of the national duty is 30,000 rubles).

However, the licensing commission of Murmansk region licensed 170 managing organizations.

Increase by 50% of licensee number led to growth of the income of the regional budget from 3,540 thousand rubles (planned) to 5,220 thousand rubles.

As favourable result of licensing it is possible to consider leaving from the market of management of apartment houses of the "worst" managing organizations which didn't give or didn't undergo the procedure of licensing.

Moreover, important achievement of licensing is determination of "players" in the market of management of apartment houses.

If previously any legal entity could start management of apartment houses without notice of state bodies, at the same time it was often impossible to find this organization and its head (chief executives were often presented by straw persons), then now the similar situation is excluded.

In Murmansk region there was created the register of licenses in which data on all managing organizations of Murmansk region and their heads are collected.

These results show unconditional increase in openness in the sphere of management of apartment houses.

At present, all (100%) managing organizations exercising apartment houses control have the corresponding licenses.

In order to increase control efficiency of compliance with housing legislation, the State housing inspectorates in entities of the Russian Federation have to be provided with "telephone hotline" by 01.11.2015 and also with an electronic form of feedback on the Internet (with a possibility of attachment of photo and video files).

The state housing inspectorate of Murmansk region will organize thematic "hotlines" for the purpose of "interception" of the most urgent problems.

Thus, "hotline" concerning connection of heating to apartment houses of Murmansk region worked over 01.09.2015 to 01.11.2015 period.

Daily "hotline" received about 200 calls with claims about total or partial absence of heating.

All calls are sorted by the State housing inspectorate of Murmansk region by managing organizations and redirected to these organizations. In case of failure to take measures in the shortest possible time the issue of imposition of administrative sanctions is considered.

Besides, applying possibility is additionally organized in the Regional center of public control in the sphere of housing and communal services of Murmansk region which representation is located in the building of the State housing inspectorate of Murmansk region. In the regional center, explanations and consultations on practical situations which face both citizens, and Condominium Partnership  and housing association are provided.

Detailed explanations about a possibility of lodgment of the appeal by e-mail with use of the Internet are given on the official portal of the State housing inspectorate of Murmansk region (with a possibility of an attachment of photo and video files).

According to the Federal law "About the State Information System of Housing and Communal Services" it is necessary to provide information openness of an industry of housing and communal services.

The information capacity opened according to requirements of the state information system of housing and communal services shall amount to 100% by 01.07.2016.

Performance date of an index number didn't expire, however, in the region for execution of this index number the following measures are taken:

1. In May, 2015 the Governor of Murmansk region signed the Agreement on trial operation of the state information system of housing and communal services (SIS HCS) in the territory of Murmansk region (hereinafter referred to as the Agreement), official signing date by Ministry of Construction of Russia, the

Ministry of Telecom and Mass Communications of the Russian Federation and Federal State Unitary Enterprise Russian Post is 25.08.2015.

2. The Action plan of preparation and carrying out trial operation of the state information system of housing and communal services (SIS HCS) in the territory of Murmansk region was approved (hereinafter referred to as the Action plan).

3. In accordance with the order of the Government of Murmansk region of 16.06.2015 No. 154-RP the State housing inspectorate of Murmansk region (hereinafter referred to as the Inspectorate) is determined by authorized body on representation of interests of Murmansk region in case of implementation of the Agreement, development of regulatory legal acts of Murmansk region in the sphere of informatization of housing and communal services, coordination and control of placement of information in SIS HCS by the information suppliers performing activities in the territory of Murmansk region, decision making about reliability of the basic data placed in SIS HCS, for the position of the adviser of SIS HCS implementation in the region was determined the deputy governor of Murmansk region S. V. Gubich.

4. In accordance with the order of the Government of Murmansk region of 13.08.2015 No. 217-RP "About distribution of powers between executive bodies of the government of Murmansk region in case of placement of information in the state information system of housing and communal services" determined suppliers of information for SIS HCS, and also the executive bodies of the government of Murmansk region controlling completeness and timeliness of its introduction.

5. There was established active cooperation with the Ministry of Telecom and Mass Communications of the Russian Federation:

- 4 joint training seminars for suppliers of information in SIS HCS were held (05.08.2015 – LGB, 19.08.2015 – RSD, 08.09.2015 – MC, 10.10.2015 – CP, HA, condominium);

- a number of working meetings and conferences were carried out during the week-long visit of the representative of the Ministry of Telecom and Mass Communications of the Russian Federation to Murmansk region;

- representatives of Inspectorate are involved for participation in meetings of advisory council affiliated with the Ministry of Telecom and Mass Communications of the Russian Federation concerning further development and enhancement of SIS HCS, (offers of Murmansk region are considered when developing the regulatory legal acts regulating functioning of SIS HCS).

6. For the purpose of forming of SIS HCS address space, according to the Action plan, there was performed inventory count of the data contained in the federal information address system (FIAS).

7. Active information and explanatory work is carried out, on the website of Inspection there was created special section SIS HCS in which the most up-to-date information concerning passing of trial operation is placed.

8. Control over placement of information in SIS HCS by legal entities performing activities for management of apartment houses is exercised.

From 01.08.2015, according to Part 1 of Clause 13.19.2 of the Russian Federation Code of Administrative Offences for non-stationing of information in SIS HCS by legal entities performing activities for management of apartment houses, it is prescribed imposing of an administrative penalty in the amount of thirty thousand rubles.

Within 2015, there were initiated 14 proceedings on administrative offenses in accordance with Part 1 Clause 13.19.2, 7 managing organizations were brought to the administrative responsibility, the total amount of penalties constituted 210,000 rubles (30,000 from each MC).

MURMAN-CITY LLC MC didn't agree with the decision on imposing of a penalty and appealed against it in Commercial Court of Murmansk region.

Based on the results of consideration dated 28.01.2016 the Commercial Court of Murmansk region adjudged actions for administrative prosecution of the State housing inspectorate of Murmansk region legal.

9. A number of video teleconferences with heads of administrations of municipalities of Murmansk region was held:

- concerning providing 100% of registration of LGB in SIS HCS;- concerning providing 100% of registration in SIS HCS HA,

Condominiums which carry out the activity in the entrusted territories (control period - 15.02.2016).

10. As of 05.02.2016 in SIS HCS it is registered: EBSA ID – 100%; LGB -100%; MC – 99.40%; HA – 23.46%; Condominiums – 69.44%; RSD – 86.54%.

On the total amount of the placed information in SIS HCS Murmansk region takes the 1st place, on registration of suppliers of information - the 10th place, on registration of the persons exercising control of apartment houses – the 15th place.

11. Active interaction with the operator of SIS HCS Federal State Unitary Enterprise Russian Post concerning definition of Murmansk region as the "pilot" region is carried out – there was made the decision on creation in the region of design office for pilot projects execution on implementation of calculations in SIS HCS.

Transport Services MarketThe market of passengers’ transportation services by the land transport along

intermunicipal routes of Murmansk region (hereinafter referred to as the transportation services market) was created taking into account the developed route network and the existing demand of the population for these services.

According to the current legislation, involvement of legal entities and individual entrepreneurs to regular passenger traffic servicing along routes of the intermunicipal connection is performed only on a competitive basis. Selection is made from among the persons having the corresponding license.

The order of holding of open tenders and criteria for evaluation of contestants are determined by the Order of the Government of Murmansk region of November 16, 2010 No. 518-PP "About the procedure of carrying out tender on right to contract about transport servicing of the population with public road

transport along intermunicipal routes of regular passenger traffic, including along socially important intermunicipal routes in the territory of Murmansk region".

Carrying out tenders gives the chance to determine the most worthy carriers capable to ensure safety and the sufficient quality level of transport servicing of the population along routes.

The main goal in development of the competition on the market of transportation services is stimulation of improvement of the services quality provided by carriers to the population of Murmansk region.

At a stage of preparation for holding an open competition in Murmansk region there are created the greatest possible conditions for expansion of number of competition participants. Each competitive route is brought in separate lot for the purpose of increase in appeal of socially important routes to business and creation of conditions for stable performance of transportations along these routes, and also for security of participation in competitive procedures of the individual entrepreneurs having the small number of vehicles. For increase in level of safety at implementation of regular passenger traffic, applicants within holding a competition are estimated on the indicators reflecting security status of transportations.

Following the results of competitive selection only the winner of an open tender can work on a route. Competitive rivalry of carriers is possible at a stage of preparation and carrying out tender when its participants on equal conditions can show the best offers for accomplishment of transportations on a route to receive high point and win the tender.

As a result of competition, at present16 business entities have been involved in regular transportations along intermunicipal routes, among them there are 8 individual entrepreneurs, 1 municipal entity and 7 privately own entities (Ltd company, joint stock company, public joint stock company). The share of non-state carriers on intermunicipal routes constitutes 100%. There are no state entities performing intermunicipal transportations of passengers and baggage by road transport in the territory of Murmansk region.

In general, according to activity type of "transport and communication" organizations and entities of the region belong generally to the category of small business (78%).

The territory of Murmansk region is served by the Murmansk management of Oktyabrskaya Railway.

The organization of passengers and baggage transportations by rail in the suburban traffic in the territory of Murmansk region is performed according to the Law of Murmansk region of 13.07.2009 No. 1133-01-ZMO "About the organization of transport servicing of the population in the territory of Murmansk region".

At present, for meeting requirements concerning suburban railway service of Murmansk region inhabitants the Ministry of Transport and Road Facilities of Murmansk region signed the contract with JSC Northwest Suburban Passenger Company for the organization of transport servicing of the population by railway

transport in the suburban traffic in the territory of Murmansk region for a period of 3 years dated 25.12.2014 (for 2015-2017). JSC NWSPC is a monopolist in the market of suburban passenger traffic by railway transport in the territory of the Northwestern Federal District.

The sea transport of Murmansk region is provided by two ports – Murmansk, Kandalaksha and by shipping company JSC Murmansk Shipping Company.

The organization of passengers, freights and baggage transportations by sea transport in the territory of Murmansk region is performed according to the Law of Murmansk region of 13.07.2009 No. 1133-01-ZMO "About the organization of transport service of the population in the territory of Murmansk region".

Transport service of inhabitants of in the intermunicipal message is carried out along the socially important sea line "Murmansk — Ostrovnoy — Murmansk" (all the year round), “Murmansk – Ostrovnoy – Chavanga – Ostrovnoy – Murmansk" during the summer (with calling at roads of the villages of Sosnovka, Chapoma, Tetrino on demand), providing transport connection for 2128 inhabitants of Closed Administrative-Territorial Unit Ostrovnoy.

Alternative to replacement of sea transport connection in Closed Administrative-Territorial Unit Ostrovnoy is absent at the moment.

As a result of an open tender, there was signed the agreement No. 1344 dated 01.01.2015 with JSC Murmansk Shipping Company for a period of 3 years (2015-2017) for transport service of the population along a socially important intermunicipal route of regular maritime transports.

There are no other shipping companies in the territory of Murmansk region, capable to carry out services in transportation of passengers by sea transport.

Two airports of civil aviation are located in the territory of Murmansk region: international airport Murmansk and internal airlines airport Khibiny (Apatity).

The passenger traffic of the airport Murmansk in 2015 has made 751 thousand passengers (total in 2012 – 545.1 thousand people, in 2013 - 614 thousand people, in 2014 - 667 thousand people).

Regular flights from the airport are performed by airlines: CJSC Nordavia-Regional Airlines, JSC Rossiya Airlines, PJSC Aeroflot, PJSC Airline UTair, LLC AE Severstal, JSC ATK YAMAL, JSC URAL AIRLINES.

CJSC Nordavia-Regional Airlines remains the largest carrier for the airport; flights of this airline serve 28.7% (in 2014 – 45.3%) of all transportations.

Essential share in the market of air transportation from the airport Murmansk occupies JSC Rossiya Airlines with share of 23.2% (in 2014 28.6%).

The passenger traffic of the airport Khibiny in 2015 constituted 38,870 passengers (total in 2012 – 8,316 people, in 2013 – 16,604 people, in 2014 – 20,717 people).

Regular flights to Moscow, St. Petersburg and return are carried out by three air carriers: LLC Severstal Airline, JSC Pskovavia, CJSC Nordavia - Regional

Airlines. The LLC Severstal Airline aviation enterprise also carries out flights in/from Cherepovets with intermediate flight stop in Moscow and St. Petersburg.

In Murmansk there is air traffic with the remote settlements of Tersky and Lovozersky districts of Murmansk region where it is possible to reach only by air transport. About 800 people live in the specified settlements. The organization of transport service is performed by municipalities on a competitive basis. In this services market the competition is low. Only 2 airlines were declared for participation in tender (the second airline is from Vologda). The Arctic airline was pronounced the winner.

In Tersky district, transportation of the population by air is carried out along a socially important municipal route of regular passenger air transportations “Umba – Varzuga – Kuzomen – Chavanga – Tetrino – Strelna – Chapoma – Pyalitsa – Umba".

In Lovozersky district along routes:- "Lovozero-Krasnoshchelye-Lovozero";- "Lovozero-Kanevka-Sosnovka-Lovozero";- "Lovozero-Krasnoshchelye-Kanevka-Sosnovka-Lovozero".Flights are taken on a regular basis according to the approved schedule.The number of the transported passengers at local airlines in 2015 made

5,067 people, in 2014 (5,243 people).The amount of the transported freights (food) goods in 2015 made 237.8 t. in

2014 (241.1 t.).

Communications Services Market for Granting Broadband Internet AccessThe purpose of forming and development of information society in the

Russian Federation is improvement of citizens’ life quality, providing competitiveness of Russia, development of economic, socio-political, cultural, and spiritual spheres of public life, enhancement of public administration system on the basis of use of information and telecommunication technologies.

Among the main objectives requiring the solution for achievement of an effective objective are:

forming of modern information and telecommunication infrastructure, provision on its basis of high-quality services and ensuring high level of availability of information and technologies to the population …"1

Considering assigned tasks, development of market communication services is priority not only from the point of view of ensuring effective and high-quality interaction of economic entities in the course of economic activity, but also from the point of view of the social importance, interaction of economic entities and authorities with the population.

Active implementation of information and telecommunication technologies in all fields of activity leads to continuous increase in demand for communication services and stable development of the industry entities in Murmansk region.

The amount of the communication services rendered to the population of Murmansk region in monetary terms increased from 3.68 billion rubles in 2010 to

5.83 billion rubles in 2014 that is more than for 50%. At the same time, in 2011 - 2013 growth of amount of the rendered services averaged 5% annually, and in 2014 constituted more than 35%. The greatest dynamics of development in the market of modern communication services was shown in such directions as: mobile radiotelephone (cellular) communication and broadband Internet access (hereinafter referred to as BBA). The share of services of document electric communication (including BBA) in structure of amount of communication services increased from 14.3% in 2010 to 19.4% in 2014, and a share of services of mobile

Because of the fact that territorial resettlement of the population of Murmansk region is caused by proximity of facilities of transport, industrial and military infrastructure, the region territory is populated unevenly. Most of inhabitants (more than 80% of total number) live in the cities and urban-type settlements with population over 10 thousand people, from them in the regional center live about 40% of region inhabitants.

The competitive environment is sufficiently developed in the communication services market in settlements of the region with population over 10 thousand people. BBA services at a speed at least 1 Mbps are provided by local branches and departments of all large-scale federal telecom operators: for networks of a fixed-line telephony (technology xDSL, MetroEthernet, FTTx, PON) – PJSC Rostelecom, CJSC TransTeleCom Company, PJSC VimpelCom, PJSC MegaFon; for networks of mobile radiotelephone (cellular) communication (networks of the WCDMA (3G) and LTE (4G) standards in the large cities) – PJSC VimpelCom, PJSC MegaFon, PJSC MTS, and also CJSC Tele2-Murmansk (actively developing network of the WCDMA (3G) standard in the most populated areas of the region).

Besides, there are two local operators at regional center providing services BBA through networks of the fixed telephony (technologies Docsis, MetroEthernet, FTTb) work: LLC Murmanskiye multiservisnye seti and JSC Kolatelekom. LLC Murmanskiye multiservisnye seti also provides services in the territory of the city of Kola.

Within own investment programs directed to the upgrade of communication networks and extension of coverage zones, telecommunications operators working in the region annually update the active and passive telecommunication equipment, bring into operation new objects and constructions of communication, including new sections of distributive customer networks (for the fixed telephony) and start of new base stations (for cellular communication).

In 2015, in the register of natural monopolies holders of OFAS across Murmansk region on the communication services market only one telecom operator was registered - PJSC Rostelecom. Its share in the market of communication services constituted more than 65% for services of local and intra-zone telephone communication and activities in the field of document electric communication in terms of dialup access to the Internet according to Dial-up technology (is not classified as).

At the same time in Murmansk region there is a problem of complete unavailability of services and lack of the competition between telecom operators in

a number of the settlements of the region located on a big distance from the large cities. About 7% of the population of the region lives in such settlements.

Within work on increase of BBA services availability to the population, the Committee on development of information technologies and communications of Murmansk region carries out fixed monitoring of BBA services availability in the region, organizes joint discussion with telecom operators of plans of networks’ further development and possibilities of services rendering by different telecom operators in hard-to-reach areas. Holding such actions allowed lowering a number of the population living in areas where BBA services are completely unavailable to less than 1% (expert evaluation).

On the basis of the foregoing, it may be concluded that value of a target indicator of the households’ percent having an opportunity to use services of wire or mobile BBA at a speed at least 1 Mbps provided by at least two telecom operators in Murmansk region as of 2015 makes more than 80% (expert evaluation).

According to data of the Ministry of Telecom and Mass Communications of the Russian Federation as of the end of 2014, value of the specified target indicator in the region made 68%, at the same time, according to Rosstat, from 340 thousand surveyed households of the region 79.5% had BBA.

Priority economic branchesAccording to the Strategy of social and economic development of

Murmansk region until 2020 and for the period up to 2025 and to the Investment strategy of Murmansk region until 2020 and for the period up to 2025 fisheries and agro-industrial complexes, industry, construction and tourism are classified as priority industries in addition to above-stated branches.

Fisheries IndustryThe basis of a fisheries sector of Murmansk region is formed by its

extractive fleet. The number of ocean ships of different types is 203 units. Mainly it is trawler of stern trawling. The major part of the fishing fleet operates trawler ships of obsolete deteriorated type. To promote investment projects on updating of the fishing fleet, the permission by the so-called "historical principle" - catching of a certain amount of fish for 10 years is issued to fishery workers, and this rule will remain in force up to 2018. The Ministry of Agriculture and Federal Agency for Fishery suggest to increase this term up to 15 years.

For the foregoing reason, a new entity with a new (old) vessel has no possibility to receive a quota for fishing and, as a result, to perform these activities.

Port installations, coastal fish processing entities, ship-repair entities are included in coastal complex of fisheries sector.

The number of operating entities as of 01.01.2016 is 145 units. Among them there are 102 fishing units, fish-breeding - 6 units, fish processing – 37 units. 55% of the organizations of the industry belong to small business, 25% - to micro- business, 11% - to large business, 9% - to medium business.

As of 01.01.2016 public sector of this branch in the region is presented only by federal institutions. The average number of employees of fishery complex organizations in Murmansk region is 7.8 thousand people.

Agro-industrial Complex

The aggravation of a financial situation in agricultural enterprises of Murmansk region proceeding for two last years resulted in bankruptcy of several largest agricultural enterprises of region and, as a result, in drop in production of fowl and pork. The index of production of agricultural industry over 2015 constituted 75.8% to 2014.

Despite the difficulties, the entities of agro-industrial complex (hereinafter referred to as AIC) continue to play an important role in providing the population of Murmansk region with food. Self-sufficiency of the region at balances of main types of food resources (following the results of 9 months within 2015) made: at meat and meat products – 8.8%, at milk and milk products – 11.1% (in 9 months within 2014 respectively: 10.9% and 11.0%).

Products of agricultural industry are manufactured generally in agricultural organizations - 76%, in farms of the population – 21.5%, and also in peasant farms – 2.5%. Over the last 5 years such breakdown remains invariable.

The most part of the organizations of an industry is represented by large and small business (54% and 31% respectively).

The only state entity operates in the sphere of agro-industrial complex of the region - it is state regional unitary agricultural enterprise Tuloma which has 2 production sites: in the village of Tuloma and the settlement of Leypi, and produces 35% of milk of the total amount of gross milk yield of the region. Besides, production of milk is performed in municipal unitary agricultural enterprise "Sovkhoz Umbsky" (less than 1%). Other manufacturers of AIC producing raw materials and finished goods have the form of Ltd company, joint stock company, public joint stock company, individual entrepreneur.

The government of the region considers preserving the operating agricultural enterprises the main task in the AIC sphere, therefore it provided for them for 2016 state support amount at the level of 2015.

Considering that product quality is the most important competitive advantage of local producers, the entities of the food industry continue work on implementation of HACCP management system of food products safety, and on expansion of the products range.

In 2015, within a federal stage of the Program «100 best goods of Russia» in the nomination "Food products" the rank of the tender winner was awarded to separate types of products manufactured in JSC Hlebopek, PJSC Apatitykhleb, JSC Milk recombining Plant Severomorsk, LLC PO Melifaro and LLC Delikat 1.

For the purpose of regional legislation enhancement in the sphere of the organization of the retail markets according to the Federal law of 30.12.2006 No. 271-FZ "About the retail markets and about introduction of amendments to the Labor Code of the Russian Federation" the draft of the order of the Murmansk

region Government "About the organization of the retail markets in the territory of Murmansk region" was developed.

The organization plan of the retail markets in the territory of Murmansk region in the midterm was worked out on the basis of the data of local government bodies of municipalities of Murmansk region. The observed reducing number of the retail markets is caused by process of their reorganization, which begun in 2007 after adoption of the Federal law, and accelerated from 01.07.2012 due to the need of transfer of the markets to permanent buildings and constructions. If at the date of 01.01.2014 there were 8 retail markets, then at the same date of 2015 there were 6, as of today – 4.

In accordance with the draft of the resolution, terminology of the regional legislation is coordinated with the federal legislation; moreover, it is offered to approve the updated forms of documentation necessary for implementation of activities for issue of permissions to organization of the retail market right.

The draft of the resolution is supplemented with method of determination by local government bodies of the residential or rural location, city district of number of trade places in the universal market for implementation of a sales activity of agricultural products by citizens (including citizens - the heads of peasant farms, members of such farms, citizens conducting personal subsidiary farms or those who are engaged in gardening, truck farming, livestock production).

Public consultations on the project are held in the period of 16.11.2015-04.12.2015; at present, the conclusion about a provisional estimate of the regulating impact of this project is being prepared.

Mining and Manufacturing IndustryAs of 01.01.2016 in the territory of Murmansk region there were registered

77 organizations with a type of economic activity "mining" (including 1 state-owned legal entity, 70 - private), in " manufacturing" – 1,490 organizations (30 of them - state pattern of ownership and 1,389 – private).

For the period 2013-2015 the number of the mining organizations increased from 74 to 77 units, at the same time the number of the organizations of a state-owned property decreased from 2 to 1 unit, private – increased from 66 to 70 units.

In the manufacturing productions decrease in number of the organizations from 1,510 to 1,490 units was noted for the last 3 years.

Over the period 2013-2015 the number of newly registered and liquidated mining organizations was 12 and 7 units respectively.

The increment rate per 1,000 organizations in 2013 and 2014 made 15.3 and 57.9 units, in 2015 the surplus didn't occur, the indicator remained at the level of 2014.

In the processing productions over 2013-2015 the number of newly registered and liquidated mining organizations was 343 and 327 units respectively.

The basis of the economy of the region is constituted by a mining complex including extractive and manufacturing (metallurgy) entities.

The mining complex of the region provides a considerable part of requirements of the country: of nepheline (100%), apatite (100%) and iron ore concentrates, nickel, copper, cobalt, niobium, tantalum, rare-earth metals.

The extracting production is represented in the region by the following large enterprises:

JSC Kovdor Mining Plant  (complex mineral raw materials processing and production of three sales concentrates: iron ore, apatite and baddeleyite);

JSC Olenegorsk Mining Plant  (iron ore concentrate and high-quality construction crushed stone);

JSC Apatit (field development of Hibinsky apatite-nepheline ores, their digging and enrichment, production of phosphatic raw materials for mineral fertilizers, apatite and nepheline concentrates);

JSC North-Western Phosphorous Company (production of apatite concentrate);

LLC Lovozersk Mining Plant (digging and processing of loparite ores with derivation of loparite concentrate – raw materials for production of rare-metal and rare-earth products).

Besides, 73% of all mining companies are engaged in production of other minerals (gravel, sand, crushed stone).

In 2015, self-produced goods in mining industry were shipped in the amount of 105.8 billion rubles (128.2% to 2014). Increase in the indicator is caused by increase in prices for apatite concentrate more than for 60.0% to the level of 2014.

The production index in mining industry constituted 103.6% by 2014.The peculiarity of this industry is the existing nature of resource base

distribution between participants of the mining complex. Distribution of resource base occurs on a competitive basis by holding auctions and tenders. Distribution of fund of federal subsoil is performed by federal authorities on behalf of the Ministry of Natural Resources and Environmental Protection of the Russian Federation and Federal Agency for Subsoil Usage. Distribution of subsoil fund of common commercial minerals (CCM) is performed at the regional level on behalf of the Ministry of natural resources and ecology of Murmansk region.

The greatest share (61.1%) in structure of processing industry is occupied by metallurgical production and production of finished metal goods.

The largest entity in the processing industry is JSC Kola Mining and Metallurgical Company which makes electrolytic nickel and copper, carbonyl nickel powders, electrolytic cobalt, cobalt concentrate and concentrates of precious metals. Structural divisions of JSC KMMC are located in the city of Monchegorsk and in Pechengsky district.

Another large enterprise of non-ferrous metallurgy is branch of JSC SUAL "KAZ-SUAL" performing smelting of aluminum from imported alumina.

In 2015, in the processing productions self-produced goods, executed works and services were shipped in the amount of 142.6 billion rubles (122.4% by 2014).

The production index in "processing" constituted 111.8% to the level of 2014.

Level of metallurgical production in 2015 grew by 13.5% to 2014. Output of nickel raw (118.3%), copper (109.9%), and aluminum (102.6%) increased.

Among the processing industries the largest growth was noted in production of vehicles and equipment (by 1.7 times in connection with volume growth of Defense Procurement and Acquisition and payment by Defense agency of the Russian Federation for the works performed by the ship-repair entities).

Among the organizations of activity type "Production of vehicles and equipment" the considerable share is occupied by the entities of ship repair which were created for servicing of the ships of Navy of Russia and are concentrated around its bases. All these entities are part of JSC United Shipbuilding Corporation:

- head branch "SRP "Nerpa" of JSC Center of Ship Repair Zvezdochka; - 35 SRP branch of JSC Center of Ship Repair Zvezdochka; - JSC 10 SRP; The peculiarity of ship-repair industry operation of the region is almost

100% loading of entities of the industry due to accomplishment of Defense Procurement and Acquisition which distribution between the above-stated entities is performed centralized through JSC OSK or JSC Zvezdochka Ship repairing Center.

At the same time, entities are capable to fill orders of commercial organizations, but today offer level on these work types from ship owners of the region and those who make vessel calls in Murmansk port is minimal.

- "Construction of mining and processing works (MPW) as part of the PGE field "Fyodorova Tundra", represented by CJSC Fedorovo Resources”.

- "Construction of mini-steel works on production of the grinding spheres in Monchegorsk, Murmansk region", represented by LLC Monchegorsk Mechanical Plant;

- JSC Rosneft plans to construct (on capacities of JSC 82 SRP) modern coastal support base with platforms on production of elements of mining

infrastructure of shelf projects and the accompanying transport infrastructure in the territory of Roslyakovo, Murmansk.

- JSC Novatek plans to create the Center of construction of large-capacity sea constructions (hereinafter referred to as CCLCSC) in Murmansk region.

CCLCSC will become a unique construction in its class, capable to realize the largest global projects.

CCLCSC will be used for building of various constructions on arrangement of the Arctic fields, on the shelf, as well, including:

- LNG plants (for example: Arktik LNG -2 and Arktik LNG -3);- drilling and production platforms; - LNG regasification terminals;- construction and servicing of infrastructure constructions for ensuring work

of the Northern Sea Route and outlying areas of the Arctic (floating power plants, logistic bases, field camps).

Personnel number in case of full load of production capacities will constitute about 6,000 people.

Project delivery time for creation of CCLCSC is 2016 - 2019.

ConstructionAs of 01.12.2015 in the territory of Murmansk region 2,160 organizations by

"construction" form of economic activity, including 2,096 organizations (97%) of private property were registered. Construction (contract, project) organizations of Murmansk region are joint under the aegis of non-profit partnerships, one is registered in Murmansk - it is SRO NP Zhilishchno-stroitelnoye objedineniye Murman (with 160 organizations – participants) and 12 branches (representations) of the SRO are registered in other regions that demonstrates the high level of competition development in this market.

According to Murmanskstat data, the consolidated index of prices of construction products for January-November, 2015 constituted 110.5% by the same period of 2014. Construction materials price indexes acquired by construction organizations in January-November, 2015 in comparison with the same period of 2014 constituted: commercial concrete – 107.98%, mortar – 111.74%, timber – 105.92%, cement – 115.09%, crushed stone – 109.69%, natural sand – 107.25%.

More than 20 entities on production of construction materials work in the region. These entities aren't large. No of them can be designated as strategic and having significant effect on a construction industry of the region.

The existing problems of a construction industry of Murmansk region are characteristic not only of our region, but also of other regions of the Russian Federation; they are: low level of material and technical resources (most entities work at "old equipment"), incomplete loading of the entities (due to the lack of orders, the entities use installed capacities for 30%), lack of own current assets, insufficiency of investments for development of new import-substituting and

export-oriented productions, high cost of amalgamation with engineering infrastructure and, first of all, with networks of power supply.

Besides, regional construction industry has problems, typical just of Murmansk region, they are: dependence of the entities on the cost of transport services and high cost value of production because of higher prices developing on the basis of raised production costs in the conditions of Far North.

In connection with the insufficient number of orders, the entities work in the mode of incomplete loading. Despite it, in 2014 two new entities were put into operation: LLC Stroyblok (Murmasha settlement) opened production of gas-concrete blocks with capacity of 400 CBM a month for construction of walls in housing and industrial construction, JSC MRTs Arktikvoyenrezerv launched the stone-processing plant in close proximity to the Kirikovan-1 field. In the 1st quarter, 2015 LLC Liderstroytrans organization opened in Kola the shop on production of structural insulating panels for construction of houses according to technology of frame and panel housing construction.The condition of construction complex of Murmansk region is determined by the scale of investing activities creating demand for its services in the region, connected with implementation of large projects for development of the Arctic zone of the Russian Federation. Nowadays, production ramp-up, input of new productions and lines of production of construction materials for the purpose of providing the growing construction amounts aren't supported with the actual demand. Production capacities of the region are capable to satisfy the need for inert materials (sand, crushed stone, gravel), concrete and concrete products, metal structures.

The market of tourist services.

For business activities in the tourism sector is characterized by a high level of competition.

According to the statistical observation of the territorial authority Federal State Statistics Service of the Murmansk region, and and departmental monitoring in 2014 in Murmansk field work was carried out 103 tourism firms. Central number of employees (including external part) was in 2014 by 329 people.

More than half of the travel agencies engaged in tourist activities, engaged in the implementation of the tourism product and are the tourist agents (62 travel agencies – 60,2 %), 28 travel agencies – (27,2 %) – regional tour operators , which

are included into the Federal register of tour operators, they form tourist product at the territory of the region and implement it to the consumers, 13 tourist agencies (12,6 %) – are engaged into excursion and other tourist activities.

Outbound tourism.

Changes of 2016 in the Federal Law approved in 24. 11. 1996 № 132 – FZ “About bases of tourist activities”, which increased required payments for tour operators, dealing with outbound tourism, lead to the fact that for today none of the operators of outbound tourism is working in the Murmansk region. Sending tourist outside the region is performed only by tourist agencies. Thus in 2014 28440 people were sent outside the region on tourist vouchers, including 24616 of them – to foreign countries (83,3 %). Among the most popular countries for recreation chosen by the inhabitants of the region are: Egypt (30%), Turkey (24 %) and Greece (10 %).

Domestic and outbound tourism.

At 01. 01. 2016 30 tour operators, registered in the Federal Register of tour operators are working in the Murmansk region. All of them are the operators of domestic and the outbound tourism. Cost of tour packages sold to the population in 2014 is 1139, 8 million rubles, including 1017, 8 million rubles (89,3%) – to foreign countries. Total value of money received by tourist agencies from selling tourist product in 2014 equals 535, 1 million rubles.

To date, the structure of the region's tourist flow is as follows: active tourism (40%), business and congress tourism (28%), and also educational tourism, including the event-and ethnographic (17%).

In the area of domestic tourism in 2014 in the Murmansk region functioned 12 museums, 9 of them are local historical, by 1 - archaeological, of military history and art. The indicator has remained stable since 2010. The museum has more than 190 thousand items of fixed assets. Number of meetings in 2014 amounted to 5,600 trips (2013 - 4983), the number of visits to museums - 345,600 people. Specially protected areas (hereinafter - SPA) are the hallmark of the Murmansk region. Specially Protected Areas Network of regional importance of the Murmansk region includes nine nature reserves, 50 natural monuments and 1 natural park. Regional protected areas have not only environmental functions, but also have significant potential for the development of environmental tourism. In the Murmansk region there are 11 protected areas of federal significance.

According to the data of the Federal Service of Govermental statistics, 119 communal accommodation facilities run in the region, including 3 hotels which have official classification: hotel “Severnaya” (t. Kirovsk), the hotel “Arktika” (Murmansk) and the hotel “Uyut” (t. Kovdor).

Major part of collective accommodation facilities have private (53 % from general number of collective accommodation facilities) form of ownership, 17 % - state, 13 % - have a municipal form of ownership. In the structure of collective accommodation, to a lesser extent there are objects and other forms of ownership (property of public and religious organizations, the property of the state and consumer corporations).

According to the monitoring results for the last 3 years the total volume of tourist traffic retains its performance at the same level within 300 thousand tourists, 20 thousand of which about are foreign tourists.

For a more detail study of the domestic tourist traffic a monitoring of tourist traffic patterns change on the region's municipalities have been performed.

According to the result of assessment, the following key conclusion is made: the major increase of tourist indicators are in those municipalities, which recognize the development of tourism as a promising direction of the socio-economic development of the territory.

As a rule, tourist information centers function and specialists on tourism development work in the state of local government of these municipalities. When evaluating statistics in these areas, steady increase in both the number of tourists, overnight and the volume of paid services stays.

One of the main problems is the lack of development of tourist infrastructure.

For the removal of infrastructure restrictions a work by formation of the world`s first tourist – reactional cluster “Hibiny” (hereinafter – cluster) is being performed since 2014. The enlarged investment project of the Murmansk region “The development of the domestic and outbound tourism in the Russian Federation (2011-2018)”. As a part of the project, 142 workplaces will be created. Besides, the formation of the cluster initiates creation of additional number of working places in related areas. The general space of objects of the tourist infrastructure being

created is more than 80 thousand square meters. The number of newly created beds is going to be 220 units of more than 25% of general number of beds in cluster.

To remove infrastructure restrictions, a competitive selection of projects of the subjects of tourism industry, which carry out activities in the field of domestic and outbound tourism in the Murmansk region, is held annually in order to provide subjects with state subsidy as a support.

In 2015 the said support was provided for realization of 10 projects, total amount of the subsidy equals 4 million rubles.

Besides that:

- Within the framework of state program of the support of small and medium business projects categorized priority.

- Conducted a competitive selection of event management tourist orientation in order to provide state support in the form of subsidies. 4 subjects were provided the subsidy in the amount of 0.65 million rubles.;

- To support the maintenance of investment projects JSC "Murmansk Region Development Corporation";

- Set up a cluster Development Center, which is a priority to promote regional unique tourism products;

- To improve the skills of the tourism industry taken part in the pilot project on creation of the Federal Tourism Agency on the territory of Russia a training system for tourism. Total professionals from the Murmansk region, trained and improved qualification at the expense of the federal budget in 2015 amounted to 52 people.

- The Government of the Murmansk region focuses on promotion of tourist products of the region, including municipal entities, entities of tourism industry in domestic and international markets. In 2015 a participation in 6 international tourism exhibitions have been taken ("ITM", Moscow; "Mitt / Travel and Tourism", Moscow; «ChinaInternationalTourismIndustryExpo», Guangzhou, China; "Recreation", Moscow; "Inveteks", St. Petersburg; Ski Salon, Moscow).

In October 2015 we conducted a study on the opportunities for the development of gastronomic tourism in the Murmansk region. From 11 to 13 December in the territory of the actively developing cluster "Khibiny" passed the info tour for representatives of large companies of tourist industry from Moscow and St. Petersburg.

The formation of a favorable information space and the creation of the image of the Murmansk region as attractive for tourism require to promote the tourist resources of the Murmansk region and on the Internet.

To this end, created and supported by official tourist portal w.murmantourism.ru. In 2015, the site became available in 4 languages – Russian, English, German and Chinese. Created page "Armatures" in Facebook, Vkontakte group.

Since 2015 the Murmansk region was connected to the implementation of inter-regional historical, cultural and tourist project "Russia Silver Necklace", which brings together the resources of all tourist subjects of the North-West Federal District.

According to the National Tourist rating, compiled by the Center for Information Communications "Rating" together with the magazine "Rest in Russia" Murmansk region is the first in the Arctic zone of the Russian Federation and 30 - th in Russia on a tourist attraction.

The activities of the executive power of the Murmansk region for the development of competition in the region.

1. The results of operations for the implementation of the standard of competition in the Murmansk region.

Decree of the Governor of the Murmansk region on 12. 25. 2015 № 156-IG "On implementation of the standard of competition in the Murmansk region" Ministry of Industry and Enterprise Development of the Murmansk region is determined by the authorized body for the coordination of activities to promote the development of competition in the Murmansk region and Ministry of Economic Development of the Murmansk region is determined coordinator of social work unit.

Also, by this decree a list of the responsible executive bodies of state power of the Murmansk region for the promotion of competition in the markets of socially

important goods, works and services approved by the Federal Government on 9.5.2015 № 1738-r "On approval of the standard of competition in the Russian Federation".

By the Order of the Ministry of Industry and Enterprise Development of the Murmansk region on 12. 28. 2015 № 227-OD approved an Action Plan for the implementation of the standard of competition in the Murmansk region, which defines the timing of each requirement.

For the purpose of transparency and availability of information about the system of measures for businesses and consumers, procedures and decisions aimed at maintaining competition on the website of the Ministry of Industry and Enterprise Development of the Murmansk region http://mrpp.gov-murman.ru/ created "Development of Competition" section, including, inter alia, sections: "Guidelines", "White and black book" pro-competitive and anti-monopoly practices "referring to the Federal Antimonopoly service of the site," Implementation of the standard of competition "with reference to the investment portal of the Murmansk region http: // invest .gov-murman.ru /, where all the materials on the implementation of the standard of competition development in the region (action plan for the implementation of standards, regulations, reports, guidelines) are posted.

In accordance with the decision of the Governor of the Murmansk region from 12.25.2015 № 156-IG "On implementation of the standard of competition in the Murmansk region" function to address issues of development of competition in the region assigned to the Council on improving the investment climate in the Murmansk region (hereinafter - the Council).

At the Council meeting of 12.30.2015 are presented requirements of the standard, as well as orders are given by the executive bodies of state power of the Murmansk region in monitoring the markets of goods, works and services in the region to determine the list of socially important and priority markets for the development of competition.

In 2015 we held 3 meetings of advisory council, which considered including:

questions the introduction of social standards of electric energy consumption by the population of the Murmansk region (members of the advisory council consider the introduction of social standards in the Murmansk region is not advisable, as were sent to the appropriate treatment (letter) to the Government of the Russian Federation);

procedure for the analysis and implementation of investment programs in energy efficiency programs and energy efficiency of electric grid organizations of the Murmansk region, taking into account the norms of the Russian Federation Government of 02.16.2015 number 132 "On Amendments to Certain Acts of the Russian Federation Government on the approval of investment programs of electric power industry and monitoring their realization ";

tariffs for electric energy supplied to the population and the equivalent for categories of consumers, in the Murmansk region for 2015;

changes in the current legislation regulating questions of tariff regulation in the field of heating, water supply and sanitation, in terms of eliminating provisions to include in the rates of entrepreneurial estimated earnings in the amount of 5% (suggested that the provisions for inclusion in the tariffs of business estimated profit guarantee company or turn a profit at the discretion of the regulator tariffs);

establishing long-term rates in the areas of heating, water supply and sanitation in order to implement the orders of the President of the Russian Federation VV Putin on 09/08/2015 number Pr-1608, according to which the long-term tariff decisions to senior officials of the Russian Federation recommended to ensure that in full view of the introduction of compulsory tariffs from 01.01.2016.

2. The results of the implementation of the regional "road maps", public and state programs for the development of competition, including any measures to promote competition.

Decree of the Government of the Murmansk region on 06/04/2015 number RP-91 approved an Action Plan ("Roadmap") "Support access of non-governmental organizations to provide social services in the Murmansk region." The implementation of the "road map" aimed at increasing the participation of non-state sector in the provision of services in the areas of health, education, social services and culture.

As part of the "road map" in 2015:

1. In accordance with the Decree of the Government of the Murmansk region on 24. 01. 2014 № 23-PP "On approval of the procedure for determining the volume and grants from the regional budget to private preschool educational institutions, private educational organizations in the recovery of costs associated with the provision of pre-school education in private pre-school education organizations, preschool, primary general, basic general, secondary education in private educational organization, carrying out educational activities by having the state accreditation of basic educational program "2nd non-governmental organizations provided a grant in the amount of 11 580.4 thousand. rub. to compensation for the costs associated with the provision of pre-school education services.

2. Initiated a project to develop private sector pre-school education and care, and care for children in the closed administrative-territorial entity of Severomorsk, closed administrative-territorial entity of Aleksandrovsk and Alakurtti.

3. The register of providers of social services included 3 NGOs.

4. For the first time a non-governmental organization provided grants for reimbursement of expenses related to the provision of social services within the approved individual social service programs.

Reference. This year, the Ministry of Social Development of the Murmansk region for the provision of subsidies from the regional budget for compensation of costs related to the provision of social services to the recipient, addressed one supplier - LLC "Belarus". The compensation amounted to 179.1 thousand. rubles.

5. Provided involvement of non-governmental organizations to provide services "Social taxi" in the city of Murmansk.

6. Amendments to the Decree of the Government of the Murmansk region on 5. 13. 2013 № 253-PP "Support for socially oriented non-profit organizations of the Murmansk region": introduced a separate category of participants - with NGOs whose activities are aimed at solving social problems through the provision of social services in the field of social services provided for in paragraphs 3, 4 and 7 of article 7 of the Murmansk region of 19.12.2014 № 1818-01-MPT "on social services people in the Murmansk region."

held sectional meeting "Development of public-private partnerships and creative entrepreneurship" within the II Regional Forum of the Murmansk region of cultural workers;

Materials about the potential of the private market of social services for older and disabled people are included in a series of reports STRC "Murman" about the development of private sector social services.

In accordance with the Federal Law of 21.07.2014 number 256-FZ "On Amendments to Certain Legislative Acts of the Russian Federation on an independent assessment of the quality of service delivery organizations in the sphere of culture, social services, health and education", the decision of the Government of the Murmansk region 09.26.2014 number 487-PP / 12 "on the organization of an independent assessment of the quality of services in the territory of the Murmansk region organizations in the sphere of culture, social services, health and education" was created the Public Council under the Ministry of education and science of the Murmansk region (order of the Ministry of education and science Murmansk region 26/11/2013 number 2248 (as amended by order of 9.10.2015 number 1614).

In 2015, evaluated 131 supplementary education of children (including 69 under the jurisdiction of the authorities and local authorities in the field of education, 50 - Culture 12 - Sports).

Independent evaluations of the quality of services the medical organizations in the Murmansk region in accordance with Paragraph 6 of Article 79.1 of the Federal Law of 21.11.2011 number 323-FZ "On the basis of public health protection in the Russian Federation," the responsibility of the Public Council under the Ministry of Health of the Murmansk region.

In 2015, an independent evaluation was carried out in respect of 8 medical organizations, representing 12% of the total number of medical institutions of various forms of ownership and departmental affiliation, involved in the implementation of the Territorial program of state guarantees of free medical care to citizens in the Murmansk region.

Public Council under the Ministry of Health of the Murmansk region in 2015, holds a meeting in the medical organizations of the region, accompanied by questioning people on the delivery of health services institutions. Also, with the involvement of the organization, the operator conducted an online survey. In addition, the forces of the Public Council under the Ministry of Health of the Murmansk region has been assessed sites of medical institutions. As a result of activities undertaken by the Public Council a rating of medical institutions, developed recommendations to improve their work.

In November 2013 the Ministry of Social Development of the Murmansk region in order to conduct an independent assessment of the quality of service delivery organizations providing services in the sphere of social protection of the population created and operates in accordance with the Regulation approved by Decree of the Ministry of 25.11.2013 number 626, the Public Council.

The Public Council consists of 15 people - representatives of public organizations, employees of higher education institutions - professionals possess knowledge and technology assessment organizations providing quality services.

In 2015, an independent evaluation of 12 social service agencies stationary and semi-fixed types of population covered:

- Nursing homes for the elderly and disabled people. Murmansk, Kandalaksha; Olenegorsk, Apatity, Lovozero, Kola, Pechenga areas, closed administrative-territorial entity Polar.

- Comprehensive social services center's. Monchegorsk, Murmansk, Kirovsk, Kandalaksha, Olenegorsk, Apatity, Lovozero, Kola, Pechenga areas, closed administrative-territorial entity Polar.

Public Council used different methods of evaluation of institutions:

1) The questionnaires, on the study of customer feedback on the quality of institutions (online survey questionnaire and beneficiaries);

2) neoprosnye (study created for customers in terms of institutions, the study of the work of institutions reports, studying the information placed in the public domain, the assessment sites).

According to the results of the independent evaluation in 2015, more than 87% of Social Services are satisfied with the quality of services customers surveyed institutions.

Public Council formed by the rating agencies, present a proposal to improve the quality of their work. In 2016, social service agencies planned activities aimed at improving:

- The quality and content of information on the institutions, its actualization;

- The level of home comfort of staying in the establishment and development of material-technical base;

- Training of specialists;

- The availability of receiving services in a facility for people with disabilities;

- The quality of services provided to citizens.

In order to improve the quality of the activities of cultural organizations of all forms of ownership in the Murmansk region in 2014, it formed a network of community councils established under the Committee on Culture and the Arts of the Murmansk region and the local authorities. The Kola Lovozero and regions established by the United Public Councils, which included socially active citizens of rural and urban settlements. At the end of 2014-2015, the procedure of independent assessment of the quality of the state regional undergone 9 (100%) and 84 municipal cultural institutions (95%). In 2016 these work to be done in respect of non-governmental organizations.

In the Murmansk region documents of territorial planning of the regional and municipal levels and zoning settlements and urban districts are supported up - to -

In urban districts and municipalities the process of conducting an information system for urban development is becoming automatic. Through automated Information System of Ensuring Town-Planning Activity optimized preparation and delivery of information from interested parties Information System Ensuring Town-Planning Activity of municipality.

Work on the creation of a regional information system for urban development of the Murmansk region, which should provide rapid access to the necessary information for relevant executive bodies of state power of the Murmansk region and the local authorities of territories, land and capital construction.

In order to inform potential developers of land plots offered at auction (auction), the corresponding information is posted on the official websites of municipalities and the Ministry of Property Relations of the Murmansk region in respect of land owned by the state of the Murmansk region.

Providing state and municipal services in the field of urban development activities is being organized in the "one window" mode.

For administration professionals, exercising powers in the field of urban development activities, training seminars are organized and conducted by the Ministry of Construction and Territorial Development of the Murmansk region. To participating in the workshops involved representatives of regional departments of the federal authorities and executive bodies of state power of the Murmansk region in accordance with their competence, design organizations.

On the basis of the regional automated information procurement management system of the Murmansk region "the WEB-Trades-COP", a special unit "small purchases", which is a regional trading online platform that allows businesses, including small and medium-sized businesses, to implement the opportunity to present their offers to customers for the procurement of small volume.

Within four months of operation of the module "small purchases" it registered more than 840 commercial companies, the average number of participants in the same procedure is 1.8.

In 2015, public procurement, the Committee of the Murmansk region is endowed with a function for methodological support of procurement of certain types of legal entities carrying out their activities in accordance with the provisions of the Federal Law of 18.07.2011 number 223-FZ "On procurement of goods, works and services of certain kinds of legal entities" .

In accordance with the developed model regulations on procurement, which establishes the exhaustive list of procurement methods, including competitive processes are priority. At the same time it is given to a list of purchases that customers can implement a single supplier.

It should be noted the high rate of participation of small businesses in government procurement. The proportion of procedures for small businesses and socially oriented non-profit organizations (hereinafter - the MTA and Sonck) in a total volume of 33%, while the number of applications received for participation in the procurement of these limitations is 43% of the total cast. In one procedure for System of Monitoring and Prediction and Socially Oriented Non-Profit Organizations average number of applications - 4.

As part of the execution of the functions of methodological support for customers and 13 participants in seminars held in 2015, 19 group sessions, which were attended by more than 750 people, as well as organized six working trips to the municipalities of the Murmansk region (over 250 participants).

4. Examples of effective action by the executive bodies of state power of the Murmansk region for the development of competition.

In accordance with the Action Plan ("Roadmap") "Support access of non-governmental organizations to provide social services in the territory of the Murmansk region" Ministry of Social Development of the Murmansk region under the auspices of the Ministry of Economic Development of the Murmansk region is organized to provide services "Social taxi" with the involvement of non-state providers :

As part of the development of entrepreneurial activity of state and municipal cultural institutions and increasing the income of cultural institutions from providing paid services to the region of the project launched in 2015 in the field of cultural tourism "Time to discover the Murmansk region", including a set of interactive and excursion activities for individual and organized tourists are held weekly cities cultural institutions Murmansk, Apatity, Kirovsk, Lovozero and the Terek areas.

Due to the formation of a network of cooperation in the field of tourism the state provincial and municipal cultural institutions are expanding forms of culture services, which will be gradually incorporated into active consumer turnover.

Order of the Ministry of Economic Development of the Murmansk region from 30.12.2013 number OD-216/1 is approved by the Trade Development Plan in the Murmansk region in 2014-2016. All the activities envisaged in the plan are carried out in full.

In accordance with the Decree of the Government of the Murmansk region from 30.09.2013 number 556-PP are subsidized transportation costs for the delivery of food products (excluding excise) in the areas of the Murmansk region with a limited term of delivery of goods.

Resolution of the Government of the Murmansk region from 24.03.2008 number 125-PP approved a regional list of settlements referred to under the terms of the areas.

According to the executive bodies of state power and local self-government of the Murmansk region in 2014 conducted 272 trade fairs, the number of trading places at the fairs in 2014 amounted to 6963 units. The main economic entities they were individual entrepreneurs, which has been allocated 80.6% of the seats in 2014. II. Conclusions and planned actions.

1. Final conclusions on the state of competition in the region

In 2015, in the area of 9 found violations of Article 10 "Prohibition of Abuse of a dominant position" of the Federal Law "On Protection of Competition".

Identified by type of violation of the following:

- Maintaining monopolistically high prices of the goods;

- The imposition of unfavorable terms of the contract;

- Unjustified refusal to conclude a contract;

- Other violations.

In 2015, the Murmansk FAS Russia considered 12 cases (in 2014 - 11) Article 14 of the Law on Protection of Competition issued an order 1 (in 2014 - 2).

All violations are related to mislead consumers in relation to a product manufacturer (field of activity - housing and communal services, road transport, provision of services in the field of fire safety services).

In 2015, against the Murmansk OFAS received 36 applications (in 2014 - 22 applications) on the grounds of violation of the antimonopoly legislation.

Anti-competitive acts and actions (inaction) of executive authorities, local government bodies have affected the market of passenger transportation, the rental market and the sale of municipal property, the market for multifamily housing management services, as well as the market of agricultural production.

In 2015, the Murmansk OFAS Russia during the conducted audits and the consideration of cases of violation of the antimonopoly legislation will check 13 (2014 - 57) of regulatory and non-regulatory acts adopted by local authorities, including acts on the organization of state and municipal preferences , the lease of municipal property, the organization of passenger transport by road in the territory of the municipality, on the selection of organizations for the right to obtain subsidies from the regional budget, and others.

In all the above acts of authority and local government into account the comments of the antimonopoly authority without judicial intervention. Violations corrected in the execution of orders issued as a result of proceedings.

In general, competition in the market of educational services is underdeveloped. At the same time, the involvement of non-state providers to provide services in different directions is not uniform.

At the moment, completely there is no competition in the provision of services of psycho-pedagogical support for children with disabilities, the provision of which is provided by a centralized state and municipal institutions.

The share of private sector is negligible in preschool education and additional education of children - 1% and 4% respectively. A positive trend is the revitalization of the private sector minding services and care of children and increase its participation in the development of this market.

Market services in the field of social services in the region are underdeveloped. Slightly participation in the provision of social services to the population of private sector, NGOs SB, charities and volunteers. Of the total number of social service organizations that provide social services to senior citizens and people with disabilities, the majority is managed by the Ministry of Social Development of the Murmansk region.

At the same time the results of 2015 show an increase in private sector activity in the market of social services. In order to form a full-fledged private sector services and ensure effective competition between state and non-state institutions for the provision of the volume of their budget on the basis necessary to strengthen the work in the following areas:

• involvement of non-governmental organizations in the register of providers of social services and reduction of administrative barriers related to registration in it;

• providing access to non-governmental organizations providing services within individual social services programs, eligibility for reimbursement.

• The share of non-government organizations involved in the implementation of the territorial programs of compulsory medical insurance, amounted to 32% in 2015. At the same time, the share of health care costs for the MLA provided by non-governmental (non-public) health organizations, was 2.2%, in 2016 is planned

• For the development of a competitive environment in the health sector in the medium term is necessary:

• ensuring the validity and adequacy of the CHI tariffs (including by the inclusion rate of return and the restoration and modernization of the equipment costs);

• the formation of a common information space in the field of health services (public and private sector).

Cultural industry in the Murmansk region is formed. The structure of the network of cultural institutions is represented by different types of legal entities carrying out their activities in accordance with all codes NACE section 92 "activities, recreation and entertainment, culture and sport" (with the exception of 92.53 "Activities of botanical gardens, zoos and reserves").

The share of non-governmental organizations providing services in the sphere of culture, in the total number of cultural institutions in 2015 amounted to 28% (of cultural organizations - 137 non-governmental cultural organizations - 40).

The level of satisfaction with the quality of public services by regional and municipal cultural institutions has increased in comparison with 2013 year by 4.5% in 2015 (2013 - 77.5% 2015 - 82%). Evaluation of the quality of services by non-state organizations of culture will be held in 2016.

However, currently there is no system of support of non-governmental organizations and the diversification of the services provided by the distribution of funding for the activities of cultural organizations on a competitive basis. This situation is due to the system of financing the organization of cultural sphere within the framework of the state program of the Murmansk region "Development of culture and preservation of historical and cultural heritage of the region" and municipal target programs.

Prospects for the development of competition in the regional market of services in the sphere of culture and expansion of the segment of non-state providers, according to the survey, related to:

• changes in financing activities in the sphere of culture system - introduction of competitive allocation arrangements with the provision of the right to participate a wide range of organizations regardless of form of ownership;

• the development of the state system of cooperation and local government agencies with non-governmental organizations;

• the creation of an art space (incubator or coworking center for creative entrepreneurs) with the ability to organize mass visits and union representatives of the creative industries;

• conducting marketing activities to promote the masters of arts and crafts, as well as the creation of a common trading platform, holding on a regular basis and at constant site of fairs and workshops for the public.

Retail services market in the Murmansk region refers to a developed competitive market environment, which is facilitated by:

- Stable, with the exception of 2015, the demand of the population for basic food and non-food products;

- The high level of commodity market saturation;

- The availability of free trade areas - like separate rooms and are located in shopping malls.

Based on the current problems of the industry, it is necessary to solve the basic problems of development of competition in the retail trade:

- Stimulating activity of local governments aimed at the proportionate distribution of retail space in the municipalities by establishing minimum standards for security of the population of retail space;

- Promote the development of multi-format trade;

- Promote trade in areas with a limited term of delivery.

On the territory of the Murmansk region satisfaction of the population in 2015 of public services was 72.6%. Failure to achieve satisfaction values in the context of public services in the whole region have been identified.

Failure to reach a threshold of 50% in the context of municipalities identified by the municipal service "heat" in two municipalities - Murmansk and Severomorsk. According to the analysis criteria, the low value of the index of satisfaction due to factors related to the competence of utilities performers.

According to the analysis other criteria noted the high assessment of the work of the organizations in resource - providing ensure uninterrupted and quality supply of housing and communal resources.

Thus, the whole region can be judged on the quality of customer satisfaction with the services of natural monopolies.

In accordance with those obtained on the basis of monitoring data should continue survey of the population in terms of satisfaction with the provision of utility services to the population, direct resource - providing organizations of the Murmansk region survey results in 2015 in terms of relating to the adoption of measures to improve the performance in 2016, the municipal administrations of the Murmansk region continue work on the promotion of the survey population.

Currently, transport services market of passengers by land by road for inter-municipal routes Murmansk region is formed and transport services to the population is carried out by organizations and individual entrepreneurs engaged in their activities in the market for a long time.

At the same time in order to attract new businesses and, as a consequence, improve the quality of services provided to the population is carried out explanatory work among business engaged in passenger transportation on regular routes in the guise of contract.

For example, in 2014-2015 the three entrepreneurs as a result of advocacy work appealed to the Regional Ministry of Transport and Roads of the proposal on the

opening of new routes. As a result of the competition with these entrepreneurs contracts for public transport services were concluded.

This work to attract carriers to competitive procedures, as well as on the provisions of the current legislation in the field of transport services for the population will be continued in 2016.

In the telecommunications market the competitive environment in the settlements of the region with a population of over 10 thousand. Man sufficiently developed.

The value of the target for the proportion of households with an opportunity to use a wired or mobile broadband at a speed of 1 Mbit / s, at least two operators to provide, in the Murmansk region as of 2015, more than 80% (expert evaluation).

According to the Russian Ministry of Communications of the end of 2014, the value of the specified target in the region was 68%, while, according to Rosstat, from 340 thousand. Households surveyed region 79.5% had broadband access.

Given the statistical information and expertise, we can state the fact that the situation on this market in the Murmansk region as a whole is safe and does not require additional measures to promote competition at this stage.

It should be noted that for the further development of competition in cities and urban-type settlements must be the emergence of normative legal acts of the federal level, ensuring non-discriminatory access to operators in multi-family houses in the development of their networks.

2. Areas of competition development in the region in the medium term.

In the Murmansk region work on the implementation of the standard of the competition will continue in accordance with the plan approved by the Ministry of Industry and Enterprise Development of the Murmansk region on 28/12/2015 number 227-OD.
