3.4 Monitoring and Evaluation

Your proposal will need to set out the monitoring arrangements for your project including:

How you will monitor direct outputs; How you will measure and evidence your identified outcomes and cross disciplinary

benefits, including economic, social, environmental and cultural impact and successes, set out in 3.2);

How you intend to undertake an evaluation of the project and its impact; and The link between monitoring and evaluation activity.

This should be proportionate to the size of the grant being requested and should apply a range of methods appropriate to delivery, spanning both formative and summative approaches so that lessons learnt are applied during the project.

3.5 Proposed project costs and value for money

Your proposal should:

Provide a breakdown of all the costs associated with the project using the templates provided; Identify any wider match funding contributions from partner organisations; Provide an explanation of how the costs of the project are considered to be reasonable (taking into account the scope, scale and

timescale of the proposals); Clearly identify capital and revenue costs separately for each project proposal in line with the limitations set out in this guidance; Explain any mechanisms for distributing grant funding for project delivery; and Identify which elements of the project will be delivered within RDP or non-RDP areas/activity (if applicable)

For its project grants, Welsh Government allows for costs to be included on a full cost recovery basis in line with Welsh Government’s Third Sector Scheme and simplified costs. Please note only one approach to costing can be used for the duration of the project.

3.6 Longer Term Sustainability

This section is about your Exit Strategy following the completion of the grant. It should set out:

Your approach to sustaining delivery; and How you will explore potential resourcing and financing options for continuing delivery

after the grant completes (where applicable), during the funding period.

This section should explore what potential future investments there might be. This may include resources sourced from:

Project collaborators; Business sector partners (e.g. PES, Corporate Social Responsibility, volunteering and

team building opportunities, sponsorship, tourism opportunities etc.); Alternative funding sources; Mainstreaming into other provisions; and Community asset transfer and community volunteering.

This will be considered as the first stage of continuous development of an exit strategy to be implemented on completion of your project.
