Build a home wherever they can. Favelas arent official parts of the city -lack basic city services (electricity, sewers, education, hospitals) Living in a favela provides you less opportunity to succeed ($$) than in more established neighborhoods. Without opportunity, its hard to leave the favela. Without leaving the favela, its hard to have opportunity. Youre trapped!
