    POSTAL AGREEMENT' BETWEEN THE POSTAL ADMINISTRATION OF THE REPUBLIC OF THE PHILIPPINES AND THEPOSTAL ADMINISTRATION OF THE SOVEREIGN MILITARYORDER OF MALTA

    The po stal administration of th e Republic of the Philippines, represented in thisAgreement by th e Postmaster General, Bureau of Posts, and the postal administration of th e Sovereign Military Order of Malta, represented herein by its AmbassadorExtraordinary and Plenipotentiary accredited to the Republic of the Philippines,desiring to promote cooperation in th e sphere of postal service, have agreed asfollows:1 . The postal administrations of th e Republic of the Philippines and of th eSovereign Military Order of Malta shall undertake to carry to destination withintheir respective areas of jurisdiction letters originating from one administrationdestined to th e other and franked with th e postage stamps of th e respective administration.

    2. In th e execution of this Agreement, and in their relations with o ne anotherand with any other postal administration affected by this undertaking, the postal administrations of th e Republic of the P hilippines and of th e Sovereign Military Orderof Malta shall abide and be guided by such laws and regulations as are in force intheir respective areas of jurisdiction, and by th e provisions of th e Constitution, Co nvention, Acts, Regulations and Additional Protoco ls of the Universal Postal Union 2which have already been o r will be acceded to by each o r either of th e tw o administrations.3. The postal administration of th e Sovereign Military Order of Malta shallforward mail to th e Philippines under its complete responsibility and in compliancewith Italian legislation relating to conveyance of correspondence over Italian te rritory.4 . Letters originating from th e Sovereign Military Order of Malta destined fo rthe Republic of the P hilippines shall be prepared in th e fol lowing manner:a. Stamps of th e Sovereign Military Order of Malta shall be cancelled o ntransmission with a date mark showing th e date of transmission and the words" P O S T E M A G I S T R A L I " . On th e first days of issue, th e cancellation mark may show th ewords " P R IM O G I O R N O D ' E M I S S I O N E " and th e emblem of th e Order.b. Every letter franked and cancelled as in paragraph a above shall be enclosedin a re d envelope which shall be addressed as follows:The Postmaster GeneralBureau of PostsManila 2801, PhilippinesO n its top left corner, th e envelope will bear the words " S O V R A N O M I L I T A R E O R D I N E D IM A L T A " . Such envelope shall be sealed and be franked with Italian postage stamps.

    5. The postal administration of th e Republic of th e Philippines will open th ere d envelope mentioned in paragraph b above and will undertake to deliver th e co ntained letter to destination in the Philippines.6. The postal administration of th e Republic of th e Philippines will no t undertake to return undeliverable letters, no r will it be responsible fo r th e loss o f, theftfrom, o r damage to letters, and no indemnity will be paid o n that account.7. This Agreement may be amended by mutual consent of th e tw o postal administrations.8. This Agreement shall enter into force on the date of notification by bothparties after having completed their o w n legal formalities.9. This Agreement will remain in force until terminated at any time by mutualconsent of th e tw o postal administrations, o r until six (6) months after either partyhad notified th e other of its intention to terminate this Agreement.This Agreement was signed o n 12 December 1979, in Manila, Philippines, andw as executed in duplicate in each of th e English and Italian languages. The texts inEnglish and Italian are equally valid.
