    DENSITY1.1. INTRODUCTION

    It has been rightly said that census is not merely head count but is reecon of facts as they exist

    in a country, state, division, district and tahsil about its people, their diversity of occupaon,

    religion, culture, language, educaon, health and socio- economic status. Census reports

    immensely help polity of the state to plan out strategy for future development. A comparave

    statement of country / states populaon with other countries of the world shows the standing

    of India/ MP in world populaon map. A country like Australia has total populaon of 21,512thousand which is far below than the populaon of Madhya Pradesh (72,626 thousand) as per

    Census 2011.

    Though Census is a decennial concept, but the applicaon of stascal methods may help in

    arriving at informaon of inter-censal period which can oer updated data for specic use.

    1.2. POPULATION SIZE

    1.2.1. India, Madhya Pradesh and other Countries

    The world has approximately 7.12 billion people and more than one third of worlds populaon (36%)

    resides in India and China. United States of America emerges as third largest country with one fourth

    populaon size of India followed by Brazil, Pakistan, Bangladesh and Russian Federaon. Madhya

    Pradesh has a populaon of 72,626 thousand which is larger than the populaon of United Kingdom,

    France and Republic of Korea. It has more populaon than the combined populaon of Sri Lanka,

    Australia and Afghanistan.

    1.2.2. India and Madhya Pradesh

    As per census 2011, the total populaon of the country is 1210.8 million of which rural

    populaon is 833.7 million and urban populaon 377.1 million. In absolute numbers, out of the

    total increase of 182 million in the last decade in 2001-11 the contribuon of rural and urban

    areas is 91.1 million and 90.0 million respecvely.

    The rural populaon constutes 68.9 percent and urban populaon 31.1 percent of the

    total populaon in India. There has been an increase of 3.3 percent in percentage of urban

    populaon in the last decade.

    In comparison, the total populaon of Madhya Pradesh as per Census 2011, is 72.6 million,

    comprising of 52.6 million rural and 20.1 million urban populaon. In absolute numbers, out ofthe total increase of 12.3 million in the last decade, the contribuon of rural and urban areas

    is 8.2 million and 4.1 million respecvely.

    In proporon terms, the rural populaon constutes 72.4 percent and urban populaon 27.6

    percent of the total populaon of Madhya Pradesh. There has been an increase of 1.1 percent

    in percentage of urban populaon in the last decade.

    At the naonal level, in terms of percentage of urban populaon, there has been an upward

    trend from 18.0 percent in Census 1961 to 31.1 percent in Census 2011. A similar trend in

    urban populaon is observed in Madhya Pradesh with an increase from 16.6 percent to 27.6

    percent from Census 1961 to 2011. The percentage of rural populaon has declined from 82.0percent in 1961 to 68.9 percent in 2011 for the country while Madhya Pradesh observed a

    lower decline in rural populaon from 83.4 percent to 72.4 percent from Census 1961 to 2011.

    RURALURBAN AREA

    Rural Urban Area - The data in the census are presented separately for ruraland urban areas. The unit of classicaon in this regard is town for urban areasand village for rural areas.

    Analysis of total populaon of India shows that Uar Pradesh, Maharashtra, Bihar, West Bengal

    and Andhra Pradesh emerged as ve most populated states in 2011 whereas Lakshadweep,

    Daman & Diu, Dadra & Nagar Haveli, Andaman & Nicobar Islands and Sikkim come as ve least

    populated states and Union Territories of India.

    The top ve states together comprise 48.9 percent of total populaon of the country. Theleading state of Uar Pradesh with populaon size of 199.8 millions has 87.4 million more

    persons than the second most populated state of Maharashtra (112.37 million). In comparison

    the ve least populated states/UTs together account for 1.6 million persons.

    Rural populaon of dierent states of India reveals that Uar Pradesh, Bihar, West Bengal,

    Maharashtra and Andhra Pradesh emerge as top ve states in 2011 while Lakshadweep,

    Chandigarh, Daman & Diu, Dadra & Nagar Haveli and Andaman & Nicobar Islands nd place in

    the boom ve Union Territories.

    Maharashtra, Uar Pradesh, Tamil Nadu, West Bengal and Andhra Pradesh are the top ve

    urban dominated states of India as per Census 2011 while Lakshadweep, Andaman & NicobarIslands, Sikkim, Dadra & Nagar Haveli and Daman & Diu nd place in the boom ve states/

    UTs.

    The populaon of Madhya Pradesh and India show increase between 2001 and 2011 period. In this

    period 182,117,541 persons are added to Indian populaon. Similar trends have also been observed

    by all the Empowered Acon Group (EAG) States.

    Madhya Pradesh ranked second with a populaon of 20,069,405 in urban areas. Uar Pradesh

    is the highest populated state in both rural and urban areas while Uarakhand is the lowest

    populated state. Madhya Pradesh has aained the third posion in terms of total and rural

    populaon gures.

    In percentage terms, Bihar (88.7%) has the largest percentage of rural populaon followed by

    Odisha (83.3%) while Uarakhand (30.2%) has the highest percentage of urban populaon

    followed by Madhya Pradesh (27.6%).

    1.2.5. Madhya Pradesh and Neighbouring States

    A comparison of the trend in total, rural and urban populaon for Madhya Pradesh and its

    neighbouring states of Chhasgarh, Rajasthan, Maharashtra, Gujarat and Uar Pradesh reveals

    that in terms of total populaon size Uar Pradesh has observed the highest populaon across

    all three categories; total populaon (199,812,341), rural populaon (155,317,278) and urban

    populaon (44,495,063) in 2011. On the other hand, Chhasgarh is the least populated state

    in all three categories; total populaon (25,545,198), rural populaon (19,607,961) and urban

    populaon (5,937,237) in 2011.

    In terms of percentage, Uar Pradesh (77.7%) has the highest percentage of rural populaon

    while Maharashtra (54.8%) has the lowest percentage of rural populaon in 2011.

    Division wise distribuon of total populaon explains that Jabalpur, Indore, Ujjain, Sagar and

    Bhopal divisions have higher concentraon of total populaon in both the census periods (2001

    and 2011). Distribuon of rural populaon in ten divisions elucidate that Rewa, Chambal, Sagar,

    Shahdol, Narmadapuram and Jabalpur divisions have higher concentraon of rural populaon

    proporon than state average. Bhopal, Gwalior, Indore and Ujjain divisions have more urban

    populaon proporon than Madhya Pradesh.

    Indore division has recorded the highest total populaon (12,543,372) and urban populaon

    (4,012,635) while Shahdol division has the lowest total, rural and urban populaon in 2011.

    In terms of percentage, Rewa division (82.8%) has the highest percentage of rural populaon,

    whereas Bhopal division (38.5%) has the highest percentage of urban populaon in 2011.

    contrast, Dindori district is ranked in ieth place preceded by Alirajpur, Sidhi and Jhabua in

    forty nine, forty eight and forty seventh place in 2001 and 2011. Singrauli district shows a

    remarkable leap in percentage of urban populaon from 9.1 percent in 1991 to 20.9 percent

    in 2001. There is no change in percentage of urban populaon in Jabalpur, Betul and Sehore

    districts in 1991 and 2001.

    The decadal total populaon growth analysis of India explain that Dadra & Nagar Haveli and

    Daman & Diu Union Territories observe highest growth rate in India during 2001-2011. Both

    the Union Territories have more than 50 percent growth rate. Puducherry, Meghalaya and

    Arunachal Pradesh also come in ve top ranking states in high growth rate, their growth rate

    ranges between 26 and 28.1 percent.

    Kerala, Lakshadweep, Andaman & Nicobar Islands and Goa observe lowest total populaon

    growth rate. Nagaland has negave total populaon growth rate.

    Analysis of rural populaon growth rate of India reveals lower rural growth rate than total

    populaon growth. Meghalaya, Bihar, Arunachal Pradesh, Puducherry and Jharkhand states

    observe highest rural populaon growth rate in India. Five lowest rural populaon negave

    growth rate are reported in Chandigarh, Lakshadweep, NCT of Delhi, Daman & Diu and Kerala.

    Daman & Diu, Dadra & Nagar Haveli, Sikkim, Kerala and Lakshadweep are the ve top urbangrowth rate states/UTs. The urban populaon growth rate is more than 86 percent in these

    state/UTs. The ve lowest urban populaon growth rate states/UTs are Himachal Pradesh,

    Andaman & Nicobar Islands, Maharashtra, Madhya Pradesh and Punjab.

    The total populaon decadal growth rates of all the ten divisions of Madhya Pradesh during 2001-

    2011 show that ve divisions of Indore, Gwalior, Bhopal, Chambal and Rewa have observed higher

    decadal growth rate than the state growth rate (20.3%) and divisions of Sagar, Shahdol, Ujjain,

    Jabalpur and Narmadapuram have registered lower growth rate. Indore division has registered

    highest growth rate (26.4%) and the Narmadapuram the lowest (14.7%).

    Analysis of rural populaon growth rates shows that Narmadapuram, Jabalpur, Ujjain and Sagar

    The tahsil level analysis of decadal populaon growth rate explains that Shahpura (Dindori),

    Panagar (Jabalpur), Manpur (Umaria), Pa (Barwani) and Khalwa (Khandwa-East Nimar)

    tahsils of Madhya Pradesh have observed highest total populaon growth rates in the state

    which range between 39.2 and 93.3 percent. In comparison Harsud (Khandwa-East Nimar),

    Bandhogarh (Umaria), Parasia (Chhindwara), Dindori (Dindori) and Bhavra (Alirajpur) tahsilshave recorded lowest total populaon growth rates in the state. Harsud has recorded negave

    growth rate.

    As per 2011 Census, density of populaon of India is 382 persons per square kilometre and

    Madhya Pradesh has lower density of populaon at 236. Bangladesh has the highest populaon

    density among the neighbouring countries. Myanmar, Australia, Russian Federaon, United

    States of America, Brazil and Afghanistan have populaon density gures lower than hundred.

    Australia has the lowest populaon density of just 3 persons followed by Russian Federaon

    with 8 persons per square kilometre. Republic of Korea, Sri Lanka and United Kingdom have

    higher populaon density than Madhya Pradesh.

    An analysis of populaon density of India, Madhya Pradesh and Other EAG states in the

    decades 2001 and 2011 shows that Bihar and Uar Pradesh, two most populated states of

    India observe highest populaon density of 1106 and 829 respecvely whereas Uarakhand

    and Chhasgarh have lowest idencal gure of 189. There is almost uniform variaon of

    populaon density in the two decades of 2001 and 2011 among all the listed states ranging

    between 25.5 percent in Bihar to 14.4 percent in Odisha.

    1.4.5. Madhya Pradesh and Neighbouring States

    Analysis of populaon density of India, Madhya Pradesh and its neighbouring states in 2001

    shows that all the states reported low populaon density than the naonal average, except

    Uar Pradesh (690). Similar trends are also observed by all the states in 2011. The decadal

    variaon in populaon density ranges uniformly among the listed states between 15 percent

    and 23 percent.

    Populaon density of all divisions of Madhya Pradesh for 2001 show that the divisions of

    Gwalior, Sagar, Shahdol, Jabalpur and Narmadapuram have observed lower populaon density

    than the state value (196). In comparison, Rewa division has the highest density of populaon

    (233) followed by Indore (230) in 2001. Analysis of populaon density in 2011 does not reect

    any major change in this posion, except that Indore registered highest density of populaon

    (291) followed by Rewa (283).

    The decadal variaon in the density of populaon in 2011 from 2001 ranges between 15

    percent (Narmadapuram) and 26.5 percent (Indore). It is 20.4 percent for Madhya Pradesh.

    1.4.7. Districts of Madhya Pradesh

    The populaon density of Madhya Pradesh was 236 in 2011. Out of y districts in the state,

    19 districts have recorded higher populaon density than the state average. The districts of

    Bhopal, Indore, Jabalpur and Gwalior have retained the top four posions for reporng higher

    density of populaon in the three decades of 1991, 2001 and 2011. The other districts which

    have reported density of populaon more than 300 in 2011 are Morena, Bhind, Rewa and

    Ujjain in the descending order. The lowest populaon density is reported in Raisen, Betul,

    Panna, Sheopur and Dindori districts. There is high variaon between the districts with highest

    (Bhopal with 855) and lowest (Dindori with 94) populaon density.

    The analysis of populaon density of tahsils of Madhya Pradesh shows that Indore (Indore),

    Huzur (Bhopal), Jabalpur (Jabalpur), Ujjain (Ujjain) and Huzur (Rewa) have recorded higher

    populaon density which range between 727 and 2,610 persons per sq.km. In comparison,

    Karahal (Sheopur), Kusmi (Sidhi), Kannod (Dewas), Vijaypur (Sheopur) and Beerpur (Sheopur)

    tahsils have registered lower populaon density in the state. Three tahsils of Sheopur district

    namely Karahal, Vijaypur and Beerpur are among the lowest ve tahsils by density of populaon.

    Karahal tahsil registers the lowest gure of 50 persons per square kilometre.

    URBAN SECTOR

    The urban sector comprises two types of towns viz; Statutory towns and

    Census towns. In the Census of India 2011, the denion of urban area adopted

    is as follows: (a) Statutory Towns : All places with a municipality, corporaon,

    cantonment board or noed town area commiee, etc are known as statutory

    towns. (b) Census Towns: All other places sasfying the following three criteria

    simultaneously are treated as Census Towns. i) A minimum populaon of 5,000;

    ii) At least 75 per cent of male working populaon engaged in non-agriculturalpursuits; and iii) A density of populaon of at least 400 per sq. km. (1,000 per sq.

    URBAN AGGLOMERATION AND OUTGROWTH

    A Ub Aggm (UA)is a connuous urban spread constung a townand its adjoining urban outgrowths (OGs) or two or more physically conguous

    towns together with or without urban outgrowths of such towns. In some cases,

    railway colonies, university campuses, port areas, military camps etc; may come

    up near a statutory town outside its statutory limits but within the revenue limits

    of a village or villages conguous to the town. Each such individual area by itself

    may not sasfy the minimum populaon limit to qualify it to be treated as an

    independent urban unit but may qualify to be clubbed with the exing town as

    their connuous urban spread (i.e., an Out Growth). Each such town together

    with its outgrowth(s) is treated as an integrated urban area and is designated as

    an urban agglomeraon. For the purpose of delineaon of Urban Agglomeraons

    during Census of India 2011, following criteria has been adopted:

    (a) The core town or at least one of the constuent towns of an urbanagglomeraon should necessarily be a statutory town; and

    (b) The total populaon of an Urban Agglomeraon (i.e. all the constuents

    put together) should not be less than 20,000 as per the 2001 Census. In varying

    local condions, there were similar other combinaons which have been treated

    as urban agglomeraons sasfying the basic condion of conguity.

    A O Gw (OG)is a viable unit such as a village or a hamlet or an enumeraon

    block and clearly idenable in terms of its boundaries and locaon. While

    determining the outgrowth of a town, it has been ensured that it possesses the

    urban features in terms of infrastructure and amenies such as pucca roads,

    electricity, taps, drainage system for disposal of waste water etc., educaonal

    instuons, post oces, medical facilies, banks etc and physically conguouswith the core town of the UA.

    In 2001, total 394 towns were idened in the state which comprised of 15.97 million populaon

    and by 2011 there were 476 towns accounng for more than 20.07 million populaon. Of the

    total 476 towns in 2011, 63 were either class-I or class-II towns, and together these account for

    nearly two thirds of the total urban populaon, the class I towns (32) occupy major share of

    populaon (55.6%). More or less similar trends of urbanisaon prevailed in 2001.

    Among 32 class I-towns, 15 have populaon of more than 2 lakh each; while 5 of these have

    populaon size of more than 5 lakh each.
