CYBERJAYA EMERGENCY RESPONSE EXERCISE (CYMEX I – 2006) POST DRILL REPORT

EXECUTIVE SUMMARY

Cyberjaya Flagship Zone Emergency Response Plan (CFZ ERP) was initiated by Multimedia Development Corporation (MDeC) to safeguard MSC investors’ interests and ensure that the city is prepared to manage any unforeseen emergency or incident. This will augment Cyberjaya’s attractiveness as a preferred ICT Hub and build investors’ confidence. Cyberjaya Emergency Response Exercise (CYMEX) is an integral part of the CFZ ERP Project. The first citywide emergency drill was planned to provide a platform for all parties involved to practise their respective Standard Operating Procedures (SOPs) with regard to emergency response as stipulated in the CFZ ERP Manual. CYMEX also helps to enhance cooperation and coordination amongst responding agencies and the Cyberjaya Community. CYMEX was organised by MDeC in collaboration with Selangor State National Security Division, Sepang District Office, Sepang District Police Headquarters, Selangor and Cyberjaya Fire and Rescue Department according to Level 1 (District Disaster Management Level) of Directive 20, National Security Council. The exercise was a real time emergency response practice involving multiple scenarios namely bomb threat at Prima Avenue Building (e2Power), fire at Enterprise 3 Building (Maybank) and finally a combination of bomb and bio-hazard threats at DHL building, all happening simultaneously beginning 3.00pm on 3rd August 2006. CYMEX was successfully implemented. The exercise involving 10 district and state level responding agencies with 282 personnel and more than 1,000 employees from five (5) MSC Status Companies namely e2Power Sdn. Bhd. (OCBC), Motorola Multimedia Sdn. Bhd., Convergys Employee Care Malaysia Sdn Bhd, IBM Malaysia Sdn. Bhd. and DHL Global Information Services Sdn. Bhd. delivered the desired objective in integrating and implementing a single cohesive Cyberjaya Citywide Emergency Response Plan.

It is recommended that a sustainable and continuous program be put in place and monitored by Authority Having Jurisdiction. Therefore, Cyberjaya Emergency Mutual Aid (CEMA) is proposed to be setup to ensure the continuity of the CFZ ERP project. CYMEX was proven a success and should be held every two (2) years to promote proactive security management amongst Cyberjaya community. This will help to enhance Cyberjaya’s position as the National ICT Hub and preferred ICT investment location.

CYBERJAYA EMERGENCY RESPONSE EXERCISE (CYMEX I)

POST DRILL REPORT

1. BACKGROUND 1.1. Cyberjaya Flagship Zone Emergency Response Plan (CFZ ERP)

Since the inception of Cyberjaya Flagship Zone (CFZ) in 1999, the need for an emergency response plan for the national ICT hub is imperative. ERP project was mooted by Multimedia Development Corporation (MDeC) in 2004 based on feedback from MSC Status Companies, requesting for a citywide emergency response plan to minimise loss of life and property, hence safeguarding their investment in CFZ. Development of CFZ ERP Manual as SINGLE COMMON EMERGENCY RESPONSE TEMPLAT for the CFZ community inline with Directive 20 of the National Security Council (Majlis Keselamatan Negara (MKN) – 20) was completed in September 2005. The manual established single-unified command amongst business owners and responding agencies to prepare for, and respond to major emergencies in CFZ.

The ERP project received overwhelming support from all regulatory agencies involved in emergency response, namely Polis DiRaja Malaysia (PDRM), Fire and Rescue Services Department (BOMBA), Sepang District Office and also the Selangor State National Security Division (BKN). Apart from the support from the regulatory agencies, the programme has also received encouraging participation from the Cyberjaya Community as follows: MSC Status Companies located in CFZ • DHL Global Information Services Sdn. Bhd. • e2 Power Sdn. Bhd (Subsidiary of OCBC Group) • IBM Malaysia Sdn Bhd • Motorola Multimedia Sdn Bhd • Ericsson (Malaysia) Sdn Bhd • BMW Technology Centre Sdn Bhd • Prudential Services Asia Sdn Bhd • NTT MSC Sdn Bhd • Fujitsu Malaysia Sdn Bhd • MEASAT Satelite Systems Sdn. Bhd. • Electronic Data Systems MSC Sdn Bhd – EDS • HSBC Electronic Data Processing (M) Sdn Bhd • Shell Information Technology International Sdn Bhd

Bhd. (Land Owner) • Setia Haruman Sdn. Bhd. (Master Developer) • Quill Land Sdn. Bhd. (Sub-Developer) • Prima Properties Management Sdn. Bhd. (Sub-Developer) • Paramoden Sdn. Bhd. (Sub-Developer)

The encouraging support from the Cyberjaya Community is mainly due to the platform created under the ERP Project, which connects both regulatory agencies and the CFZ community via the Cybejaya Security Consultative Committee. The Cyberjaya Security Consultative Committee co-chaired by OCPD of Sepang and VP Capacity Development Division, MDeC serve as a proactive forum for the Cyberjaya community to discuss and address safety and security concerns.

1.2. Cyberjaya Emergency Response Exercise (CYMEX)

CYMEX I - the first citywide emergency drill is an integral part of the CFZ ERP and was held on 3rd August 2006. It was plan and executed according to Level 1 (District Level) of MKN 20 coordinated by Selangor State National Security Division and participated by all responding agencies under Level 1 MKN 20, namely Sepang District Office, PDRM Sepang, BOMBA Cyberjaya, Hospital Serdang and etc. (Refer Appendix 1 for CYMEX Organisation Chart)

2. CYMEX OBJECTIVES CYMEX is planned to provide a platform for all parties involved to practice their respective Standard Operating Procedures (SOPs) with regards to emergency response as stipulated in CFZ ERP Manual, for:- • Building and business owner to practice their SOPs on evacuation, • All responding agencies to practice their SOPs on emergency

response, and • Test CFZ ERP’s effectiveness to integrate both responding

agencies’ and building owners’ SOPs in the event of an emergency The exercise is a real time emergency response practice. It is planned to sow, enhance and increase cooperation and coordination amongst all Authorities Having Jurisdiction to respond effectively in an event of emergency in Cyberjaya.

CYMEX’s objective is to provide a platform to “TEST & Demonstrate” the effectiveness of Cyberjaya Emergency Response Plan as a single plan for all emergencies. Amongst the expected outcomes are to:

4

Page 7: 00.CYMEX Post Drill Report-Sample(2)

CYBERJAYA EMERGENCY RESPONSE EXERCISE (CYMEX I – 2006) POST DRILL REPORT

• Test-bed a systematic incident management structure and incident action plan

• Practice communication protocol for integration of Multi-jurisdiction responding agencies (all responding agencies under MKN 20 Level 1) to dove-tail into business emergency response plan in the event of an emergency

• Evaluate readiness of Cyberjaya Emergency Response resources to handle various scenarios

3. CYMEX SCENARIOS (Refer Appendix 2 for CYMEX Exercise Briefing Slides)

CYMEX plans to demonstrate the effectiveness of CFZ ERP to address most possible “man-made” disaster in Cyberjaya. It involved multiple scenarios namely

• bomb threat at Prima Avenue Building, • fire at Enterprise 3 Building and • finally a combination of bomb threat and bio-hazard at DHL

building; all happening simultaneously.

An expeditious and effective response through a concerted effort and Unification of Command, was designed to mitigate the situation and dissemination of information and communication amongst responding agencies, remain a priority element in this exercise. The whole focus is to ensure that all parties involved are well-versed with each other roles and responsibilities, thus create a coherent effort and this entails to the establishment of a Standard Common Operating Procedure for Cyberjaya emergency response effort. This is where the “Rubber meets the Road”.

4. POST DRILL FEED BACK & LESSON LEARNED (Summarize in Appendix 3)

CYMEX Post-Drill Meeting chaired by Director of Selangor State National Security Division was held on 14th August 2006 at Cyberjaya Police Station to gather feedback and discuss effectiveness of CYMEX in achieving its objectives. General observation, feedback and comment are as follow:

4.1 : CYMEX ORGANISATION Feedback / Commend Recommendation / Action CYMEX was well organized and executed. No untoward incident or injury occurred throughout the exercise.

CYBERJAYA EMERGENCY RESPONSE EXERCISE (CYMEX I – 2006) POST DRILL REPORT

DHL commented that the whole duration of the scenario at DHL took approximately 2 hours. Despite provision of proper tent and mineral water for all participants, it is still too lengthy for employee to wait 2 hours. • BOMBAs’ Responded and explained that incident involving BOMBA Hazmat Team usually will take few hours as it involved setting up of equipments according to BOMBA SOPs.

Future exercise should consider scenario not exceeding 1 hour

Action : Organiser

4.2 : LOGISTIC – STRATEGY & TACTICS Feedback / Commend Recommendation / Action On-Site Command Post was not properly setup at Prima Avenue and Maybank to coordinate between responding agencies and affected companies. For information, CYMEX Command Post was setup at Cyberjaya Polis Station (situated within 2 km from incident site) to direct and monitor overall emergency response progress

• On-Site Command Post to be setup during exercise. Location to be decided by On-site Incident Commander

Action : Exercise Director

• On-site Incident Commander must coordinate movement of all responding agencies and have constant communication with Incident Commander from effected building / company for information to be cascaded to relevant persons in charge / representative from respective tenants.

Action : On-Site Incident Commander and Building

Management

Tenants at Prima Avenue commented that employees are to evacuate to designated evacuation area for accountability. However, information from both, the companies (accountability of employees) and the responding agencies (update

• On-Site Command Post to be setup during exercise. Location to be decided by On-site Incident Commander

Action : Exercise Director • Onsite Incident Commander to

decide and inform affected companies on progress next

on emergency response progress) was not properly coordinated despite both presence of both parties on site for proper dissemination of information and decision making

course of action, i.e. further evacuation to safer area if necessary

Action : On-Site Incident Commander and Building

Management

Confusion arises during the progress of 2nd Scenario (Fire at Enterprise 3 Building) involving movement and response from various responding agencies as instruction was received from various sources with regards to movement of responding agencies personnel and vehicles. This has led to a minor accident involving JPA 3 vehicle hitting the stand of the BOMBA fire fighting engine, resulting to a punch tire at the JPA 3 vehicle. No personnel were injured in the minor incident.

All responding agencies should report to Onsite Incident Command Post and ONLY act upon instruction on Onsite Incident Commander and not any other person. i.e. Deployment and movement of responding agencies personnel and vehicle

Action : All

4.3 : OTHERS Feedback / Commend Recommendation / Action BOMBA commented that entrance to Enterprise 3 Building is rather narrow. Hence hinder effective movement of Fire Engine. MDeC added that the entrance to Enterprise 1 Building also experiences the similar problem

Enterprise 1 and 3 building owner to widen entrance to building to ensure smooth movement of Fire Engine

Action : Setia Haruman Sdn. Bhd.

Local authority to ensure future building design take into consideration wide of entrance for smooth movement of fire engine

Action : Majlis Perbandaran Sepang and BOMBA

DHL requested Police to ensure no illegal parking around DHL building, especially at roundabout as this hinder smooth movement of BOMBA Fire Engine and deployment of Medical Triage due to limitation of space block by illegal parking BOMBA supported DHL’s claim and informed that illegal parking limited space and movement of responding agencies during emergency

Police to issue ticket for all illegal parking especially at Jalan Teknocrat 5 (Road leading to Prima Avenue and DHL) to ensure smooth movement and sufficient space for responding agencies vehicles in case of emergency

Action : Polis DiRaja Malaysia

Cyberjaya City Command Centre (CCC) found not to have any role in throughout CYMEX. It is against CCC’s plan as stipulated; to be the Emergency Response Command Centre during emergency. The main reason is due to lack of resources and expertise at CCC to act as Emergency Response Command Centre during emergency. It was found that Cyberjaya Police Station Operation Room is more suitable to be the Command Centre as it is equally well equip with hardware and expertise to function as one.

Sepang District Office and Sepang Municipal Council to assess and plan for adequate resources for the facility to function as City Command Centre. At the moment, Cyberjaya Police Station Operation Room will be the Emergency Response Centre during emergency.

Action : Majlis Perbandaran Sepang / Sepang District Office

Helipad is not available in Cyberjaya for emergency evacuation of injure personnel who required immediate medical attention such as biohazard and burn victims

A helipad is to be constructed at the suitable location within Cyberjaya Flagship Zone to allow landing of helicopter for emergency purposes

Action : Setia Haruman Sdn. Bhd. as master developer

5. WAY FORWARD To ensure continuity of CFZ ERP project including next CYMEX, it was recommended that Cyberjaya Emergency Mutual Aid (CEMA) to be setup under the purview of Cyberjaya Security Consultative Committee immediately. CEMA will be a voluntary organisation proposed amongst Cyberjaya community (MSC Status companies, Utilities providers, developers, Institutions) and government responding agencies: • To promote mutual assistance and cordial relationship among

member companies and responding government agencies • To provide manpower and logistic support during emergency

involving member company • To coordinate the utilization of committed resources beneficially in

combating an emergency • To conduct necessary training to response to and prepare for major

emergencies • To conduct building safety audit of all member premises to ensure

security and safety for disaster prevention • To carry out joint exercise among member companies and

emergency services at different member premises

6. CONCLUSION

All parties agreed that CYMEX is a success and should be held regularly to promote proactive security management amongst Cyberjaya community. MDeC informed that CYMEX will be held every two years. Therefore CYMEX II will be held in 2008.

LESSON LEARNED AND RECOMMENDATIONS APPENDIX 3

ITEM AREAS FOR IMPROVEMENT (ISSUES) LESSON LEARNED RECOMMENDATION

1. Scenario planning to consider duration on real time.

Too long – could disrupt operations and create discomfort for employees.

Design alternatives and options for long scenario.

To be included in training rather in DRILL.

To consider limiting the scenario real time, e.g. 1 hour.

2. On-Site Command Post (OCP)

i. Understanding the set-up requirements and protocols.

ii. Not incorporated and coordinated during emergency.

Conduct “Joint” Incident Management training between Authority Having Jurisdiction (AHJ) and Businesses.

3.

Egress and Ingress for Emergency Response Personnel and Vehicle movements. This include outside road leading into the business area.

i. Narrow Ingress/Egress around building hampers and delay emergency response effort.

ii. Coordination and directing strategic and tactical assignment will be limited.

iii. Illegal parking along road entrance also hampers emergency response vehicle movements.

Conduct “Joint” audit amongst AHJ and Building Owner to determine standards and comfort level. This is crucial in designing strategic and tactical goals during emergency.

4. Cyberjaya City Command Center (CCC)

i. Dysfunctional – did not add any significant impact in emergency response effort.

ii. CCC personnel are not trained in Incident Management.

iii. No specific Emergency Response Role.

To immediately assist CCC in providing necessary training and establish roles and responsibilities.
