Daniel Boethin Candidate for At Large Representative 1 (partial term expiring 2014)
I am professional, ethical, analytical, charismatic, and all-around unhappy with the status quo. I would like to continue to dedicate my time to the economic revitalization of our area as I have a common vested interest. I strongly align my personal interests with SORO NC. This council serves my local zone 5 where I not only live but also own residential income property. Currently, I am dual-hatted between operating and maintaining cash flowing properties consistent with LA County building code and regulation, and serving as a project manager in the United States Air Force. I am the business operations manager for two $530M Department of Defense Weather Satellites in the Defense Meterological Satellite Program in El Segundo, CA. Previous to this recent position, I was the Program Manager for two multinational Global Positioning Systems (GPS) programs for hand-held receiver users valued at $1.3B last known contract value. I've an MBA with a concentration in Leadership and Management from the University of La Verne; a BS in Business Management from the United States Air Force Academy, and am working on my project management professional (PMP) certification with supplemental coursework from Villanova University.
Erick Morales Candidate for At Large Representative 1 (partial term expiring 2014)
As a frequent user of the community resources and customer of the businesses in the South Robertson area, I believe I am qualified to seek appointment to the At-Large seat currently open on the board. I am also a sitting member of the Friends of the Robertson Library, an organization within SORO boundaries.
From December 2010 to May 2013, I was a school representative to South Robertson neighborhoods council as a student at Hamilton High's Humanities Magnet. I am seeking an appointment to the board of SORONC to continue to serve the community in which I spent so many of my formative years as a resident, student, and otherwise varied stakeholder. After leaving SORONC, I have gained more varied experience within the realm of volunteerism as a member of two of Los Angeles Senior High's governance councils and of the Friends of the Robertson Library's board. It would be an honor to rejoin this board and run for a full term in 2014.

Neighborhood Purposes Grants (NPG) may only be offered to 501(c) (3) non-religious organizations, and LAUSD Schools. The application acceptance date will be from December 1, 2013 to January 8, 2014. The deadline for application submission will be January 8, 2014 12:00PM PST. All submissions will be sent electronically to [email protected]. The awarding of the grants will be conducted during the SORONC January 16, 2014 General Board meeting. NPG funding may be offered to any stakeholder or project only once in a fiscal year. NPG grants will be awarded from a maximum pool of $5000.00 (five thousand dollars). After review by the NPG Ad-Hoc Committee, NPG applications are forwarded to the SORONC Board for evaluation. Board-approved NPG requests will be forwarded to the Department of Neighborhood Empowerment (DONE) for payment, and are subject to their approval. Actual funding can take as long as three months. Please plan accordingly. Any fraud will be investigated by the Los Angeles City Attorney. Inadequate, incomplete, or inaccurate applications will not be considered.

Application steps:
The application acceptance date will be from December 1, 2013 to January 8, 2014. The deadline for application submission will be January 8, 2014 12:00PM PST. All submissions will be sent electronically to [email protected].
1. Prepare the NPG application and letter, and assemble required documentation.
2. Send completed documents before the deadline to [email protected].
3. On January 9, 2013 the NPG Ad-Hoc Committee and the SORONC Executive Committee will meet to review the application(s) received. The application(s) received will either be approved for acceptance, or rejected, and forward to the SORONC General board for review at their January 16, 2014 meeting. All qualified applications will receive an email
notifying the applicant of the status of the applications and an award if any.
4. At the January 16, 2014 General Board meeting, applicants will be given an opportunity to address the SORONC Board to describe the project and answer Board questions. SORONC Board will approve, or disapprove the application. Upon approval, the Treasurer will submit the Board-approved NPG application within 10 days to DONE for funding, subject also to their approval.
5. Upon completion of the project or event, a detailed letter of final accounting will be submitted within 30 days after the event or completion of the project to the SORONC Board at their next scheduled General board meeting for evaluation.

Full Proposal The Department of Neighborhood Empowerment will be conducting Neighborhood Council elections in 2014. The SORO NC election has been scheduled for Sunday, May 18.

Full Proposal In an effort to allow full community and Board input into SORO NC’s General Meeting dates, this motion seeks to establish an approved meeting calendar for 2014.
In the past, some stakeholders and Board members have expressed concern about meeting scheduling. The NC has endeavored to avoid conflicts with other events, holidays, and celebrations, but it hasn’t always been possible. Opening the schedule to public discussion—while it still may not fully satisfy all parties—will ensure a more transparent process.
The following informational calendar includes the "regular date" (the customary third Thursday of each month) as well as notations on possible conflicts and alternate dates. In developing the list of potential conflicts, a best effort was made to survey U.S. Federal, Jewish, Christian, and Islamic celebrations. Any omissions are unintentional.
The Board may opt to adopt the regular calendar as it stands or modify it through amendments to this motion. Note that none of the normal dates fall on a Federal or State holiday.

Full Proposal The Los Angeles City Council is currently considering issuing a request for proposal (RFP) for free city-wide broadband internet services. The winning proposal would likely be a combination of fiber-optic (government offices and residences) and wifi (public spaces).
Over the past several years, major internet service providers (ISPs) have been campaigning the Federal government to be allowed to offer tiered internet service. In short, subscribers would find that some sites would load more quickly than others, either because the ISP has a business relationship with the site or that the subscriber is charged an additional fee for faster access to individual sites. For example, Comcast might throttle access to YouTube and speed up its own competing streaming video site.
Many believe that this would inhibit innovation and fracture the democratic nature of the web. It would also place the US at a distinct global disadvantage.
To date, the Federal government has protected the idea of a neutral internet, although its immediate future is far from certain. As a growing hub of internet-based services, LA should act to ensure it keeps its competitive advantage.
Proposed Motion To request that the City include provisions protecting and requiring net neutrality in the winning City-wide broadband service provider.

Request for City Council to create permitting for Pre-ICO Medical Marijuana Dispensaries.

In May, 2013 voters went to the polls and supported Measure D by 63%. Measure D only allows the 134, Pre-ICO medical marijuana collectives (MMC) to be in operation. Pre-ICO collectives are ones that registered with the City of Los Angeles pursuant to the 2007 Interim Control Ordinance (“ICO”). According to a Los Angeles Times article, roughly 850 dispensaries are believed to be operating illegally in the City of Los Angeles. Voters wanted to keep MMC’s accessible to patients, and to protect the communities they are located in. Neighborhood Councils want to protect the health of patients and the communities they represent. A solution would be to require testing of medical marijuana and the permitting of the Pre-ICO MMC’s.
Proposed Motion
The South Robertson Neighborhoods Council moves to demand that the City Attorney, the Los Angeles Police Department and the City Council move forward forthwith to eliminate any and all Post-ICO medical marijuana collectives (MMC) deemed to be operating illegally per Measure D.
The South Robertson Neighborhoods Council moves to send a letter to Councilmembers Koretz and Council President Wesson demanding that a Council File be created to address the possible requirements that all Pre-ICO MMC’s that comply with Measure D in location and operations are required to obtain a Police Permit to operate.
The South Robertson Neighborhoods Council recognizes that the City of Los Angeles is enacting regulations to make medical cannabis available to patients in need. However, the City of Los Angeles has failed to enacted public health and safety guidelines to ensure quality control concerning contaminants, pesticides, molds, or other dangers that could affect patient’s health and well-being.
Therefore, the South Robertson Neighborhoods Council demands that the City Council must act immediately to protect the public health and welfare of patients by enacting regulations that mandate safety measures including, but not limited to laboratory testing, agriculture inspection and similar protocols.
Furthermore, SORO NC authorizes the communication of this resolution to any and all communication channels, including via an official Community Impact Statement.

Full Proposal When the Palms and Westwood Expo stops open in two years, they will not have dedicated parking lots for commuters. Moreover, there is no current plan to open parking lots.
The lack of MTA parking in the design for the Expo Line Phase Two Palms and Westwood Stations will discourage use of the line and increase congestion and parking scarcity in Palms and SORO.
The Motor/National section of Palms—which includes parts of SORO—has a budding nightlife and would benefit greatly from easy pedestrian access from riders on the coming Palms Station on the Expo Line Phase Two. Arguably, more Palms residents would take advantage of the Expo Line if a well-lit, welcoming pedestrian corridor connected the Motor/National area to the station.
Proposed Motion The South Robertson Neighborhood Council requests that the Transit Neighborhood Plan being developed by the City of Los Angeles investigate and pursue incentives to develop devoted Expo Line rider parking as part of a redevelopment plan for the shopping center at 9860 National Blvd. (currently anchored by Vons) in a manner that would preserve the character and services in this development.
SORO NC further requests that the Transit Neighborhood Plan being developed by the City of Los Angeles investigate and pursue incentives to develop a vibrant pedestrian corridor connecting Palms Station with the Motor Avenue and National Blvd. intersection in Palms.

Full Proposal WRAC requested a motion to be considered by all of their member Neighborhood Councils concerning the proposed connectivity of Metro to the Los Angeles Airport.
The proposed WRAC motion asks for a letter of support from our Neighborhood Council for the alternative connecting the Metro at an Intermodal Transit Facility (ITF) to be built just outside the airport. Once travelers reach the IMF they would proceed to the airport via a “people mover” system. This method would take less time to build and be substantially less expensive than the alternative proposed which is a connection going directly to LAX. The LAX connection proposed to be built on the airport would have to involve tunneling underneath the airport which greatly increases the cost to build and the time needed to complete the project.
The WRAC proposed motion reads: Resolved, the South Robertson Neighborhoods Council supports a Metro rail station on the Crenshaw Line (that could also serve as an additional station for the Green Line at the Intermodal Transit Facility (ITF) proposed for LAX.
The Soro NC Transit Committee considered this request at its November meeting. In view of the facts that (a) the Los Angeles World Airport would pick up substantial amounts of the cost if the linkage is at the ITF, (b) the differential in cost by building the linkage at the ITF, (c) the fact that it would take less time to build the linkage at the ITF and (d) the probable security risk should the linkage occur at an underground facility located underneath the airport; the Soro Transportation Committee felt the preferred route should be a linkage at the ITF.
This project will produce substantial construction jobs. In light of the economic problems facing the city in general and Soro specifically; we felt it appropriate to ask that the letter of recommendation include a non-binding request that the contractors be asked to hire a minimum of 25 Soro residents for construction jobs. Said residents would be trained for the jobs by existing partners of Soro at no charge to the NC. (We have previously done this with Metro).
Proposed Motion Resolved, the South Robertson Neighborhoods Council supports a Metro rail station on the Crenshaw Line (that could also serve as an additional station for the Green Line) at the Intermodal Transit Facility (ITF) proposed for LAX.
Resolved further, the South Robertson Neighborhoods Council, asks that the when the Metro rail station is being built the Contractor be asked to hire a minimum of twenty-five (25) residents of Soro to work on the construction. Soro NC will partner with educational, Union and Construction Companies to train and equip these people. This will be done without expending NC funds.

We have been requested by the Western Regional Association of Councils (WRAC) to review their motion concerning connecting Metro with the Los Angeles World Airport. At our November, 2013 General Board Meeting our neighborhood council considered the alternative proposals and favors connecting the airport to the Metro by a direct connection of a Metro Rail Station to be sited at the proposed Intermodal Transportation Facility which would be located just outside the airport. We also have concerns about the economic vitality of the city and specifically of our South Robertson area. We know that construction jobs operate to strengthen the city. When this project proceeds from a planning to an implementation phase; we ask that consideration be given to requesting whichever Contractor is selected to consider hiring a minimum of 25 qualified Soro residents for work on the project. We are aware that some Federal funds would be required for the project and that Federal requirements would prohibit the making of local hiring a mandate. But we are also aware that this is an area with high unemployment and that Contractors can take that into account with employment choices.
