The village gOvernment is now oper-ated through the direct supervision ofan elected com~ioner in charge ofeach of the several departments. Thisoften results in conRicting purposes andmany duplications. Such a system mayresult in budgetary deals through com.mission clique' or what i. more com-monly known as cloakroom trades andalliances. It is also slow, generallyburdensome and ineffective. As a spe-cific example: Consideration is :lOW be.ing given to the remo,'al of ashu di-rect from basements rather than fromthe l:W'b. The commissioner in chargeof the department of public safety haspresented the proposition at a regularcomlllission meeting and, in accordancewith tbe usual procedure, a committee
