    SECTION 01812

    ELECTRICAL EQUIPMENT COMMISSIONING

    PART 1 - GENERAL

    1.1 DESCRIPTION

    A. This section outlines the requirements of Division 16 subcontractors to participatein the commissioning process as a commissioning team member as described inSection 01810.

    B. Related work

    1. Description of Work in Section 01100.

    2. General Commissioning Process in Section 01810.

    PART 3 EXECUTION

    3.1 COMMISSIONING PROCESS REQUIREMENTS

    A. Refer to Section 01810 and related sections for information on meetings, start-upplans, functional testing, operations & maintenance data, training requirements,and other Commissioning activities.

    3.2 TESTING REQUIREMENTS

    A. The Commissioning Authority will prepare testing procedures using the DesignIntent Document, the testing requirements listed in these specifications, andcommissioning data submitted by the contractors in accordance with thesespecifications. The testing procedures will require the following minimum

    information:

    1. Test number.

    2. Date and time of the test.

    3. Indication of whether the record is for a first test or retest followingcorrection of a problem or issue.

    4. Identification of the system, subsystem, assembly, or equipment.

    5. Conditions under which the test was conducted, including (as applicable)ambient conditions, set points, override conditions, and status andoperating conditions that impact the results of the test.

    6. Expected performance of the systems and assemblies at each step of thetest.

    7. Narrative description of observed performance of the system, equipment,or assembly.

    8. Notation to indicate whether the observed performance at each stepmeets the expected results.

    9. Issue number, if any, generated as the result of the test.

    10. Dated signatures of the person performing the test and of the witness.

    B. LIGHTING SYSTEM AND CONTROLS TESTING REQUIREMENTS. This is aperformance test to verify lighting system operation, light levels, and energyusage.

    1. Electrical subcontractor to start-up and to document lighting system andcontrols under the observation of the CA using a start-up plan preparedby the contractor. Start-up Plans are described in Section 01810.

    2. Electrical subcontractor to perform functional testing under theobservation of the commissioning authority who will record the results of

    the functional test procedures.

    3. Equipment & Components to be Tested:

    a. Lighting System and Controls

    4. Functions, modes, and Testing Conditions

    a. Occupancy sensors and timer controls for lighting

    (1) Verify that all specified functions and features are set up,debugged and fully operable.

    (2) Verify that occupant over-rides features function

    (3) Verify that sensor durations are set properly

    (4) Test the sequence of operation for all features and modesand confirm that adjustable timing matches the designspecifications

    b. Electric lighting dimming photocells and controls

    (1) Test the dimming controls during the daytime whenconditions are such that controls should be dimmingelectric lighting. Verify that amperage changes in light

    fixtures are proportional to external light changes. Verifythat light levels at the specified work plane remain withinspecified limits. Verify that all, and only, specified lightfixtures are dimming.

    (2) Verify that delays and ramp times are set and functioningso that the speed of change of light fixture output is slowenough to not bother occupants and in compliance with thespecifications.

    (3) Verify that dimming does not cause lower than specifiedlight levels in adjacent non-dimmed spaces.

    (4) Verify that the controls and sensors are not easilyoverridden or disabled by occupants.

    (5) Verify that the photo sensor is in an appropriate locationfor the lights being controlled and is not being affected bydirect sunlight or obstructions.

    c. Illumination Levels, Night Conditions:

    (1) Verify that lighting throughout the building is operatingautomatically

    (2) Test with doors closed (to simulate actual occupancy),after finishes are complete, and room is furnished.

    d. Illumination Levels, Day Conditions:

    (1) Verify that lighting throughout the building is operatingautomatically

    (2) Test with doors closed (to simulate actual occupancy),after finishes are complete, and room is furnished.

    e. Lighting Power Density. Perform the test with all interior lighting

    turned on and any manual or automatic controls temporarilyoverridden. The lighting power shall be measured at the buildingselectrical panels. Measurements shall be taken at least 1 minuteafter all lighting in the building is on.

    5. Required Monitoring: None

    a. Lighting Controls: For the conditions, sequences and modes

    tested, the dimming/occupancy/photocell/timing controls, integralcomponents and related equipment respond to changingconditions and parameters appropriately as expected, as specifiedand according to acceptable operating practice.

    b. Illumination Levels: Average light levels in the tested space at theworkplane elevation shall not be less than 10% below nor greaterthan 30% above the specified light level range for the space.

    c. Lighting Power Density: Average instantaneous lighting powerdensity is +/- 15% of the design lighting power density. Powerfactors on lighting circuits are at least 0.95, or as required bylighting fixture specifications.

    7. Sampling Strategy for Identical Units.

    a. Lighting Controls: Test all automatic interior lighting controls

    b. Illumination Levels: At least 50% of all space zones and roomsshall be verified to be realizing proper light levels, chosen by theState. If 25% of the spaces in the first sample fail the functionalperformance tests, test another 10% of the group (the 2ndsample). If 10% of the spaces in the 2nd sample fail, test allremaining spaces, fully at the contractors expense.

    c. Power Density: No sampling. Test all lighting circuits.
