Is Fantasy of Flight haunted?

For years visitors to Fantasy of Flight, Kermit Weeks’ aircraft collection in Polk City, Florida, believed that the only specters of the past they’d encounter would be the collection of 40 fully restored vintage aircraft. But as stories of unexplained occurrences, such as unidentifiable noises, temperature changes and the detection of mists and shadows, drifted into the paranormal community, Apollo Paranormal Investigations (API), a non-profit investigative team out of Apollo, Florida, took notice.

API’s team of paranormal investigators (or “ghost hunt-ers”) conducted a series of scientific explorations through Fantasy of Flight and, on a paranormal-activity scale between 1 and 10, assigned the vintage aircraft collection an 11. Based on their conclusions, Fantasy of Flight is premiering night-Flight, an after-hours program that offers visitors four hours to explore the facility in search of the unexplained.

“We’ve had a number of very interesting paranormal occurrences at Fantasy of Flight since we opened in 1995,” Weeks said. “It never occurred to us to explore them until we were approached from two completely different and indepen-dent paranormal groups wanting to investigate our facilities. I personally believe the apparitions and energies that have been experienced are not only connected to specific airplanes, but the environment they are housed in as well. There have been movements of objects, voices heard, apparitions showing up in photos and actual sightings.”

With the nightFlight tour, a limited number of guests will join API’s paranormal guides for an after-dark, hands-on adventure searching for evidence of supernatural activity.

The nightFlight tours, slated for Feb. 13 and

Feb. 27, are $75 per person. Participants are encouraged to bring a camera, voice recorder, video recorder and extra batteries. Participants must be at least 16 years old and accompanied by an adult if under 21 years old.

‘It’s a plane thing’Do your family and friends say they have no idea what you

What began as a small collection of booths hosted during a day of safety seminars has grown into the 27th Annual Northwest Aviation Conference & Trade Show, slated for Feb. 21-22 at the Western Washington Fairgrounds in Puyallup.

The Washington State Community Economic Revitalization Board has awarded a $25,000 grant to Pierce County to conduct an economic feasibil-ity study at the Tacoma Narrows Airport (TIW). The study is scheduled to be completed by early March, coinciding with the completion of a Business Case Evaluation already in progress, accord-ing to county of ficials. Information gained from the studies will be combined with an FAA-funded Airport Master Plan Assessment to be started later this year. The result of these efforts will be a plan to guide county investment decisions at the airport, officials explain.

DHL will donate its former hub in Wilmington, Ohio, to the Clinton County Port Authority, which plans to redevelop the site into an airport/commerce park. DHL closed the hub in 2008. The transac-tion is expected to be closed by the end of the first quarter.

Honeywell has released an urgent safety bulletin, noting that updates for some Bendix/King databases contained incorrect information. According to Honeywell officials, after the distribu-tion of Cycle 1001 databases, which have an effective date of Jan. 14, Jeppesen informed Honeywell that the data file contained incorrect Dynamic Magnetic Variations for all terminal and en route waypoint records. Databases must be corrected before use.

The FAA is developing a program to conduct Wildlife Hazard Assessments at approximately 2,000 GA airports. Officials expect this program to begin later this year, in a phased-in approach that will take several years to complete because of the large number of assess-ments required. The FAA will make AIP funding available for these assessments, according to officials.

South Carolina’s Greenville Airport Commission is actively seeking busi-nesses for seven parcels of land that range in size from 2.5 to 18 acres at the Greenville Downtown Airport (GMU). This marks the first time these parcels have been listed on the commercial real estate market, according to airport officials.

GMU, the busiest GA airpor t in South Carolina, is home to more than 25 aviation-related businesses, which create 453 jobs that annually contribute more than $35.2 million to the local economy.

Washington State aircraft owners are rallying the troops to fight a new tax that could add hundreds — or even thousands — of dollars a year to their fixed costs.

The proposed tax would levy a 1% excise tax based on the value of aircraft. Under the measure, a plane worth $100,000 would be taxed $1,000.

The proposed tax, recommended by a citizens’ commission on tax prefer-

ences, was brought to the attention of the Washington Pilots Association by State Sen. Cheryl Pflug (R), who told the association that the commission views the tax as a “revenue opportu-nity” and is recommending the state legislature impose it.

“From what I can gather, it is suggested that the legislature look at raising the tax as an ‘opportunity’ to backfill the budget gap,” said John Townsley, who keeps tabs on govern-ment and how it impacts aviation for the WPA. “Given the dire situation of

the state budget, I’m sure raising the excise tax will get a hard look, and may appear in legislation this session.”

Townsley is asking all Washington pilots to contact their elected repre-sentatives and let their opposition to the tax be known.

“It’s not enough just to say we don’t want it,” he warned. “Pilots, aircraft owners, and businesses that depend on GA should contact their legislators in Olympia to explain why significantly increasing the excise tax would be counterproductive in the current eco-

nomic climate. They should explain the impacts in very personal terms. How will they suffer from this tax? Why is the tax unjust and unwarranted?”

The tax proposal raises a lot of ques-tions, he added. Among them, what will the impact of the tax be on aviation businesses? “It is conceivable that some businesses might change their business model, as in hire less staff to pay for the tax rather than someone’s salary.”

Piper Aircraft, Inc. unveiled its PiperSport Light Sport Aircraft at the U.S. Sport Aviation Expo in Sebring, Florida, Jan. 21.

“With the PiperSport, Piper is enter-ing what is undeniably one of the most exciting market segments in general aviation,” said Kevin Gould, president and CEO. “This burgeoning segment is becoming vital to our industry and playing an ever-increasing role in devel-oping general aviation’s next generation of pilots.”

The PiperSport, manufactured under a licensing agreement with Czech Sport Aircraft (CSA) and distributed through PiperSport Distribution, Inc., is immediately available for sale, with first deliveries scheduled for April, according to Piper officials.

The PiperSport features a rate of climb of 1,200 feet per minute and is capable of reaching a maximum cruise speed of 138 mph and an altitude of 10,000 feet. The aircraft has a gross weight of 1,320 pounds and 600 pounds of useful load. With the ability to run on automotive fuel, the PiperSport’s 30-gal-lon fuel capacity gives the LSA a range of 600 nautical miles and the ability to

General aviation at all levels mar-shaled forces to take aid to the survivors of the massive earthquake that hit Haiti Jan. 12.

The Aircraft Owners and Pilots Association (AOPA) went into action immediately, making contact with key government officials to arrange that flights with relief supplies from anyplace in the U.S. could be made to an airport in Florida, where those supplies would be transferred to military aircraft for the trip to Haiti, reducing the number of flights trying to get into the one runway at the disaster area.

AOPA President Craig Fuller also urged members not to fly to Haiti, unless requested, but to compute the cost of a flight and donate that amount to a reputable relief agency.

The National Business Aviation Association (NBAA) quickly set up a special webpage to coordinate infor-mation about using corporate aircraft to transport personnel or emergency items.

The control tower at Port-au-Prince International Airport was destroyed during the earthquake, leaving control-lers to work outside at a folding table, using military radios to handle about 160 flights a day, until the FAA dispatched a portable, temporary control tower to the airport Jan. 21.

In the days after the quake, air traffic to and from the island was so heavy

that many flights had to be diverted. Hundreds of aircraft circled and waited for landing clearance, with priority flights given preference.

Some pilots, flying to other areas of the island, used roads as runways.

Tradewind Aviation of Oxford, Conn., delivered supplies, food and doctors to an isolated area near the epicenter of the earthquake, using a 1,200-foot stretch of road, which allowed the company’s Cessna Grand Caravans to land and deliver up to 3,000 pound of supplies up to six times a day.

One of the first organizations to respond was Bahamas Habitat, which flew missions to outlying areas begin-ning just days after the quake, delivering

medical supplies and evacuating people, using a Beech Baron recently donated to the organization, as well as volunteers flying Cessna 182s, Bonanzas, Aztecs and a Caravan.

“We are focusing on getting to the airports of Cap Haitien and Les Cayes that are north and west of Port-Au-Prince where the big aircraft cannot

serve,” said Abraham McIntyre, execu-tive director of Bahamas Methodist Habitat.

Also dispatched to Haiti was Mission Aviation Fellowship’s new Kodiak, the first-ever use of the new plane for disas-ter relief work.

“The Kodiak is the next-generation bush plane and is made for such a time as this,” said John Boyd, MAF president. “It can land on short, unpaved airstrips to get essential humanitarian help to its destination quickly and safely in the absence of viable roads.”

MAF, which has been in Haiti for 23 years, also set up a communications center connected to a GATR VSAT sat-ellite system, supplying high-bandwidth communications to workers from at least 16 international aid groups. The ministry is also helping coordinate the arrival and distribution of relief through its hangar at the airport.

Even celebrities got involved, with John Travolta flying his 707 to Haiti Jan. 26, transporting 50 doctors and more than 7,000 pounds of medical supplies, food and water, purchased with funds donated by Travolta. On the return trip, he brought Haitian-Americans home to the U.S.

GA responds to Haiti crisis

Air Journey is offering free membership to its new Easy Air Journey for any air-craft flying relief efforts in and out of Haiti. The new software, which streamlines filing eAPIS flight plans with the U.S. Customs and Border Protection, is authorized by the Department of Homeland Security, according to company officials.

Air Journey’s Thierry Pouille offered the free membership after hearing about a pilot flying relief missions who ran into trouble with a previously filed eAPIS flight plan. When the mission required a change in routing, lack of Internet connectivity made it impossible for the pilot to amend his original flight plan on the Homeland Security website. The pilot was told that deviating from his filed route would likely result in a hefty fine upon reentering the U.S.

“We hate to hear stories like that,” Pouille said. “That’s why we designed Easy Air Journey. That pilot flying out of Haiti could have called our 24/7 Help Line and we would have easily made the adjustments for him.”

Senate hearings reveal confusion, confessions and condemnation

WASHINGTON, D.C. — Confusion, confessions, and c o n d e m n a t i o n marked hearings by two Senate com-mittees on the same day over aviation security and the T r a n s p o r t a t i o n Security Administration.

Erroll Southers’ withdrawal of his name to be administrator of the TSA added to the uncertainty of government actions following the embarrassing failure to recognize and stop a terrorist boarding the flight from Amsterdam to

Detroit on Christmas Day.While the hearings focused primar-

ily on airline security, members of both committees were impatient with TSA, Homeland Security, and communication between varying government agencies, causing aviation interests to anxiously await congressional action.

Sen. John (Jay) Rockefeller (D-W.Va.), chairman of the Committee on Commerce, Science and Transportation, was particularly pointed in his comments. “We need to harden our defenses and evaluate if we are doing everything we can to meet the evolving Al Qaeda terror-ist threat,” he said. Ending his opening remarks, he expressed disappointment in the withdrawal of Southers as TSA admin-istrator. Confirmation for this position comes under Rockefeller’s committee.

Rockefeller has consistently stated he is concerned over the security threats he believes general aviation poses.

In another committee, Sen. Joe Lieberman (I-Conn.), chairman of the Homeland Security and Government Affairs Committee, said some elements of the U.S. security system are not working as they should and must be fixed.

Witnesses included Janet Napolitano, administrator of the Department of Homeland Security, who tried to clarify her comment after the Christmas Day threat that “the system worked well.” Defending DHS, she testified that the agency “is a consumer of intelligence information” and must pull all the infor-mation together.

Several witnesses confessed failure, but promised to straighten things out

and communicate with others. There was a good deal of finger pointing, in effect admitting mistakes, but also saying some of those mistakes were because of the failures of other departments or agencies to communicate.

Much of the discussion at both hearings centered on the “failure of the system” to share information about terrorists, but one senator aimed the investigation in a more pointed direc-tion.

Sen. Byron Dorgan (D-N.D.) said the committee wanted to find out why there are screening and intelligent failures. “We’re not talking about systems,” he said, “we are talking about people.”

Aviation security remains in spotlight

TSA launches vulnerability assessment

The National Association of State Aviation Officials (NASAO) is assisting the Transportation Security Administration (TSA) in launching its General Aviation Airports Vulnerability Assessment.

The assessment is a short survey that allows GA airport operators to self-assess the current level of security at their air-ports. It helps identify security strengths and areas that may need improvement, NASAO officials said.

NASAO’s relationship with TSA goes back to the founding of that agency. NASAO was one of the leaders of the aviation com-munity that wrote the proposal that became TSA’s “Security Guidelines for General Aviation Airports” in 2004, according to NASAO officials.

“Many NASAO members — the states — have been leading the way in providing adequate and appropriate general aviation security standards without onerous restrictions or unnecessary regulations,” said NASAO President and CEO Henry Ogrodzinski. “Therefore, it’s logical for the association and the states to assist TSA in promoting and distributing the vulnerability assessment. It’s important the general aviation community continue to protect its aircraft and airports from misuse or abuse.”

The 9/11 Commission Recommendations Act of 2007 directed TSA to develop and implement a standardized threat and vulner-ability assessment program for GA airports. It also required TSA to evaluate the feasi-bility of a program to provide grants to GA airports for projects to improve security.

Each time I read of a new secu-rity proposal that will impact general aviation, I feel like keying the mic button and saying, “Washington, we have a problem.” You know, just to see if anybody’s listening.

That’s because our freedom to fly is at risk.

Risk — now that’s a word that’s used a great deal, however, I don’t think its meaning is understood when it comes to security. When someone or something that we value can be taken away from us, denied to us, damaged or destroyed, it is at risk.

The reason why it is at risk is another matter. Perhaps Mother Nature takes the form of a tornado or hurricane and puts us, our families, or something that we want to protect — like an airplane or airpark — at risk. The cause behind the risk is the threat.

Threats are real and substantial. Threats are the reason we purchase insur-ance. Insurance companies rate how likely we are to suffer a loss from a threat. They call these ratings exposures. Well my fel-low aviators, we are exposed. And it’s not to Mother Nature.

Threats — other than those from the environment or weather— are caused by human beings. Threats cause us to make changes to our plans and actions. If you agree with the report submitted by the Inspector General of the U.S. Department of Homeland Security on threats and general aviation, then you already know that it states, “We determined that general aviation presents only limited and mostly hypothetical threats to security.” But we’re being told that we should make changes to our plans and our actions when it comes to flying. So what threat is the force behind the proposed changes?

Last year at about this same time the general aviation community sent a clear message to Washington: We didn’t like the proposed Large Aircraft Security Program. It was too expensive. It was too invasive. It was too burdensome. So what happened afterwards?

Security Directive 08G happened. Those of us who keep our aircraft at com-mercial service airports — airports that are required to comply with TSA-approved security programs because they have scheduled airline service— were required to submit to criminal history records checks and obtain airport badges at our own expense. The background checks and badging requirements were part of the very same elements listed in the LASP. So who wouldn’t take the “no” for an answer that was clearly given by the 7,000-plus

negative responses from the taxpayers?I do risk assessments profession-

ally. There are three different elements involved in an objective risk assessment. Consequence is the value an asset has. If there’s no value in something, why waste time and resources protecting it? Next, there’s the threat. Threats make use of a particular tactic to exploit a vulnerability, which is the third element used in a risk assessment. Why is vulnerability impor-tant?

I have some bad news. The world is full of vulnerabilities. I’m vulnerable to being killed by a crashing satellite. What keeps me from building an underground bunker and liv-ing like a mole is the knowl-edge that the probability an orbiting satel-lite (the threat) could come careening down and kill me by imparting a lethal dose of kinetic energy (the tactic) while I’m not surrounded by a structure that would protect me (my vulnerability) is extremely small. We make adjustments to our plans and actions based upon the level of risk. It’s because of that extremely small and mostly hypothetical threat that I don’t spend the money to build an underground shelter and hide from those pesky satellites.

The airplanes we own, rent, rent out, or fly on behalf of others are valuable. If they weren’t, we probably wouldn’t bother paying our various aviation insur-ance premiums. We know that our aircraft are vulnerable to damage from all sorts of things: hail and hammers, sticks and stones, even crazed café cooks with can openers.

Our challenge is in knowing the threat and the specific tactic that particular threat would most likely use. The worst case threat against which we design a system of security is known as the Design Basis Threat. Remember the report that says the threat is “mostly hypothetical” — that means there’s no Design Basis Threat. And since no one is sharing any threat informa-tion to the contrary, the only threats to general aviation seem to be coming in the form of Notices of Proposed Rulemaking.

Don’t spend a dime on security based upon vulnerabilities alone. You’d be throw-ing your money away. Spend money on security only when there’s a risk. If there’s no threat, then there’s no risk.

So the next time someone proposes a mandatory security program for general aviation and doesn’t share the Design Basis Threat, it’s time to key the mic and say…“Washington, we have a problem.”

‘We have a problem’ GLOBAL WARMING DEBATE: IS IT OVER?

It is obvious that Ben Visser is a right-wing conservative and, being more mainstream, I find many of his articles quite irritating. However, his recent article about global warming (Global warming debate stifles progress, Jan. 12 issue), was over the top and, frankly, offensive. His clumsy shot-gun analogy about the scientific data concerning climate change was very counterproductive.

There is no longer any debate among credible scientists about the validity of global warming and the contribution of burning fossil fuels exacerbating it. The debate is over! The only uncertainty among scientists is the exact degree to which humans are contributing to it and exactly how long it will take and how much more temperature rise it will take before disaster happens.

The Bush Administration, which, as we all know, represented the oil and coal industries, tried to obfuscate the science of global warming for eight precious years, during which progress could have been made.

About the only thing that was factual in Mr. Visser’s article was when he admitted that he did “not have a clue.”

Just suppose that global warming is a reality. Wouldn’t it be prudent to try to do something about it before it is too late? Or, do you think we should sit around and debate the scientific data while Rome (and our planet) burns?

WHY SHOULD THE TAIL WAG THE DOG?

Why not call what we do just...aviation. I submit that it is easy to make the case for retiring that first, ambiguous, word. After all, whenever I am required to define the term general aviation to non-flyers, I always repeat the general bromide that it is “all aviation that is neither military nor airline passenger transportation” or, in other words, everything else.

If this is so, why does what we do need any modifying adjective to distinguish it from what is actually the much smaller number of aircraft and flights flown in any given hour, day, month or year. Most pilots are general aviation pilots, flying general aviation aircraft into mostly general aviation airports. Why should the tail wag this dog?

Of course I realize that nearly all non-flyers think of aviation as Jet Blue, Southwest and the rest of them with multiple toilets on board, but that is no reason for us not to begin a campaign to change the language over the next generation or two.

The change would be evolutionary, rather than revolutionary, and I don’t expect that it would catch on overnight. However, if we pilots began the practice of using adjectives only when referring to military aviation and airline passenger aviation, we would immediately save the breath, and ink, it takes to say, and print, the meaningless word general all of the time, and, ever so slowly, it just might disappear from the term and alter the concept.

After all, Neil Armstrong was doing just aviation, as was Orville, and Lindbergh, and me, last Friday night, when I flew to dinner at Albany. None of those flights were of the “other” kind that we keep trying to define ourselves as different from. I submit that we just don’t need a first name. We are aviation. Period.

The kit planes take top honors as builders sing their praises by bILL WALKerFor General Aviation News

The man working on his own kit plane at the Just Aircraft factory in Walhalla, S.C., is Robert Stephens, a retired airline pilot who chose the builder assist option when he bought a Highlander Light Sport Aircraft last year.

Stephens said he picked Just Aircraft after considerable study of the LSA market over the past few years. And the Highlander he chose drew increased recognition in 2009 by winning the Reserve Grand Champion award at Sun ’n Fun and the Light Sport Grand Champion title at Oshkosh.

Just Aircraft makes two LSA kits, the Escapade and the Highlander. The Escapade first appeared in 2002 and was followed by the introduction of the Highlander at the 2004 Arlington Fly-In, according to Troy Woodland, who designed both planes.

Originally based in Idaho, the Just Factory relocated to Walhalla, S.C., after Gary Schmitt invested in the company.

Woodland noted it was discussions with Schmitt at Oshkosh several years ago that led to the Highlander. He wanted a side-by-side aircraft instead of Woodland’s tandem seating arrange-ment and finally got it with the tailwheel design that evolved into the robust Highlander.

Both planes have a 4130 chrome moly steel tube fuselage with heat shrinkable Dacron covering and a 31-foot, 6-inch wingspan. The wings fold so the planes can be transported in an 8-foot-wide trailer.

The Escapade, which sells for $19,800, can be built as a tricycle or conventional gear aircraft, while the Highlander, priced at $22,000, is tail-wheel only, emphasizing its backcountry capabilities. (A nosewheel Highlander model is in the works).

For the Highlander, the factory offers a wider landing gear with beefed up legs and heavy-duty axles able to handle oversized Alaskan Bushwheels or similar big tires. Most buyers add the optional 8-inch extreme tailwheel. The Highlander also can be fitted with floats or skis.

Both models meet the LSA maxi-mum gross weight of 1,320 pounds. With a 200-pound pilot on board and full fuel of 26 gallons, there’s still nearly 350 pounds of hauling capability available.

“We’ve shipped more than 180 kits worldwide and should send out about 50 this year,” factory manager Harry

Berndt said late last year, adding he estimates about 110 of the planes have been completed.

A retired Xerox executive who got tired of playing golf every day and came on board in South Carolina, Berndt noted the company has customers in England, France, Spain, New Zealand, Canada, Ecuador and various other countries, plus the United States.

One of those customers is Stephens, who retired from Delta Airlines four years ago after a 36-year-career. He owned a 65-hp J-3 Cub for 40 years when he finally decided he needed more horsepower to safely clear the tall trees at his Florida airstrip.

To get that added power, he selected the fuel-injected 130-hp Rotax 914. The installation is one of the first on a Highlander, he said, and should get the plane off the ground in less than 200 feet.

“I’m trying to build my plane — engine wise, prop wise and ride wise — to cruise at over 100 mph,” Stephens said. “I want to fly out west in the moun-tains.”

Other engine options include the 80-hp Rotax 912UL ($22,698), 100-hp Rotax 912ULS ($24,566), 85-hp Jabiru 2200 ($13,226), 120-hp Jabiru 3300 ($17,395), and a 103-hp Volkswagen engine with exhaust kit ($6,295).

Performance figures at gross weight indicate the Highlander equipped with the 912S Rotax cruises at 110 mph, stalls clean at 32 mph and at 27 mph with 40° of flaps. Takeoff roll and landing ground roll are 300 feet, while it climbs at 880 feet per minute.

The engine uses 4.9 gallons per hour at 75% continuous power and Rotax says premium unleaded 90 octane or higher leaded or unleaded gasoline or 100LL are acceptable.

The factory offers a basic instrument panel as a $1,200 option, but Berndt said nearly every customer opts for a far more sophisticated custom panel.

Changes or upgrades to the models over the past few years include a tighter fit for doors, instrument panel glare shield, an oil access door, cabin heater, and an upgraded interior with carpeting and more comfortable seat cushions.

The cabin is 44 inches across and tall enough to handle pilots up to 6-foot, 7 inches and 300 pounds, Berndt added.

Both models are advertised as quick build kits.

“We’re taking about 600 to 700 hours and no welding,” he said. “We have an extensive build manual which we put online so potential customers can see what it takes to build the airplane.”

Stephens noted the factory builder assist option was a good choice, noting technical help was only a few steps away

“I tell customers to buy these options for sure: factory-built wings, the option of the wings set to the fuselage, and fuselage powder coating,” Kesler said. “I’ve painted a fuselage before and you don’t get it all — powder coating gets it

all. With the wings built in the jig, they’re true, they’re straight, they’re square. The washout is built into the jig and you can’t mess it up. With it set to the fuselage here with our jigs, the plane then becomes a bolt-together plane for the customer. With those three options the plane is going to do what we advertise it to do.”

Dennis Woodland, father of aircraft designer Troy Woodland, cuts the wing ribs for all the kits. He said he likes the

plane so much he decided — at age 71 — to build his own.

“Flying is something I always wanted to do,” he explained. “My wife told me I could do it when I got to life expectancy age, so I’m just about there.”

Just Aircraft test pilots don’t have to leave the property to put their planes to a backcountry test. The factory runway, only a few steps from the entrance door, is a rutted, clay-covered side of a hill leading

down to a lake. Landing is uphill on a near 20% grade with about 400 feet maximum available runway.

Designer Troy Woodland credits Just Aircraft kit builders with spreading the word on the factory’s planes.

“Our customers are our salesmen out there,” he said. “Without them we wouldn’t even be here.”

My opinion is that it is not a deal breaker to not have exactly the rpm in question, just close, and that it is the percentage of change during the mag check that is what is really important.

This is a question that may have crossed many a pilot’s mind

as they transition from one aircraft type to another. First of all, the most important place to check for the proper procedure for the specific aircraft you

are going to fly is to review the air-frame manufacturers Pilot’s Operating Handbook (POH). There may be a chance that the particular air frame manufacturer has a specific rpm range it has established during the testing and certification of the aircraft. Therefore, those guidelines should be followed.

The above may be the rule for cer-tificated aircraft, but what do you do if you’ve got a homebuilt aircraft? The best thing to do is review Lycoming Service Instruction 1132A or its latest revision. This publication provides guidelines on how to conduct a mag-neto check by either power reference or by engine speed. Regardless of the method you choose, the drop in rpm, or magneto drop-off, must not exceed 175 rpm on all L ycoming engine models, except helicopters, which are permitted no more than a 200 rpm drop-off. Regardless of engine model or airframe application, the difference in magneto drop-of f between both magnetos should not exceed 50 rpm.

I’d like to offer my response

to a hot engine start (What is the

procedure for a hot engine start? Nov. 20, 2009, issue). If I know I’m going to have a quick turnaround after engine shutdown, this is what I do: I throttle up to about 1,500 rpm, then I turn the fuel selector to off. By doing this, you use the fuel in the line and, when that is gone, the engine will shut off. This basically eliminates any vapor lock on restart, the typical cause for hot start issues.

Hot star t procedures using this shutdown method should proceed as if the engine was cold. It’s worked for me countless times. Have you ever tried this method?

starts. It’s always nice to get ideas from folks who have had success with things like this particular issue.

While you didn’t say, I assume you have a fuel-injected engine, which would make sense. Usually the prob-lem of getting a hot engine to start is a result of the fuel boiling in the lines and evaporating while the engine is

shut down following the flight. The problem area is primarily between the fuel injector throttle body and the flow divider, which is mounted on top of the engine in most installations, and the fuel nozzles installed in the cylinder head. The fuel lines running between the two points are exposed to all that engine heat (remember heat rises), which increases following engine shut-down for a period of time, causing the fuel to boil and evaporate. The hard starting comes from not having any fuel getting to the cylinder when trying to restart the engine, which means you’ve got to do a lot of cranking to get the fuel where it needs to be.

By using your procedure, Andy, you simply begin like a cold start and prime or turn the boost pump on like you would for the first start-up of the day.

It’s hard to argue with success and, if this procedure works well for you, it should do the same for others.

Trace debuts 750-hp engineLast October, Trace Engines L.P. received its FAA

Production Certificate for its 600-horsepower, liquid-cooled, turbocharged V8 engine for the general aviation market.

Last month, Trace achieved a new power milestone by successfully testing a production engine, with an experimental camshaft, to over 750 horsepower, accord-ing to officials with the Midland, Texas-based company. The additional 150 horsepower on the certified OE600 Trace platform enables an extra safety margin for short field takeoff applications, officials note, adding it also enables even faster climb rates to cruise altitude with similar fuel consumption. Trace Engines has begun test-ing in preparation for type approval of the new engine, which will be designated the TE750.

“The increased horsepower on our new engine will open doors to general aviation applications that are currently powered by 750-hp turbines,” said David Czarnecki, CEO, who added that many aircraft compa-nies should benefit from the Trace piston engine power, increased speed and performance at altitude, lower overhaul costs, as well as fuel consumption savings.

Trace Engines will offer its TE750 with enhance-ments, including electronic fuel injection and ignition, he said.

“Our plan is to optimize the performance of our Trace Engines for all operating points, which electronic engine management will allow us to do,” he said. “With

this optimization, we can offer gains in fuel efficiency and adjustability per airframe.”

The electronic engine management also will be applied to the OE600 engine as a performance enhance-ment kit for engines in service and will ultimately become stock on all engines from the factory once FAA certification is complete, he added.

Development and validation testing should be com-pleted this year, with full certification expected early next year, according to Czarnecki. Given the limited modifications to the company’s Type Design Data, the testing will mostly involve approval of the electronic engine management system, he said.

“Trace Engines will be pushing to bring our new 750-hp model to market as soon as possible,” he said, adding the company is seeking STC partners for select airframe applications.

a specially built Nieuport-Delage 40R, reached an altitude of 30,050 feet, about 5.5 miles up, just barely besting Schroeder’s record. Casale would try again on June 7, reaching 31,160 feet, a new world’s record, at 5.9 miles. On June 14 he would break his own record by climbing to 33,136 feet, breaking the six-mile mark.

Efforts then shifted back to the United States with the introduction of the Curtiss Wasp and the piloting skills of Curtiss Chief Test Pilot Roland Rohlfs.

Rohlfs, who began his career in 1914 as a mechanic with the Curtiss Aeroplane Co., became the company’s chief test pilot in early 1918 when the Curtiss Company formed the new Engineering and Experimental Development Division at Garden City, Long Island.

The Curtiss Model 18, known as the Wasp, was a two-place fighter designed specifically for the new 400-hp Kirham K-12 engine, a water-cooled geared V-12. The K-12 would give the Model 18 world-record performance.

In a test in August 1918, Rohlfs flew the plane to a top speed of 163 mph, making it the fastest airplane at the time.

During flight test work in 1918, the company real-ized it was possible to use the Wasp to establish a new altitude record. In March 1919 Rohlfs climbed

to 26,000 feet, descending only because of the failure of the oxygen system. It was decided then to try for a world’s altitude record and a special version of the plane was designed with increased wing surface area, raising the intended service ceiling from 30,000 to 35,000 feet.

On July 25 Rohlfs climbed to 31,100 feet to break the year-old American record held by Schroeder, but not enough to break the world’s record. Rohlfs’ efforts would continue with a flight on July 30 reaching 31,700 feet. Sept. 13 saw a third flight climbing to 34,200 feet to set a new world’s record. A fourth flight sealed the deal with an altitude of 34,610 feet. This record would stand until turbo-supercharged engines came into use.

So, the next time you are jetting along in the stratosphere, remember Roland Rohlfs and the other pioneers who risked life and limb, frozen fingers, frozen eyeballs and hypoxia to get us six miles up.

Pioneering pilots risked life and limb to reach new heights

Suppose you are cruising along in an airliner at 34,000 feet, nestled comfortably in your seat in a heated, pressurized environment. Now image turning to look out of your window and, to your amazement, you catch a glimpse of a cloth-cov-ered triplane with the pilot sitting in the open, wearing heavy coveralls, goggles, a leather helmet, and suck-ing on an oxygen tube. Such was the case in 1919 when Roland Rohlfs reached six miles high in a Curtiss Triplane.

Record altitude flights began with the Wright brothers. During the fall of 1908 Wilbur Wright demonstrated his Flyer for French officials at Camp d’Auvours, Le Mans, France, outside of Paris. On Nov. 13, 1908, at the Camp d’Auvours military field where the second series of flying demonstrations were held, Wright won the Aéro-Club de la Sarthe Prize for altitude flown above balloons set at 30 meters high.

At about the same time at Issy, France, Henri Farman climbed to the same altitude. On Nov. 18 Wright soared over 90 meters and the competition for altitude records was on.

Record heights only gradually increased until what was called “the world’s first great altitude flight” took place Dec. 28, 1913, when Georges LeGagneux was the first to reach an altitude of over 20,172 feet or approximately four miles up in the air.

While the advent of World War I slowed record attempts, it boosted interest in the development of high altitude aircraft. One development from the war that would affect later altitude flights was work on turbo-superchargers, which would compensate for the lack of oxygen at high altitudes.

At the end of 1918 the world altitude record was 28,000 feet, set by Capt. Rudolph Schroeder of the US Army at McCook Field, Dayton, Ohio, on Sept. 18, 1918. The plane was a Curtiss-built British Bristol fighter that had been equipped with a 300-hp Wright-built Hispano-Suiza engine.

The following spring the French made a series of flights to set a new world’s altitude record. On May 28, 1919, French Air Service Lt. Jean-Paul Casale, using

set on these flights, I found it difficult to find uniform reporting. In one case for Casale, four different sources list four different altitudes reached on the June 7, 1919, flight. I also found discrepancies

on other flights by the other pilots. One source in a book covering

LeGagneux’s flight provide a different altitude than given by LeGagneux in a quote in the book. Thus, I have used numbers provided by Flight, Aviation and The New York Times.

Kissimmee Gateway Airport flight schools soar with new Cessna aircraft

Florida’s Kissimmee Gateway Airport (ISM) has been an industry leader in raising standards for pilots, aviation enthusiasts and business clients on and off the runway. The airport has offered flight training for more than 37 years and has four flight schools. SunState Aviation and Orlando Flight Training, two established flight training schools at

the airport, have increased their aircraft fleets to include new Cessna airplanes.

SunState Aviation will grow its business with a new 16,000-square-foot facility, currently in the design phase, and three new Cessna

aircraft. One of the new aircraft will be a Cessna SkyCatcher, a two-seat, single-engine plane, which will arrive at the flight school later this year. The SkyCatcher will allow current and potential students the opportunity to accumulate more flight hours at a lower cost. The school, which has an accelerated flight training center program, currently operates 14 Cessna aircraft and one Cessna simulator. Cessna Aircraft Co. has recognized four Cessna Pilot Centers as the first training schools to gain approval from the FAA under Federal Aviation Regulation (FAR) Part 141 to use Cessna’s new Sport/Private Pilot Course in their private pilot certificate training programs.

The Cessna Pilot Centers gaining Part 141 approval are: Air Fleet Training Systems Inc., Fairfield, N.J.; Snohomish Flying Service, Snohomish, Wash.; Trade Winds Aviation (dba for Skyworks Inc.), San Jose, Calif.; and Pensacola Aviation Center, Pensacola, Fla. Many other Cessna Pilot Centers are also in the approval process to add the course to their training programs, according to Cessna officials.

Cessna developed the new Sport/Private Pilot Course in association with King Schools of San Diego and released it to Cessna Pilot Centers in September after qualifying it for FAR Part 141 approval. The course is now the foundation of Cessna’s Flight Training System offered by the global Cessna Pilot Center network, Cessna officials note.

The major advantages of the Cessna Flight Training System are that it’s web-based for maximum customer flexibility, and it incorporates customizable scenarios for maximum instructor flexibility, com-pany officials explain.

The web-based system keeps track of every aspect of customer training, while customers can access training materials from any location where they have access to the Internet. And since the program is web-based, changes and updates can be made instantly, with no replacement materi-als to distribute, company officials note.

The Cessna Flight Training System also allows an instructor to customize the program to meet the requirements of the local training environment while not compromising the integrity of the training system, officials add.

Cessna Pilot Centers are flight training affiliates that use Cessna’s proprietary training curriculum and Cessna aircraft. There are more than 280 in the United States and around the world.

Senior leadership changes at Cessna

Cessna Aircraft Co. has reported changes to the company’s senior leadership team.

After nearly 40 years in finance, the last 14 with Cessna, Mike Shonka, executive vice president and chief financial officer, is retiring. He will be succeeded by Eric Salander, who is joining Cessna from parent company Textron, where he currently serves as executive director, Financial Planning & Analysis. Prior to this assignment, Salander worked for Textron Financial Corp., holding a number of senior-level

positions of increasing responsibility, including senior vice president, finance.

He has held several other accounting or analysis positions at companies such as Raytheon and Ernst & Young. He holds a bachelor’s degree in business and a master’s degree in accounting from the University of Rhode Island.

In another move, Ron Alber ti, senior vice president of integrated supply chain, will assume a new role responsible for the transition of work from the Columbus, Ga., and Wichita facilities to Cessna’s facility in Mexico.

He also will oversee SkyCatcher (pictured above) production in Shenyang, China, to ensure a smooth transition to high-rate production for the 162 SkyCatcher program, company officials said.

Eric Cardinali, currently president of Bell Helicopter, Canada, also a business unit of Textron, will succeed Alberti as Cessna’s senior vice president of integrated supply chain.

Cardinali has held several key leadership roles at Textron companies, including plant manager at Jacobson, and director of operations and vice president, integrated supply chain at E-Z-Go. He holds a bachelor’s degree in public administration from Western Michigan University.

The new appointments became effective Feb. 1.

Aircraft: Cirrus SR22.Injuries: 2 Fatal.Location: Lindsay, Okla.Aircraft damage: Destroyed.What reportedly happened: A CFI

and private pilot were returning to the airport after completing a biennial flight review. Data obtained from the onboard primary flight display revealed that as the plane approached the airport, it entered a snap roll maneuver, and began to descend. The plane did not have enough altitude to recover and collided with terrain approxi-mately one-quarter of a mile away from the airport.

Probable cause: The CFI’s failure to maintain control of the airplane, which resulted in an inadvertent stall while maneuvering.

Aircraft: Zodiac 601XL.Injuries: None.Location: Murrieta, Calif.Aircraft damage: Substantial.What reportedly happened: According

to the pilot, shortly after takeoff the fuel

pressure gauge went to zero and the low fuel pressure light illuminated. The engine quit during the takeoff climb. The pilot activated the auxiliary fuel pump and tried unsuccessfully to restart the engine, then turned toward an off-airport emergency landing site. The left main landing gear touched down first and then the nose wheel dug into the soft ground.

The pilot reported that on the daytime flight he was operating all of his electrical systems, including strobes, transponder, and radios. He said he believed that with the full operation of all the electrical devices, the electrically driven fuel pump did not have sufficient amperage to run. An inspection revealed that the carburetor bowl was empty even though there was fuel onboard the plane. With the fuel pump not operating, fuel was not being supplied to the carburetor, allowing the engine to lose power as a result of fuel starvation. When functionally checked, the fuel pump operated normally.

Probable cause: A loss of engine power due to fuel starvation, which was induced by the electrical system lacking sufficient power to run all of the electrical devices on the airplane and the electrical fuel pump.

Aircraft: Piper Cherokee.Injuries: None.

Location: Dallas, Texas.Aircraft damage: Substantial.What reportedly happened: The

private pilot was attempting to land on a 3,080-foot asphalt runway. The approach speed was higher than normal and the airplane touched down just beyond the runway numbers. During the landing roll-out, the pilot retracted the flaps and applied brake pressure, but determined there was insufficient runway length to safely stop the airplane, so he decided to abort the landing. He added full power and attempted to take off again. The airplane did not acquire sufficient altitude to clear obstacles at the end of the runway and the airplane hit two trees, then flew another 200 feet before it came to rest on a parkway. The airplane’s left and right wings sustained structural damage.

Probable cause: The pilot’s delay in aborting the landing.

Aircraft: Cessna 172.Injuries: None.Location: Jenks, Okla.Aircraft damage: Substantial.What reportedly happened: The

pilot, who was taxiing to a parking spot, noticed a drainage ditch covered with a metal grate but did not perceive that only a portion of the ditch was covered by the

grate. As he maneuvered to park, the nose wheel entered the uncovered ditch and the propeller hit the ground. There was no signage to make the pilot aware of the hazard.

Probable cause: The failure of the owner of the parking area to ensure that the surface was clear of hazards to taxiing airplanes and the pilot’s failure to ensure a safe taxi route in unfamiliar surroundings.

Aircraft: Cessna 172RG.Injuries: None.Location: Chamblee, Ga.Aircraft damage: Substantial.What reportedly happened: A CFI and

the pilot-rated student were approaching to land on runway 20R. After completing the pre-landing checklist they checked the under-wing mirror and noticed that the main landing gear was not down and locked. They made every attempt to lower the gear but were unsuccessful. During the landing, the right main landing gear collapsed, buckling the right elevator.

Examination of the landing gear by an FAA inspector found the nose gear actuator O-ring cracked and leaking hydraulic fluid. All fluid had been exhausted.

Probable cause: A cracked nose gear actuator O-ring resulting in hydraulic fluid exhaustion, and collapse of the main gear.

Fluorescent dye locates fluid leaks fast

Spectronics Corp. has introduced Aero-Brite Universal Fluorescent Leak Detection Dye to pinpoint the source of fuel, lubrication and hydraulic leaks in aviation systems.

Add a small amount of super-concentrated Aero-Brite dye to the aircraft system and let it circulate, company officials said, explaining the dye/fluid mixture will accumulate at even the smallest leak sites. Scan the area with a Spectroline high-intensity UV inspection lamp and a bright yellow/green glow will show the precise location of a leak.

The dye works with any fluid and will not damage the fluid’s properties or any of the system’s components. The dye can remain in the system as part of a preventive maintenance program, company officials note.

Audio panel for experimentals unveiled

PS Engineering has introduced the PMA5000EX audio panel for experimentals. Not having to go through the expense of certification helps reduce cost, as does removing the marker beacon receiver and speaker amplifier, according to company officials, who note it will sell for $995.

The PMA5000EX supports two VHF COMs, two switched navigation receivers, and has two switched Auxiliary (AUX) receiver inputs for any other audio sources where switch control is desired. It offers a front panel utility jack that accepts most cell phones, music inputs, and audio advisory inputs from portable devices. The panel also has four unswitched inputs for priority alert audio sources, such as engine analyzers, traffic and terrain monitors.

Flight Design maps its CT population

If you study FAA’s registra-tion database as I do, you’ll quickly discover that Flight Design and its various CT models have a strong presence in the USA — and the world for that matter, with 1,500 flying, according to the company.

Since CT was first certified in April 2005 — the second LSA to win Special LSA certification after Evektor’s SportStar — the German brand has steadily planted CTs across America. You can see a CT at more airfields than any other brand by more than double; the next closest is the American Legend Cub.

An online map recently developed by the company shows the locations of more than 300 CT aircraft in the United States. The distribution is surprisingly even, with obvious concentrations in big aviation states such as Florida, California, and Texas/Oklahoma, with another area of strength in New England, home base of the U.S. importer. This success is thanks to the early and capable work of Flight Design USA and its boss, Tom Peghiny.

Flight Design has also been busy overseas. The company pioneered use of something called Permit to Fly in Europe, allowing sales of the CTLS; it delivered the first LSA aircraft approved in India; and Flight Design won the first-ever Type Design approval for an LSA in China.

At the same time, the company developed another design using all-metal construction called the MC (CT

is 98% carbon fiber), and it is working to create a hybrid engine using a powerful electric motor for boost power and emergency use.

SLEEKEST TECNAM YETTecnam can lay claim to being the “largest LSA

manufacturer” by virtue of producing more than 3,000 ready-to-fly aircraft (with approximately 120 of them flying in the USA as “official LSA” — the U.S. is a relatively new market for the Italian company, which was formed in 1948). In my travels to Europe and other countries, I’ve seen a lot of Tecnam models sold under the rules of those countries. But even with all those aircraft and many interesting designs — such as the Echo Super, Sierra, Bravo, Eaglet, and even a new twin that isn’t a LSA — for my money, the P2008 is easily the prettiest two-seater the company has ever designed.

It resulted from the marriage of Tecnam, an all-metal airplane company, to Spain’s Composite Aeronautic Group (CAG). The latter, bought by Tecnam, was the short-time producer of the Toxo Sportster, a handsome all-composite LSA.

TICKET TO RIDE...ER, FLY, WELL, BOTH...MAYBE

You’ve surely seen news coverage of Terrafugia’s Transition, the “roadable” LSA from a brain trust of award-winning MIT engineers in Woburn, Massachusetts. This modern version of the well-worn flying car concept has attracted plenty of media atten-tion, and deservedly so. I have been reviewing all their materials and I’m impressed with the task’s complexi-ties.

Step one is the effort to create a powered-folding-wing, four-wheel aircraft that flies as the designers wish. That’s hardly a trivial project, especially as the folding wing must work in such a way that you can then drive down the road without removing those wings. Step two is making a road-capable drive train using the same Rotax 912 powerplant. Now, others have accom-plished such things, perhaps, but did those projects meet a set of rules called the Federal Motor Vehicle Safety Standards? After reviewing what’s involved, my guess is they did not. The long list of required items includes airbags, roll cages, crumple zones, crash-capable bumpers, head restraints, highway-speed brake systems, pothole-tolerant suspension, plus features like rear-view mirrors, automotive lighting including turn signals, and windshield wipers. Step three: Since all that hardware adds weight — and since none of those things are needed on a LSA — Terrafugia has petitioned the FAA for a higher weight limit. No decision has yet been reached by the agency.

ROTAX LIFTS TBO TO 2,000 HOURS

No one doubts the leading position of Rotax engines among LSAs. Of course, most European producers use the Austrian brand, but so do many U.S. builders, even Van’s Aircraft. However, despite their dominance, some GA pilots have scoffed at the brand, saying it isn’t a “real” aircraft engine partly as it didn’t match the 2,000-hour TBO (Time Between Overhaul) common to American brands like Continental or Lycoming.

Well, that argument has evaporated. Rotax not only upped the TBO on its flagship four-stroke 912 engine, the company even made it retroactive. Those following an optional Service Bulletin issued Dec. 14 can increase the life of the 912 they already own by performing what is essentially a detailed inspection; some older models may require some updates. The change applies to the 80-hp model, the popular 100-hp version and the turbo-charged 914 model.

As the company gained more field experience, it gradually increased the TBO. Given the considerable cost of overhauling, a TBO increase represents a gain in value for all owners. In fact, used airplane prices depend heavily on remaining time before overhaul; the longer the time remaining, the more value in the airplane. Finally, as the long-term supply of 100LL fuel falls increasingly in doubt, the company notes, “The Rotax is designed to burn Premium 91 octane auto fuel with ethanol.”
