    March 3, 2020

    PRELIMINARY SECTION

    CALL TO ORDER The meeting of the Personnel Commission of the Hacienda La

    Puente Unified School District was called to order by Mr. Henry

    Gonzales, Chair, at 4:30 p.m., in the Board Room, 15959 East Gale

    Avenue, City of Industry, California.

    Ms. Hernandez moved to approve the minutes of the regular

    meeting of February 4, 2020.

    DIRECTOR S REPORT 506. Mr. Cobos welcomed everyone to the meeting.

    507. Mr. Cobos provided recruitment updates on completed eligibility

    lists, along with current and upcoming recruitments.

    508. Mr. Cobos shared the New Hire Orientation on February 12th was

    attended by fifteen employees. The next orientation is planned

    for September.

    509. Mr. Cobos noted that all three Personnel Commissioners

    attended the CSPCA Annual Conference in San Francisco from

    February 20-22. Feedback has been extremely positive about the

    learning and overall conference experience.

    510. Mr. Cobos stated that the Personnel Commission will be taking

    part in the CSEA Professional Development day on April 6th. Staff

    will be teaching four sessions on career paths at the district.

    CalPERS will also be teaching a class about planning for

    retirement at this event, which is open to all attendees.

    511. Mr. Cobos advised that the Personnel Commission will be

    teaching a class at the California Council on Adult Education

    Conference on April 3rd in partnership with the Personnel

    Commission at Basset Unified School District. This class will

    presented to classified adult education employees from the

    region.

    512. Mr. Cobos mentioned the upcoming Employee Service Awards,

    to be held on April 30th at the Hacienda Heights Community

    Center. Everyone is invited to attend and celebrate our

    employees.

    513. Mr. Cobos noted that the April Personnel Commission meeting

    will be held later in the month, on April 14th, due to spring break

    514. Mr. Cobos indicated that he and Mr. Samreth, Personnel Analyst,

    will provide an update on the Instructional Support study later in

    the agenda.

    COMMUNICATIONS 515. Ms. Joyce Garcia, SEIU Chief Steward, welcomed Mr. Vasquez to

    the Commission. She thanked Mr. Cobos for helping to resolve

    some issues with job descriptions. She shared that she will not be

    able to attend the award ceremony on April 30th, but will have

    someone step in for her.

    516. Mr. Hal Longan, Director of Risk Management, shared his

    department is working on employee education and assistance

    with understanding their benefits, with participation from

    benefit providers and administrators. This includes participating

    in the upcoming Professional Development day and benefit fairs.

    Mr. Longan also mentioned that they will be hosting a retirement

    seminar on April 17th for both classified and certificated

    employees.

    III. CLASSIFICATION AND SALARY

    INSTRUCTIONAL SUPPORT STUDY UPDATE 521. Mr. Cobos stated that this update is not a final report with

    recommendations, but is meant to inform everyone about the

    current status of the study, and what the next steps are. A great

    deal of work has been completed.

    Mr. Cobos and the Commissioners have participated in a site visit at Stimson Learning Center. Additional site visits

    were requested.

    CSEA asked for the study and additional site visits to be put on hold until there was a full Commission.

    The February 2020 meeting was the first time there has been full Commission in almost a year and a half.

    522. Mr. Samreth shared the previous work done to study all

    Instructional Support classifications. Staff completed the

    following tasks as part of the data gathering process:

    Sent out surveys Conducted on-the-job observations of incumbents at

    multiple sites

    Led focus group sessions Interviewed subject matter experts

    Staff reviewed the data and drafted revisions to classification

    descriptions.

    The scope and size of the study is as follows:

    49 incumbents completed position description questionnaires

    55 incumbents were observed on the job 12 incumbents participated in the Instructional Aide II

    focus group discussion

    In working toward completion of this study, based on

    conversations with CSEA and the Commissioners, there will

    additional site visits.

    JOINT APPOINTED PERSONNEL COMMISSIONER

    REPORT (See attached)

    525. Mr. Cobos noted that all the actions taken with regard to the

    appointment process for the Joint Appointed Personnel

    Commissioner have been captured in the relevant meeting

    minutes, January 16 October 17, 2019, which are available on

    the Personnel Commission website. Staff will provide copies of

    these minutes upon request.

    Mr. Cobos presented an overview of the appointment process

    timeline, sharing details from the minutes that described the

    actions taken by the Commission, while maintaining all

    necessary confidentiality.

    Mr. Cobos invited anyone to share input or ask questions of

    himself or any of the Commissioners.

    UNFINISHED BUSINESS 526. None.

    COMMISSIONERS COMMENTS 527. Mr. Vasquez shared that he learned a lot at the CSPCA conference he attended with the other Commissioners, and

    plans to apply that knowledge to his work with the Commission.

    528. Ms. Hernandez shared how much she enjoyed attending the

    CSPCA conference, and that she found it to be very educational.

    She also attended the next class in the Merit Academy, a d e thankful for the opportunity.

    Ms. Hernandez thanked Mr. Cobos for his report on the Joint

    Appointee appointment process and for his invitation for input,

    and indicated that she will be submitting her own report on the

    subject.

    529. Mr. Gonzales complemented the department on the work they

    are accomplishing, referencing recruitments and training.

    Mr. Gonzales enjoyed attending the CSPCA conference with his

    colleagues and learned a great deal. He looks forward to working

    together with his fellow Commissioners with this additional

    knowledge.

    530. Mr. Vasquez shared that the Commissioners have all received

    business cards, and invited attendees to take them and contact

    the Commissioners.

  • PERSONNEL COMMISSION PERSONNEL COMMISSIONER JOINT APPOINTMENT

    REPORT & TIMELINE 1/16/2019 Commissioners voted to approve Ms. Hernandez as the Joint Appointed Personnel Commissioner. 1/28/2019 Ms. Hernandez completed her Criminal History Check form. 1/30/2019 Information received from the DOJ regarding the Criminal History Check results of Ms. Hernandez. 1/31/2019 Letter sent to Ms. Hernandez regarding her removal from consideration for Personnel Commissioner per Personnel Commission Rule 4.2.1-G. 2/5/2019 Update given at PC Meeting that the process was still ongoing. 2/6/2019 Ms Hernande initiated the appeal process and requests a review of the Criminal History Check results. 2/27/2019 Update given at PC Meeting that the process was nearing a resolution. 4/25/2019 Ms Hernande received court documents successfull removing one of the two items listed on her Criminal History Check. 4/25/2019 Legal opinion sent to Commissioners and Personnel Director from CSEA Chief Counsel, Andy Kahn, Esq. 4/26/2019 Personnel Commission received the court document from Ms. Hernandez successfully removing one of the two items listed on her Criminal History Check. 5/7/2019 CSEA commented at the PC Meeting about the CSEA legal opinion that was sent to the Personnel Commission. 5/8/2019 Legal opinion sent to the Commissioners and Personnel Director from William Trejo, General Counsel. 6/4/2019 Commissioners discussed the Joint Appointment for Personnel Commissioner at the PC Meeting. Based on all available information, the Commissioners voted on whether or not to proceed with the installment of Ms. Hernandez. The vote was 1-1 and therefore did not pass. The Personnel Director shared that this appointment would be forwarded to State Superintendent. 8/6/2019 Update given at PC Meeting regarding the Commissioners not being in alignment on the next steps that were communicated back in June. Next steps were being resolved based on the alignment issue. (Jeanne did not want to send to the State Superintendent and Henry did); Comments

    made by CSEA regarding the delay in the process. 8/19/2019 Packet sent to the State Superintendent s office 8/22/2019 Packet was received at the State Superintendent s office 9/3/2019 Update given at PC Meeting stating that the packet had been sent to the State Superintendent. 9/11/2019 Call received from the State Superintendent s office asking the Personnel

  • Commission to resend the information originally sent on 8/19/2019. 9/12/2019 Packet re-sent to the State Superintendent s office per his request. 10/1/2019 Update given at PC Meeting reiterating that the packet had been sent to the State Superintendent back in August and the response was pending. 10/14/2019 Personnel Commission received the decision letter from the State Superintendent s office appointing Ms Hernande as Personnel Commissioner. 10/17/2019 Special Personnel Commission Meeting to acknowledge the appointment and install Ms. Hernandez as Joint Appointed Personnel Commissioner.

    Training

    The California Council on Adult Education Conference scheduled for April 3 has been postponed due to COVID-19. The Personnel Commission was scheduled to teach two sessions with Bassett USD Personnel Commission to classified adult school employees in the region.

    The Personnel Commission will be participating in a Personnel Testing Council-Southern California (PTC-SC) virtual training on April 8 about testing in the age of “social distancing”.

    2020 Employee Service Awards

    The 2020 Employee Service Awards scheduled for April 30 is postponed until further notice due to COVID-19. As soon as more information is known, an announcement will be made about future plans for the event.

    Classification and Salary

    As a follow up to the Instructional Support Study update given at the March 3rd Personnel Commission meeting, site visits were in process of being scheduled when school sites were closed due to COVID-19. Updates will be shared as more information is known.
