Polk County is holding its tax rate steady and still budget-ing money for major projects next year.

Commissioners approved a $27.5 million budget on

~!in "Planned Pethood" through the Humane Society's spay/neuter as-sistance programs have paid off, as has the "Po Kittie's" trap/neuter/return program for feral cats. They also say expanded foster, rescue and adoption programs have dra-matically improved placement to save lives, and the Internet, e-mail and social media have made a big difference to the shelter's ability to place animals.

Euthanasia rates have declined steadily from more than 1,000 animals a year in 2005 to 300 in 2009 and only nine dogs and one cat since the beginning of 2010 – a live release rate of 98 percent.

Foothills officials say selling the crematorium will save the shelter a considerable amount in allowing the former crematorium building to be used for intake and isolation units for cats. They have been using the crematorium build-ing as an infirmary for cats with URIs (colds) for months now and they say the cats are getting better much faster. Providing quarantine on intake outside the main shelter building will further improve the health of the shelter cats.

When renovation construction begins, Foothills officials say they will need more fosters and adopt-

ers to have enough space for the summer peak "kitten season." To help move the animals faster dur-ing the renovation, Foothills will waive the adoption fee on cats and kittens.

Adoption sponsorship is an-other way to help if you can't take an animal. Foothills says it costs $55 to prepare cats for adoption, including spay/neuter surgery, all shots, and a microchip.

Annexation legislation shelvedLegislation is being shelved that would have imposed new restrictions on how N.C. municipalities annex people against their will. According to the Fayetteville Observer, Sen. David Hoyle of Gaston County put a hold on proposed annexa-tion revisions in his role as chairman of the Senate Rules Committee. The matter needs more study than is possible in the current short session, Hoyle said. Hoyle said neither the cities, nor the anti-annexation lobbyists, like the bill that came out of the House last year.

Tryon’s 125th honored by AssemblyHouse Bill 1789, a bill honoring Tryon’s 125th Anniversary, has passed both the North Carolina House and Senate and has been ratified. “I was honored to have Mayor Alan Peo-ples of Tryon in the gallery to see his town recognized,” said W. David Guice of Brevard, District 113 representative.

Senate passes ban on ‘electronic sweepstakes’The N.C. Senate overwhelmingly passed House Bill 80, “Ban Electronic Sweepstakes” on Monday night by a margin of 47 to 1. The House is expected to take up the measure in the near future. HB 80 would prohibit electronic machines and other devices used for sweepstakes activities in the state. The bill makes it “unlawful for any person to own, lease, or have possession of and place into operation an electronic machine or device to conduct a sweepstakes or to engage in any process or activity associated with a sweepstakes.” The bill exempts video games that do not provide prizes and the traditional sweepstakes games conducted by retail mer-chants such as MacDonald’s. The General Assembly out-lawed video poker in 2006, but an estimated 600 so-called “sweepstakes cafes or parlors” have been established all across North Carolina in the past year or so in an attempt to circumvent the ban on this gambling activity. Individual sweepstakes machines have also been located in various retail, restaurant and bar locations in the state.

Shehan rape case continuedThe case of Terry Shehan was continued during an admin-istrative superior court session last week until Aug. 12. Shehan currently faces six counts of statutory rape and one count of probation violation.

Polk rescuers search for crashed helicopter Polk County fire departments, rescue squad, sheriff’s office and other departments spent Monday afternoon searching for a helicopter thought to have crashed in Sunny View off Rock Springs and Edgerton roads. Incorrect coordinates were mistakenly given at first, and it was later determined that the crash actually occurred in McDowell County. Reports were that the two people in the helicopter were uninjured.

Polk Central roof repairsThe Polk County Board of Commissioners on Monday ap-proved the school system taking $91,000 worth of lottery funding to build a new roof at Polk Central School. Supt. Bill Miller says plans are for the roof to be completed by the beginning of next school year.

Foothills Humane supports law giving jail time for animal cruelty

The state Senate last week gave final and unanimous ap-proval to a bill that would in-crease the penalty – from a misdemeanor to a felony – for a person who intentionally starves an animal to death from a misde-meanor to a felony.

Torturing, mutilating or dis-figuring an animal would also be a felony under the measure, called Susie’s Law.

The bill was named after an 8-week-old puppy that was tortured and burned and left to die in Greensboro. The suspect in that case received probation, despite pleading guilty to felony animal cruelty.

“The bill before you to-day raises the bar,” Sen. Don Vaughan, D-Guilford, said. “Su-sie has created an awareness that those who torture animals ought to receive jail time, and that’s just what this bill does.”

The bill, which must be ratified by the state House before Gov. Bev Perdue signs it into law, will become effective Dec. 1.

Foothills Humane Society president Bob Then said he sup-ports the measure.

“I think I can speak for our Board in saying we are 100% in favor of having the Governor sign the bill into law!” Then said. “What kind of an individual would inflict such horrible torture and disfigurement such as was done to the dog in the picture

you carried during one of the senate’s public hearings? Only a depraved, psychopath that needs to be put away for such a hideous crime.”

Studies have shown time and time again that those who abuse defenseless animals go on to abuse spouses, children, and many others, Then said.

Polk County commissioners in April held a public hearing to consider amending the county’s own animal control ordinance. Polk County Sheriff Donald Hill told the board that the county has had an ordinance in place but has no way of enforcing the law.

The draft ordinance being considered includes four levels of offenses ranging from litter and odors, animals at large, property damage to animal bites, keeping dangerous animals, diseased animals, abandoning animals, cruelty to animals and keeping wild or exotic animals.

If approved, the county’s ani-mal control officer will be able to issue citations that range from $50 to $250 for a level I offense, $75 to $500 for a level II of-fense, $100 to $1,000 for a level III offense and $125 to $1,500 for a level IV offense. The fine will increase depending on the number of offenses.

Then said his board has been told the revised animal ordinance is being reviewed by interim county attorney Mike Egan.

Watson and Me l ton a l s o said they do not think the county should pay approxi-mately $9,000 for utilities at the new agricul-tural center next year. Melton said he thinks the forest service department should move to other county offices in Columbus rather than moving to the agricultural center to avoid those costs. Melton also said he would have liked to have seen a one to two cent tax decrease.

Commissioners Gasperson, McDermott and Walker have said they are pleased with the budget.

“I’m very pleased to have made the motion for the passage of the 2010-11 Polk County bud-get ordinance,” said Gasperson. “This budget not only protects and supports county services and employees, it also puts us in a strong position to cope with the anticipated large financial cut backs by the state during the 2011-12 fiscal year.”

McDermott said although the county considered raising health insurance deductibles for em-ployees, “That would have been a pay decrease and I certainly didn’t want to put that on them during this tough economy.”

“With great help from the county manager, we’ve pro-duced a fair budget,” said Mc-Dermott. “It balances the many competing needs within the county with fiscal responsibil-ity. As often is the case, some commissioners made some late, last minute appeals for increas-es and suggestions for cuts, but they were ill-conceived and not well thought out, and were rejected by the majority.”

Other projects funded in next year’s budget include $110,000 for new plumbing and fixtures at the Polk County Jail, a new ambulance for emergency med-ical services, two patrol cars for the sheriff’s office and a new

animal control truck.The budget includes no pay

raises for the second year in a row. The tax rate will remain at 52 cents per $100 of valuation.

The budget is also short two positions for next year, in-cluding a cus-todial position that will not be filled and the economic development director posi-

tion. The county has budgeted $20,000 for the economic de-velopment commission (EDC) to use for projects next year.

The county’s new budget year begins July 1.

Columbus may restrict gaming to I-26 corridorby Leah Justice

The Town of Columbus has asked its planning board to amend the town’s zoning ordinance to restrict gaming operations to the town’s I-26 corridor.

Columbus Town Council agreed last week to propose

restricting those type machines to within 500 feet on either side of the interstate.

The town recently approved new fees for gaming machines, including a flat $3,000 fee plus $2,000 per machine in the business.

Charles F. CecilCharles F. Cecil, 92, of Tryon,

loving husband of the late Al-ice H. Cecil for 65 years, died Sunday, May 30, 2010, at Tryon Estates, Columbus. He will be remembered as a life-long learner with wide-ranging interests, a keen in-tellect, a positive at-titude, and a deep love of family and friends.

Born in Anderson, S.C., and reared in Spartanburg, Charles was the son of the late Levi Moffitt and Inez Felder Cecil. He is survived by his son, Charles H. Cecil of Florence, Italy; his daughter, Charlotte Ce-cil Raymond, and her husband, Alan, of Marblehead, Mass.; three grandchildren, Alyssa Ray-mond, Christopher Raymond and Charlotte Cecil; a sister, Jean McAdams; two brothers, Robert Cecil and Dr. Henry Cecil; and many nieces and nephews. He was predeceased by his brothers, Richard and Moffitt Cecil, and his sister, Margaret Huff.

Charles graduated from Wof-ford College in 1939 and served four years with U.S. Naval Avi-ation during WWII,

attaining the rank of lieutenant commander. He earned an MBA from Harvard Business School in 1947 and began a 35-year ca-reer in the housewares industry, most of which was spent at Club

Obituaries Aluminum Products, where he became president and CEO. In 1969, he was honored as “The man who brought color to cook-ware.”

Charles retired in 1987, and he and Alice moved to Tryon, where they became active contributors to the community. A man of strong and abiding faith, Charles

served as a member of the session of the Tryon Presbyterian Church. He also served as treasurer of the Polk County Dispute Settlement Center, vice presi-dent of the World Affairs Forum, and on the boards of the Tryon Concert As-sociation, Lanier Li-

brary, Thermal Belt Habitat, and the North Carolina Arts Society. He was very active in the Rotary Club of Tryon, where he served as chairman of the Four-Way Test Committee. He was a passionate advocate for helping the elderly live in their homes for as long as possible, and for corporate ethics and accountability.

In lieu of flowers, memorials may be made to the Cecil Fam-ily Scholarship Fund at Wofford College; The Rotary Club of Tryon; or Tryon Presbyterian Church.

A memorial service will be held at 11 a.m. on Monday, June, 28, 2010, at Tryon Presbyterian Church. An online guest register may be signed at www.mcfar-landchapel.com.

Carolina Thunder owner Kenny Parker told town council last week that he was concerned about the new fees. Parker said that equals $11,000 for his small business that he recently moved to downtown Columbus. He asked for an extension on paying the fees, saying there is no way he can pay such fees in a four-week time frame.

“That’s $11,000 for my busi-ness which is very, very high that quick,” Parker said. “By the time payouts come there is very little income per day. There should be a tax on these machines, but not like that.”

Other businesses have told Columbus officials that they will take out their machines be-cause they can’t pay the fees.

If the zoning amendment is approved, current businesses outside the I-26 corridor who already have gaming machines will be grandfathered and still al-lowed to have those machines.

There are currently four businesses in Columbus who have gaming machines, includ-ing two that are not within the I-26 corridor.

The N.C. Senate has passed a bill banning “sweepstakes” games altogether. The bill is expected to be debated in the House in the near future (see News Briefs, p. 4).

burg’s 37th Annual Juried Exhibi-tion opens to the public on Aug. 19, and welcomes digital submis-sions until July 2. Changes to this prestigious exhibition promise to give the 37th show an even greater profile in the Southeast.

Unlike past years, the 2010 exhibition will consider paintings, photography and sculpture by art-ists from both North and South Carolina. Those juried in will be displayed at the Carolina Gallery in downtown Spartanburg for the duration of the show, which ends September 18.

Serving as juror is Dr. Stepha-nie Heydt, curator of American Art at the High Museum in Atlanta. Dr. Heydt, who has published widely on 19th- and 20th-century American art, will select finalists

based on their digital images, and then determine award winners in person. Awards will be announced at the reception on August 21 at the Carolina Gallery.

Entrants should mail a CD/DVD containing two digital im-ages of their work (no larger than 8MB) to The Artists’ Guild of Spartanburg, 200 East St. John Street, Spartanburg, SC 29306.

the redwings recently won the District 1 Championship Tournament and regular-season title, finishing with a 15-1 record for the season.

the team dedicated the tour-nament victory to Chris Killough, the mother of third-baseman Noah Killough, wearing pink jerseys for the tournament to ac-knowledge Ms. Killough’s battle with breast cancer.

Coaches Davey edwards and Lynn stewart have coached to-gether for the past eight years and have coached most of these play-ers, including sons seth stewart and John David edwards, in both

football and baseball since the age of four.

In the past three baseball sea-sons, the team’s record is 41-6 in District 1 play with two regular-season and two postseason titles. In football, the team has amassed a 23-6 record with two midseason championships, two regular-season championships and two super Bowl victories.

“It’s been an honor and a privilege to coach each and every one of these kids,” the coaches agreed. “they have grown up from little kids, playing in dirt and chasing bugs to become great ballplayers. these young men will be the future high-school stars for Landrum and polk County.”

the polk County High school softball team did in a “rebuild-ing” phase what many other teams would like to do at the peaks of their games.

The Wolverines finished with an 18-7 re-cord and a playoff ap-p e a r a n c e – good but not great by the lofty standards set at pCHs in head coach Jeff Wilson’s 15-year career.

“We were in a rebuilding stage because we had graduated six seniors, including three four-year starters,” said Wilson. “We kind of had to restart the team.”

Jamie Hrobak and catcher alyssa Montgomery. Montgomery was an all-state selection as a fresh-man, returned to bat .417 with a .625 on-base percentage. she led the team in five offensive categories, including hits, runs and extra-base hits.

Meanwhile, Hrobak was a workhorse on the rubber, notch-ing 16 of the team’s 18 victories. Despite pitching from the 43-foot (college) distance for the first time, Hrobak gave up 85 hits, struck out 214 in 128 innings of work and finished with a 2.60 earned run average.

playing in the Western High-lands 2A conference for the first time after moving up from 1a, the Wolverines finished 10-4 in the conference, good enough for third place behind owen, which was unbeaten before being stunned in the first round of the playoffs. Madison was second.

the Wolverines’ playoff ap-pearance was short-lived, ending with a disappointing first-round 6-0 loss at Forbush.

“We’ve been on the cusp,” said Wilson. “We’ve gone to the playoffs each of the last four years and to the third round in three of the last four years.”

Williams, a three-time all-district selection, was on each of those four playoff teams and saved her best offensive season for last, batting .413 and finishing with a .372 career average.

Williams was among three se-niors along with sammy Mazzilli and Michaelle McKaig, finishing their careers at pCHs.

Hrobak, Williams and Mont-gomery were all-district selec-tions.

Junior right fielder Haley Champion had the third-highest batting average on the team at .341, while earning all-confer-ence honors.

But much of the story was in Wilson’s building blocks, such as the trio of freshmen infield-ers who tasted varsity competi-tion for the first time this past season.

First-baseman Cassie Couch, second-baseman shalyn Brown and shortstop Yancy pace will be counted on heavily for the next three seasons, Wilson said.

Wilson also gave credit to his assistant coaches, Jerry Hensley and the retiring Mitch Davis, for helping with the growth of this past year’s team.

“I’m very proud of what we accomplished this year,” said Wilson. “I felt like we had a good battery, good leadership and a good work ethic at practice.”

Moonshiners exacted revenge on lawmen... like Wade Plumley

While a handful of lawmen, such as volunteer Constable Hol-land Howard or Chief Deputy U.S. Marshall Rufus Springs, lost their lives in the destruc-tion of i l l icit distilleries, there were other lo-cal Dark Corner magistrates or constables who were victims of retaliation by moonshiners.

Sometimes their acts of re-venge reached barbaric propor-tions.

Wade Plumley, a constable for his brother, Magistrate J.D. Plumley, bore the brunt of this barbarism back in February of 1908.

He went outside early on a Monday morning and discovered his cow lying in a pool of blood. Her throat has been slashed.

Walking to his barn, he dis-covered that his fine buggy had been ripped, broken and splin-tered, and found other depreda-tion done by “night visitors.”

He knew immediately he had been visited by irate moonshin-ers. On the previous Saturday,

he and his brother had been members of a raiding party that cut up several stills.

Anger against raiding lawmen appeared to increase with mul-

tiple cuttings of distilleries. Rather than one or two moonshiners being upset over the cut-ting of their

single still, something akin to a mob effect resulted when mul-tiple stills were destroyed.

There was no way of ascer-taining the identity of the barbaric perpetrators who did their deed under the cover of darkness.

Numerous retaliatory inci-dents, such as Wade’s, were committed over the years with not a single perpetrator ever be-ing identified.

Animals — horses, mules, cows or pigs — were favorite targets of vengeful “night visi-tors.”

St. Luke’s awarded PCCF grant for Computers on Wheels

St. Luke’s Hospital was re-cently awarded a $20,100 grant by the Polk County Community Foundation for Computers on Wheels (COWs) - a computer support system brought to pa-tients’ bedsides that will further improve the quality of healthcare at St. Luke’s Hospital.

With the Polk County Com-munity Foundation grant, St. Luke’s will purchase and deploy six COWs - computers on carts that can be taken to a patient’s beside and enable doctors, nurses and other hospital support staff to directly interface with patients while accessing their electronic

medical records.Staff will be able to record

patient information, such as vital statistics and other test results, directly to the patient’s medical record. Implementing COWs into direct patient care is the first step in St. Luke’s goal to convert to a paperless system with computer-assisted reminders, checks, and safeguards.

Polk County Community Foun-dation is a non-profit organization committed to advancing philan-thropy and improving the quality of life for citizens of Polk County and the surrounding area.

Gov. Perdue proclaims June 21-28 Amateur Radio Recognition, Appreciation Week

Editor’s Note: The follow-ing is a proclamation by N.C. Governor Perdue proclaiming June 21 through 28 as Amateur Radio Recognition and Apprecia-tion Week.

WHEREAS, North Carolina is home to almost 18,000 federal licensed amateur radio operators, also known as “hams”; and

WHEREAS, for the past cen-tury ham radio operators have experimented with and perfected technologies we all enjoy today, such as television. high fidel-ity FM, cellular telephones, and VoIP (Voice over Internet Pro-tocol); and

WHEREAS, amateur radio operators have a proud tradi-tion of public service and have provided emergency communi-cations at no charge to govern-ment and public service agencies following numerous hurricanes, floods and storms in North Caro-

lina; andWHEREAS, both White

House and Congressional reports on the response to Hurricane Katrina praised amateur radio for its role in providing emergency communications when regular and cellular telephone service and Internet service failed; and

WHEREAS, North Carolina enacted HR1349 in the 2007 legislative session to become SL2007-147, the “Act to recog-nize the value of amateur radio communications by requiring city and county ordinances regu-lating antennas to reasonably accommodate amateur radio communications “; and

WHEREAS, since 1949, North Carolina amateur radio operators have been meeting on the air for the past 60 years at 7:30 p.m. on 3923 kHz. for the Tar Heel Emergency Net to ex-change good will and to test their

skills and equipment to respond in an emergency; and

WHEREAS, June 25 th through 27th mark this year’s Field Day, an event in which amateur radio operators around the world test their equipment simultaneously under simulated emergency conditions; and

WHEREAS, all North Caro-linians have benefited from this dedicated corps of volunteer communications professionals;

NOW, THEREFORE, I , BEVERLY EAVES PERDUE, Governor of the State of North Carolina, do hereby proclaim June 21-28, 2010, as “AMA-TEUR RADIO RECOGNITION AND APPRECIATION WEEK” in North Carolina, and I call upon all citizens to pay tribute to the amateur radio operators of our state.
